MITIGATING CONSTRUCTION PROJECT SCHEDULE OVERRUNS

There are many factors that contribute to the causes of schedule overruns in construction projects. This ranges from factors inherent in the technology and its management, to those resulting from the physical, social, and financial environment. Schedule overruns can give rise to disruption of work and loss of productivity, late completion of project, increased time related costs and third party claims and abandonment or termination of contract. Schedule overruns are costly and often result in disputes and claims. Hence, the need to identify mitigation measures of construction projects overruns that will bring about the timely delivery of construction projects. This paper assesses the measures to mitigate against construction projects schedule overruns in the Gauteng Province construction industry in South African. The data used in this paper were derived from both primary and secondary sources. The primary data were collected through a questionnaire distributed to construction professionals in the study area. Data received from the questionnaires were analyzed using descriptive statistics procedures. Findings revealed that proper project planning and scheduling, effective strategic planning, site management and supervision, amongst others, were the major mitigation measures of construction projects schedule overruns in the Gauteng Province of South Africa. This study contributes to the body of knowledge on the subject of the measures of mitigating against construction project schedule overruns in the Gauteng Province construction industry.

This paper assesses the construction professionals’ perception on the major causes of construction project delays and there consequential effects of on the Lusaka – Zambia, construction industry. This is due to the fact that the Zambia construction industry is a major key sector in the development and economic growth of Zambia. Despite this belief, the industry has not escaped the challenges facing other countries worldwide in terms of construction projects performance with regards to the delivery of projects on time as stipulated in the contracts. Data used in this study were derived from both primary and secondary sources. The secondary data was collected through a detailed review of related literature. The primary data was collected through a structured questionnaire survey, distributed to construction professionals, who include: architects, quantity surveyors, builders, civil engineers, land surveyors and project managers. Out of the 50 questionnaires sent out, 32 were received back representing 64% response rate. The primary data from the questionnaires was analyzed using descriptive statistics procedures. Hence, findings from the study revealed that delay in progress payments, difficulties in financing projects by the contractor, delay in approving major changes in the scope of work amongst others, were the major causes of construction delays. The study also revealed that extension of project time and cost over runs are the two major effects of construction project delays in Lusaka, Zambia. The study contributes to the body of knowledge on the subject of the causes and the effects of delay construction project delays in Lusaka, Zambia.

Abstract A construction project is like a living entity and requires the interconnection and coordination of several stakeholders and many of them have their objectives, which sometimes create a conflict of interest between the teams and within the teams. The success of any project is repeatable, and a set of attributes for the success of a construction project can be identified, requiring discipline and hard work. The construction sector is the engine of growth for a nation and supplies services and goods to other industries. The objective of the study is to analyse the enabling factors affecting the performance construction projects in Architecture Engineering and Construction industry. The methodology chosen for the study is to collect primary data from the Indian construction industry using structured questionnaire surveys. The collected data are analysed using reliability and factor analyses. The findings of the study provide the value of reliability, that is, Cronbach's alpha value of (0.86) of the data collected using a questionnaire survey. Furthermore, exploratory factor analysis produced five main significant factors based on covariance between the attributes and grouped into factors such as site management and coordination, leadership and financial management, planning, commitment, and coordination having a variance of 17.65, 11.8, 9.1, 8.5, and 7.5%, respectively. Planning and scheduling is extremely important role in construction projects thank to the increasing difficulties during this field. Construction Planning is that the necessary warning to Scheduling and determining general sequence, defining labour tasks, construction methods and assigning responsibilities, inappropriate planning can cause major delays with the project work. For the planning and scheduling work requires huge amount of  paperwork, which makes the management very burdensome. These problems may be solved employing a  project management software which helps to grant a planned approach to planning. Nowadays use of project management (PM) software as a tool for managing and organizing work has gained its importance in construction industry and continues to grow at a faster pace in other industries also. During this study, attempt is made  to check project management software such as MS project and Primavera and their feasibility is studied.

Methods of simulating offshore construction project activities and associated weather-related downtime are reviewed. Specific attention is given to the use of network modeling techniques to determine probable durations and risk levels for complex marine projects such as the installation of the first guyed tower production platform, and offshore mating of HIDECK, a barge-mounted integrated oil production facility with a preinstalled platform. Monte Carlo simulation techniques are used to select random variables. The environmental data derived from a spectral ocean wave model are used, while full account is taken of hydrodynamic response of the offshore systems in order to establish the limiting sea states for performing specific construction operations. Environmental data sources for such simulations are reviewed. Various methods used to determine limiting sea states are compared. The results of statistical analysis of offshore construction operations, such as module lifting, pipelaying, and saturation diving, are presented to give insight into the limitations on vessel motions during offshore construction. In summary, this paper provides a review of methodologies and data used in performing operability analyses, in order to assist engineers in assessing duration and risk for offshore construction projects.

