The purpose of this paper is to determine the impact of the foreign trade component on the formation of national economic security. Transformations occurring in the world’s economic development, the deterioration of the global financial environment, and increasing geopolitical tensions have intensified the main risks to the development of the global economy in today’s conditions. Therefore, national governments are actively using a wide range of tools to ensure economic growth and the appropriate level of competitiveness of their respective economies while ensuring national security, which is relevant for the study of the external component of national economic security. To achieve the aim, general scientific and specific research methods are used, such as methods of analysis, abstraction and synthesis (in the study of protectionism as a policy and practice, instruments of neo-protectionism); methods of classification and systematic generalization (to systematize the forms of protectionism and neo-protectionism); economic and statistical methods (to assess the impact of foreign trade on the development of national economic security). It is demonstrated that the intensification of the risks to the development of the global economy has led to the transformation of trade policies, changes in the use of foreign trade regulation instruments, which affects the economic security of various countries as a major component of their national security. The modern trade and economic policy toolbox used by various countries to ensure national security is analyzed. A comparative analysis of the development of foreign trade of the EU and Ukraine has been carried out, and the features of the influence of the foreign trade component on the formation of economic security have been determined. It is demonstrated that, in the conditions of a global economic crisis, hidden forms of protectionism implemented at various levels of economic policy (global, regional, national), have spread. A classification of specific features and forms of neo-protectionism, that distinguish it from protectionism, is proposed. It is substantiated that global processes encourage national governments to implement deregulatory measures and improve the quality of institutions, while regulated economies contribute to the spread of corruption and grey areas in national economies.

Indicators of all economic security com­ponents are analyzed by comparing them in dynamics with the critical level and proposals for the implementation of economic policy measures which are provided to secure Ukrai­nian economic policy.

The article presents the results of a study of the state policy in the field of import substitution and its impact on certain areas of economic security. Areas of economic security that are subject to the influence of the state policy of import substitution are identified. Among these areas, food, financial, innovation and investment, social, energy, production and technological, foreign trade security were identified. The nature of the impact of the state policy of import substitution on each of the areas of national economic security is substantiated.

This article is dedicated to examination of the impact of social factors upon the state of national economic security, which is a vital segment within the overall system of national security. Insurance of national economic security implies activities aimed at elimination of factors that negatively affect the development and independence of the national economy. Such factors, of internal or external origin, are views as threats to national economic security. The subject of this research is internal threats that emerged as a result of unfavorable socioeconomic policy of the state. The author describes the impact of Turkish socioeconomic policy upon the state of its economic security by means of establishing a causal connection between certain manifestations of the unfavorable socioeconomic policy of the country and the emergence of threats to national economic security. The scientific novelty consists in definition of socioeconomic policy of the state as a factor affecting both, economic and national security. This hypothesis is substantiated by the following conclusions: 1) Effectiveness of socioeconomic policy of the state depends on differentiation of the distribution of benefits in the course of its realization; serving the interests of particular population group results in destabilization of the society and risks of civil confrontation, which leads to negative consequences for the national economy and adversely affects the state of national economic security. 2) Excessive burden on state budget with social and economic expenditures may negatively affect the state of national economy in the conditions of upcoming macroeconomic cataclysms. This is what happened in Turkey, when a substantial part of state budget dragged national economy to the bottom in terms of the United States economic sanctions and subsequent crisis of 2018.

The purpose of the is to summarize and present the results of the study of economic prerequisites for the situation when trade between the aggressor (the Russian Federation) and the victim (Ukraine) was not stopped despite the conflict as well as to assess the dynamics of this trade in the context of indicators of national economic security of Ukraine. Methodology. The study is based on the analysis of International Trade Center data on exports and imports of Ukraine and the Russian Federation and mutual commodity flows for 2002-2019. In addition, the Herfindahl-Hirschmann index and the Linda index were calculated to determine the level of concentration of commodity and geographical structure of foreign trade. To assess the impact of the external sector on the level of economic security of Ukraine, indicators regulated by national legislation were evaluated such as economy openness, export coverage ratio of imports, times; share of the leading partner country in total exports of goods, share of the leading partner country in total imports of goods, share of the leading commodity (commodity group) in the total volume of goods exports, share of leading goods (commodity group) excluding energy imports in total imports of goods, share of raw materials and low degree of industrial export processing in total exports of goods, share of imports in domestic consumption, terms of trade index (price). Results of the survey showed that The Russian Federation was the largest trading partner, and remains a significant participant in Ukraine’s foreign trade operations today. At the same time the objective process of reducing the importance of the Russian Federation in the export-import trade of Ukraine had begun long before 2014. Despite the fact that the level of danger in the foreign sphere has decreased to a certain extent, such an improvement occurs against the backdrop of the impossibility of completely terminating trade and other economic relations with the Russian Federation. Practical implications. Based on the analysis, the areas of overcoming risks in the external sphere should be recognized: strengthening the capacity of the domestic market, including the implementation of infrastructure renewal programs for transport facilities and military-industrial complex, stimulating foreign investment in mechanical engineering; stimulating foreign investment in high-technology activities; implementation of energy efficiency programs; simplifying administrative and tax conditions for the provision of service as a substitute to commodity trade. Value/originality. Data on concentration level of foreign trade of Ukraine and the Russian Federation and on level of foreign economic component of national economic security of Ukraine.

In the context of the sanctions regime, the development of the national economy of Russia should be viewed from the angle of national economic security. The modern sanctions regime has begun and is still based on financial restrictions and prohibitions, which affects the need for a specific monetary policy of the country. In this regard, an important aspect of achieving the goals of national economic security are financial factors. As a methodological approach, the paper uses a descriptive approach to assess the relationship between the impact of the different channels of the transmission mechanism (welfare channel, exchange rate pass-through) and economic variables such as consumer demand. The contribution to the consumer price index of each of the three components is estimated: index of food products, index of non-food products and index of paid services. The significance of the contribution of the index of food products is revealed, which is confirmed by the results of regression analysis of the dependence of consumer prices on the exchange rate. The paper proposes a combination of inflation targeting and industrial production targeting to achieve a more significant effect of monetary policy implementation in the conditions of the sanctions regime and for the purposes of national economic security. Also, taking into account the significant contribution of changes in the exchange rate to the consumer price index, it is proposed to pay more attention to the impact of the Bank of Russia on the exchange rate.

The article is devoted to the study of the development of national legislation on ensuring the functioning of the economic security system of Ukraine in the period of independence. Attention is drawn to the necessity and expediency of acquaintance and analysis of key normative legal acts of different legal force, which are directly or indirectly related to the economic component of national security. It emphasizes the need to identify the major historical events that have served as a prerequisite for building a national economic security system and those that, at appropriate times, have influenced its improvement. Political and economic factors have been determined, which made it expedient to adopt (approve) the basic acts for ensuring the state’s economic security system. The role of the Constitution of Ukraine is defined as the fundamental document that laid the legal basis for the development of the state’s economic security system. In the context of scientific research, particular attention is paid to the laws of Ukraine “On the basics of national security” and “On national security of Ukraine”, as the basic normative legal acts to ensure the system of economic security of the state at different times. Key backgrounds for each of them have been identified and their role in building and improving Ukraine’s economic security system has been improved. A number of acts, which were of significant importance for the development and systematic improvement of Ukraine’s national economic security system in the conditions of independence providing protection of the domestic economy and promoting its necessary development.
