Housing affordability is a prominent issue across the world. There is a growing concern that the number of people experiencing homelessness is rapidly increasing. As a solution, many countries, including Australia and New Zealand, have introduced housing policies aimed at providing affordable houses to low-to-medium income families. Over recent years, several affordable housing policies have been introduced in both Australia and New Zealand, including public housing initiatives, rental subsidies, accommodation supplements, state housing programmes and the provision of social housing. New Zealand launched the KiwiBuild programme in 2018 to increase housing affordability. Unfortunately, in 2019, KiwiBuild was unable to deliver its targeted primary objectives set by the Government. This study features a comparative analysis, primarily focusing on comparing and contrasting affordable housing policies in Australia and New Zealand. Subsequently, it discusses the reasons why the KiwiBuild programme failed. It makes recommendations based on policies used in Australia with a view to improving affordable housing policies in New Zealand. This research contributes and adds to the existing body of knowledge about affordable housing policies in both Australia and New Zealand. The recommendations will be helpful for future researchers who wish to develop workable policies to assist with affordable housing-related issues in New Zealand.

This paper explores the responses to the housing crisis in Dublin, Ireland, by analysing recent housing policies promoted to prevent family homelessness. I argue that private rental market subsides have played an increasing role in the provision of social housing in Ireland. Instead of policies that facilitate the construction of affordable housing or the direct construction of social housing, current housing policies have addressed the social housing crisis by encouraging and relying excessively on the private market to deliver housing. The housing crisis has challenged governments to increase the social housing supply, but the implementation of a larger plan to deliver social housing has not been effective, as is evidenced by the rapid decline of both private and social housing supply and the increasing number of homeless people in Dublin.

This paper summarizes the arguments and counterarguments within the scientific discussion on the issue of social housing, existing ethical dilemmas, and business development. The main purpose of the research is to investigate the interest level and popularity dynamics of social and affordable housing in the world in general and in OECD countries. The systematization of literary sources and approaches for solving the problem of ethical and economical aspects of social and affordable housing indicates that there is no single point of view on this issue among scientists. That is why the essence of the concepts of social, affordable, and public housing needs to be clarified considering existing differences. Besides it, comparative analysis of the results of analytical analysis of the interest level and popularity dynamics of social and affordable housing based on Google Trends tools and the results of statistical analysis in this context has not been conducted yet. Investigation of the topic about popularity dynamics of social and affordable housing emphasizing ethical needs and expected business benefits in the paper is carried out in the following logical sequence: systematization and clarification theoretical approaches to determine the essence and the difference between social, public and affordable housing; description of dominant types of funding social and affordable housing; analytical analysis of popularity dynamics of social and affordable housing with the determination of key value picks; statistical analysis of certain social housing indicators; comparing the results and making conclusions. Methodological tools of the research methods were logical generalization and scientific abstraction, statistical and structural analysis, comparative, and graphical analysis using the Excel software. Analytical analysis was realized based on Google Trends tools. The objects of research were the search requests about social, public, and affordable housing in the world in 2004-2021, and the indicators of social housing from the sample of OECD countries and other EU countries (limit in 2018 due to the availability of information on open information portals of The Organization for Economic Co-operation and Development). The paper presents the results of analytical, statistical, and comparative analysis of the level of interest (popularity) and development of social and affordable housing. The recommendations according to the coexistence of ethical and entrepreneurial principles can be useful for public and private investors in social and affordable housing.

<div>This Major Research Paper conducted analysis of social housing policies and regulations in Ontario from 1993 to present. It was done to unearth the dominant discourses that informed social housing policies. Through a review of the Literature, a broader perspective will be had on social housing as well as social assistance, of which is deeply intertwined with social housing. The lack of a national strategy on social housing has caused Toronto to adopt a more entrepreneurial approach to housing, using public private partnerships, social mix revitalization initiatives, and other market and third sector influenced development mechanisms.</div><div><br></div><div>Social policy has been neoliberalized in Ontario at least since the advent of the ‘Common Sense Revolution’ in 1995, when a Conservative government was elected on a platform of neoliberal reform. Since then social housing has not been given the priority it deserves even with the changing of government and promises to address the lack of affordable housing in Toronto. These findings highlight difficulties on the part of Toronto to develop new affordable housing at a time when the city continues to grow and demand for housing is increasing. The visibility of homelessness across the city suggest policy failures and a need to act, to address the problem of lack of affordable housing post haste.</div>

