The development of Free Software is a well established and successful phenomenon which could hardly exist without the Internet, where groups of programmers scattered all around the world are developing software. The idea of Free Software is highly attractive to talented creative students and can stimulate and support their profesional activities. The GNU GaMa [4] for adjusting of geodetic networks, with input data described in XML, is given here as a concrete example. Free Software [3] (or Open Source) projects need not be limited to software development but can generally cover any professional project based on free information exchange; a suggested example is the planned collection of model geodetic networks described in XML.

The project of ‘free culture’ is committed to the creation of a cultural space, rather like the ‘public domain’, seeking to complement/replace that of proprietary cultural commodities and privatized meaning. This has been given a new impetus with the birth of the Creative Commons. This organization has sought to introduce cultural producers across the world to the possibilities of sharing, co–operation and commons–based peer–production by creating a set of interwoven licenses for creators to append to their artwork, music and text. In this paper, we chart the connections between this movement and the early Free Software and Open Source movements and question whether underlying assumptions that are ignored or de–politicized are a threat to the very free culture that the project purports to save. We then move to suggest a new discursive project linked to notions of radical democracy.

Open source communities are one of the most successful-- and least appreciated--examples of high-performance collaboration and community building on the Internet today. Open source communities began as loosely organized, ad-hoc communities of contributors from all over the world who shared an interest in meeting a common need. However, the organization of these communities has proven to be very flexible and capable of carrying out all kind of developments, ranging from minor projects to huge programs such as Apache (Höhn, & Herr, 2004; Mockus, Fielding, & Herbsleb, 2005).

The open source software movement exists as a loose collection of individuals, organizations, and philosophies roughly grouped under the intent of making software source code as widely available as possible (Raymond, 1998). While the movement as such can trace its roots back more than 30 years to the development of academic software, the Internet, the World Wide Web, and so forth, the popularization of the movement grew significantly from the mid-80s (Naughton, 2000).

The open source movement can be traced back to the hacker culture in the ’60s and ’70s. In the early 1980s, the tenet of free software for sharing was explicitly raised by Richard Stallman, who was working on developing software systems and invited others to share, contribute, and give back to the community of cooperative hackers. Stallman, together with other volunteers, established the Free Software Foundation to host GNU (Gnu’s Not Unix, a set of UNIX-compatible software system). Eric Raymond, Stallman’s collaborator, is the primary founder of the Open Source Initiative. Both communities are considered the principal drivers of open source movement.

Open source software and the open source movement have changed how users access the Internet and produced equality of access for the global community. Despite the access to free software and code sharing for the public and corporate users, open source users remain unaware of cultural competency standards for all its users and designers. The research on cultural competence is conspicuously absent. This chapter defines open source cultural competence as an ethical and equity imperative for open source systems and the communities served by this free, accessible software. A theoretical framework for integrating cultural competence into open source technology is presented, one that emphasizes cultural competency best practices. Future implications for integrating cultural competence into open source technology are highlighted.

A variety of individuals around the world are furthering development of Free/Libre/Open Source Software (FLOSS) through the Internet. Why do they participate in developers’ communities and continue to develop FLOSS? Is their treatment enough to sustain their activities? Surveys, using online questionnaires, were conducted to answer these questions to analyze the FLOSS movement sociologically. However these surveys tend to focus on developers in the West. We decided to see if there are regional differences in FLOSS development. To that end, we conducted two surveys, the FLOSS–JP survey in Japanese and the FLOSS–ASIA survey in other Asian languages. In this paper, we describe regional differences, especially among Asian and Japanese FLOSS developers and compare the results to those from Western FLOSS surveys. An on-line information service, the Telemedicine Information Exchange TIE , was established to provide a comprehensive source of telemedicine information. The TIE comprised a number of frequently updated, searchable, linked databases, each dealing with an important aspect of telemedicine. These included an extensive bibliography on telemedicine consisting of more than 2000 citations, many with abstracts. There was also a series of topical sections describing current telemedicine projects, products and services, legislation, funding, research activities, and news in the field. The TIE was designed to exploit the features of electronic information storage: hypertext linking between related pieces of information; specialized views technical, legal, and business of the bibliographic database; and usage monitoring to determine which data were most frequently accessed and therefore where any enhancement should be done. The TIE was made available via the World Wide Web, by remote telnet access over the Internet, and via modem. The rapid increase in the usage of the TIE since its introduction in April 1995 indicated that the TIE satisfied a need in the telemedicine community.

This paper examines what is known about the role of open source software development within the world of game mods and modding practices. Game modding has become a leading method for developing games by customizing or creating Open Source Software extensions to game software in general, and particularly to proprietary closed source software games. What, why, and how OSS and closed source software come together within an application system is the subject for this study. Observational and qualitative is used to highlight current practices and issues that can be associated with software engineering and game studies foundations with multiple examples of different game mods and modding practices are identified throughout this study.

Video Analytics bring together the world of educational research and classroom teaching with technology and the internet. Through use of more than 4500 hours of video data, an open source analytic creation tool, this study creates a video analytic that supports a research paper. In addition to supporting research, analytics can be a reflective tool for teachers, as well as support professional development as all levels. This report illustrates the video analytic, Using Meredith’s models to reason about comparing and ordering unit fractions, (Horwitz, 2015, available at http://dx.doi.org/doi:10.7282/T33J3FQG), as well as the methods used in the creation of the analytic used to support research in student use of representations to make sense of fractions.
