Resumo: O presente artigo tem como principal objetivo a caracterização do Programa Nacional de Tecnologia Educacional (ProInfo) pelo viés da Inovação Social, observando o modelo implantado na cidade de Pato Branco, através de análise holística de dados nas escolas municipais, especificamente no Ensino Fundamental. Por meio desta análise, busca-se a apreensão das características que possam promover a Inovação Social, além de observar se a política pública vigente ao programa é capaz de enquadrar como um processo sustentável, atendendo às várias dimensões necessárias para sua sustentação e garantia de sucesso em longo prazo. Além disso, o artigo busca conceituar a Inovação Social a partir da exemplificação do estudo de caso em questão, interligando-o às políticas públicas de âmbito nacional, regional e local vigentes ao programa, permitindo verificar, ainda, qual o impacto obtido desde sua implementação, contribuindo para o desenvolvimento regional no campo educacional, tecnológico e social. Em síntese, este estudo possibilita concluir que as melhorias trazidas, implicitamente ou não pelo programa, permitem a análise do quadro de modificação do sistema educacional no município de Pato Branco, reforçando a ideia de que a Inovação Social torna-se um condutor de melhores práticas de melhorias e necessidades humanas e maior contribuição à formação cidadã. Tecnologia e Sociedade.    PROINFO AND SOCIAL INNOVATION: CHARACTERIZATION AND DEVELOPMENT OF THE PROGRAM IN THE CITY OF PATO BRANCO-PR Abstract: This paper has as main objective the characterization of the National Educational Technology Program (ProInfo) the bias of Social Innovation, observing the model implemented in the city of Pato Branco, through holistic analysis of data in the public schools, especially in primary education. Through this analysis, it seeks to grasp the characteristics that may promote social innovation, in addition to observing the current public policy program is able to qualify as a sustainable process, taking into account the various dimensions required for your support and guarantee success in the long term. Furthermore, the article seeks to conceptualize the Social Innovation from the exemplification of the case study in question, linking it to the public policy of national, regional, and local regulations to the program, allowing you to check also the impact achieved since its inception contributing to regional development in the educational, social and technological. In summary, this study allows the conclusion that the improvements made, implicitly or not the program, allow the analysis of the frame modification of the educational system in Pato Branco, reinforcing the idea that the Social Innovation becomes a conductor of best practices improvements and human needs and greater contribution to the civic education. Neste artigo será apresentada uma perspectiva histórica dos acentuados índices de desigualdade socioeconômica observados atualmente no estado de Santa Catarina. Em seguida, serão descritos os eventos Semana do Contestado e Congresso Nacional do Contestado, bem como, estes contribuíram para o debate sobre esta problemática. No ano de 2018, o Instituto Federal de Santa Catarina, Prefeitura Municipal de Caçador e Museu do Contestado propuseram a criação de uma agenda de atividades em rede, como metodologia de abordagem para ações de educação, ciência e tecnologia. Portanto, este projeto teve como objetivo ampliar a divulgação científica e o debate sobre as desigualdades no Contestado. A comunidade organizada foi convidada para construir e executar diversas ações. Participaram instituições públicas, instituições privadas, coletivos de artistas e representantes de grupos sociais. Desta forma, o principal resultado obtido foi o sinergismo entre as atividades realizadas e o seu impacto no público de diversos segmentos. As ações em rede demonstraram maior capacidade de alcançar principalmente estudantes da educação básica, assim como, maior cooperação dos grupos e núcleos de pesquisa das instituições envolvidas em torno do Contestado. Palavras-chave: Ensino Fundamental; Desigualdades; Educação   The network of education, science and technology in the Contestado and the action to reduce inequalities Abstract: This article will present a historical perspective of the accented socioeconomic inequality rates observed in the state of Santa Catarina today. Then, the events “Semana do Contestado” and “Contestado Nacional Congress” will be described and as they contributed to the debate on this problem. In 2018, the Federal Institute of Santa Catarina, the city hall of Caçador and the Contestado museum proposed the creation of an agenda of network activities as a methodology for approaching education, science and technology actions. Therefore, this project aimed to expand scientific dissemination and debate about inequalities in the Contestado. The organized community was called upon to construct and execute various actions. Public institutions, private institutions, collectives of artists and representatives of social groups participated in these actions. In this way, the main result obtained was the synergism between the activities and their impact on the public of different segments. The actions in network demonstrated a higher capacity to reach mainly students of basic education, as well as, higher cooperation of the groups and research centers of the institutions involved around the Contestado. O artigo avalia a política pública de Ciência, Tecnologia e Inovação (C,T&I) do Governo do Estado Espírito Santo, no período 2012 – 2015, por meio da análise da elaboração e execução orçamentária, a partir de dados do Plano Plurianual (PPA) do referido período. A partir de análise teórica e metodológica a respeito de indicadores de C,T&I e de componentes do orçamento público, o desempenho financeiro dos programas e ações estaduais de C,T&I é avaliado de forma a identificar os eixos prioritários de atuação da política pública e sua execução em termos orçamentários. Mostra-se que gastos substanciais no período foram realizados com ações voltadas para as áreas de trabalho e educação profissional, que revelam falta de foco da política, além de evidenciarem a forte desproporção do volume de recursos destinados à pesquisa científica em detrimento do setor produtivo, fatos que mostram a necessidade de correções de rumo a respeito de como funciona um maduro sistema de C,T&I. Isso significa que a análise detalhada da elaboração e da execução orçamentárias, além de se revelarem importante fonte de dados sobre as políticas públicas de C,T&I, são requisitos fundamentais para o aprimoramento da política para as referidas áreas, pois permitem um maior refinamento tanto no planejamento como na execução de tal política. O Espírito Santo, apesar do esforço dos últimos governos, ainda apresenta indicadores de C,T&I que evidenciam grande atraso relativo frente aos Estados mais desenvolvidos. Assim, conclui-se que, para a elaboração de uma autêntica Política de Estado para as áreas de C,T&I, além do aporte de maior volume de recursos, é necessário um mínimo de planejamento estratégico e ativa coordenação governamental para as referidas áreas, e a análise da elaboração e execução orçamentárias deve ser parte integrante deste processo.Palavras-chave: Orçamento; Ciência, tecnologia e inovação; Economia Capixaba.  ABSTRACTThe article evaluates the public policy of science, technology and innovation (STI) of the Government of the State of Espírito Santo, in the period 2012-2015, by analyzing the elaboration and execution of the budget, based on data from the Pluriannual Plan of that period. Based on theoretical and methodological analysis of STI and public budget components, the financial performance of the STI programs and actions is evaluated in order to identify the priority axes of public policy and its execution in budgetary terms. It is shown that substantial expenditures in the period were carried out with actions focused on the areas of work and professional education, which reveal a lack of focus of the policy, besides evidencing the strong disproportion of the volume of resources destined to scientific research to the detriment of the productive sector, facts that show the need for course corrections regarding how a mature system of STI works. This means that the detailed analysis of budget elaboration and execution, besides proving an important source of data on STI public policies, are fundamental requirements for the improvement of the policy for these areas, since they allow a greater refinement both in the planning and execution of such policy. The State of Espírito Santo, despite the efforts of the last governments, still presents indicators of STI that show a great delay in relation to the more developed states. Thus, it is concluded that, in order to elaborate an authentic state policy for the areas of STI, in addition to providing more resources, a minimum of strategic planning and active governmental coordination is necessary for these areas, and the analysis of budget preparation and execution should be an integral part of this process.Keywords: Budget; Science, technology and innovation; Capixaba economy.