Housing is considered a basic human need. Yet deficit housing supply plagues Ghana. Studies on housing concentrate mainly on offering accommodation that neglects the problem of its affordability. As a result, this study examines factors influencing housing affordability using the Tamale Metropolis as a case study. Using stratified random sampling methodology, 271 renters and homeowners was chosen. Data analysis utilized descriptive statistics. The study showed inflation, rapid urbanization, and building material costs were the dominant factors that influence housing affordability. Rent was also found to be relatively affordable for all categories of housing units. Furthermore, it emerged that the efforts of homeowners, the private sector developers, and the state in the provision of housing were insufficient in providing affordable housing. Consequently, tenants are forced to invest over longer years for constructing or buying a home. The private sector should use less-cost building materials in its projects to provide housing for rent and/or sale, and still present minimum quality standards. It will mean that construction costs will not be too high to justify a high rent once the building is completed. Rent will be on the low side when this happens so tenants can afford to. Equally, it is precarious that the government joins forces with the private estate developers to put up flats at reasonable prices using cheap local building materials.

This case study analyses the leadership approach and practices of the New Zealand government, led by Prime Minister Jacinda Ardern, in the response thus far to the COVID-19 pandemic. It reports on how a shared sense of purpose has been established, that of minimizing harm to lives and livelihoods, for which the government has sought – and secured – New Zealanders’ commitment. Key leadership practices comprise the government’s willingness to themselves be led by expertise, its efforts to mobilise the population, and to enable coping, all of which serve to build the trust in leadership needed for transformative, collective action such as the pandemic demands. At the time of writing, New Zealand appears well on track to achieve its ambitious goal of achieving rapid and complete control over the COVID-19 outbreak – not just ‘flattening the curve’ as other countries are struggling to do – at least in part due to these leadership contributions. A framework of good practices for pandemic leadership is offered drawn from this case study, in the hope transferable lessons can be taken to aid others in the continuing struggle to limit the harm COVID-19 poses to lives and livelihoods throughout the world.

The Singapore housing market is unusual in its high homeownership rate, the dominance of HDB housing, and the extensive intervention of the government in regulating housing supply and demand in both the HDB and private housing sectors. Recent rapid population increases in a low interest rate and high global liquidity environment has resulted in accelerated house prices increases in Singapore. Earlier this year, the government launched "Our Singapore Conversation" of which discussion on housing policies constitutes one major component. This "conversation" comes in the wake of several consecutive rounds of measures to stabilize housing prices using various instruments. This paper evaluates the main policy changes proposed and makes recommendations for housing market reforms: (i) the government need to clarify goals of housing policies and make available more detailed data on the foreign component of our population for better analysis of housing markets; (ii) the housing supply regime should target an overall effective vacancy rate that encompasses both the Housing and Development Board (HDB) and private sector; (iii) policy makers need to monitor carefully excess demand indicators for housing in addition to housing affordability indicators over the entire spectrum of incomes and household types; (iv) housing REITs should be established to provide an alternative investment option as well as to develop an efficient and affordable rental sector; and (v) in addition to macroprudential measures, owner-occupancy requirements and fiscal measures such as stamp duties and property taxes could be further utilized to reduce the foreign demand for Singapore housing and real estate.

The Psychodrama Program at Saint Elizabeths Hospital (SEH) was founded by J. L. Moreno, MD, and contributed to the profession for 65 years. A strong case can be made that, next to the Moreno Institute, the SEH psychodrama program was the most influential center for psychodrama in the United States and the world. This article describes those contributions, including training 16% of all certified psychodramatists; enhancing and advancing the body of knowledge base through more than 50 peer-reviewed published articles or book chapters; pioneering the use of psychodrama in law enforcement and criminal justice; and its trainees making significant contributions to the theory and practice of psychodrama including but not limited to founding psychodrama in Australia and New Zealand.

