Abstract Cyber-culture points out the life in cyberspace and goes beyond national cultures. It is particularly attractive for the young people who use Information and Communications Technologies (ICT) to express their attitudes, values, beliefs and thinking. Those do not need to be necessarily in accordance with the standards of an individual society. Cyberculture becomes dangerous. Great risk lies in cyberbullying that represents negative impact of cyber-culture on human behavior. The aim of the study is to detect cyberbullying as a negative impact of cyber-culture among of Slovak children and adolescents. The research was carried out on a sample of 1619 11-18-year old respondents (average age was 14.51). Results of cyberbullying research carried out using Latent Class Analysis (LCA) have proved the appropriateness of 3-latent-class module. Relative entropy of the module reached 0.915. It was demonstrated that 52.9% of respondents belonged to the group of uninvolved, 42.7% were victims and 4.4% were victims-aggressors. Being a negative consequence of cyber-culture, cyberbullying is a challenge that educators - including other assisting professions - face when educating children and adolescents to orientate in cyberspace, behave responsibly, express themselves in a way that would not interfere others’ integrity and identity (personal and virtual). AbstractBackgroundIn the UK, around one-third of young people are exposed to IPVA by 21 years old. However, types of IPVA victimisation in this population (psychological, physical, sexual), and their relationship with impact and perpetration are poorly understood.MethodsParticipants in a UK birth cohort reported IPVA victimisation and perpetration by age 21. We carried out a latent class analysis, where we categorised IPVA by types/frequency of victimisation, and then assigned individuals to their most probable class. Within these classes, we then estimated risks of reported: 1) types of negative impacts (sad, upset/unhappy, anxious, depressed, affected work/studies, angry/annoyed, drank/took drugs more); 2) types/frequency of perpetration.ResultsAmong 2,130 women and 1,149 men, 32% and 24% reported IPVA victimisation (of which 89% and 73% reported negative impact); 21% and 16% perpetration. Victimisation responses were well represented by five classes, including three apparent in both sexes: No-low victimisation (characterised by low probabilities of all types of victimisation; average probabilities of women and men belonging to this class were 82% and 70%); Mainly psychological (15% and 12%); Psychological & physical victimisation (4% and 7%), and two classes that were specific to women: Psychological & sexual (7%); Multi-victimisation (frequent victimisation for all three types; 4%). In women, all types of negative impact were most common in the Psychological & sexual and Multi-victimisation classes; for men, the Psychological & physical class. In women, all types of perpetration were most common for the Mainly psychological, Psychological & physical, and Multi-victimisation classes; in men, the Mainly psychological and Psychological & physical classes.DiscussionIn this study of young people, we found categories of co-occurrence of types and frequency of IPVA victimisation associated with differential risks of negative impact and perpetrating IPVA. This is consistent with emerging evidence of IPVA differentiation and its variable impact in other populations.

This article presents research findings from a study conducted at Telenor, a Norwegian telecom operator. The company distributed home Personal Computers (PCs) to their employees in an effort to encourage professional development outside working hours and mainly on an individual basis. The report includes results from a systematic survey of 2500 employees of the approximately 11,000 home-PC users concerning their use of home-PCs for learning. Findings suggest that home-PCs can contribute positively to increasing employees' knowledge about information and communications technology (ICT), and improve specific user skills. While the use of home PCs can also enable employees to learn while using information and communications technologies, the number of employees who actually do so is modest.

Abstract Context: Spending on direct-to-consumer advertising (DTCA) for prescription pharmaceuticals has risen to record levels, five times as much as in 1996 in inflation-adjusted dollars. Major health care provider organizations have called for additional regulation of DTCA. These organizations argue that the negative impact of such advertising outweighs the informational value claimed by the pharmaceutical industry. The industry maintains that further restrictions on DTCA are not warranted because it is successfully self-regulating via “guiding principles” for DTCA as certified by firm executives. Methods: The authors measured recent industry spending on DTCA and used regression models of Nielsen Monitor-Plus data to assess pharmaceutical firm self-regulation after the public disclosure of noncompliance with industry self-regulatory principles, specifically regarding the exposure of children and adolescents to broadcast advertisements for erectile dysfunction drugs. Findings: Public disclosure of noncompliance with self-regulatory DTCA standards did not bring advertising into compliance. Results demonstrate that firms failed to meet the industry standard during every quarter of the six-year period of this study. Conclusions: Results support previous research findings that pharmaceutical self-regulation is a deceptive blocking strategy rather than a means for the industry to police itself. Policy recommendations include broadcast restrictions on adult content and deincentivizing DTCA via tax reform.

