This case study documents an organizational change intervention concerning the implementation of a novel information technology at a university-owned research foundation (URF). It evidences the disparate expectations and reactions by key actors toward the change event, marking a mismatch between a new paradigm required by the new technology and existing information technology practices. Drawing upon change management and management information systems (MIS) literature, the authors discuss the perceived change management issues hindering the change process at URF. The discussion is tempered by a theoretical lens that attempts to integrate the literature bases drawn upon in this research. In particular, resistance from in-house IT specialists was observed as the strongest force obstructing the novel IT implementation. This study offers a forum to stimulate both researchers and practitioners to rethink the necessary elements required to enact change, especially with respect to novel IT implementations.

Resistance to change has long been recognised as a critically important factor that can influence the success or otherwise of implementing any technological innovation. Information technology (IT) focused interventions, for example, business process re-engineering (BPR) and enterprise resource planning (ERP), are often quoted as examples of costly failures, with reported levels of dissatisfaction with strategic IT investments ranging from 20-70 percent and that employee resistance was to blame. The intention of this chapter is to rethink resistance. The author suggests that resistance remains to this day a complex, multi-faceted phenomenon that continues to affect the outcomes of change, both negatively and positively. Although research has procured a solid understanding of resistance and the benefits that can accrue to an organisation through its proper utilisation, it appears that the classical adversarial approach remains the dominant means of managing resistance because such learning is not reflected in modern management techniques. The author concludes that as companies in every industry are now translating the power and possibilities of e-business into strategic and operational realities, new approaches in change management are required to help organisations to understand the complex dynamics of technological innovation and especially the multifaceted nature of resistance.

In Sweden, an increasing number of the municipal administrations are introducing groupware for case and document management. During 1996, the municipal administration in this study began the introduction of a platform for case and document management based on Lotus Notes Domino. This system supports planning and collaboration of common work tasks based on an integrated system for e-mail and shared databases with information. It is obvious that this platform has a potential to change the work and work situations for the employees. More specifically, this platform provides a possibility to introduce more process- and collaborative-oriented work forms. In this chapter, we present experiences from this process of groupware introduction. In the organizational plan, one of the formulated objectives of this change process is to achieve new process and collaborative ways of work (ADB-kontoret, 1997). Therefore, a first focus in this chapter is on to what extent the introduction and use of the information technology has resulted in new work forms.

Information technology (IT) tends to be viewed as ancillary to core government functions. Consequently, IT is often outsourced to the private sector. Unfortunately, there is a long line of failed outsourced projects. This article uses two New Zealand case studies, the particularly public failure of the recent school payroll system and the successful introduction of electronic immigration processing, to examine how the design and governance of outsourced government IT projects could be improved. It concludes that an awareness of historic trends is important for project success, that governments need to be more active in combating market based transaction costs and that contract management becomes a core government competency when projects are outsourced. It also argues that better change management and cognisance of design-reality gaps would positively impact the outcomes of future projects.

The development, communication, use, and benefits of organizational strategic visions have been well documented. Visions focus the enterprise on achieving their strategic goals. Little research has been done to date on the development, communication, and benefits of strategic visions for information technology. Based on a review of the strategic management, information systems, organizational theory, and change management literature, we present a conceptual framework for the development, communication, and potential benefits of a strategic vision for information technology and its alignment with the overall organizational strategic vision.
