Indonesia has about 17,506 islands consisting of large and small islands. Outermost small islands are direct boundary of Indonesia with neighboring countries. These outermost islands have the potency to be used as quarantine area and for livestock development, especially beef cattle in order to support the development of food security of meat. Some of outermost islands are Jemaja island in Riau Province, Singkil island in Aceh Province and Naduk island in Bangka Belitung Province. Criteria to determine quarantine area and livestock development are availability of natural resources (fresh water and forage), free of contagious diseases, human resources, market access, and transportation. This paper describes about the condition and forage availability in those three islands and their surrounding area. Those islands have potential variety of forage with different carrying capacities. Type of grass that has been adapted in the outermost islands are <em>Paspalum conjugatum</em>, <em>Axonopus compressus</em>, <em>Cynodon dactylon</em>, <em>Cynodon plectostachyus</em>, and <em>Panicum repens</em>.

Stunting in toddlers is one of the big problems that can threaten the development of the Quality of Human Resources, that can have an impact on national development. Quality human resources can be obtained by consuming adequate food, both in quantity, quality and balance. Associated with the problem of stunting food consumption in Aceh Province based on the Score Desirable Dietary Pattern as DDP is still less than DDP ideal is 70.0. This study aims to determine the association of food consumption and the Hope Food Pattern score with the prevalence of stunting in Aceh Province. This research is a descriptive analytic with the Cross-Sectional. Study design. The study used secondary data, National Census data analysis and Nutritional Status Monitoring 2016. The analysis used is a regression. The results showed that the average energy and protein consumption in households in Aceh Province was 2.276 kcal of energy and 65,21 grams of protein. The average energy and protein consumption are in the normal category of 105,8% (energy) and 114,0% (protein). The diversity of food consumption has not been varied enough based on the average score in Aceh Province is 77,8. Stunting is a public health problem with a mild problem category known from the average value of stunting prevalence of 26,3%. There was no relationship from AKE (p= 0,430), PPA (p= 0,274) and PPH score (p= 0,259) with stunting prevalence based on District / City in Aceh Province in 2016. The conclusion is There was no significant relationship between stunting and Energy Adequacy Rate (AKE), Protein Adequacy Rate (PPA), and Score DDP.Sumber daya manusia yang dapat berakibat pada pembangunan nasional. Terkait dengan masalah stunting konsumsi pangan di Provinsi Aceh berdasarkan Skor Pola Pangan Harapan (PPH) masih kurang dari ideal yaitu 70,0. Penelitian ini bertujuan untuk mengetahui keterkaitan konsumsi pangan dan skor Pola Pangan Harapan (PPH) dengan prevalensi stunting di Provinsi Aceh . Penelitian ini bersifat deskriptif analitik dengan desain Cross Secsional Study. Penelitian menggunakan data sekunder yaitu data konsumsi (Susenas) dan data stunting balita survei (PSG). Pengumpulan data dengan cara wawancara menggunakan kuesioner food list (data konsumsi pangan), sementara data status gizi dengan cara penimbangan berat badan pengukuran tinggi badan. Analisis  yang digunakan adalah  korelasi regresi. Hasil penelitian menunjukkan rata-rata konsumsi energi dan protein pada rumahtangga di Provinsi Aceh adalah sebesar 2.276 kkal energi dan 65.21 gram protein.  Rata-rata  konsumsi energi dan protein pada rumah tangga di Provinsi Aceh berada pada kategori normal 105,8% AKE dan 114,0% AKP. Keragaman pangan konsumsi pangan belum cukup beragam diketahui berdasarkan nilai rata-rata  skor PPH sebesar 77,8,  skor maksimum 92,5 dan skor minimum 64,2. Masalah stunting merupakah masalah kesehatan masyarakat dengan kategori masalah ringan diketahui dari nilai rata-rata prevalensi stunting sebesar 26,3%. Tidak terdapat hubungan AKE (P=0,430), AKP (p=0,274) dan skor PPH (p=0,259) dengan prevalensi stunting. Kesimpulan adalah tidak terdapat hubungan yang signifikan antara stunting dengan Angka kecukupan Energi (AKE), Angka Kecukupan Protein (AKP), dan Skor PPH.

Although its share in Romania's Gross Domestic Product is relatively small (about 5%), agriculture is one of the important activities of the national economy, with direct implications on ensuring food security. Achieving an efficient modern agriculture represents a major strategic objective for Romania, imposed both by the need of ensuring food security and the role of this activity in supporting export. In this chapter it is analysed the evolution of Romanian agriculture in the context of sustainable development's objectives, through the resources available in this activity: land, technical means, human resources and financial resources. In doing so, we considered an analysis of the agricultural real estate, labour force, investments and loans used in agriculture on the period 2008 – 2014.

