An accurate and practically useful evaluation of regional water scarcity is a necessary procedure in scarcity monitoring and threat mitigation. From the perspective of virtual water, this study proposed an improved system dynamics model to evaluate regional water scarcity (WS), including a case study of Henan province, China. We enhanced the existing system dynamics model of WS evaluation from a virtual water perspective by (1) defining WS as the ratio of the consumption-based blue water footprint to water availability, in order to compare the water requirements that need to be met to satisfy the local demand of goods and services with water supply; (2) integrating the economic growth, trade, and water use efficiency in the tertiary industry (e.g., accommodation, food and beverage services) into the model, in order to improve the accuracy of WS assessment and help find more specific measures to reduce WS by factor adjustment; (3) distinguishing the product use structure matrix, as well as the sectoral direct water use coefficient, in local regions from that in other domestic regions and foreign countries, and identifying the regional use structure matrices of products from these three kinds of regions, in order to increase the calculating veracity; and (4) displaying performances of the society, economy, and environment in WS reduction, in order to offer a more comprehensive reference for practical policy decisions. The case study results show that Henan has been suffering from, and in the near future could continue to face, water scarcity, with an average of 2.19 and an annual rise of 1.37% during 2008–2030. In the scenario comparison of current development, production structure adjustment, technology upgrade, and trade structure adjustment in supply-side structural reform of Henan from 2019 to 2030, WS could be reduced by updating production structures into less production of agricultural products or other sectors with a high production-based water footprint (with the smallest average WS of 2.02 and the second smallest total population and GDP, i.e., gross domestic production), technology enhancement in water saving, purification and pollution control (with the second smallest average WS of 2.04 and the largest total population, GDP and total available water resources). Furthermore, for the agricultural products or other sectors with high domestic/international virtual water outflow (inflow), if we reduce (increase) their percentage of outflow (inflow) in the industry involved, WS will increase only more slightly than that when we keep the current development trend, with the smallest total population. Potential measures for alleviating WS should be taken comprehensively, with priorities being identified according to the socioeconomic and environmental performance. Our model can be useful for practical policymaking and valuable for relevant research worldwide.

In Thailand, the Alternative Energy Development Plan has set the target to increase the use of bioethanol to 9.00 million liters per day by 2021. To achieve this goal, both freshwater availability for energy crops and best practices in bioethanol production chain management are very important issues. Therefore, this study integrates water footprint technique with the linear programing approach in order to optimize the operations decision, focusing on water footprint of the bioethanol production chains from both tactical and operational levels. A cradle-to-grave approach is adopted to evaluate the water consumption and pollution in bioethanol production from sugarcane and cassava. The results show that the water footprint of bioethanol consumed in Thailand was about 3.23 × 109, 1.72 × 1010, and 2.49 × 1010 m3 per year in 2010, 2016, and 2021, respectively. The share of agriculture water consumption to the total water footprints of bioethanol was 99% and industrial water consumption was 1%. After applying the linear programing, it was found that the water footprint could be reduced by at least 53%, or 1.33 × 1010 m3, annually. The modeling approach and formulation presented could be used as a tool to reduce water consumption and provide the operation plan of bioethanol production chain.

China is an energy starved country that has faced a severe energy crisis for the last few decades. In response to China’s increasing dependence on non-renewable fuels, the Chinese government has discussed current and potential biomass energy resources as well as energy conversion and promotion policies. Bioethanol production has proven to be environmentally friendly and energy-efficient and is a potentially important source of renewable fuels. However, the uneven distribution of water and the implementation of the Three Red Lines water conservation policies may limit the development of bioethanol in China. From the perspective of water footprint (WF), this paper analyzes the water requirements of producing bioethanol from crop straws, and shows that water consumption in the bioethanol conversion stage is less than that in the crop growth stage; in other words, producing bioethanol from crop straws may be more water-efficient than that from grains or non-grain crop because water that would be consumed for grain growth is already being allocated to the agricultural sector. There is an abundance of crop straws of approximately 150.71 million tons that can be used for bio-ethanol production in China; if converted, 41.83 billion L ethanol would be produced annually, and an amount equal to 4 times China’s fuel ethanol production in 2014. According to a crop straws and water resource conditions, the provinces of Jilin, Shandong, Henan and Sichuan are the best for developing bioethanol from crop straws however, variations in the local availability of water resources and crop straws prevent us from drawing immediate conclusions about which crop straws would be most suitable for bioethanol production in China.

