So the changing process requires first the prevention by elaborating a public policy with a multisector impact. We present evidence that emergency managers exhibit some of the same decision biases, sensitivity to framing, and heuristics found in studies of the general public, even when making decisions in their area of expertise. Our national survey of county-level emergency managers finds that managers appear more risk averse when the outcomes of actions are framed as gains than when equivalent outcomes are framed as losses, a finding that is consistent with prospect theory. We also find evidence that the perceived actions of emergency managers in neighboring jurisdictions affect the choices a manager makes. In addition, our managers show evidence of attribution bias, outcome bias, and difficulties processing numerical information, particularly probabilities compared to frequencies. Each of these departures from perfect rationality points to potential shortfalls in public managers’ decision making. We suggest opportunities to improve decision making through reframing problems, providing training in structured decision-making processes, and employing different choice architectures to nudge behavior in a beneficial direction.

The application of the public policy of aging and old age in the city of Bogotá in the last 10 years has forced people over 60 years to regularly undertake activities in which they worked for many years as employees. Other older adults have continued working to meet their basic needs. However, under this reference, the methodology used in the research was a mixed qualitative-quantitative approach because the two are of great importance to deduce whether the national public policy of aging has brought advantages or disadvantages to the development and/or continuity of the business plans being prepared by senior entrepreneurs.

The realization of the 2014 World Cup in Brazil generated meaningful transformations in the host cities. These transformations brought concerns over the sustainability of a mega-sport event. The present study tried to understand the sustainability resulting from the World Cup in the city of Natal, Brazil, from the perspective of local public managers. This qualitative, descriptive research, whose data were inductively analyzed, used a semi-open interview composed of 24 semi-structured questions in order to obtain information from the public managers at local and state levels and who are linked to the event. As a result, the managers involved concluded that the 2014 World Cup in Natal did not serve sustainability neither leave any sustainable effects. It was also observed that the lack of sustainability was due to the lack of adequate planning and technical projects, as well as to the lack of organization and social participation in the preparation and follow-up of the works and actions necessary for its accomplishment. Among the propositions of new works, there is the recommendation to analyze how the public managers and the normative regulations are dealing with sustainability in the planning and in the projects for the realization of two other mega-sport events, the FIFA 2018 World Cup in Russia and the FIFA 2022 World Cup in Qatar.

The aim of our research was to examine how clusters appear and develop in the video game sector. We thus did a comparative study of the video games cluster in Montreal and Los Angeles. This paper shows that concentration of human creativity in arts and in technology is a significant economic localization factor, but cross-fertilization of sectors and public policy also contributes to the understanding of the emergence of clusters in certain urban regions. Thus, political and industrial factors offer an explanation as to why clusters emerge and how they evolve, going beyond the purely geographic or economic factors. In LA as in Montreal, the cross-fertilization with film is important. However, in Montreal, it is the public policy contributing to financing jobs in the Multimedia City and the French language that brought Ubisoft to the city; this contributed to make the city well known in the field, creating a “brand” for the city and thus fuelling the cluster development.

Starting from the importance of risk perception for taking certain preventive measures to protect people and their property from disasters, the subject of the research is to examine the factors influencing public perception of mythically-based human behavior in disaster conditions. Using the random sampling method, 250 adult respondents were surveyed in the city of Belgrade, using a specially created and adapted survey questionnaire. The results of the research show that there is no statistically significant influence of gender, age, educational and economic factors on the public perception of human behavior in disaster conditions. The results of the research can be used to improve strategies and campaigns based on risk assessment, aimed at improving the safety of people in disasters.