The Turkish government promoted the building of housing cooperatives as a social housing program beginning in the second half of the 1930s. While these cooperatives received government aid, they did not produce affordable housing for lower-income groups. Instead, they provided fashionable modern houses to middle- and high-income homeowners. In architectural journals, these new houses were understood and critiqued as exemplars of a specifically Turkish modern style, rather than as pragmatic solutions to a housing crisis. Caught between Aspiration and Actuality: The Etiler Housing Cooperative and the Production of Housing in Turkey analyzes the transformation of housing cooperatives from a social housing program into a method to enable middle-class homeownership by examining the story of the Etiler Housing Cooperative, built between 1952 and 1957 in Istanbul. Gül Neşe Doğusan Alexander follows the story of Etiler through a detailed examination of laws, parliamentary minutes, popular media, professional publications on architecture, maps, and other published materials.

Over the past decade, in the wake of the global housing crisis, many countries have again turned to public housing to increase the supply of affordable housing for disadvantaged residents. Because the literature and past experience have generally shown public-housing policies to be contrary to the urban-diversity approach, many countries are reshaping their policies and focusing on a mix of people and of land uses. In this context, the Israeli case is particularly interesting. In Israel, as in many other countries (such as Germany and England), there was greater urban diversity in public-housing construction during the 1950s and 1960s (following the state’s establishment in 1948). However, at the beginning of the new millennium, when many countries began to realise the need for change and started reshaping their public-housing policies in light of the urban-diversity approach, Israel responded differently. In this study I use urban diversity’s main principles – the mix of population and land uses – to examine the trajectory of public-housing policy in Israel from a central housing policy to a marginal one. The findings and the lessons derived from the Israeli case are relevant to a variety of current affordable-housing developments in many places.

<p>This research involves a comparative analysis of Ghanaian and New Zealand contexts and provisions of quality assurance in tertiary education. The study examined policies and practices of quality assurance in higher education in Ghana and New Zealand in order to identify those practices in New Zealand which are potentially applicable to the Ghanaian Higher Education context or which, at least, may suggest a direction for the Ghanaian government to consider for development. This study argues that although the management and practices of quality assurance in higher education in New Zealand are not without flaws, Ghana stands a better chance of tapping from the formers’ experiences in shaping its future policy direction. The quality of higher education and its improvement have always been issues of high priority on the political and educational agendas of the government and higher institutions in Ghana. Like other developing nations, Ghana has adopted various methodologies to address the question of quality in higher education similar to those in Western countries. The government of Ghana established a national quality assurance agency, the National Accreditation Board (NAB) to be responsible for quality assurance in higher education. Higher educational institutions have also adopted various processes and practices for the assurance of quality of the education provided. However, despite the fact that the literature on quality assurance framework in higher education is growing, little is available in the literature on what Ghana is doing to regulate and improve higher education quality and what has been the impact of NAB since its inception in 1993. In addition, a formal study of the commonality or diversity of approaches between Ghana and any developed nation has been lacking. A qualitative methodology was used to gain the perceptions of key practitioners in quality management systems in the two countries. Interview and documentary analysis were the main research instruments employed for data collection. The study analysed the views of a range of respondents from Ghana and New Zealand and documents from selected tertiary institutions and external quality assurance agencies in the two countries. A comparative analysis of data revealed some gaps and challenges in the Ghanaian system. This study found that though NAB has made significant impacts on the quality regime of the higher education sector in Ghana since its inception, the processes of quality management demands remains a challenge to both the institutions and NAB and much remains to be done for improvement. Quality of provision at the institutional level (internal structures, documented policies, external involvement, conduct of self assessment), and at the national level (regular monitoring, change in compliance approach, adequate qualified staff etc) are key areas requiring urgent policy attention if Ghana is to achieve the objectives of its tertiary educational reforms. On the basis of empirical evidence and life experiences from the respondents, a contribution would be made to the design of higher education policy-making with regard to the improvement of the internal and external quality assurance practices in higher education in Ghana. This study has further contributed to quality assurance literature by critically examining and comparing life responses of respondents from two countries viv-a-vis the international trend before making its recommendations. This study has further deepened the understanding of quality management practices in higher education in the two countries involved in this study.</p>
