The Paradox of Reparations

This chapter offers a more complex and multiracial view of history by revisiting the narrative of the Japanese American redress movement and discovers a paradox at its core: while the campaign by Japanese Americans for reparations for their wartime confinement started at the end of the 1960s as part of a wider antiracist coalition, and received key support in its early stages from African American political leaders, Japanese Americans increasingly distanced themselves from their black allies as the goal of redress grew nearer, even as African Americans became increasingly public in their opposition. The chapter also shows how the victory of the redress movement in 1988 offered a major precedent, and a model, for reparations efforts by blacks.

The Japanese American Redress Movement refers to the various efforts of Japanese Americans from the 1940s to the 1980s to obtain restitution for their removal and confinement during World War II. This included judicial and legislative campaigns at local, state, and federal levels for recognition of government wrongdoing and compensation for losses, both material and immaterial. The push for redress originated in the late 1940s as the Cold War opened up opportunities for Japanese Americans to demand concessions from the government. During the 1960s and 1970s, Japanese Americans began to connect the struggle for redress with anti-racist and anti-imperialist movements of the time. Despite their growing political divisions, Japanese Americans came together to launch several successful campaigns that laid the groundwork for redress. During the early 1980s, the government increased its involvement in redress by forming a congressional commission to conduct an official review of the World War II incarceration. The commission’s recommendations of monetary payments and an official apology paved the way for the passage of the Civil Liberties Act of 1988 and other redress actions. Beyond its legislative and judicial victories, the redress movement also created a space for collective healing and generated new forms of activism that continue into the present.

Abstract This article examines the relationship between the Japanese American redress movement and the oral interviews of two Japanese immigrant women, known as Issei women. Focusing on the shared images of Issei women in the Japanese American community and the perspectives and self-representations of the interviewees in the oral interviews, it explores how cultural consensus produced stereotypical, collective images of Issei women as submissive, persevering, and quiet persons. As the redress movement progressed in the 1960s to the 1980s, the Japanese American community conducted oral history projects to preserve memories and legacies of their wartime experiences. There are dissimilarities between the original audio recordings and the published transcripts regarding the perspectives of Issei women. This article shows how the community’s desire to preserve idealized images of Issei men and women reduced the accuracy and nuances in the women’s self-representations and the complexities of family relations. Also, contrary to the collective images, Issei women demonstrated how they were independent, assertive, and open individuals expressing their perspectives, complicated emotions, and importance in the family.

Recollections from former students often present a positive appreciation of black Catholic schools primarily for their educational quality but also, in many cases, for their emphasis on self-worth and also, occasionally, on black culture and heritage. African American Catholics valued black schools and churches as religious and community institutions. Prelates generally sought to achieve desegregation by closing or downgrading black Catholic institutions. African American Catholics differed in their response. While some black Catholics reluctantly accepted such action as a necessary price for desegregation, others opposed these measures, upset by the one-sided nature of Catholic desegregation and inspired by the rise of black con consciousness in the second half of the 1960s. Some disillusioned African Americans, especially younger Catholics, left the church.

African American Language (AAL) is the most widely recognized – and controversial – ethnic variety of English in the world. In the United States national controversies about the speech of African Americans have erupted periodically for more than a half-century now, from the difference-deficit debates in the 1960s (Labov, 1972) to the Ebonics controversy in the 1990s (Rickford, 1999) and linguistic profiling in the 2000s (Baugh, 2003, 2018). Further, the adoption of performance genres from AAL into languages other than English, such as hip-hop and rap, has given the speech of African Americans even wider international recognition and global status (Omoniyi, 2006). The curiosities and controversies about African American speech symbolically reveal (1) the depth of people's beliefs and opinions about language differences; (2) the widespread level of public misinformation about language diversity; and (3) the need for informed knowledge about language variation in public life and in education.

This article examines the largely neglected history of African American struggles to obtain housing in Cleveland Heights, a first-ring suburb of Cleveland, Ohio, between 1900 and 1960, prior to the fair housing and managed integration campaigns that emerged thereafter. The article explores the experiences of black live-in servants, resident apartment building janitors, independent renters, and homeowners. It offers a rare look at the ways that domestic and custodial arrangements opened opportunities in housing and education, as well as the methods, calculations, risks, and rewards of working through white intermediaries to secure homeownership. It argues that the continued black presence laid a foundation for later advances beginning in the 1960s that made Cleveland Heights, like better-known Shaker Heights, a national model for suburban racial integration.

This chapter describes activists who rejected the idea of a crisis in African American family life. In response to the Moynihan Report of 1965, many African Americans rejected claims about the weakness of family life, offering the strength and creativity embodied in adaptable family definitions. At the same time, many African Americans began using the terms “brother” and “sister” not as arguments about racial integration but to refer to the shared experiences of African American men and women.

