The regional head as the organizer of the government in the region is also an extension of the central government, has a pretty heavy task, therefore in order for the State's goals to be achieved, regional heads must be chosen that are truly credible, qualified and qualified, so that it can bring success to regional development in carrying out government affairs as mandated by the Act, which will ultimately have a positive impact, in the form of support for national development. This research is intended to examine, criticize and analyze which are expected to provide solutions related to the development of the authority to form laws in the constitutional system of the Republic of Indonesia. The formulation of the problem in this study are the dynamics of regional elections in Indonesia in the reformation era and the implications of the dynamics of regional elections in the Indonesian constitutional system. The method of approach used in this study is normative juridical, which is an approach that uses the positivist concept which states that law is identical with written norms created and enacted by authorized institutions or officials. The dynamics of regional head elections in Indonesia in the Reformation era include the conditions for pairs of candidates for regional head elections and the mechanism for regional head elections. Pairs of regional head candidates must be proposed by political parties or a combination of eligible political parties.

The holding of general elections is held simultaneously in Indonesia as part of the success of democracy. Various legal problems arise from the tenure of public officials which will not end when the implementation of a democratic party simultaneously is carried out. This research uses the normative juridical method which is carried out in response to the urgency of separating national and regional elections in the implementation of a five-box election, can increase the workload and can potentially eliminate the lives of Kpps officers besides that it is not only a matter of management management, but also its relevance to the government system and purity. Voting rights, the existing concurrency design impact on the non-optimal implementation of voting rights and the insecurity of the election process according to the principles of honesty and fairness. To understand that, the problem of simultaneous election struggles occurs after the simultaneous implementation of consuming many victims with a five-box system but the potential if it is not carried out simultaneously will also result in the weakness of the president's position to align the government agenda and development agenda because the regional head is an extension of the central government, at the same time as the organizer of regional autonomy for the purpose of national development, will face changes in the political configuration.

Political parties have functions representation, conversion and aggregation, integration, persuasion, repression, recruitment and selection of leaders, considerations and formulation of policies and control of the government. However, after the reform which was marked by the opening of the widest possible tap of democracy, it did not make all the functions of the political party work. Even today, the number of public dissatisfaction with the performance of political parties is still very high. So the thing that is interesting is why political parties in the reformation period experienced a crisis of representation functions. This study was conducted using qualitative desktiptif analysis methods through literature review. The study found that the crisis of representation functions experienced by political parties during the reform period was caused by the weakness of the political party institutions themselves, including the systemic aspects which caused weak formal representation, low values ​​/ ideology of political parties which caused weak symbolic representation and low authority what political parties have in making decisions leads to low political party substantive representation.

Purpose: The implementation of regional autonomy in Indonesia has been regulated based on Laws of the Republic of Indonesia No 23 of the year 2014 concerning the responsibility given by the central government of the regional government to govern its own region. This is defined as regional autonomy. The government has appointed the members of Regional Legislative Councils (Dewan Perwakilan Rakyat Daerah - DPRD) to perform monitoring function on the regional government. There are several political factors which affect this monitoring function, one of which is due to the members of Regional Legislative Council originating from various parties. There is one component which makes up financial performance, which is the Locally-Generated Revenue (Pendapatan Asli Daerah - PAD). High locally-generated revenue gives us a clear description on a region’s success in improving its regional income and therefore being independent from the central government. In the year 2015, the compositition of the party supporting the regent/mayor was equal. Whereas in the year of 2016, the composition has changed, due to regional elections taking place on some cities or districts in Indonesia.

The Government through the National Railway Master Plan has launched the development of the Airport Railway Network and Services to facilitate passenger mobility, one of which is the construction of the Adi Soemarmo Airport train. In April 2017 a groundbreaking project for the development of the Adi Soemarmo Airport, Boyolali District by the President of the Republic of Indonesia was scheduled to be operational in 2019. This study uses a discrete choice model to express the opportunities of each passenger to use the airport train. The research instruments were prepared using predictor variables developed from service dimensions according to Gaspers. The sample used was 200 respondents with random sampling techniques. The data collected is processed using a binary logical regression model because the response variable is in the form of a dichotomy. The results showed the accuracy of the train schedule and affordability of train fares affect the willingness to use airport trains.

