Development   of small-scale   coconut  sugar  industry  take into  account  as national  sector  in economic  region development    planning   has to  comparative    and   competitive    advantages.eEspecially,      expectation    to  gill contribution    enough   to  prosperity   improvement.    Using   The  Policy  Analysis    Matrix   (PAM)   approaches,    thl study    was   aimed    to   measure    the   comparative     advantage    and   the   impact    government's     policies    in development    on  coconut   sugar  in  Banyumas.    Its  expected   to  contribution    to  development    of  smail-scalE industry  specially  coconut-sugar   industry  at Banyumas   regency.   The results  showed  that small-scale   coconu: industries    had   having   positive   profits   both private    and   social   and   had   comparative    and   compettitiv~ advantages.   While  impact  of government   policy  to the small-scale   industry   rise  in toim of price  of input  and output.   Impact   on  input  and  output  price   respectively    indicated   that  producer    (tappers)   didn't   take  input subsidy  and experienced   disincentive   in coconut  sugar  production.   It could  be concluded   that the government policy  didnot  fully  supported   development   of small-scale   coconut  sugar  industry,   its  marked  by lowest  privat value-added    than   social    value-added    which  could    be  taken   by   actors    (tappers).    For   supporting    the development    of  the   industry    are  needed   reorientation    and   integrated    mechanism    of  institution    mainlyempowering   and marketing  institution  at least Key words:   Coconut   sugar,  small-scale industry,comparative     and   competitive    advantages

This study has taken position for developing of small-scale industry (SSI) is necessary strategy or market conduct policy and market performance. For that objective, the realization steps needed are: (a) re-examining about national development objective; (b) conducting political system restructurization that enable all people has equal right to participate in the economic sectors; (c) allocating and distributing economic resources and production facilities in equitable manner especially for rural people; and also (d) making more deep market penetration for goods and services of SSI through issuing inceptives and positive discrimination policies for SSI in supplying their production input, production process and marketing. Promotion intensification and nourishing cooperation with another kind of enterprise will be a beneficial.

The purpose of the present study is twofold: first, to investigate the true values of Muslim owner managers; second, to examine the impact of these values on entrepreneurial orientations of Muslim small-scale entrepreneurs. 850 Muslim owner managers were selected randomly using the sampling frame provided by MajlisAmanah Rakyat Malaysia (MARA). 162 completed questionnaires were collected and analyzed. For this paper only two dimensions of entrepreneurial orientations were analyzed: proactive orientation and innovative orientation. Interestingly, the findings revealed that Muslim businessmen/women are honest, loyal, disciplined and hard working. Loyalty and honesty are positively related to proactive orientation, while discipline and hard-work are positively related to innovative orientation. The findings provide implications for existing relevant theories, policy makers, practitioners and learning institutions.

During the DMK regime many welfare schemes for implemented for women especially. This schemes for developments for socio and economic activities for women. The poor women, widows, physically challenged were benefited their schemes. The government allotted lot of sewing machines, Free school books, Midday meal schemes, Small scale Industry, Self help groups, Boating supply for fisher mans and many women teachers were appointed in Elementary school, Middle school, High schools. Women’s were appointed in police Department and also so many schemes for the development of socio and economic condition of the poor women people.
