The article presents the key results of scenario projections that underpinned the Strategy for long-term low carbon economic development of the Russian Federation to 2050, including analysis of potential Russia’s GHG emission mitigation commitments to 2050 and assessment of relevant costs, benefits, and implications for Russia’s GDP. Low carbon transformation of the Russian economy is presented as a potential driver for economic growth that offers trillions-of-dollars-worth market niches for low carbon products by mid-21st century. Transition to low carbon economic growth is irreversible. Lagging behind in this technological race entails a security risk and technological backwardness hazards.

Some strategic environmental assessment (SEA) pilot cases in China strive to integrate environmental issues into the planning from the beginning. One of them is the SEA for development strategy of Tianjin Binhai New Area. The SEA adopted an interactive assessment mode with the decision-making process and predicted the environmental impacts of the development strategy on land resource, water resource, energy, surface water, atmospheric environment, and ecosystem of land area and offshore area. The future development strategy of circular economy and low-carbon economy in Tianjin Binhai New Area was also analyzed. Finally, experience from the SEA case was discussed. The case study shows that support from non-environmental agencies, early integration of SEA process and planning process, interactive assessment mode, and sensible environmental protection strategy facilitate the integration of environment into decision-making.

With the increasing demand for clean and low-carbon energy, high proportion of renewable energy has been integrated into the receiving-end grid. The grid-side energy storage project can ensure the safe and stable operation of the grid, but it still faces many problems, such as high initial investment, difficult operation and maintenance, unclear profit model, lack of business mode. Therefore, it is of great significance to evaluate the comprehensive benefit of energy storage projects in order to guide the sustainable development of large-scale energy storage projects and power system. By studying the technical and economic characteristics of energy storage, this paper establishes a comprehensive evaluation system from four dimensions of energy efficiency, economic, social, and environmental benefit. Combined with typical business modes and determining the subdivision index system of different modes, the comprehensive benefit evaluation model of grid-side commercial storage project based on Fuzzy-Analytic Network Process (ANP) approach is established. Empirical analysis of a 100-megawatt storage project is carried out to evaluate the project benefits comprehensively, the potential problems of the market development and business mode of the grid-side large-scale storage project are discussed, and the future development orientation and suggestions are put forward.

Based on the input-output theory, the paper using the comparable price energy input-output table,quantitatively estimates the implicit carbon emissions of each industrial department,and analyzes the growth of the implicit carbon emissions of the resident consumption through the structure decomposition.Conclusion indicates:From 1992 to 1997, the mean of the implicit carbon emissions of each industrial department in Xinjiang had been rising; From 1997 to 2007, the mean of the implicit carbon emissions of each industrial department had been declining;The implicit carbon emissions of Hydropower industry, the fire power and other seven similar industrial department were higher than that of each industrial department so that Xinjiang should strengthen monitoring on the high energy consumption.The implicit carbon emissions of the resident consumption was still in the trend of ceaseless growth and all of that states clearly that the economic grows at the cost of the increase of the greenhouse gas emissions.Xinjiang should introduce foreign advanced production technology,further optimizing the structure of the resident consumption.