Despite the important role that intra-party democracy plays in democratic consolidation, particularly in third-wave democracies, it has not received as much attention as inter-party democracy. Based on the Zambian polity, this article uses the concept of selectocracy to explain why, to a large extent, intra-party democracy has remained a refractory frontier. Two traits of intra-party democracy are examined: leadership transitions at party president-level and the selection of political party members for key leadership positions. The present study of four political parties: United National Independence Party (UNIP), Movement for Multiparty Democracy (MMD), United Party for National Development (UPND) and Patriotic Front (PF) demonstrates that the iron law of oligarchy predominates leadership transitions and selection. Within this milieu, intertwined but fluid factors, inimical to democratic consolidation but underpinning selectocracy, are explained.

Abstract: Clean water as a primary need of human which is generally used for drinking, bathing, cooking and washing should be met in terms of quantity, quality, and affordability and sustainability. The government through the national development program of water and sanitation universal access which declared that by 2019, Indonesia will achieve the 100% target of proper clean water and sanitation for the whole Indonesian people. Water supply and Sanitation community-based Program (PAMSIMAS) is one of the prominent programs of the central government that adopt a community-based approach, where the main actors are the society as well as the person in charge to implement the project. PAMSIMAS II was launched in Aceh since January 2013 to April 2016 in which thre e districts joined PAMSIMAS are Aceh Besar, Pidie and Bireuen, with a total number of villages of the program as 46. The study conducted in the District of Aceh Besar with selected 15 (fifteen) villages as research object. This study aims to identify the level of success of PAMSIMAS II and identified community participation in managing water and sanitation infrastructure that has been built by the program. Those things were measured by the factors namely: 1. Adequacy, quality and continuity of water, also 2. Performance of BPSPAM as management body in village.  This study adopt quantitative analysis that supported by qualitative analysis. Data were collected by observation, questionnaires and interviews. At the end the SWOT analysis is performed for the formulation of a strategic planning in or order to make PAMSIMAS sustainable in achieving access of clean water. The result of this research is information about th position of The PAMSIMAS II after the calculation of EFAS and IFAS which conducted based on the questionair that deliver to the actors of PAMSIMAS II in district of Aceh Besar and also recomendation about priority strategy should be conducted for the development of PAMSIMAS II in the future. Abstrak: Air Bersih sebagai kebutuhan utama dalam kehidupan manusia yang umumnya digunakan untuk minum, mandi, memasak dan mencuci sudah seharusnya terpenuhi secara kuantitas, kualitas, terjangkau dan kontinu. Pemerintah melalui program pembangunan nasional akses universal air minum dan sanitasi menetapkan bahwa pada tahun 2019, Indonesia dapat mencapai 100 % target layanan air minum dan sanitasi yang layak. Program Penyediaan Air Minum dan Sanitasi Berbasis Masyarakat (PAMSIMAS) merupakan salah satu program andalan pemerintah pusat yang menggunakan pendekatan berbasis masyarakat, dimana masyarakat sebagai pelaku utama dan sekaligus penanggungjawab pelaksanaan kegiatan. Program PAMSIMAS II dilaksanakan di Provinsi Aceh mulai tahun 2013 sampai dengan April 2016 di 3 kabupaten yaitu Kabupaten Aceh Besar, Kabupaten Pidie dan Kabupaten Bireuen, dengan total desa yang bergabung adalah 46 Desa.  Penelitian ini dilaksanakan di 15 desa di Kabupaten Aceh Besar sebagai objek penelitian. Penelitian ini bertujuan untuk mengevaluasi keberhasilan Program PAMSIMAS II dan mengindentifikasi peran serta masyarakat dalam mengelola infrastruktur air bersih dan sanitasi yang telah dibangun.  Hal tersebut diukur melalui beberapa faktor, diantaranya: 1. kecukupan, kualitas dan keberlanjutan air dan, 2. Kinerja dari badan pengelola di masyarakat. Penelitian ini menggunakan analisa kuantitatif yang didukung dengan analisa kualitatif. Metode pengumpulan data dengan melakukan observasi, kuesioner dan wawancara. Penelitian ini melakukan Analisa SWOT yang bertujuan untuk perumusan rencana strategis agar Program PAMSIMAS dapat berkesinambungan dalam pemenuhan akan air bersih. Hasil dari penelitian ini berupa identifikasi posisi Program PAMSIMAS II setelah dilakukan perhitungan EFAS dan IFAS yang dilakukan berdasarkan Kuesioner yang telah disebar kepada para pelaksana program PAMSIMAS II, dan kemudian dilanjutkan dengan rekomendasi prioritas strategi yang akan dilakukan untuk pengembangan Program PAMSIMAS II ke depan.

