Weak science communication coupled with misinformation and disinformation has resulted in major challenges for environmental decision-makers, particularly in areas of climate change and marine renewable energy. Interpersonal communication strategies provide the means of facilitating a shift to two-way communication, as they encourage science conversations between communicators and citizens. Science communicators should make themselves more personally known to their audiences. They should communicate using shared stories and conversational language to enable them to relate better with their audiences. In addition, institutions, agencies, networks, and organizations should adapt and support the use of interpersonal strategies by their science communicators.

Abstract The development of the marine renewable energy and offshore aquaculture sectors is susceptible to being affected by climate change. Consequently, for the long-term planning of these activities, a holistic view on the effects of climate change on energy resources and environmental conditions is required. Based on present climate and future climate scenario, favourable conditions for wind and wave energy exploitation and for farming six marine fish species are assessed using a suitability index over all European regional seas. Regarding available energy potential, the estimated changes in climate do not have direct impacts on the geographic distribution of potential regions for the energy industry (both wind and wave based), that is they pose no threat to this industry. Long-term changes in environmental conditions could however require adaptation of the aquaculture sector and especially of its exploitation areas. Opportunities for aquaculture expansion of the assessed species are identified. Possibilities for co-location of these activities are observed in the different climate scenarios. The evaluation of potential zones for the exploitation of marine renewable energy resources and offshore aquaculture represents a stepping-stone, useful for improving decision-making and assisting in the management of marine economies both in the short-term and in the long-term development of these sectors.

Social media offer the potential to facilitate two-way conversations needed for effective science communication; however, research communicators often struggle to reach lay audiences on these media. In this study, the Twitter and Instagram activity of four individual scientists in North America and Europe, acting as recognized science communicators, was compared with the activity of three marine-focused non-governmental organizations (NGOs), particularly paying attention to the strategies that encourage audience engagement in two-way conversations. The results show that a combination of interpersonal communication strategies can have an important effect on the level of lay user engagement in two-way conversations over time.

The key message of this chapter is that solving the climate problem will require motivating social and behavioral changes through effective communication. More and better communication about climate issues is needed so people will mobilize solutions. Currently most people in the world do not believe that climate change is worth doing anything about, if they have even heard of it at all. Despite the efforts of many journalists, scientists, educators, and politicians to convey the science behind and urgency of climate disruption, about a third of Americans still deny that climate is changing or that humans cause it, and nearly 60% feel that climate change is not a problem serious enough to affect them. What is more, in many parts of the world, at most 35% of adults have even heard of climate change. This general lack of recognition about the magnitude of climate disruption and the urgency of dealing with it is slowing down the process of implementing solutions. Even if high-level decision makers want to put in place the policies, incentives, and ready-to-be-deployed technologies required to reduce greenhouse gas emissions, they are unable do so to the extent needed because they have to answer to their constituencies. Put another way, only if the majority of the global society sees the need to mitigate climate change, and the feasibility of doing so, will decision-makers be able to enact the policy changes needed to jumpstart a global energy transition. The good news, however, is that most people—for example, around 60% in the United States—have not yet made up their minds about the need to fix the climate problem. Reaching these individuals with the right information in the right way offers great opportunity to boost societal awareness and effect necessary change. In this chapter we briefly review the information that supports these statements, and summarize the key pathways of communication about climate change that have prevailed so far, including where they have been successful and where they have fallen short. We focus on the United States, because of its high-emitter status and consequent influence on attitudes about climate mitigation worldwide. We then discuss findings from recent research on communication strategies that suggest an effective way forward—namely, that much remains to be done through appropriate framing of the issues for diverse constituencies that have not been effectively reached. We suggest that by targeting specific audiences with appropriately framed information, the societal balance can be tipped from the current condition of a majority who are apathetic to a majority who become receptive to the reality of harmful climate disruption and the need to avoid it. For example, strategies may include peer-to-peer interactions that communicate how climate change and associated impacts fit with existing value systems that define various religious, political, and economic spheres. To this end, we recognize four general communication strategies that will be useful. Develop coordinated local, state, national, and international informational campaigns to tell diverse constituencies about the need for and benefits of mitigating climate change. These must be framed appropriately for specific target audiences, much as advertising agencies do to promote products effectively, and evaluated rigorously to know how to improve subsequent campaigns. Integrate education about climate change impacts and solutions into all levels of education, from K-12 through University curricula. Create venues for decision makers, business leaders, religious leaders, and academics, spanning the natural sciences, social sciences, humanities, and the arts, with the overall goal of developing recognition, dialog, and action on the intertwined behavioral, ethical, political, economic, social, health, and scientific dimensions of climate disruption. Communicate that actionable solutions to climate change problems exist and are feasible to implement. This should include embedding climate change information and action opportunities across a variety of venues, from print journalism, to traditional TV and radio, to digital and social media. We also provide ten recommendations for how the University of California (and other universities in general) can implement communication programs to accelerate its own system-wide transition to carbon neutrality, while simultaneously contributing to the broader effort of motivating the societal shifts in perceptions and behavior needed to facilitate a global energy transition.

