The article analyses the fundamental research “Multilateralism in Transition: Challenges and Opportunities for the OSCE”, prepared by a team of Swiss experts under the leadership of the renowned Swiss diplomat Thomas Greminger (the Permanent Representative of Switzerland to the OSCE, the UN and the International Organizations in Vienna). The fact that T. Greminger served as Secretary General of the OSCE from 2017 to 2020 gives added value to the research. This created a unique opportunity to combine in the research his vast experience, personal impressions from the observance of the “internal kitchen” of the Organization and his analyses of the main directions of the work of the OSCE. The research focuses on the central problems of the OSCE’s activities- preservation of the European security, prevention and regulation of conflicts, new challenges to the European security, strategic partnership of the OSCE with major international organizations, introduction of modern technologies to the operational activities of the Organization, reformation and modernization of the OSCE’ s management system and operational functions. Special attention is payed to the revitalization of the OSCE Structured Dialogue ‒ the main platform for discussions of the most important politico-military problems and confidence-building measures, exchange of information on current perceptions of threat, military capacity, de-escalation measures, best practices for the prevention and improved management of military incidents. The book contains a positive assessment of the concept of cooperative actions aimed at a collective response to the new challenges to the European security: climate change and environment destruction, impact of technology on the societies, illegal migration, pandemics, cross- border organised crime, cyber threats, nuclear security. The authors of the book consider that the collective security initiative could stimulate trust, convergence of interests of participating states and finally would improve European security through cooperation. They also bring to attention the problems of the longstanding reform of the OSCE through presentation of the ten-point reform agenda, including management reform of the OSCE Secretariat, reform of the budget cycle, information security and automating work processes. leveraging partnerships with international and regional organizations.

On the activities of one of the most significant international organizations connected with research of book history - Consortium of European Research Libraries. The creation of a bibliographic database of the printed book from 1452 to 1830, which was supposed to collect materials from libraries of Europe, was the goal of Consortium since the beginning of its foundation. The authors of the article write that today the activities of the Consortium is much broader, it turns into international research institute on the history of culture.

Despite new challenges like climate change and digitalization, global and regional organizations recently went through turbulent times due to a lack of support from several of their member states. Next to this crisis of multilateralism, the COVID-19 pandemic now seems to question the added value of international organizations for addressing global governance issues more specifically. This article analyses this double challenge that several organizations are facing and compares their ways of managing the crisis by looking at their institutional and political context, their governance structure, and their behaviour during the pandemic until June 2020. More specifically, it will explain the different and fragmented responses of the World Health Organization, the European Union and the International Monetary Fund/World Bank. With the aim of understanding the old and new problems that these international organizations are trying to solve, this article argues that the level of autonomy vis-a-vis the member states is crucial for understanding the politics of crisis management. Points for practitioners As intergovernmental bodies, international organizations require authorization by their member states. Since they also need funding for their operations, different degrees of autonomy also matter for reacting to emerging challenges, such as the COVID-19 pandemic. The potential for international organizations is limited, though through proactive and bold initiatives, they can seize the opportunity of the crisis and partly overcome institutional and political constraints.

Defence cooperation between Poland and the United States significantly affects the security agenda of Russia, the Baltic region, and Europe as a whole. On the one hand, Poland intends to become a key partner of the US in ensuring European security. On the other hand, it has ambitions to take the leading position in the security area among the Baltic States. The Polish leadership sees an additional advantage in expanding military cooperation with the United States, regarding it as a jumping board to accelerating its economic and technological development. This article examines a mechanism underlying defence cooperation between the US and Poland, i.e. lobbying Poland’s interests in another state. This allows Warsaw to actively promote its interests in the US. The research methodology employed includes the periodisation of Polish lobbying activities in the US and an empirical study of lobbying based on analysis of original documents, many of which have been analysed for the first time. It is shown that, under the existing party system, Poland will not abandon strategic partnership with the United States, primarily in security and defence. Over the study period, Poland quickly gained experience in promoting its interests in the US through direct lobbying, showing flexibility in negotiations, relying on the two-party support in the US Congress, successfully coordinating the activities of its governing bodies and various corporations which are submitted to tight state control.

Глобальные перемены в мировой политике и экономике происходят под решающим влиянием стран «Большой семерки» и БРИКС, придя на смену биполярному миру (США – СССР). После развала СССР каждая из бывших 15 республик, а ныне независимых государств, выстраивает экономические отношения со странами-соседями, международными и региональными объединениями в соответствие со своими стратегическими намерениями. В статье анализируются тенденции социально-экономического развитии Украины и Казахстана в течение 1991-2020гг. Изложены особенности моделей трансформации экономик двух стран. Методологической основой исследования выступает сравнительный ретроспективный анализ происходящих изменений в экономиках обоих государств с применением рейтинговых инструментов и механизмов. Указаны различия в векторах при выборе стратегического партнерства: для Украины – это НАТО, США и ЕС, для Казахстана – ОДКБ, Россия, СНГ и ЕАЭС, а также Китай, США, государства Центральной Азии и ЕС. Обращено внимание на уязвимость национальных экономик от влияния мировых финансовых кризисов, разрывов прежних кооперационных связей, потерей традиционных рынков сбыта, комплекса нерешенных внутренних проблем. Дана оценка экспортного потенциала экономик двух стран; подчеркнута необходимость увеличения в его структуре продукции с высокой добавленной стоимостью. Детально рассмотрены тенденции развития двустороннего торгово-экономического сотрудничества. Предложен комплекс мер по увеличению товарооборота между Украиной и Казахстаном. Global changes in world politics and economy are taking place under the decisive influence of the G7 and BRICS countries, replacing the bipolar world (USA - USSR). After the collapse of the USSR, each of the former 15 republics, now independent states, is building economic relations with neighboring countries, international and regional associations in accordance with their strategic intentions. The article analyzes the trends in the socio-economic development of Ukraineand Kazakhstanduring 1991-2020. The features of the models of transformation of the economies of the two countries are stated. The methodological basis of the study is a comparative retrospective analysis of the ongoing changes in the economies of both countries using rating instruments and mechanisms. Differences in vectors when choosing a strategic partnership are indicated: for Ukraine, these are NATO, the USA and the EU, for Kazakhstan– the CSTO, Russia, the CIS and the EAEU, as well as China, the USA, the Central Asian states and the EU. Attention is drawn to the vulnerability of national economies to the impact of global financial crises, breaks of previous cooperation ties, loss of traditional sales markets, and a set of unresolved internal problems. The assessment of the export potential of the economies of the two countries is given; emphasized the need to increase its structure of products with high added value. Trends in the development of bilateral trade and economic cooperation are examined in detail. A set of measures has been proposed to increase trade between Ukraineand Kazakhstan.