Village government is the lowest level of government in the Government of the Republic of Indonesia. Its existence is very strategic for the implementation of programs of the central government, local government, and the wishes of the village community, so that the village government can help create a balance between the goals desired by the state and those desired by the people, namely the welfare of the people. For this reason, the role of village government officials is important to achieve the success of implementing village government tasks. In fact, there are still many village government officials who have not been able to carry out their duties and authorities properly and correctly. How are efforts to strengthen the role of village government officials so that they are able to carry out their duties and authority properly and correctly? One effort that can be done is to provide technical guidance to village government officials regarding village governance, the duties and authorities of village government officials, as well as the preparation of village regulations. Through this activity, it is hoped that the role of the village government apparatus in carrying out their duties and authorities will be strong, so that their duties and authorities can be carried out properly and correctlyABSTRAK;Pemerintahan desa adalah tingkat pemerintahan terendah di dalam Pemerintahan Negara Republik Indonesia. Keberadaannya sangat strategis bagi penerapan program pemerintah pusat, pemerintah daerah, dan keinginan masyarakat desa, sehingga pemerintah desa dapat membantu terciptanya keseimbangan tujuan yang diinginkan oleh negara dan yang diinginkan oleh rakyat yaitu kesejahteraan rakyat. Untuk itu peran aparatur pemerintahan desa menjadi penting untuk mencapai keberhasilan pelaksanaan tugas pemerintahan desa. Pada kenyataannya masih banyak aparatur pemerintahan desa yang belum dapat melaksanakan tugas dan wewenangnya dengan baik dan benar. Bagaimana upaya menguatkan peran aparatur pemerintahan desa, agar mampu menjalankan tugas dan wewenangnya secara baik dan benar? Salah satu upaya yang dapat dilakukan adalah memberikan bimbingan teknis kepada aparatur pemerintahan desa mengenai pemerintahan desa, tugas dan wewenang aparatur pemerintah desa, maupun penyusunan peraturan desa. Melalui kegiatan ini diharapkan peran aparatur pemerintahan desa dalam melaksanakan tugas dan wewenangnya menjadi kuat, sehingga tugas dan wewenangnya dapat dilaksanakan dengan baik dan benar.

The Analysis of Opposition in Asian Political Systems raises acute problems of definition. At one end of a continuum lie those polities in which an ‘opposition’ is either inconceivable (North Korea is perhaps the best example) or inevitably in a state of war or confrontation with the regime (as is the case in Burma/Myanmar). In cases at this end of the continuum opposition cannot be democratic in the systemic sense, unless the opposition realizes its programme and becomes a democratic government. At the other end of the continuum, however, the character, standing and potential of ‘opposition’ is very much a matter of debate. In these systems a multiplicity of non-governing political parties exist, and these parties contest elections and send members to legislatures, though they often operate under rules (informal as well as formal) and conditions which tend to prevent them from gaining power. The focus of this article will be upon these systems, which are here labelled – whether parliamentary or presidential – ‘constitutional’. ‘Constitutional’ is understood as entailing the existence of an embedded and more or less regularly operating set of electoral mechanisms which plays an essential part in the selection of the government.

The 1945 Constitution of the Republic of Indonesia was amended for four times between 1999 and 2002) in the reformation era. These constitutional changes have altered the principles and the structure of the Indonesian primary state‟s institutions. Broadly speaking, all of the power branches – i.e. legislative, executive and judiciary organs– are now interrelated horizontally in running the country and none of them is superior to the others. Such constitu-tional system is generally found in countries that employ a presidential system. However, by reviewing the authority hold by the legislatures, it is found that some characteristics of a parlia-mentary system are also applied in Indonesia