In this study, we examined the impact of a stuttering disorder on children (n=50) and adolescents (n=45) living in Western Australia. We compared the reactions and experiences of children and adolescents who stutter to children and adolescents who do not stutter. We compared the participants who stuttered and the fluent participants using adapted versions of the Overall Assessment of the Speaker’s Experience of Stuttering (OASES). We also examined the relationship between biopsychosocial impact and stuttered speech frequency. We saw higher levels of adverse impact in young people who stuttered compared to their fluent peers. In addition, we found moderate correlations between OASES scores and stuttered speech frequency in children. These findings provided a baseline for establishing the degree of negative impact that a stuttering disorder may bring about in children and adolescents. The experiences of young people who stuttered were significantly different from the experiences of young people who were typically fluent. These findings reinforce the notion that stuttering is a disorder that can lead to negative impact for young people.

The text focuses on presenting the issues related to the process of young people’s building and developing identities and on underlining the impact of a broadly understood technology on this process. The very concept of identity, subject to many approaches and theories, is also discussed. The text draws attention to the school and the teacher as elements whose task should be to help students to cope with the challenges that today’s (postmodern) world presents to young people. The goal is to enable the best conditions for self-development and building a stable and mature identity in an ever-changing environment. Technology is not seen only as a threat to man and his identity. However, the lack of a solid theoretical basis, regarding the impact of technology on identity building and preparation of appropriate preventive behavior, increases the risk of a negative impact of technology. The authors of the text strongly believe that changing the paradigm of human behavior can bring about beneficial effects on humanity, on the environment and on the entire planet.

Information and communications technologies (ICTs) and the Internet have to a large extent influenced the way information is made available, published and accessed. More information is being produced too frequently and information users now require certain skills to sift through this multitude in order to identify what is appropriate for their purposes. Computer and information skills have become a necessity for all academic programmes. As libraries subscribe to databases and other peer-reviewed content (print and electronic), it is important that users are also made aware of such sources and their importance. The purpose of this study was to examine the teaching of information literacy (IL) in universities in Zimbabwe and South Africa, and the role played by librarians in creating information literate graduates. This was done by examining whether such IL programmes were prioritised, their content and how frequently they were reviewed. An electronic questionnaire was distributed to 12 university libraries in Zimbabwe and 21 in South Africa. A total of 25 questionnaires were returned. The findings revealed that IL was being taught in universities library and non-library staff, was compulsory and contributed to the term mark in some institutions. The study also revealed that 44 per cent of the total respondents indicated that the libraries were collaborating with departments and faculty in implementing IL programmes in universities. The study recommends that IL should be an integral part of the university programmes in order to promote the use of databases and to guide students on ethical issues of information use.

The paper discusses the use of the program-targeted budgeting methodology in the investment stimulation of business in the most problem sectors of the economy. The subject of the study is the dynamics of business activity in key economic sectors adversely affected by factors of the economic and geopolitical nature. The purposes of the study were to identify the key factors that have a negative impact on economic growth and seek options for investment stimulation of business activities in the most problem sectors of the economy using state budget funds. It is concluded that the current practice of budget investment is associated with significant risks and poor justification of investment decisions. Therefore, the American practice of the program budgeting in the implementation of large investment infrastructure projects using budget funds seems to be advantageous. Based on the research findings, methods for increasing the effectiveness of program-target budgeting tools under the Russian conditions are proposed.

The challenges of reading experienced by learners exerts a negative impact on reading for pleasure, and learners' outcomes. In an attempt to address such reading challenges, Reading Clubs were launched to promote reading for pleasure among South African youth. This study examines the influence of Reading Clubs on learners' attitudes to Reading for Pleasure and the outcomes thereof. The study was informed by the Top-Down Model of Reading and the Cultural Theory of reading for pleasure. Interviews were conducted in five purposively selected schools with five Sparker coaches and five teachers. The research findings reveal a positive influence of Reading Clubs on reading for pleasure and learners' outcomes. This is reflected through improved levels of reading for pleasure. This study ultimately recommends that schools learn from best practices of Reading Clubs, and that government strive to make Reading Clubs a sustainable project.

In 2016, the United Nations (UN) launched the Digital Blue Helmets (DBH) program under its Office of Information and Communications Technologies (OICT). The launching of DBH was a continuation of a series of steps that the UN and its related agencies and departments have undertaken over the past decade to incorporate cyberspace within their working methodologies. At the time of inception, DBH was envisioned as a team capacitated to act as a replica of a physical peacekeeping force but for the sole purpose of overseeing cyberspace(s). Several research studies have been published in the past few years, which have conceptualized cyber peacekeeping in various ways. Some scholars have mentioned DBH as a starting point of cyber peacekeeping while some have proposed models for integration of cyber peacekeeping within the current UN peacekeeping architecture. However, no significant study has attempted to look at how DBH has evolved since its inception. This research article aims to examine the progress of DBH since its formation. It argues that despite four years since its formation, DBH is still far away from materializing its declared objectives. The article also discusses the future potential roles of DBH, including its collaboration with UN Global Pulse for cyber threat detection and prevention, and embedding the team along with physical peacekeepers.