ABSTRACTThe purpose of this research is to analyze the participation of different stakeholders, resulting from the implementation of the Public Policy Magical Towns, aimed at sustainable development of Villa Tapijulapa. This investigation is currently underway, however it has been observed that it has been funded development projects, through various government institutions that contribute to Magic Towns Program, which has not been successful, in addition there is a misuse system resources. These issues are presented by the complexity of cooperation, multiplicity of participants and perspectives; and the various attitudes and degrees of involvement of the various stakeholders. As the analysis of the social capital of the community and the characteristics of the agency charged with implementing achieve identify areas of opportunity to propose strategies for improvement.RESUMENEl propósito de ésta investigación es analizar la participación de los diferentes actores sociales, derivada de la implementación de la Política Pública de Pueblos Mágicos, dirigida al desarrollo sustentable de Villa Tapijulapa. Esta investigación actualmente se encuentra en proceso, sin embargo se ha podido observar que han sido financiados proyectos de desarrollo, a través de diferentes instituciones gubernamentales que coadyuvan al Programa de Pueblos Mágicos, los cuales no han sido exitosos, además de existir, un mal uso del sistema de recursos naturales. Estas problemáticas se presentan por la complejidad de la cooperación, multiplicidad de participantes y perspectivas; así como las diversas actitudes y grados de compromiso de los diferentes actores sociales. Por lo que el análisis del capital social de la comunidad y de las características de la agencia encargada de la implementación lograrán detectar las áreas de oportunidad para proponer estrategias de mejora.

The application of the public policy of aging and old age in the city of Bogotá in the last 10 years has forced people over 60 years to regularly undertake activities in which they worked for many years as employees. Other older adults have continued working to meet their basic needs. However, under this reference, the methodology used in the research was a mixed qualitative-quantitative approach because the two are of great importance to deduce whether the national public policy of aging has brought advantages or disadvantages to the development and/or continuity of the business plans being prepared by senior entrepreneurs.