The national government instated a mandatory blending policy to facilitate the uptake and establishment of a biofuels sector in South Africa. Uncertainty exists, however, regarding the implications and effects of producing biofuels within the Western Cape province, as part of a strategy of the province to transition to a green economy. This investigation was carried out as an effort to simulate the biofuel production within the Western Cape under certain project and policy considerations. A system dynamics model was developed to identify key strategic intervention points that could strengthen the business case of biofuel production. The model showed a feasible business case for bioethanol production, with the best case showing an internal rate of return of 23% (without government subsidy), and an emissions reduction of 63% when compared with coal. It is recommended that special consideration be given to the location of bioethanol production facilities, as operational costs can be minimised by incorporating invasive alien land-clearing schemes as part of the bioethanol production. The model further showed that medium-to-large-scale biodiesel production in the province is not feasible under the given model assumptions, as the positive effects of local biodiesel production do not justify the required government subsidy of ZAR 4.30 per litre. It is recommended that a different approach be investigated, where multiple on-site small-scale biodiesel production facilities are used, thus utilising multiple feedstock options and minimising capital expenditure.Keywords: green economy; transportation; blending; uncertainty; complexity

Οι σύγχρονες αγροδιατροφικές αλυσίδες εφοδιασμού καλούνται να αντιμετωπίσουν ένα σύνολο προκλήσεων που εγείρονται παγκοσμίως σε ένα δυναμικά μεταβαλλόμενο περιβαλλοντικό, οικονομικό και κοινωνικό επίπεδο, με αποτέλεσμα να είναι αναγκαίος ο στρατηγικός σχεδιασμός και η διαχείριση της βιωσιμοτητάς τους. Οι βιώσιμες εφοδιαστικές αλυσίδες (sustainable supply chains) χαρακτηρίζονται από μειωμένο περιβαλλοντικό αντίκτυπο, υποστηρίζουν την οικονομική ανάπτυξη των εταίρων τους, και προάγουν κοινωνικά ζητήματα όπως η αντιμετώπιση της ανεργίας, η ενίσχυση του εισοδήματος των καλλιεργητών και η αντιμετώπιση της επισιτιστικής ασφάλειας. Ωστόσο, παρόλη την υφιστάμενη έρευνα, η διατριβή καταδεικνύει ότι δεν υφίστανται επιστημονικές μελέτες που να αντιμετωπίζουν ολιστικά το ζήτημα του βιώσιμου σχεδιασμού και της διαχείρισης των δικτύων εφοδιασμού τροφίμων. Στόχος της παρούσας διδακτορικής διατριβής είναι η ανάπτυξη μίας ολοκληρωμένης προσέγγισης λήψης αποφάσεων για το βέλτιστο σχεδιασμό και τη διαχείριση βιώσιμων εφοδιαστικών αλυσίδων αγροδιατροφικών προϊόντων μέσω της ανάπτυξης στρατηγικών και άμεσα εφαρμόσιμων ποιοτικών μεθοδολογικών προσεγγίσεων και ποσοτικών