There has been large-scale Foreign Direct Investment (FDI) in land in India for promotion of Special Economic Zones (SEZs). The key drivers of land acquisitions are food security, the bio-fuels boom, growing business opportunities, and policy reforms. Increased foreign land investment may increase economic growth and raise government revenues and create new livelihood opportunities through new capital, technology, know-how, infrastructure, and better market access. At the same time, foreign land acquisitions may result in local people losing access to the resources. Therefore, there is a need for wider public consultation involving all stakeholders to ensure improved livelihoods and food security. The creation of robust institutions and social and environmental impact assessments of FDI in land acquisitions are called for to promote inclusive growth through more job creation, infrastructure development, public revenues, environmental protection, and to protect local food security, particularly in times of food crisis. This chapter explores FDI in land acquisition in India.

The purpose of this study provides a description of the impact and challenges in the implementation of the Accrual-Based Agency Accounting System (SAIBA). This research was conducted at the Religious Training Center in the Province of Aceh. Type of qualitative research with data collection based on interview techniques, observation and documentation studies. Data is obtained by going down directly to the research location and reviewing it with existing literature studies. This research is expected to be useful for the staff of the Aceh Province Religious Training Center in implementing accrual-based accounting to run optimally. The results show that the Implementation of Accrual-Based Agency Accounting System at the Center for Religious Training in Aceh Province has not been so effective. The problem is related to the readiness of human resources who have not fully understood accrual-based accounting. However, the implementation of accrual-based accounting has brought significant benefits. Challenges in the implementation of accrual-based accounting in terms of leadership commitment, the Aceh Province Religious Training Center supports changes in accrual-based accounting because clear and absolute regulations regarding systems, procedures, and policies are regulated in PP 71 of 2010. Accounting systems and IT facilities and infrastructure have been adequate. As a form of anticipation of the emergence of staff resistance, the strategy carried out in the form of socialization as well as training was intensified in early 2015 but there was a decline in the following year. Resistance appears on two considerations, namely the ease and benefits of implementing SAIBA. The response of the staff of the Aceh Province Religious Training Center is that it is easy to run the SAIBA application for those who have mastered and can facilitate staff performance. On the other hand, there are benefits obtained from the SAIBA application as financial reports are more transparent and accurate.

<p><strong>English</strong><br />Inclusion of Indonesia in the ASEAN Single Market can be seen as opportunities and challenges for the national food resiliency. Results of the study shows that Indonesia was sufficient in food availability, moderate in food accessibility, low in food utilization, and relatively unstable in food price. To improve its food resiliency in the region, it is advisable for Indonesia to carry out some strategic steps as follows: (1) improving food self-resiliency, (2) developing local foods, (3) improving market access, and (4) improving cooperation in food security. The needed support policies were: (1) continuing efforts to increase sustainable food production, (2) developing local food industries, (3) promoting local food products, (4) improving infrastructures, logistics system, supply chain, as well as institutions and market information systems, (5) standardization of food quality and safety, (6) establishing collaboration in regional food security, and (7) managing regional food trade to achieve food resiliency.</p><p> </p><p><strong>Indonesian</strong><br />Menjelang diberlakukannya pasar tunggal ASEAN akhir tahun 2015, Indonesia perlu untuk meningkatkan daya tahan perekonomiannya. Salah satu faktor yang menentukan daya tahan perekonomian nasional adalah ketahanan pangan nasional. Masuknya Indonesia di dalam pasar tunggal ASEAN dapat dipandang sebagai peluang sekaligus tantangan untuk meningkatkan ketahanan pangan yang mandiri. Hasil kajian pustaka dan data sekunder menunjukkan bahwa Indonesia mempunyai tingkat ketersediaan pangan yang cukup baik, kondisi akses pangan ekonomi yang sedang, tingkat pemanfaatan pangan yang kurang baik, serta tingkat harga pangan yang tinggi dan kurang stabil dibandingkan dengan negara-negara anggota ASEAN pada umumnya. Agar Indonesia mendapatkan manfaat positif dari masuknya ke dalam pasar tunggal ASEAN, disarankan untuk melaksanakan langkah-langkah strategis sebagai berikut: (1) meningkatkan kemandirian pangan nasional, (2) mengembangkan pangan lokal, (3) meningkatkan akses pasar, dan (4) meningkatkan kerja sama dalam penanganan masalah pangan. Guna melaksanakan langkah-langkah strategis tersebut diperlukan dukungan kebijakan sebagai berikut: (1) melanjutkan upaya peningkatan produksi pangan pokok secara berkelanjutan, (2) mengembangkan industri pangan lokal dari hulu ke hilir, (3) meningkatkan promosi produk pangan lokal di pasar domestik dan pasar internasional, (4) meningkatkan infrastruktur, sistem logistik, rantai pasok, serta meningkatkan kelembagaan dan sistem informasi pasar, (5) menerapkan standardisasi kualitas dan keamanan pangan, (6) meningkatkan kerja sama dalam penanganan masalah pangan di kawasan, dan (7) memanfaatkan perdagangan pangan kawasan untuk penanganan masalah pangan manakala produksi pangan nasional tidak mencukupi kebutuhan dalam negeri.</p>