Apps are of great interest and curiosity for the users of mobile phones, being already highly unloaded and used for the users of smartphones. The fashion mobile applications represent only a fraction of the mobile global applications (almost 0,2 %), nevertheless they are starting to deserve special attention from designers and researchers in this area. Brands want to know about the new trends in the market to be able to continue surprising and impressing their public. In this study, we seek to identify the most relevant aspects of the applications that help to improve the image of the Spanish prêt-à-porter fashion brands such as Zara, Pull and Bear, Stradivarius, Shana, Bimba y Lola,... The study considers the position in the ranking of downloads, the category, the opinions, valuations of the users and the criteria described by Jami Lawrence (2010): amusement, saving of time and / or comfort in the use. Findings: In this analysis, we seek to identify the most relevant aspects of the applications that help to improve the image of the brand, in this particular case of the Spanish prêt-à-porter fashion brands. - It is indispensable that the applications entertain the user, save time and / or comfort, we have observed that they are these characteristics those that are valued by the users. - Another factor that is valued in the applications, is that the application should make sense for the user and to have an added value that doesn't necessarily have to be related with the nature of the brand. - But it is important that applications to be developed have to be coherent with the identity of the brand. As in any other area, the appearance of new mass media, like the mobile, is the introduction of new challenges. – Finally, it is important for the brand to adapt constantly to the new technologies, but we must not forget that a precarious incorporation and badly developed app it can be more harmful than beneficial.

In 2003, the EU declared its civilian and military crisis management instruments ready for deployment. Since then, EU member states have demonstrated their capability to act as a global security player. They have deployed civil missions and military operations to Sub-Saharan Africa, the Balkans, the Eastern neighbourhood, the Near and Middle East, and even to Asia. Th ese engagements have encompassed a variety of approaches and tools to crisis management and stabilisation, ranging from the training of security forces and the support for the rule of law, to the provision of a military or civilian presence, to safeguard elections or to monitor border arrangements and ceasefire agreements, to the fight against piracy or other forms of organised crime. Altogether, by the end of 2009, the EU had conducted 23 missions and operations under the European Security and Defence Policy (ESDP). The EU has made considerable progress on its way to becoming a global security actor. However, case studies show that many ESDP engagements face substantial shortcomings – chief among them the lack of long-term, strategic planning for future deployments, a binding and institutionalised “lessons learned” process as well as a consistent follow-up by member states and EU institutions involved.

This paper presents a brief overview of the World Health Organization’s experience with privileges and immunities, focusing on the sources of its privileges and immunities and the challenges encountered in asserting them and securing their respect. This overview will demonstrate how complex and sometimes elusive the legal protection afforded to the WHO can be. Although the rationale for the WHO’s privileges and immunities is constitutionally founded on the notion of functional necessity,1 the scope and limits of its functions can be blurred or shifting. While the WHO has not faced the dramatic challenges to or denials of its privileges and immunities that other organizations have encountered, the trend of progressive erosion of legal protection in the name of accountability, democratic control by national courts, the protection of human rights and shifting perceptions of the ‘added value’ of international organizations may eventually require a conscious and strategic revision by the international community of the model of international cooperation represented by international organizations.

Contemporary Polish-Russian relations are examined, taking into consideration the broad internal conditions in Poland and in Russia. Negative mutual stereotypes prevail in both countries, shaped in the course of a complicated history of mutual relations, while the concepts of international policies in both states are underdeveloped and divergent. Polish-Russian relations are increasingly more influenced by external conditions, such as the profound change Europe is going through and the evolution of the entire international order. The most important modern issues in Polish-Russian relations concern the persistent differences in the perception of the history of mutual relations, dissimilar concepts of the European security system, and energy security. The conditions of relations between Poland and Russia affect Poland’s ability to pursue its international interests in many areas: in relations with Russia and the CIS, in the forum of international organizations (NATO, EU, Council of Europe, OSCE and the UN), in relations with Poland’s closest allies and partners (Germany, France, U.S. and Ukraine). Finally, Polish-Russian relations influence the position and international role of Poland, limiting it when these relations are bad or augmenting it when they are good. Since late 2007 Poland has been trying to conduct a pragmatic policy and normalize its relations with Russia. In general, Polish-Russian reconciliation seems feasible.
