At its best, economics can help policy-makers to design policies that resolve a wide range of economic and financial problems, for individuals and economies as a whole. ‘Economic behaviour and public policy’ explores some key insights and evidence from behavioural public policy, particularly microeconomic policy. Instead of examining market failures, behavioural public policy looks at behaviour change—changing the way that people make their everyday decisions and choices by nudging them towards more efficient and productive decision-making. The future for behavioural public policy is promising. Policy-makers need to look carefully at how policies based around behavioural insights can be used to complement rather than replace conventional economic policy instruments.

AbstractDuring the last decade, the Behavioural Insights Team (BIT) has been the main driver of establishing behavioural public policy as a novel approach in public policy. Adhering to a set of strategic principles, BIT has succeeded in translating insights from the behavioural science literature into policy interventions to show how behavioural science may be applied to public policy in a methodologically as well as economically efficient way. However, as Sanders, Snijders and Hallsworth (2018) note in their paper, the wide-ranging transformation of public policy development that many thought possible has remained absent. In this comment, I argue that this situation itself is due, at least partly, to the strategic principles adopted by BIT, and I call for developing more ‘diagnostic’ approaches, including better tools and models, to ensure that behavioural science is not perceived as offering merely technocratic tweaks.

Abstract The article analyzes the transformative capacity of the Ministry of Social Development and Fight against Hunger (MDS) in shaping structural change in Brazilian municipalities. The study is based on the concepts of organizational and institutional learning, on a combination of analytical categories of the institutional and neo-institutional approaches and on traditional means of government control. As for methodology, this study used process tracing, in-depth interviews, and documentary analysis of regulations, decrees, and resolutions that create direct and indirect incentives to induce agreements and cooperation of municipalities with the Ministry. We identified two important causal mechanisms: a) organizational and institutional learning processes; and b) inter-federative cooperation that, combined, generated significant changes in municipal bureaucratic capacity. The findings show the importance of the Union’s transformative capacity in the process of public policy decentralization in Brazil.

Objetivo: Refletir teoricamente sobre a Política Nacional (brasileira) para Prevenção e Controle do Câncer na Rede de Atenção à Saúde das Pessoas com Doenças Crônicas e articulações na formação do enfermeiro e na prática profissional. Metodologia: Reflexão teórica, por meio de questionamentos das pesquisadoras, discussões em grupo e busca na literatura. Resultados: Os trabalhadores que atuam no cuidado ao paciente oncológico possuem papel essencial na efetivação dessa política. Porém, para que sejam implementadas, é necessário que seus princípios estabelecidos façam sentido na formação e nas práticas profissionais. Conclusão: O ensino reflexivo sobre essa política na formação do enfermeiro contribui para melhorias em sua prática, assim como, práticas reflexivas e melhor qualificadas certamente impactam positivamente na formação profissional. Today, people regularly debate the meaning of the term transparency relative to government. President Obama has made transparency a prominent issue in the federal government with his directive to use online resources to promote transparency. However, transparency is important at all levels of government, particularly transitioning from e-government to e-governance. This chapter discusses the definition of transparency related to e-governance and the implementation of transparency initiatives. The mission is to set the standards for government transparency and citizen engagement with an online presence. The standards and roadmap for achieving transparency in e-governance involve politics, policy, and technology. This chapter outlines the necessary political, policy, technology, and transparency issues in e-governance. The discussion and recommendations covers issues such as political will, insufficient knowledge, and fear. Also, recommendations address best practices in policy development and implementation. The current applications and data recommendations cover technology developments.

This chapter focuses on regulation in the early nineteenth century. The nineteenth century is considered the high noon of laissez-faire. Government, by habit and design, kept its hands off the economy and let the market do its magic. The first half of the century, in particular, was strongly pro-enterprise, pro-growth. The aim of public policy was the release of creative energy and that meant economic energy, enterprise energy. Government reflected what its constituents wanted. It did what it could to boost the economy, which could mean subsidy or outright intervention. Government intervention, or government regulation, primarily meant the states, not the federal government.

AbstractThe application of behavioural insights to public policy has been a success story of recent years, in academia and in the civil service. Alongside this, a parallel group of practitioners has emerged, using the same underlying research to pursue commercial and marketing goals. Although the objectives are mostly different, many of the approaches are similar. This article contrasts public and private sector approaches and highlights lessons each group can learn from the other.