Introduction: Intima-media thickness (IMT) of the carotid artery is an independent predictor of future cardiovascular events. A few studies have examined the racial differences in IMT progression. We aimed to study the racial differences in IMT progression over 4-6 years among middle-aged Caucasian, African and Japanese American men. Methods: Population-based samples of 393 men (Caucasian=199, African Americans=39, Japanese Americans=155; aged 40-49 years at baseline) free of clinical cardiovascular disease and not on lipid lowering, anti-diabetic or anti-hypertension medications at baseline were examined for IMT at two time points (baseline (2004-07) and follow-up (2008-13). Measurements of IMT were standardized and performed by University of Pittsburgh. Progression of IMT was defined as (follow-up IMT [[Unable to Display Character: &#8211;]] baseline IMT)/duration of follow-up (years). Multivariable linear regression analyses were used and models were adjusted for traditional cardiovascular risk factors (Table). Results: In the unadjusted analyses, IMT progression was significantly associated with age and race, and marginally significantly associated with systolic blood pressure and diabetes. The progression rate of IMT (mean ± SE) was the highest in Japanese American (16 ± 1.2μm/year) compared with Caucasian (10.3 ± 1.0μm/year; P < 0.01) and African American men (3 ± 2μm/year; P < 0.01). In the adjusted analyses, age and race remained significantly associated with IMT progression. Japanese Americans progressed significantly faster than Caucasians. African Americans progressed slower than Caucasians but this difference was not significant. Diabetes was marginally significantly associated with IMT progression. Conclusions: Age and race are the major determinants of IMT progression in these middle-aged men. Racial differences in progression are prominent with fastest progression in Japanese Americans.

This article examines the political mobilization of Japanese Americans by the Japanese American Citizens League (JACL) against the 1969 firing of Los Angeles County Coroner Thomas Noguchi. By challenging the racism in the Noguchi case, the JACL opened a public discussion of the racism behind wartime incarceration, rejecting the quiescence that had marked Japanese Americans as the “model minority.” Activism in the Noguchi case proved the potential of grassroots organizing and built experience in forming cross-racial political alliances, effectively shaping political narrative in the media, and exercising clout in city politics. For Japanese Americans and the JACL, these experiences shaped a new political sensibility that underscored civil rights and served as a precursor to the later redress movement.

Racism and xenophobia, but also resilience and community building, characterize the return of thousands of Japanese Americans, or Nikkei, to the West Coast after World War II. Although the specific histories of different regions shaped the resettlement experiences for Japanese Americans, Los Angeles provides an instructive case study. For generations, the City of Angels has been home to one of the nation’s largest and most diverse Nikkei communities and the ways in which Japanese Americans rebuilt their lives and institutions resonate with the resettlement experience elsewhere. Before World War II, greater Los Angeles was home to a vibrant Japanese American population. First generation immigrants, or Issei, and their American-born children, the Nisei, forged dynamic social, economic, cultural, and spiritual institutions out of various racial exclusions. World War II uprooted the community as Japanese Americans left behind their farms, businesses, and homes. In the best instances, they were able to entrust their property to neighbors or other sympathetic individuals. More often, the uncertainty of their future led Japanese Americans to sell off their property, far below the market price. Upon the war’s end, thousands of Japanese Americans returned to Los Angeles, often to financial ruin. Upon their arrival in the Los Angeles area, Japanese Americans continued to face deep-seated prejudice, all the more accentuated by an overall dearth of housing. Without a place to live, they sought refuge in communal hostels set up in pre-war institutions that survived the war such as a variety of Christian and Buddhist churches. Meanwhile, others found housing in temporary trailer camps set up by the War Relocation Authority (WRA), and later administered by the Federal Public Housing Authority (FPHA), in areas such as Burbank, Sun Valley, Hawthorne, Santa Monica, and Long Beach. Although some local religious groups and others welcomed the returnees, white homeowners, who viewed the settlement of Japanese Americans as a threat to their property values, often mobilized to protest the construction of these camps. The last of these camps closed in 1956, demonstrating the hardship some Japanese Americans still faced in integrating back into society. Even when the returnees were able to leave the camps, they still faced racially restrictive housing covenants and, when those practices were ruled unconstitutional, exclusionary lending. Although new suburban enclaves of Japanese Americans eventually developed in areas such as Gardena, West Los Angeles, and Pacoima by the 1960s, the pathway to those destinations was far from easy. Ultimately, the resettlement of Japanese Americans in Los Angeles after their mass incarceration during World War II took place within the intertwined contexts of lingering anti-Japanese racism, Cold War politics, and the suburbanization of Southern California.

In the 1960s and 1970s, third-generation Japanese American (Sansei) women in southern California began to challenge gendered racializations in both the ethnic community and the larger society. As activists in the Asian American movement, they criticized stereotypical images of Asian/Americans, using the arts to create new representations, as they drew inspiration from Asian women engaged in revolutionary struggle. They also organized women’s groups to address community issues such as childcare access, seniors’ health, drug abuse, and workers’ rights. Sansei women not only assessed their position in U.S. society but also debated their relationship to Japan. Their experiences show the persisting significance of gender in the racialization of Japanese Americans as well as the ways in which women’s critique of gender expectations helped to shape the Asian American movement.
