After had being carried out nationalization and hostility against west countries, the New Order regime made important decision to change Indonesia economic direction from etatism system to free market economy. A set of policies were taken in order private sector could play major role in economic. However, when another economic sectors were reformed substantially, effords to reform the State Owned Enterprises had failed. The State Owned Enterprise, in fact, remained to play dominant role like early years of guided democracy era. Role of the State Owned Enterprises was more and more powerfull). The main problem of reforms finally lied on reality that vested interest of bureaucrats (civil or military) was so large that could’nt been overcome.

This paper is a critical examination of the state of Canadian literacy education and research and its effects on young children. Its purpose is to appraise the ways in which disability is currently being produced and practiced in early school curricula and to argue for a theoretically rich curricula which begins from children’s strengths. To accomplish these goals, this paper commences with a brief appraisal of curriculum studies’ lack of attention to issues of dis/ability, considers major movements in literacy curricula, then contends that an innovation in literacy curricula the authors term, “the biomedical approach”, is pathologizing entire school populations and inflicting upon them reductionistic literacy curricula. This paper illustrates the biomedical approach through a narrative of a public school and the experiences of its early years staff and students.

This article argues that Israel substituted the Palestinian refugees' internationally recognized right of return with a family reunification program during its maneuvering over admission at the United Nations following the creation of the state in May 1948. Israel was granted UN membership in 1949 on the understanding that it would have to comply with legal international requirements to ensure the return of a substantial number of the 750,000 Palestinians dispossessed in the process of establishing the Zionist state, as well as citizenship there as a successor state. However, once the coveted UN membership had been obtained, and armistice agreements signed with neighboring countries, Israel parlayed this commitment into the much vaguer family reunification program, which it proceeded to apply with Kafkaesque absurdity over the next fifty years. As a result, Palestinians made refugees first in 1948, and later in 1967, continue to be deprived of their legally recognized right to return to their homes and their homeland, and the family reunification program remains the unfulfilled promise of the early years of Israeli statehood.

This chapter discusses the residual, but strongly legitimised, role for the state in preventing damage to children, which carries high levels of criticism for those parents seen as failing to optimise their child's developmental potential. The idea that childhood experiences are important and can be formative clearly has a common-sense truth to it and obviously, traumatic experiences in childhood will have lasting impacts. However, a vocabulary has emerged in which notions of toxic parenting and the quest for optimum developmental flourishing create new mandates for the state to act. The chapter then argues that these are necessary to explain the sharp rises in national rates of child removal, particularly the permanent removal of very small children, documented over the last decade. They also contribute to service fragmentation by privileging intervention in the early years in the form of ‘evidence-based’ parenting programmes.

A half century before the New Jersey Supreme Court endorsed inclusionary zoning in Southern Burlington N.A.A.C.P. v. Mount Laurel Township, the state struggled to secure basic municipal zoning. While New Jersey’s political elite embraced zoning in the 1910s and 20s to weather a period of tremendous growth and change, a disapproving judiciary steadfastly maintained that the practice violated basic property rights. Hundreds of state court decisions in the 1920s held zoning ordinances unconstitutional. Finally, the people of New Jersey in 1927 overwhelmingly passed an amendment to the state constitution overruling those decisions and affirming zoning as a reasonable exercise of the state’s police power. This essay traces those uncertain early years of zoning in New Jersey. The amendment was not the result of a state monolithically coming to its senses. Instead, its passage documents a decade-long struggle played out not only in the courts and legislature but also in the press and the town meeting.

Abstract Background In the early years of the HIV/AIDS crisis, the debilitating consequences of HIV/AIDS stigma and discrimination became known as part of “the 3rd phase of the epidemic.” Many of these consequences still impact HIV/AIDS care today. In the state of Illinois, the HIV prevalence in Chicago and its collar counties does supersede the prevalence of HIV elsewhere in the state of Illinois, and past HIV research has utilized mostly urban MSM populations. Unfortunately, although HIV is not an exclusively urban disease, little is known about HIV stigma in smaller communities and lower prevalence contexts. Methods Participants were recruited from our local HIV clinic in a county population of 184,000 people. The clinic serves the HIV/AIDS population of Peoria proper as well as the 14 surrounding, more rural counties. Twenty participants were invited for a 1 hour recorded interview speaking of their experiences with HIV stigma. Using a qualitative approach in grounded theory, two researchers independently coded the transcripts and then came to a consensus. Core themes were then summarized. Results Sources of stigma included the general community in central Illinois, other outpatient medical clinics, medical testing facilities such as ancillary laboratories, and the LGBT community. Major sources of support included family and loved ones, the HIV medical clinic, and the HIV patient community. Many patients reported HIV education to be assuring, and though facing many social obstacles, ultimately feeling strengthened by adversity. In order to address HIV stigma in the community patients suggested greater networking among HIV infected patients and increased education for the general public. Conclusion HIV stigma is still a distressing social force to HIV infected patients in the heart of Illinois. Though medical management of HIV has advanced significantly in recent years, the stigma that accompanies a diagnosis of HIV infection remains to be effectively addressed in a comprehensive and conscientious manner. Our study points to the need for tailored interventions in outpatient medical settings, as well as throughout the general community in central Illinois. Their contribution has to be understood in terms of the contexts of their Scottish Presbyterian heritage, South Africa in the early years of the twentieth century and the state of higher education prevalent at that time. Together these contexts may be described as political, religious and educational. Prof AC Paterson made significant contributions both in teaching and administration at the institutional level. Prof E Macmillan made his contribution in the field of teaching, but never divorced from the very context where ministry has to be exercised.

Based on numerous primary sources, this article provides a detailed analysis of the political and organizational upheavals that sports experienced in Cuba in the early years of the Fidel Castro era. It first shows to what degree the revolutionary government’s ambitious sports policy, which aimed at mass sports right from the start, represented a radical change from the Batista era. In the first phase, in which the restoration of democracy still seemed possible, the State institution Dirección General de Deportes (DGD) cooperated with bourgeois sports associations. The latter, however, were progressively eroded as a result of the increasing competition they faced from the free DGD offers, as well as the emigration of many of their members, coaches and officials. The establishment of a ministry with complete control of sports on February 23, 1961 took place on the one hand in continuity with the developments of the previous two years, and on the other hand, as part of the socialist transformation of society. From then on, all sport activities, both at local and national level, were organized under the control of the State and the revolutionary organizations. The article places the emphasis on amateur sports, but the elimination of professional sport, which happened soon afterwards, will also be discussed.

During the early years of white administration in Southern Rhodesia, few whites spoke the local vernaculars. The state used those few, largely traders and farmers, to translate and interpret. Members of the Native Affairs Department were expected to learn ‘on the job’. However, by the early 1920s, poor language abilities in the civil services, combined with growing segregationist tendencies in the face of African competition, prompted the state to reconsider whites’ knowledge of the vernaculars. The issue raised important questions about defining the boundary between ‘natives’ and ‘civilized peoples’, interactions between white and African communities, and the long-term project for the state.