O Autor relata suas observações sôbre o comportamento de doze Gramíneas forrageiras consideradas agressivas na região de Piracicaba, Estado de S. Paulo, Brasil, admitindo que as mesmas podem ser confirmadas em condições tropicais ou subtropicais semelhantes. Estuda a agressividade como uma propriedade inerente à planta, mas dependente de condições edáfico-climático-bióticas para manifestar-se de uma ou outra maneira. Admite que a agressividade, que se verifica em consequência de uma competição pela luz, pelo alimento e pela reprodução, seja uma resultante da intensidade de duas principais condições endogenas: multiplicação e crescimento, debaixo de condições de adatação exógenas favoráveis. Condições favoráveis para certas espécies são desfavoráveis para outras dando margem à dominância ora de uma ora de outra espécie, o que deve ser levado em conta quer no manejo da pastagem quer no controle às pragas. Forrageiras importantes podem vir a constituir pragas tão sérias que venham a anular tôdas as vantagens de sua introdução pelas despezas que seu contrôle possa acarretar. Entretanto, como a agressividade é uma qualidade desejável numa forrageira, o estudo de seu comportamento em cada ambiente edáfico-climático-biótico típico e de seu controle deve preceder a sua recomendação aos fazendeiros. São discutidos os prejuízos decorrentes das plantas invasoras, assinalando-se muitas Gramíneas como tais. Sendo o assunto pouco estudado no Brasil, aventa a necessidade de se criarem organizações para tal fim, considerando a importância do problema. As seguintes espécies foram objeto da crítica do A: 1. Capim Colonião (Panicum maximum, var.). Altamente invasor por sementes e disseminável pela aração. Erradicação muito custosa em terras argilosas. Pode vir a constituir uma praga muito séria num futuro próximo. Dada a expansão de sua área cultivada, recomenda: a. limitar sua plantação, recomendando-se outras espécies produtivas e menos perigosas; b. pesquizar meios eficientes e baratos de seu contrôle, achando injustificável sua presença nas fazendas velhas colonizadas. 2. Capim Sempre-vêrde (Panicum maximum, var. gongyloides). Embora igualmente agressivo é de mais fácil contrôle por possuir touceiras mais fracas, podendo ser arrancadas com arado. E' menos perigoso que o Colonião. 3. Capim Gordura (Melinis minutiflora). Conquanto muito disseminado e tipicamente invasor é de contrôle relativamente fácil. 4. Capim Jaraguá (Hyparrhenia rufa). E' pouco menos invasor que o Gordura e facilmente erradicável, sobretudo porque dificilmente se propaga vegetativamente. 5. Capim do Pará (Panicum purpurascens). De uma agressividade extremamente alta, pode ser eliminado com mediana dificuldade. Mais difícil que ns. 3 e 4 e menos de que 1 e 2. 6. Capim da Bermuda (Cynodon dactylon). Compara-se em agressividade e facilidade de controle com a Gramínea anterior. 7. Capim de Kikuiu (Pennisetum clandestinum). De comportamento variável. Em boas condições supera o C. de Bermuda na agressividade e dificuldade de erradicação. E' praga mais séria que as Gramíneas de 2 a 6. 8. Capim da Bahia (Paspalum notatum). Extremamente agressivo, embora de formação lenta. Pode vir a tornar-se uma praga séria se não fôr controlado, pois tem tendência de dominar quase todas as espécies associadas. Seu contrôle merece ser estudado, parecendo não ser muito difícil de erradicar por métodos racionais. 9. Capim de Castela (Panicum repens). E' a Gramínea estudada que maior agressividade revelou. Seu emprego deve ser limitado a quem dela possa tirar partido. E' possível que possam desenvolver-se métodos de controle práticos e eficazes, devido ao seu pequeno porte. 10. Capim de Natal (Tricholaena rosea). Dissemina-se muito por sementes, praguejando fàcilmente as terras. Tem pequeno valor forrageiro. Deve ser desaconselhado e combatido como praga. 11. Capim de Rhodes (Chloris gayana). Muito disseminado à beira dos caminhos, não é praga da lavoura e é nesta lista é mais fácil de ser erradicado. 12. Capim de Johnson (Sorghum halepense). Conhecida praga, já introduzida no Brasil. Comporta-se mal, não tendo valor como forrageira, devendo todos seus focos serem eliminados. Em Piracicaba propaga-se mais comumente por rizomas durante a aração. Foram observados casos de intoxicação de animais.
