The entrepreneurial ecosystem consists of many elements: government policy, regulatory framework, institutions, finance, culture, education, human capital, local and global markets, and only the harmonization of these elements can create a healthy and stimulating environment for further development entrepreneurial ventures. Efforts have been made to improve the business environment in the Republic of Serbia to reduce the number of unemployed. However, entrepreneurship in Serbia faces several limitations. Some restrictions are specific to specific groups of entrepreneurs only, while others are general. This article will discuss the constraints and opportunities for developing entrepreneurship in Serbia in current business conditions, with particular reference to entrepreneurship research in the city of Vranje in southern Serbia.

Taking into consideration at the present business environment of the Republic of Latvia, as well as its geographical position and the historical backgroung, it is important to make use of these conditions for further improvement business competences at the universities of Latvia. The object of the present research paper is business competences, the subject of the research paper is analyses of the business competences on the higher education establishments in Latvia. The objective of the research paper is to study the integration process of students and academic staff representing Latvian higher education establishments in formation of business competences in Latvia, to elucidate the factors influencing the business competences, to develop proposals for improvement of business competences  in Latvia.. Research methods: reported analysis of business competences, higher educations establishments in Latvia, study of correlation between business environment factors and business competences, economic and statistical analysis of the universities results, economic experiment, study of public and non -governmental institutions data in Latvia. The present paper includes further development of study on the contents of business competences, factors influencing it, higher education theory and policy.

AbstractThe aim of the paper is to assess the current state, problems and prospects for the development of foreign trade in the Republic of Belarus in the international business environment. The evaluation of foreign trade indicators is based on information from different sources and on comparative economic analysis research methods. Our results indicate the export-oriented economy of the Republic of Belarus, and its dependence on the state of foreign markets and the international business environment. The identified problems in the development of Belarusian merchandise exports are due to the orientation towards primary products, and to poor diversification of products and geographical destination. Particular attention is paid to the internal and external factors restraining exports from the Republic of Belarus. Further development requires the full use of the Belarusian export potential and the implementation of measures to promptly resolve the export difficulties on international markets that stem from internal and external factors.

The main characteristics of the business conditions of today's companies are frequent and intensive changes. The dynamic business environment of modern companies requires a new way of management that involves an implementation of new management models, methods, techniques and instruments that are adapted to the modern environment and able to respond to challenges and solve problems that arise in new business conditions. The aim of the paper is to describe the specifics of driver-based budgeting, as one of new management instruments. In comparison with traditional budgeting, driver-based budgeting possesses multiple advantages for companies that enable responding to changes in business environment in a more agile way. These advantages, as well as some perceived difficulties with its implementation in companies are described in the paper. The results of the paper contribute to the further development of the theory and can be an incentive for future research, as well as basis for making recommendations and practical instructions that could help companies improve their budgeting system.

Business operations in today's highly dynamic and changing environment require quick response and adaptation to new business conditions. In this context, the terms "outsourcing" and "freelancing" are emerging. Due to their characteristics and new approach in the business environment, they enable different concepts of organizing and creating new business models. This paper puts in focus the problem of freelance status in the labor market competition for a business engagement. It has the task of providing a scientific view of the opportunities offered to freelancers according to the attitudes of potential employers. From the standpoint of the employers in the Republic of Croatia, business practice has changed considerably from the previous emphasis on 'permanent employment' in the past decade to a more significant selection of outsourcing for specific jobs. Employees’ views are also noticeably changing, so a more significant selection of independence in some legal forms of employment can be observed. An exploration of the attitudes and experiences of the employers on the recruitment of freelancers for occasional or permanent jobs in various areas of activity was conducted. The fundamental question to which research has to answer is whether an employer will decide to hire a freelancer in specific jobs for which key knowledge or company information is needed. There are four variables are in focus: how employment of a freelancer depends on the activity the company is engaged, the market in which it operates, the size of the company and previous experience with hiring freelancers.

The article presents and analyses the entrepreneurial ecosystem in the Republic of Moldova, as a solution for an integrated approach to the problems of entrepreneurs. Entrepreneurial ecosystems represent a set of interdependent actors and coordinated factors so as to increase the productivity of SMEs. The paper includes: (I) investigating the literature on entrepreneurial ecosystems; (II) analysis of the role of public policies in creating and supporting entrepreneurial ecosystems; (III) finalizing the components of the entrepreneurial ecosystem in the Republic of Moldova and performing their evaluation through the prism of international rankings. The aim of this research is to elucidate the role of entrepreneurial policies with a holistic approach to the creation of the entrepreneurial ecosystem. The key challenge for the authorities is to identify the pillars that contribute to the development of an ecosystem. However, the existence of a large number of entrepreneurial support programs and projects does not necessarily lead to a qualitative increase in the number of enterprises. The results of the research showed that the authorities promote policies to support the business environment with a fragmented approach and an emphasis on increasing quantitative indicators. At the same time, the analysis of the components of the entrepreneurial ecosystem in the Republic of Moldova, through international rankings, indicates the deterioration of the business environment conditions. The research methodology is based on the analysis of policy documents on SME support and data provided by reports of international organizations (World Bank, World Economic Forum, Organization for Economic Cooperation and Development, etc.).