Contemporary public management in Brazil is undergoing a great deal of transformation. From the year 2008 the Brazilian Federal government has been investing in policies and planned actions that aim to expand access to Higher Education. This paradigm shift was possible through the understanding that the agenda of public problems required trained professionals with appropriate skills, able to propose plans, programs and elaborate projects, fostering the evolution and consolidation of Brazilian democracy. The changes in contemporary Brazilian public management have permitted the debate amongst researchers in the Higher Education sphere, evolving to what is conventionally known as the Public Field. This field integrates views that deal with contemporary processes that aim to change public management either at the state or non-state level, in its various dimensions, seeking to innovate teaching and research in the area of public policy. This article aims to reflect on the specific academic issues related to Public Field Education in Brazil. It also aims to promote an epistemological understanding related to the intellectual diversity present in this area. It considers the assumption that a multidisciplinary approach, characteristic of field courses, generates new experiences and knowledge, making a difference in the formation toward a critical view of reality in which the students are part. In order to conduct the research, a comparative analysis of experiences developed in recent years was proposed. It is seen that the curricula must converge, aiming to educate the manager who understands this phenomenon and the needs of contemporary society, who is able to recognize and work with the rights of citizens, as well as be present in the relations between state and society, with responsibilities of integrating public policy programs, optimizing the use of public resources, being able to redesign programs and projects in order to monitor and evaluate public policies.

In order to trigger economic and technological development in Mexico, the government of this country is trying different ways to boost innovation. One of them is through the public policy "Program of Stimuli for Innovation (PSI)". This consists of granting subsidies to companies for the development and commercialization of technological innovations that trigger new markets. However, although annual reports of the PSI management have been generated, studies conducted to evaluate this program in terms of industrial property appropriation are still unknown. For the foregoing, the object of this studywas to evaluate the PSI to know its national impact in terms of appropriation of industrial property in the period 2009-2016. The evaluation consisted of making a quantitative, statistical, descriptive and inferential analysis of the PSI, using databases generated by Mexican public institutions. The results of this research showed that although the PSI grants motivated the link between research centers and companies for the development of innovative technologies, the appropriation of industrial property managed by Mexicans was modest. Likewise, it was found that the grants were not granted in an equitable manner to the different types of companies that participated in the program. Concluding that it is necessary to evaluate and supervise this public policy with objective indicators that allow it to be more effective. It is expected that this study will contribute to making a proposal for improvement to this public policy that contributes to the economic and technological growth of this country.

O estudo discutiu a implementação de políticas públicas que asseguram o direito ao acesso no ensino superior, como meio de inserção na sociedade, buscando responder à seguinte questão: até que ponto o ProUni, como política pública contribui para o acesso ao ensino superior e a formação para a atuação profissional? Mediante o objetivo de conhecer os significados de ser estudante universitário beneficiado pelo ProUni, como política pública que pretende articular o efetivo exercício da igualdade. O trabalho desenvolveu-se em quatro capítulos. No primeiro, faz-se uma apresentação geral do direito à educação, fundamentado na CR e na LDB. No segundo, busca-se uma contextualização sobre o Programa, como política pública de ação afirmativa voltada à ampliação do acesso ao ensino superior. No terceiro, são demonstrados os resultados do estudo; no quarto capítulo, tratou-se da discussão. O estudo foi de abordagem qualitativa, do tipo descritivo, de campo e transversal. Empregou-se o método do DSC. A amostra compôs por 30 alunos de ambos os gêneros, bolsistas ProUni, com idade entre 23 e 40 anos. A conclusão aponta para o fato de que o ProUni, contribuiu de maneira significativa para os bolsistas, que pertencem a população de baixa renda, possibilitando o efetivo exercício da igualdade. Abstract RIGHT TO EDUCATION AND PUBLIC POLICY PROUNI The study discussed the implementation of public policies that ensure the right of access to higher education as a means of integration into society, seeking to answer the following question: to what extent ProUni, as public policy contributes to access to higher education and training for professional practice? By the aim of knowing the meanings of being college student benefited by ProUni, as a public policy that articulates the effective exercise of equality. The work developed in four chapters. In the first, an overview is made of the right to education, based on the CR and LDB. In the second, we seek a contextualization of the program, as a public policy of affirmative action aimed at broadening access to higher education. In the third, they are shown the results of the study; in the fourth chapter, this was the discussion. The study was a qualitative approach, descriptive, field and cross. We used the DSC method. The sample was composed by 30 students of both genders, ProUni fellows, aged between 23 and 40 years. The finding points to the fact that ProUni, contributed significantly to the stock, which belong to the low income population, enabling the effective exercise of equality. Keywords: Education.