Purpose – The Vietnam construction industry has considerably developed since 1986 as a result of “Doi Moi” or all-round renovation process. However, despite the pace of economic reforms, a number of challenges continue to plague the construction industry. The purpose of this paper is to revisit the factors causing construction project failure in Vietnam. Some of the selected best practices from Brazil, Russia, India, China and South Africa (BRICS) and China, Indonesia, Vietnam, Egypt, Turkey, South Africa (CIVETS) are discussed. Design/methodology/approach – Using a mixed method approach, data were collected from construction stakeholders in Vietnam using a postal survey questionnaire and semi-structured interviews. The quantitative data were subjected to descriptive statistics using ranking and frequencies analysis, and qualitative data employed content analysis. Findings – Despite the lack of systematic approach to managing projects risks, there is a high level of acknowledgement regarding the importance of risk management practices. The highly ranked critical factors still causing construction project failure in Vietnam are: disregard of the significance of project planning process and project planning; lack of experience in executing complicated project; poor design capacity and frequent design changes; lack of knowledge and ability in managing construction projects; lack of financial capacity of owner; poor performance of contractors; lack of a systematic approach to managing the project and entire organisation; corruption and bribery in construction projects; the delays in payment; and economic volatility and high inflation. Practical implications – The identified and revisited project failure factors could be used as a “road map” for the revaluation, and development of appropriate project management practices. Originality/value – The construction sector has undergone through significant structural changes following “Doi Moi”. This study provides the opportunity to realign the strategies for addressing project failure factors and learning from comparative studies in BRICS and CIVETS countries.

PurposeReligiousness is evident in every aspect of life, and its impact on construction project performance is undeniable. However, little has been done to fully understand the influences one's religiosity has on performance factors. This paper aims to explore the influence of religious elements on performance factors in the Ghanaian construction industry (GCI).Design/methodology/approachUsing a desk survey and closed-ended questionnaire, data were obtained from the three religious' bodies (Christianity, Islamic and Traditionalist) in Ghana. The analysis of the collected data was done using mean score ranking and regression analysis.FindingsIt was revealed that most of the religious bodies were aware of the presence of the seven factors identified for measuring construction project performance. The findings suggested that there was a significant and positive relationship between the religious elements (of all the three religions) and cost as well as schedule performance. Islam recorded the highest relationship in influencing public construction project performance relative to cost performances. Specifically, 1% increase in Islamic elements accounted for an 82.7% increase in cost performance. Traditionalists and the Christian religion had minimal significance in influencing cost performance. Furthermore, a 1% progress in Islamic elements accounted for a 45.8% increase in the schedule performance of construction projects and among construction professionals.Research limitations/implicationsThis study has provided better understanding of the religious views on project performance. This research has also provided pragmatic directions to project stakeholders to encourage religious groups to take critical look at the other performance factors that were seen not to be significant.Originality/valueThis paper represents a novel attempt to measure the influence of religious elements on project performance factors in the construction industry. A key contribution to the body of knowledge is that the study has proven that religious element has tendencies to influence cost performance and schedule performance in the construction industry.

Prefabricated buildings are the direction of the future development of the construction industry and have received widespread attention. The effective execution of prefabricated construction project scheduling should consider resource constraints and the supply arrangement of prefabricated components. However, the traditional construction resource-constrained project scheduling implementation method cannot simultaneously consider the characteristics of the linkage between component production and on-site assembly construction. It cannot also fully adapt to the scheduling implementation method of the prefabricated construction projects. It is difficult to work out a reasonable project schedule and resource allocation table. In order to determine the relevant schedule parameters that can reflect the actual construction situation of the prefabricated building and meet the scheduling requirements of the prefabricated project, this study proposes a prefabricated construction project scheduling model that considers project resource constraints and prefabricated component supply constraints. Additionally, it improves the design of traditional genetic algorithms (GAs). Research results of the experimental calculation and engineering application show that the proposed project scheduling optimization model and GA are effective and practical, which can help project managers in effectively formulating prefabricated construction project scheduling plans, reasonably allocating resources, reducing completion time, and improving project performance.

The problem of delay in construction industry is a regular phenomenon worldwide, and construction industry of Pakistan has no exception, particularly in highways projects. Delay can be described as the extension of time to complete the construction project. The aim of this paper is to identify main causes of delays in highway projects of Pakistan, and to determine mitigating measures for the identified causes. The research method of this study is based on literature review, questionnaire survey and semi structured interview. From in-depth literature review, twenty-six common causes of delay were found. A questionnaire survey was carried out among construction professionals of highway projects. The causes of delay in highways projects were ranked referring to their Mean values. A semi structured interview was carried out to determine mitigation measures for the top ten causes of delays. The data gathered from questionnaire survey was analyzed using SPSS (Statistical Package for the Social Sciences) while, data collected through semi structured interviews was analyzed using Nvivo software. The findings of this study are expected to be useful for construction parties, to mitigate the delays in highway construction projects of Pakistan.

The Environmental Impact Assessment system, referred to as the EIA system, is to evaluate the impact of the implementation of the plan or the construction and operation of the project on the environment, combine the surrounding environmental quality status, propose ecological or environmental protection measures,then evaluate the effectiveness of the measures, and draw a conclusion on the feasibility of the project(planning) in terms of environmental protection.This article summarizes the role and progress in environmental protection in the two aspects of planning and construction projects in recent years.Comprehensively selected cases found that both planning or construction project environmental assessment have played an important role in predicting the possible impact of planning or construction projects on the environment and ecology, and proposed feasible and effective environmental protection measures.After the planning or construction project adopts the conclusions and suggestions, as long as the "Three Simultaneous" regulations are followed, the impact of the planning or construction project on the environment or ecology can be prevented or effectively reduced. When it is necessary to conduct postevaluation of environmental impact, verify the actual conditions of the construction project, such as emissions and actual production processes.
