Individual Expectations and Climate Justice

AbstractMany people living in highly industrialised countries and elsewhere emit greenhouse gases at a certain high level as a by-product of their activities, and they expect to be able to continue to emit at that level. This level is far above the just per capita level. We investigate whether that expectation is legitimate and permissible. We argue that the expectation is epistemically legitimate. Given certain assumptions, we can also think of it as politically legitimate. Also, the expectation is shown to be morally permissible but with major qualifications. The interpretation of the significance of the expectation is compatible with the understanding that historical emissions should count in terms of fairly distributing the benefits of emission-generating activities over people’s lifetimes but constrains the way in which we may collectively respond to climate change.

Climate justice requires sharing the burdens and benefits of climate change and its resolution equitably and fairly. It brings together justice between generations and justice within generations. The United Nations Sustainable Development Goals summit in September 2015, and the Conference of Parties to the Framework Convention on Climate Change in Paris in December 2015, brought climate justice center stage in global discussions. In the run up to Paris, Mary Robinson, former president of Ireland and the UN Secretary General’s Special Envoy for Climate Change, instituted the Climate Justice Dialogue. The editors of this volume, an economist and a philosopher, served on the High Level Advisory Committee of the Climate Justice Dialogue. They noted the overlap and mutual enforcement between the economic and philosophical discourses on climate justice. But they also noted the great need for these strands to come together to support the public and policy discourse. This volume is the result.

While it is widely acknowledged that shifts in diet could play a large role in mitigating climate change with important health co-benefits, knowledge on how to accomplish these shifts is lacking. Our previous study showed a statistically significant reduction in the dietary carbon footprint of students who had completed a college course on the connections between food and the environment compared to a control group enrolled in an unrelated course. An extension of the previous study, this research evaluates the sustainability of female and male diets in both the intervention and control groups from baseline to follow up with respect to the following planetary boundaries: greenhouse gases, land use, water use, nitrogen loss, and phosphorus use. In addition, a 50-point modified Alternative Healthy Eating Index was calculated at baseline and follow up for all students. Female students enrolled in the intervention course reported diets with statistically significant reductions in their footprints from baseline to follow up for greenhouse gases (p = 0.011), land use (p = 0.012), and phosphorus (p = 0.045), and the female diets were statistically different from the control groups for those three boundaries. For water use, female diets increased in footprint from baseline to follow up due to an increase in vegetable intake. Males enrolled in the intervention showed similar trends (reductions in footprints for greenhouse gases, land use, and phosphorus use and an increase in blue water use), but differences were not statistically significant, partially due to the smaller number of male respondents. Student dietary footprints are compared to a per capita limit allowable for food according to the planetary boundaries concept. For all of the planetary boundaries except blue water use, the student dietary footprints were well above the per capita boundary for food-related sources.

The Third Conference of the Parties to the United Nations Framework Convention on Climate Change (Climate Change Convention) was held from 1 to 11 December 1997 at Kyoto, Japan. Significantly the States Parties to the Convention adopted a protocol (Kyoto Protocol) on 11 December 1997 under which industrialised countries have agreed to reduce their collective emissions of six greenhouse gases by at least 5 per cent by 2008–2012. Ambassador Raul Estrada-Oyuela, who had chaired the Committee of the Whole established by the Conference to facilitate the negotiation of a Protocol text, expressed the view that: “This agreement will have a real impact on the problem of greenhouse gas emissions. Today should be remembered as the Day of the Atmosphere.” This note seeks to outline in brief the science of climate change, and international activity to combat global warming prior to the Kyoto conference. It then attempts to analyse the terms of the Kyoto Protocol and to draw some conclusions on its significance.

Purpose This paper aims to contribute to the ethical debate over roles and responsibilities to address the injustices of climate change and its impacts. The current impasse over taking action may lie in the very different ways people view the world and their place in it. The aim is to explore some profound contradictions within differing strands of knowledge feeding into common understandings of climate justice. Design/methodology/approach A literature review of appropriate peer-reviewed and “grey” literature was conducted with a view to defining the term “climate justice”. Findings In addition to there being no single, clear definition of climate justice, a fundamental schism was found between what indigenous peoples want to see happen and what industrialised nations can do with respect to both the mitigation of, and adaptation to, climate change. Research limitations/implications One limitation to defining climate justice, and reason for publishing, is the lack of peer-reviewed work on this topic. Practical implications This paper has many practical implications, the most fundamental of which is the need to reach a consensus over rights to the Earth’s resources. If humanity, within which there are many societies, chooses to follow a truly equitable path post 2015, industrialised countries and corporations will need to move away from “endless growth economics”. The ways in which climate justice might be operationalised in future are considered, including the concept of a “climate-justice” checklist. Originality/value While the reconciliation proposed in this paper might be considered idealistic, unless it is acknowledged the Earth’s resources are limited, over-exploited and for all people to use sustainably, thus requiring a reduction in consumption by individuals relatively affluent in global terms, climate negotiators will continue talking about the same issues without achieving meaningful change.

AbstractThe emission of greenhouse gases causes climate change. Therefore, many support a global cap on emissions. How then should the emissions allowed under this cap be distributed? We first show that above average past emissions cannot be used to justify a right to above average current emissions. We then sketch three basic principles of distributive justice (egalitarianism, prioritarianism, and sufficientarianism) and argue, first, that prioritarian standards are the most plausible and, second, that they speak in favour of giving people of developing countries higher emission rights than people of industrialised countries. In order to support this point it has to be shown, inter alia, in what ways the higher past emissions of industrialised countries are relevant for today’s distribution of emission rights.

Climate change and its impact on water resources is the problem of the times. Therefore, this study is concerned with the subject of climate change and its impact on the water ration of the grape harvest in Diyala Governorate. The study was based on the data of the Khanaqin climate station for the period 1973-2017, (1986-2017) due to lack of data at governorate level. The general trend of the elements of the climate and its effect on the water formula was extracted. The equation of change was extracted for the duration of the study. The statistical analysis was also used between the elements of the climate (actual brightness, normal temperature, micro and maximum degrees Celsius, wind speed m / s, relative humidity% The results of the statistical analysis confirm that the water ration for the study area is based mainly on the X7 evaporation / netting variable, which is affected by a set of independent variables X1 Solar Brightness X4 X5 Extreme Temperature Wind Speed ​​3X Minimal Temperature and Very High Level .
