The “Pine Barrens” are a UNESCO-designated biosphere reserve encompassing about 1.1 million acres in southern New Jersey. A state agency, the New Jersey Pinelands Commission, in conjunction with county and local governments, works to implement land management and environmental protection goals via a comprehensive management plan. The pinelands development credit (PDC) program is one tool aimed specifically at land preservation outcomes. The PDC program is a regional “transfer of development rights” market allowing landowners to sell their rights to further develop their property and enter their land into permanent protected status. Since the program’s inception in 1982, over 55,000 acres of sensitive and rare ecosystem have been protected; the more than 1,200 transactions account for US$63 M of economic value. The PDC program is a clear illustration of the role that financial instruments and market mechanisms can play in achieving environmental protection outcomes. This case study offers an overview of the pinelands area, PDC program, and the transfer of development rights concept before examining the PDC program and its outcomes in greater detail. While the program has been hailed as a success, it will face challenges in the coming years, including a relatively inefficient process for converting PDCs into protected lands and the question of how the program can evolve once eligible lands become more scarce.

This article selects the listed companies in China’s A-share heavy pollution industry from 2014 to 2018 as samples, uses a random effect model to empirically test the relationship between media attention and corporate environmental performance and examines the impacts of local government environmental protection and property nature on that relationship. Results are as follow: (1) Media attention can significantly affect a company’s environmental performance. The higher the media attention, the greater the company’s supervision and the better its environmental performance. (2) In areas where the government pays less attention to environmental protection, the impact of media on corporate environmental performance is more obvious, but in other areas, the impact of media on environmental performance cannot be reflected; (3) The media attention is very significant for the environmental performance improvement of state-owned enterprises, and it is not obvious in non-state-owned enterprises. (4) A further breakdown of the study found that the role of media attention in corporate environmental performance is only significant in the sample of local governments that have low environmental protection and are state-owned enterprises. This research incorporates the local government’s emphasis on environmental protection into the research field of vision, expands the research scope of media and corporate environmental performance, and also provides new clues and evidence for promoting the active fulfillment of environmental protection responsibilities by companies and local governments.

Municipal authorities increasingly view environmental protection as one of the goals of city management. The pro-environmental orientation of cities can, therefore, foster the creation of new management methods and instruments and promote reorganization of determining material flows in a municipal system. Activities of this kind should result not only in the reduction of generated waste but also in the creation of closed material cycles. Considering the tasks of Polish local governments, municipalities should pay the most attention to municipal waste. Accordingly, the goal of this study was to identify the problem of mixed municipal waste in cities and assess the influence of investments into fixed assets for environmental protection in the scope of waste management on the quantity of mixed municipal waste in cities. This article also identifies activities for circular resource management that need to be realized by Polish municipalities. The analysis was performed using the panel model, dynamic indexes, and critical analysis of city documents. The conducted research revealed positive trends in cities with respect to the amount of waste collected non-selectively that is conducive to circular resource management. The fact that municipal waste quantity is on the increase should encourage urban authorities to promote pro-environmental waste management behaviors among city dwellers.

Central environmental protection inspections have completed their goal of full coverage of 31 provinces in China, and more than 17,000 officials have been held accountable. The media has evaluated the effectiveness of central environmental protection inspections using the notions of “instant results” and the “miracle drug of environmental governance.” Can this approach effectively promote local environmental governance? This paper takes the treatment effect of central environmental protection inspections on air pollution as an example. Using the method of regression discontinuity, central environmental protection inspections are found to have a positive effect on the air quality index (AQI), but this effect is only short term and unsustainable. Additionally, there are inter-provincial differences. Judging from the research results on sub-contaminants, the treatment effect of central environmental protection inspections on air pollution is mainly reflected in PM10, PM2.5 and CO. Under the current situation in which PM10 and PM2.5 are the main assessment indexes, this phenomenon indicates that due to the political achievements and promotion of local officials and for reasons of accountability, it is more effective for the central government to conduct specific environmental assessments through local governments than to conduct central environmental protection inspections.

As the third-largest SO2 emitter in the world, China is facing mounting domestic and external pressure to tackle the increasingly serious SO2 pollution. Figuring out the convergence and persistence of sulfur dioxide (SO2) emissions matters much for environmental policymakers in China. This study mainly utilizes the Fourier quantile unit root test to survey the convergence of the SO2 emissions per capita in 74 cities of China during the period of December 2014 to June 2019, by conducting five traditional unit root tests and a quantile root unit test as a comparative analysis. The empirical results indicate that the SO2 emissions per capita in 72 out of 74 cities in China are convergent in the sample period. The results also suggest that the unit root behavior of the SO2 emissions per capita in these cities is asymmetrically persistent at different quantiles. For the cities with the convergent SO2 emissions, the government should consider the asymmetric mean-reverting pattern of SO2 emissions when implementing environmental protection policies at different stages. For Hefei and Nanjing, the local governments need to enact stricter environmental protection policies to control the emission of sulfur dioxide.

O segundo mostra a importância das AMP na proteção da biodiversidade marinha. Finalmente, o terceiro ponto exemplifica a avaliação do meio natural e aborda, de maneira geral, o valor econômico das espécies e da “Natureza” na ocorrência de degradação. Contributions of the marine protected areas for the conservation and management of the marine environment Abstract This article presents the various aspects of the littoral environmental protection by approaching three important points. The first evokes the installation of the marine surfaces protected in a socio-economic and political context. The operation of the reserves and the concept of “ reserve effect “ are explained. The second explains the interest of MPA to protect the marine biodiversity. Lastly, the third point shows the evaluation of the natural environment and more generally of the economic value of the species and “Nature” in the event of degradation.
