Lessons from recurring economic crises have been of particular concern to the Islamic world. Mostly Islamic countries are of middle and low-income economies that they had been inevitably suffered from extensively negative consequences caused by economic crisis such as  drastic decline in welfare. The accumulation of under-performance institution and complexity of the prevailing socio-economic problems have made recovery efforts either harder steps to take or even further distances to approach merely the pre-crisis level. Using analysis based on Islamic perspective, this paper seeks to explore on economic crises, welfare and hope for good governance would be as a fundamental resilience in times of crisis. From the elaboration of literature review which encompasses thoughts of a number of Islamic economic thinkers as well as empirical studies, Islamic countries should take all determination in good governance reform as it is directed by Islamic teaching to safeguard intact welfare of the Islamic notion of which consists of ad-din (religion), al-maal (wealths), al-aql (intellect), an-nafs (life), and  an-nasl (posterity).

Mangrove di pulau Bintan, sama halnya yang terjadi di Indonesia, mengalami sejumlah permasalahan umum seperti imbas dari penangkapan ikan, pembangunan pesisir,pencemaran lingkungan, perubahan iklim dan pengasaman laut. Terbitnya Peraturan Presiden Nomor 120/2020 Tahun 2020 menandai pembentukan Badan Restorasi Gambut dan Mangrove atau BRGM oleh Pemerintah Republik Indonesia. Penelitian ini menggunakan metode desktiptip kualitatif, yang mana dijabarkan melalui telaah kebijakan dan hokum lingkungan. Adapun dalam indikator kebijakan, seringkali yang dijumpai dalam model kebijakan Top-Down ataupun Bottom-Up, yang seringkali dilihat adalah goal daripada kebijakan tersebut, namun, dua kelompok penulis penting secara eksplisit menghubungkan variabel ke dalam model, Mazmanian dan Sabatier. Penegakan hukum Nomor 32 Tahun 2009 tentang Perlindungan dan Pengelolaan Lingkungan Hidup, adalah tentang kriteria perbaikan kerusakan ekosistem lingkungan dan perubahan iklim. salah satu dari perlindungan ekosistem mangrove dan Peraturan Daerah (PERDA) No. 14/2007 tentang Ketetanggaan Pulau Bintan dan perencanaan wilayah pesisir. pelestarian mangrove di Bintan, Pemerintah perlu menerapkan Rencana Zonasi Wilayah Pesisir dan Pulau-Pulau Kecil (RZWP3K) dengan peta sinkron, Rencana Peraturan Daerah Provinsi (RAPENDA).

Kepelabuhanan merupakan salah satu bagian dari tata kelola maritim. Karena itu, dalam dokumen ini pembahasan mengenai tata Kelola kepelabuhanan diletakkan sebagai bagian dari maritime governance. ada beberapa masalah yang dihadapi tata kelola maritim dewasa ini. Penelitian Tata Kelola Pelabuhan Kota Tanjungpinang bertujuan untuk melihat melihat kinerja Pemerintah Kota Tanjungpinang dalam mengoptimalkan potensi jasa kepelabuhanan untuk mendorong perekonomian daerah Kota Tanjungpinang. Selain karena Kota Tanjungpinang memiliki 28 buah pelabuhan yang berada di dalam wilayah administratifnya, juga karena pelabuhan memainkan peran fundamental dalam struktur perekonomian Kota Tanjungpinang sebagai kota perdagangan dan jasa. Metode yang digunakan dalam Kajian ini adalah metode kualitatif. Hasil kajian ini memperlihatkan masih lemahnya praktek  Pemerintah Kota Tanjungpinang dalam mengelola pelabuhan yang ada.  Lemahnya tata kelola pelabuhhan tersebut akibat memiliki kekuatan dan peluang untuk merubah kelemahan dan ancaman yang hadir akibat tidak harmonisnya collaborative governance dengan melandaskan pada azas-azas pelaksanaan otonomi daerah yang disinergikan dengan tatanan kepelabuhanan nasional.

