<h3> DESIDOC Journal of Library and Information Technology (DJLIT) started in 1980 as DESIDOC Bulletin—a fourpage newsletter—basically to publish the activities of the DESIDOC. In the late 1980s, computers started revolutionising the working culture and information science and technology was the buzzword. The field of library and information science was also not left unchanged. </h3><p> In 1992, the Bulletin was renamed as DESIDOC Bulletin of Information Technology (DBIT). Information technology also changed the publishing scenario. Internet made dissemination of information easier and writers their own publishers. In 2006, Editorial Board of the Bulletin was revamped to include experienced LIS professionals; peer-evaluation of papers, which was earlier limited and institutional, was started involving professionals and academicians from outside; and the secondary information in DBIT was done away with. In 2008, DBIT became a primary research journal and was rechristened as DESIDOC Journal of Library and Information Technology (DJLIT). Since then, only primary research work, after peer-evaluation, is accepted for publication. Thematic issues on contemporary subjects have been brought out along with general issues. And in the same year, DJLIT adopted Open Journal System—an online journal publication management system. The system helped in fast processing of papers submitted for publication in the journal and access of the journal has become free online for the community. This issue of DJLIT is dedicated to the DRDO@60 includes 5 papers authored by scientists/officers of DRDO and 5 from outside DRDO. Scientists/Officers from DRDO have reported variety of topics in their key research areas. </p>

This chapter presents an extension of the Emergency Description Information Technology (EDIT) project to facilitate the effective collection and communication of information during an emergency. New academic findings and industry technologies inform a modified research framework. The research framework contains four primary research areas that are described in detail. Extending the design-science approach used for the EDIT project could improve emergency communications during large-scale international gatherings, as well as for community emergency response.

Knygotyra (“Book Science”) is one of the longest existing scholarly journals among the periodicals published by Vilnius University. It has been in print since 1961. Until 1969, it was published under the title Bibliotekininkystės ir bibliografijos klausimai (“Issues of Librarianship and Bibliography”). During 1981–1991, as part of the series “Research Work of the Higher Education Institutions of the Lithuanian SSR,” it appeared in two volumes: one devoted to the problems of book history, publishing and distribution, and the other – to issues of libraries, bibliography, and information science. In 1990, the first volumes were turned into Knygotyra, a serial published by Vilnius University, while the second volumes were published independently under the title Informacijos mokslai (“Information Sciences”). Since 2003, Knygotyra has been regularly published twice a year as a scholarly journal. For decades, it has been referred to in Lithuanian and international databases as an open access, peer-reviewed journal and, since 2018, it is included into the Elsevier Scopus database. Domas Kaunas is the most experienced member of the Editorial Board and has been an Editor-in-Chief till 2019. Docent Genovaitė Raguotienė had been in this position for three years (1970‒1973), Professor Levas Vladimirovas – for fifteen years (1974‒1989), when Domas Kaunas subsequently joined the editorial board in 1979 and served as the Editor-in-Chief for three decades.

Dear readers,The year 2017 marks the 55th anniversary of the Journal of Information & Communications of the Ministry of Information and Communications, and the 18th anniversary of its scientific publication – the Research and Development on Information and Communication Technology (RD-ICT) journal. Again, the purpose of RD-ICT is to provide a forum for researchers and professionals to disseminate original and innovative ideas in the fields of information technology, communications and electronics in Vietnam and worldwide.Without kind support and invaluable contribution of readers and authors, and hard work of the anonymous reviewers and editors under the former editorship of Prof. Nguyễn Thúc Hải, Prof. Trần Văn Lộc and Prof. Nguyễn Cảnh Tuấn, RD-ICT would not be what it is today – a total of 37 issues in Vietnamese and 14 issues in English.To contribute to the development of research in Vietnam, toward standard practices, high quality and international visibility, RD-ICT has been taking measures by following current practices of prestigious international research journals. In this editorial, we would like to inform you some of the things we have been doing lately.Since June 2014, RD-ICT has applied online journal management and publishing, thanks to the well-known open-source Open Journal System of the Public Knowledge Project, which is used by thousands of online scientific journals worldwide. The editorial board of RD-ICT is currently being extended to include international prominent scientists, thus forming a team of international associate editors, under the complementary technical editorship of Prof. Đỗ Ngọc Minh (University of Illinois at Urbana-Champaign, United States), Prof. Nguyễn Hoàng Hà (University of Saskatchewan, Canada) and Prof. Nguyễn Linh Trung (Vietnam National University, Hanoi). Each submission is now assigned to an associate editor who then coordinates the review process and makes editorial decision.For improved paper quality in terms of organization and presentation, authors are guided to good practice of technical paper writing. El artículo aborda la necesidad de la creatividad que se impone en la era actual del conocimiento y la importancia que  constituyen las tecnologías como herramientas indispensables en todas las esferas de la vida. En Trabajo toma como campo investigativo los cambios que se llevan a cabo en esta esfera en la Universidad Estatal del Sur de Manabí y la Universidad Técnica de Babahoyo, Ecuador, donde se toman como objeto el proceso de enseñanza aprendizaje en la Educación Superior. El objetivo de la investigación fue comunicar el impacto de las Tecnologías de la Información y las Comunicaciones en las Universidades, donde se hace énfasis en el nuevo rol de los docentes y su nuevo desempeño de facilitadores del aprendizaje en los educandos a través en los nuevos escenarios mediados por las tecnologías. Para el desarrollo exitoso de esta memoria investigativa se   usó como metodología instrumentos que se basaron fundamentalmente en documentos referativos que ayudaron a justificar el problema de investigación, el cual consistía fundamentalmente en el impacto de las nuevos  dispositivos tecnológicos y su utilidad en los centros de altos estudios del país. Se concluyó que las Tecnologías de la Información y Comunicación son herramientas indispensables en la docencia y al mismo tiempo la forma de intervenir en el diseño educativo que nos llevan a explorar nuevos métodos docentes en los escenarios educativos mediados por estas. Se constató además que estas herramientas favorecen satisfactoriamente al proceso si se tiene una buena preparación por parte del docente.   Palabras clave: Herramientas tecnológicas, universidades, formación, docencia universitaria, proceso de enseñanza – aprendizaje Impact of information technology and communications: a look at higher education  Abstract The article states the need of the creativity that prevails in the current era of knowledge and the importance that technologies constitute in all spheres of life. In field research work it takes as changes take place in this area in Southern State University of Manabí and the Technical University of Babahoyo, Ecuador, where they are taken as an object the process of learning in higher education. The aim of the research was to communicate the impact of Information Technology and Communications in the universities, where the emphasis is on the new role of teachers and their new performance of facilitators of learning in students through the new scenarios mediated by technologies. For the successful development of this research report it was used as a methodology instruments based mainly on referative documents that helped to justify the research problem, which consisted mainly of the impact of new technological devices and their use in the centers of higher learning in the country. It was concluded that information technology and communication are indispensable tools in teaching and at the same time how to intervene in the educational design that lead us to explore new teaching methods in educational settings mediated by these. It was further found that these tools successfully promote the process if there is a good preparation by the teacher.