προτύπων. Συγκεκριμένα, το παρόν ερευνητικό έργο εξελίσσεται σε τρία κύρια μέρη, στα πλαίσια των οποίων διαμορφώνονται τα κατάλληλα μεθοδολογικά πλαίσια ανάλυσης και αναπτύσσονται πέντε (5) ποσοτικά πρότυπα για την αντιμετώπιση καίριων ζητημάτων βιωσιμότητας. Στο πρώτο μέρος της διατριβής αναπτύσσεται ένα ολοκληρωμένο ιεραρχικό πλαίσιο λήψης αποφάσεων για το σχεδιασμό και τη λειτουργία βιώσιμων αγροδιατροφικών εφοδιαστικών αλυσίδων με τον προσδιορισμό των αποφάσεων που χρειάζεται να ληφθούν σε στρατηγικό, τακτικό και λειτουργικό επίπεδο. Στο δεύτερο μέρος της διδακτορικής διατριβής γίνεται εστιασμένη βιβλιογραφική επισκόπηση για κάθε μία από τις συνιστώσες της βιωσιμότητας – περιβαλλοντική, οικονομική, κοινωνική – και αναπτύσσονται τα αντίστοιχα ερευνητικά εργαλεία. Αναφορικά με τη συνιστώσα του περιβάλλοντος, αναπτύσσεται ένα στρατηγικό μοντέλο Δυναμικής Συστημάτων (System Dynamics) για τη διαχείριση του υδατικού αποτυπώματος (water footprint) σε αλυσίδες εφοδιασμού ευπαθών αγροδιατροφικών προϊόντων (Πρότυπο #1). Επιπλέον, αναπτύσσεται ένα στρατηγικό μοντέλο Δυναμικής Συστημάτων για το σχεδιασμό και τη διερεύνηση της επίδρασης εναλλακτικών πολιτικών στην προώθηση της χρήσης αγροτικών αποβλήτων για οικιακή θέρμανση (Πρότυπο #2). Εν συνεχεία, αναφορικά με την οικονομική συνιστώσα, παρουσιάζονται τα αποτελέσματα πρωτογενούς έρευνας στην Ελληνική αγορά τροφίμων. Παράλληλα, διερευνώνται κύριοι δείκτες μέτρησης επίδοσης και αναπτύσσεται ένα μεθοδολογικό πλαίσιο για την αντικειμενική αξιολόγηση του οικονομικού αντικτύπου που επιφέρει η εφαρμογή βιώσιμων πρακτικών σε κάθε στάδιο μίας αγροδιατροφικής αλυσίδας εφοδιασμού. Τέλος, αναφορικά με την κοινωνική συνιστώσα, παρατίθεται κριτική ταξινόμηση των προκλήσεων της διατροφικής ασφάλειας στον ανεπτυγμένο κόσμο και αναπτύσσεται ένα μοντέλο Δυναμικής Συστημάτων για την ανάδειξη της ανάγκης προώθησης των μικρών καλλιεργειών και των προϊόντων τους στην αγορά (Πρότυπο #3). Πρόσθετα, διερευνάται το πρόβλημα της εξυπηρέτησης πελατών για μία εφοδιαστική αλυσίδα αναλώσιμων προϊόντων τροφής με χρήση δύο προμηθευτών: ενός κύριου προμηθευτή και ενός έκτακτου προμηθευτή που ενεργοποιείται σε περίπτωση έκτακτης ανάγκης (Πρότυπο #4). Στο τρίτο μέρος της διδακτορικής διατριβής αναπτύσσεται το κατάλληλο πλαίσιο αξιολόγησης και γίνεται επιλογή των απαραίτητων κύριων δεικτών μέτρησης επίδοσης βιωσιμότητας των δραστηριοτήτων σε εφοδιαστικές αλυσίδες βιολογικών προϊόντων (Πρότυπο #5). Συμπερασματικά, ο σχεδιασμός και η διαχείριση των βιώσιμων αγροδιατροφικών δικτύων εφοδιασμού αποτελούν σύνθετα προβλήματα, καθώς εμπεριέχουν ένα μεγάλο σύνολο αλληλένδετων μεταβλητών απόφασης και παραμέτρων. Στο πλαίσιο αυτό, η παρούσα διατριβή παρέχει νέα μεθοδολογικά εργαλεία για την υποστήριξη της λήψης των σχετικών αποφάσεων, τα οποία μπορούν να εφαρμοστούν άμεσα σε πραγματικό περιβάλλον.