Abstract: This study conducted a study of the Ethics of Local Government Apparatuses in Population Administration Services at the Mempawah Regency Population and Civil Registration Office during the Covid 19 Period. The formulation of the problem in this study is how the ethics of local government officials in the service of making Electronic ID cards at the Population and Registration Office Civil Society of Mempawah Regency during the Covid 19 period. The research method used by researchers is a qualitative approach, with data collection techniques through observation, interview documentation. The theory used to analyze in this research is the Indicators of State Administration Ethics according to Surjadi, which consists of Honesty, Fairness, Obedience to Rules, Responsibility, and Fairness. The results showed that the Honesty aspect was good; this was seen from the absence of illegal levies and did not cover up the complaints obtained from the community related to being unsatisfactory in providing services. The justice aspect is not good because there is still discrimination in providing services to the community. Aspects of Obeying the Rules are still not good; this can be seen from the apparatus that does not obey the regulations, namely the discipline of working hours. Aspects of Fairness and Property are still not good, and this can be seen from the lack of friendliness of the apparatus in serving the public who ask questions related to information on making and taking Electronic ID cards. The advice given by the researcher is that the Disdukcapil of Mempawah Regency is expected to increase awareness to be ethical in providing services by making SOPs related to being ethical in providing services during the covid 19 periods.

In essence, the implementing regulations for the construction of housing and settlement areas are clear as the responsibility of the government, as has been described above that the government's role is to determine development in the field of housing and settlement areas. The central government program with 1 (one) million subsidized houses would also pay more attention to its implementation performance, so that the existing implementing regulations will not only become passive laws. In Indonesia today there are still many regulations which in the end become a symptom of problems in their own country. In the context of accelerating housing development for low-income people (MBR), the government makes simplification efforts in simplifying licensing for low-income housing development. By issuing Government Regulation Number 64 of 2016 concerning Low-Income Community Housing Development, then to accelerate its implementation in the regions, it is regulated in Minister of Home Affairs Regulation Number 55 of 2017 concerning the Implementation of Licensing and Non-Licensing of Housing Development for Low-Income Communities (MBR) in the Region. This study aims to determine government policies related to the implementation of MBR housing development and to determine the implementation of Housing Development Permits for Low-Income Communities (MBR) in the Regions, especially in Lahat Regency, South Sumatra Province.

After the implementation of Large-Scale Social Restrictions, Pekanbaru City enters the New Normal condition based on the Pekanbaru Mayor Circular regarding the new normal life order. The new life order policy or New Normal actually led to an increase in COVID 19 cases, therefore the Pekanbaru City Government issued a micro-scale social restriction policy, especially in sub-districts that were considered to have the highest rate of spread of COVID 19. This study aims to determine the urgency of micro-scale social restriction policy. The method in this research uses qualitative methods by collecting data sources from legal products, articles and news from the mass media as well as interviews with research sources. The results of this study indicate that the urgency of the presence of this Micro-Scale Social Restriction policy is seen in two ways. First, as an initial step for community habituation in facing the new life order or the new normal. The community is not ready to live in a new normal framework so that less-reaching habituation is needed, namely micro-scale social restrictions. Second, the micro-scale social restriction policy was able to reduce the number of health protocol violations. However, it turns out that the decrease in the number of health protocol violations has no correlation with the decrease in the number of positive COVID cases. For 2 reasons, the implementation of this policy was in fact ineffective in suppressing the spread of COVID 19 in Pekanbaru City so that its enforcement was stopped.

In general, the problem associated with Remote Indigenous Communities is accessibility to public facilities that enable them to transform their lives into a better direction. Lack of accessibility to the outside world which causes Remote Indigenous people to fall into various aspects of life such as poverty, low health levels, education levels and others. The purpose of this study was to analyze the Remote Indigenous Community Empowerment by the Bengkalis Regency Government. The results of this study are useful as information and input from the Bengkalis Regency Government in making policies related to the empowerment of Remote Traditional Communities in the Bengkalis Regency Regional Government. The results of this study indicate that the empowerment of Remote Indigenous Communities carried out by the Bengkalis Regency Government. not running properly because seen from human empowerment, social environment and social protection and advocacy is still limited to providing assistance for facilities and infrastructure, there are no concrete steps to improve the quality of the isolated indigenous community. The existence of barriers to empowerment is the limited budget and not yet open to the community of Remote Indigenous Communities to receive new things.