: The fluorinated compounds have significance in medicinal chemistry and pharmaceuticals research. The introduction of fluorine atom in the heterocyclic compounds increases biological activity, develops favourable physiochemical interaction. Combination of the heterocycles and fluorine substituent having large scope in the research work of the different drugs molecules. The compounds not only show biological activity but also show unique physical and chemical properties that open the doors of multidisciplinary research areas. Fluorine atom tolerance towards maximum functional groups, simplicity in operation, replacing hydrogen with fluorine of bioactive molecules are more efficient for the production at the commercial level. The fluorine substitution also increases the binding affinity to the targeted protein. Also, incorporation of fluorine into the drug helps to increase the polarity hence to increase the rate of drug metabolism and improves the metabolic stability. The pharmacokinetic study plays an important role in clinical research, since 1996, researcher Whitford discover that the pharmacokinetic of fluorine is depend on its pH and amount in the bone. pH of organofluoride governs the absorption, distribution and excretion of fluoride. It also increases the stability when binding with carbon atom and resulting in an increase in bioactivity. This is the main reason that around 25% of present active drugs on various diseases, including cancer, diabetes, HIV, etc. have fluorine as important content. Not only pharmacokinetic property but also the physical property of the drug can be enhanced or altered by selective insertion at the key place of the fluorine atom in the drug compound. In this report, we have summarized the interesting research article reported since 2000 for the synthesis of low fluorine substituted organic compounds for medicinal research and pharmacokinetic study of fluorine molecules in neurological diseases, cancer, and tuberculosis research.

Purpose This study aims to find out the average journal packing density (JPD) of Library and Information Science (LIS) research journals published across the world. The concept, JPD, means the average number of research articles published by a research journal in one volume. Accordingly, the undergoing study evaluates the average number of research articles published in each volume of each research journal published in the field of LIS at the global level. Some other key aspects evaluated include the number of LIS research journal publishing countries, average JPD of LIS research journals at the continental level, etc. Design/methodology/approach This study is purely based on secondary data retrieved from SCImago, which is SCOPUS data. Keeping in view the objectives of this study, the data about research articles published in all LIS research journals during the period 2015 through 2019 were retrieved to undertake the study. Findings From the data analysis, it emerged that 256 research journals duly indexed by SCOPUS are published in the field of LIS across 36 countries. In all 48,596 research articles were published from 2015 to 2019 in these research journals at an average of 44.71 research articles per journal per volume. More than 75% of LIS research journals are published from Germany, Spain, Netherlands, the USA and the UK. Research journals published from the USA have higher JPD of 53.09 research articles per journal per volume, which is 18.74% higher than the average global JPD of LIS research journals. 50% of LIS research journal publishing countries are from Europe and the majority 52.55% LIS research articles were published in European LIS research journals. The average JPD of LIS research journals published from North America is 51.73 research articles per journal per volume, which is the highest across continents. Research limitations/implications Standardization of JPD of research journals irrespective of the subject discipline they are published in is important for many reasons and the foremost being, such standardization helps in keeping at bay the predatory research journals, which normally float such packing density norms, with the sole aim to earn money in the shape of manuscript handling charges, thereby publishing a far greater number of research article in each issue of a journal than the average research articles published by a research journal. Originality/value Very few studies have been conducted around the concept JPD, especially by the authors of this particular study. This study has however been particularized to the LIS subject discipline, while the findings add to existing lot of study already undertaken, hence outcome can be generalized.

This paper analyses the conceptual background of the two-year MSc programme in Information Science and Management offered by the Royal School of Librarianship, Denmark, on top of the traditional four-year course in Librarianship. The present state of library and information science (LIS) education is briefly analysed. Within this context, the programme structure and contents are outlined. The conception of information science which forms the background and framework for the programme structure is analysed and discussed. This conception of LIS emphasises a more profound human-driven approach to the domains of the discipline, and views information, technology, people, and the management aspects involved from a global perspective. The anticipated epistemological consequences of the human dimension are challenged. The major experiences gained from developing the Master's programme are analysed and the current syllabus described.