How can we reasonably justify a climate policy goal if we accept that only possible consequences from climate change are known? Precautionary principles seem to offer promising guidelines for reasoning in such epistemic situations. This chapter presents two versions of the precautionary principle (PP) and defends one of them as morally justifiable. However, it argues that current versions of the PP do not allow discrimination between relevant climate change policies. Therefore, the chapter develops a further version of the PP, the Controllability Precautionary Principle (CPP), and defends its moral plausibility. The CPP incorporates the following idea: in a situation when the possible outcomes of the available actions cannot be ranked with regard to their value, the choice between available options for action should rest on the comparison of how well decision makers can control the processes of the implementation of the available strategies.

Many Caribbean island nations have historically been heavily dependent on imported fossil fuels for both power and transportation, while at the same time being at an enhanced risk from the impacts of climate change, although their emissions represent a very tiny fraction of the global total responsible for climate change. Small island developing states (SIDSs) are among the leaders in advocating for the ambitious 1.5 °C Paris Agreement target and the transition to 100% sustainable, renewable energy systems. In this work, three central results are presented. First, through GIS mapping of all Caribbean islands, the potential for near-coastal deep-water as a resource for ocean thermal energy conversion (OTEC) is shown, and these results are coupled with an estimate of the countries for which OTEC would be most advantageous due to a lack of other dispatchable renewable power options. Secondly, hourly data have been utilized to explicitly show the trade-offs between battery storage needs and dispatchable renewable sources such as OTEC in 100% renewable electricity systems, both in technological and economic terms. Finally, the utility of near-shore, open-cycle OTEC with accompanying desalination is shown to enable a higher penetration of renewable energy and lead to lower system levelized costs than those of a conventional fossil fuel system.

The present work considers the dramatic changes the COVID-19 pandemic has brought to the global economy, with particular emphasis on energy. Focusing on the European Union, the article discusses the opportunities policy makers can implement to reduce the climate impacts and achieve the Paris Agreement 2050 targets. The analysis specifically looks at the fossil fuels industry and the future of the fossil sector post COVID-19 pandemic. The analysis first revises the fossil fuel sector, and then considers the need for a shift of the global climate change policy from promoting the deployment of renewable energy sources to curtailing the use of fossil fuels. This will be a change to the current global approach, from a relative passive one to a strategically dynamic and proactive one. Such a curtailment should be based on actual volumes of fossil fuels used and not on percentages. Finally, conclusions are preliminary applied to the European Union policies for net zero by 2050 based on a two-fold strategy: continuing and reinforcing the implementation of the Renewable Energy Directive to 2035, while adopting a new directive for fixed and over time increasing curtailment of fossils as of 2025 until 2050.
