The article analyses theoretical and conceptual approaches to define the essence of economic security.The global economic transformations are characterized in the context of the impact on the national economic security. Indicators of all economic security com­ponents are analyzed by comparing them in dynamics with the critical level and proposals for the implementation of economic policy measures which are provided to secure Ukrai­nian economic policy.

The author argues that the theory of national economic security is on the rise again and the qualitatively new phase of its development will be characterized by an increase of scientific and applied interest to various aspects of this field. This trend is consistent with the escalation of internal and external threats to socio-economic stability in major countries, the growing turbulence in the global economy, intensified global competition for natural resources and human capital and the emergence of new types of threats to national economic security, including environmental crises, uncontrolled migration and the coronavirus pandemic. In the near future, the scientific community will face a number of important research tasks, including the need to shape an updated methodological base, verify acquired knowledge and outline new research priorities. These tasks will be difficult to complete without a set of comprehensive definitions in the field of national economic security. The ongoing capsulation of scientific schools and their gravitation toward their own conceptual frameworks is a serious problem for the institutionalization and development of national economic security as an independent scientific discipline. This problem makes it impossible to create a common methodological framework for the discipline and undermines constructive scientific discussion between representatives of different scientific schools in this field. The author attempts to streamline the conceptual apparatus to solve the aforementioned problem. The scholarship of several scientific schools and prominent experts is analyzed to identify and systematize the most important terms and their definitions within the field of national economic security. Based on the data obtained a number of comprehensive and coherent definitions is introduced. The current stage of the evolution of national economic security is characterized by a weakening of neoliberal ideas and an increased impact of economic concepts within neorealism in the scientific community. These developments need to be reflected in the conceptual apparatus of this discipline. In this regard, the system of current basic definitions requires a significant update.

The process of formation and development of the theory of economic security is objectively related to the cyclical nature of economic development. Economic security as a phenomenon is of little interest to researchers in prosperous periods of economic activities. On the contrary, during periods of economic crises, scientific analysis of the risks and threats to the national economy in foreign markets and the reasons for the decline in the efficiency of domestic production comes to the fore. The article examines the stages of the formation and development of theoretical research in the field of economic security in the works of Western scientists, starting from the 1930s of the twentieth century, and also Russian researchers and practitioners from the 1990s up to the present. Particular attention is paid to changes in the economic security of the trends in today’s pandemic crisis and developing based on its structural and civilizational crisis in the world economy. The article substantiates that today almost all countries perceive the social factor not as a kind of addition to ensuring national economic security, but as its priority component. World political leaders, members of the public, entrepreneurs are clearly aware and widely discussing the existence of a contradiction between social and economic interests within the framework of such a phenomenon as “national economic security.” And now there is an active search for opportunities to remove this contradiction. The current situation inevitably requires clarification of the actual and potential threats to economic security for modern Russia, and the adoption of appropriate measures to prevent and neutralize them. The article also discusses the possibility of including the system of state monitoring, assessment and countering threats to socio-economic development for modern Russia in the existing institutions of state regulation at the federal and subfederal levels.

The article presents the results of a study of the state policy in the field of import substitution and its impact on certain areas of economic security. Areas of economic security that are subject to the influence of the state policy of import substitution are identified. Among these areas, food, financial, innovation and investment, social, energy, production and technological, foreign trade security were identified. The nature of the impact of the state policy of import substitution on each of the areas of national economic security is substantiated.

The problem of ensuring the economic security of the state is quite urgent. This study examines theoretical approaches to defining this definition, as well as the structural elements of the concept of economic security. The aim of the study is to identify the theoretical and methodological substantiation of the economic security of the state and the development of strategic directions for ensuring the economic security of the Russian Federation in the face of modern global challenges. The stages for assessing the level of economic security of the state are determined. Based on the existing methods for assessing the economic security of the state, a methodological approach to this assessment is proposed, taking into account the totality of macroindicators, industry, financial and social indicators. The calculation of the indicators of the economic security of the Russian Federation showed that the indicators do not go beyond the threshold values. The results of constructing an econometric model made it possible to determine the indicators of national economic security that have the most significant impact on the level of economic development of the state, as well as to identify internal and external threats to the Russian Federation. Thus, we can conclude that the economic security of the state can be represented as the state of protection of the national economy from external and internal threats, which ensures the progressive development of society, its economic and socio-political stability, despite the presence of unfavorable external and internal factors; ensuring national economic security and neutralizing all possible threats is the fundamental task of the state government. The level of economic development of the country as a whole and the quality of life of its citizens depend on the success and effectiveness of countermeasures.