Hubungan pemerintah pusat dan daerah di Indonesia selalu diwarnai dinamika dan konflik. Saat ini,  salah satunya datang dari Provinsi Kepulauan Riau yang ingin memanfaatkan kewenangan 12 mil laut yang diamanatkan dalam UU 23 Tahun 2014 tentang Pemerintahan Daerah. Provinsi Kepulauan Riau mengaktualisasikan  kewenangan ini melalui Perda No 9 Tahun 2017 Tentang Perubahan Kedua Atas Perda Nomor 1 Tahun 2012 Tentang Retribusi Daerah. Salah satu retribusi yang dipungut adalah retribusi labuh jangkar. Rencana pemungutan retribusi ini menimbulkan konflik antara Pemerintah Provinsi Kepulauan Riau dengan Badan Pengusahaan Batam dan Kementerian Perhubungan. Masing-masing pihak mengklaim memiliki kewenangan untuk memungut. Kajian ini  membahas sumber konflik dan memetakan pihak-pihak terlibat dalam konflik pengelolaan labuh jangkar di Provinsi Kepulauan Riau dan dinamika dan konflik kewenangan antara pemerintah pusat dan daerah dalam pengelolaan labuh jangkar di Provinsi Kepulauan Riau tahun 2017-2020.. Teori yang digunakan dalam kajian ini adalah teori desentralisasi dan konflik. Kajian ini menyimpulkan ; pertama, konflik antara Pemerintah Pusat dan Pemerintah Provinsi Kepulauan Riau dalam pengelolaan labuh Jangkar di Provinsi Kepulauan Riau Tahun 2017-2020 disebabkan oleh : a. Lambatnya Pemerintah dalam menerbitkan PP tentang kewenangan provinsi di laut dan daerah provinsi yang berciri kepulauan sebagai amanat UU 23 tahun 2014 Tentang Pemerintah Daerah, b. Tumpang tindih dan ketidaktegasan aturan perundang-undangan yang mengatur tentang pengelolaan labuh jangkar. c. Kementerian Perhubungan belum menyerahkan kewenangan pengelolaan labuh jangkar ke Pemerintah Provinsi Kepulauan Riau. d. Pemerintah Provinsi Kepulauan Riau belum menerbitkan Peraturan Gubernur tentang Petujuk Teknis Pengelolaan Labuh Jangkar. Kedua, Pihak-pihak yang terlibat dalam konflik pengelolaan labuh jangkar di Provinsi Kepulauan Riau ini antara lain : a. Badan Pengusahaan Batam. b. Pemerintah Provinsi Kepulauan Riau ; Gubernur, DPRD dan Dinas Perhubungan. c.  Pemerintah Pusat ; Kementerian Perhubungan dan Kepala Syahbandar dan Otoritas Pelabuhan (KSOP) di Provinsi Kepulauan Riau.

ABSTRACT Pemungutan suara Pilkada 2020 akan diselenggarakan satu minggu lagi, sayangnya pelanggaran netralitas Aparatur Sipil Negara (ASN) masih menjadi momok dalam pelanggaran pemilihan. Berdasarkan data yang dihimpun Bawaslu hingga 16 November 2020 terdapat 1.038 pelanggaran netralitas ASN yang terdiri dari 934 merupakan temuan Bawaslu sedangkan 104 laporan masyarakat. Dari data tersebut KASN telah mengeluarkan rekomendasi 938 kasus, 5 kasus telah diproses, dan 95 kasus dinyatakan bukan pelanggaran. Pengawasan Netralitas pegawai ASN menjadi salah satu hal yang harus dikuatkan dalam mengatasi permasalahan netralitas ASN agar reformasi birokrasi di pemerintahan berjalan dengan cepat.

The Surabaya City Government under the leadership of Tri Risma Harini in the 2015-2020 period has shown various successes with indicators from the economic, development, and environmental sectors. The research method used in this study is a qualitative descriptive method with a literature review approach. The results showed that several internal and external factors of government greatly influenced the development of good governance, which had an impact on the success of governance.