This article discusses that public-private partnerships (PPPs) are an effective mechanism that will be used in the Republic of Uzbekistan in the future, which will be successfully used in developed countries and plays an important role in the further development of the business environment, small business and private entrepreneurship. There are also various definitions of PPP and its essence, interpreted by scientists, specialists and international financial institutions of foreign, CIS countries and national economists.

In 2018-2020, a finnish-russian cross-border cooperation project carried out a study, the main goal of which was to determine possible ways for the development of singleindustry towns (or monocities) in the Republic of Karelia on the basis of russian and foreign experiences. The research methodology included interviews with representatives of single-industry towns, a review of relevant literature, and an analysis of development plans and annual reports of single-industry towns in Russia, Finland, the United States and Canada. This study has found that karelian single-industry towns seldom apply branding as an instrument for economic development. At the same time, international experience demonstrates that branding is a widespread and effective tool for attracting investments, tourists and new residents to single-industry towns. This article presents several examples of successful branding of monocities and, on the basis of their experiences, proposes new ideas for creating a new brand of Segezha – a karelian monocity specializing in the production of paper and timber. In particular, it is proposed to make Segezha the founder and coordinator of the International association of pulp and paper cities, as well as to hold annually a number of original cultural events related to the topic of paper, such as a paper art festival, a paper mask carnival, the project “Segezha – the city where Buratino lives” and pageant “Miss valuable paper”. According to the authors, these events will be able to attract the attention of russian and foreign mass media to Segezha and to create a new attractive image for it, which should contribute to the city’s economic diversification and its further development.

Entrepreneurs have a key role in building a sustainable and competitive society. Although their success largely depends on themselves and their competencies, the environment in which they find themselves also plays a significant role in their activities. The more developed and stimulating the entrepreneurial ecosystem, the greater the chances that their ideas will also have a positive impact on the quality of life in their community. This paper answers two main research questions: a) whether all entrepreneurs have the same entrepreneurial traits and b) whether entrepreneurial efficiency depends on the development of the environment (region) in which entrepreneurs operate. The paper is based on a comparison of entrepreneurial traits and entrepreneurial environment in Osijek - Baranja and Dubrovnik - Neretva counties. Data obtained by the primary research on a sample of 25 entrepreneurs from Osijek - Baranja and 25 entrepreneurs from Dubrovnik - Neretva County who operate in activities related to tourism were analysed in the empirical section. Based on the conducted analysis, conclusions were made on the impact of entrepreneurial traits and business environment on the efficient business operation of entrepreneurs. The results of this research can serve as a basis for conducting more extensive research by collecting a larger representative sample, but also for new research that will focus on the impact of the degree of regional development on the growth and development of entrepreneurial ventures.

The article deals with two privileges of the Polish king Stefan Batory for the Polissya town of Loyew (now the district centre of the Gomel region, the Republic of Belarus). In the 16th century, it was a part of the Liubech starostvo of the Kyiv voivodship. The town is known first of all due to military battles that took place in the neighbourhood. One occurred on July 31, 1649, and the other - during the Second World War, while the pages of its history during the Lithuanian-Polish era, such as the granting of self-government under the Magdeburg law, are still little known.Stefan Batory privileges for Loyew can be considered exciting and rare archival finds, and they have not yet been published and introduced into scientific circulation. The first - the Magdeburg Law was granted on August 3, 1576, the second - on the Loyew Vogtship for Fedora Volka appeared as an addition to the first one in six years (November 25, 1582). Unlike most of the privileges of the time, inscribed in the books of the royal the chancellery, these two were not written in Latin or Polish, but in Cyrillic. The documents originate from the Archives of the Sangushki princes, which are now stored in the State Archives of Poland in Krakow (Wawel department).The initiator and recipient of the Magdeburg privileges for Loyew were Pavlo Ivanovych Sapiega, Lubeckij and Loyewsky Starosta from 1560, and the Kyiv Castellan from 1566. He, at his own expense, built the city and the castle Loyew Mountain, that was lying on the Tartar road and defending the Lithuanian border from the Chernihiv side (which at that time belonged to the Moscow state), and was also protecting the state from the Tatar attacks. The privilege of the Loyew Vogts was granted in 1582 to Fedor Volk as the reward for his military service and participation in hostilities.These documents are exceptional since during the reign of Stefan Batory (1576-1586) only a few cities in this region received similar privileges. The significance of royal privileges for Loyew was enormous – it was a necessary legal basis and a significant impetus for its further development. Residents of Loyew received self-government on the principles of Magdeburg Law and many economic privileges and liberties, which favourably distinguished them among other cities in the region.

Introduction. The important factors affecting health and performance of young people are the conditions of education, in particular, a comfortable microclimate in the classrooms of higher educational institutions. Materials and methods. In view of the urgency of this problem, an analysis was made of the microclimate parameters of educational organizations of different profiles (Ufa city, the Republic of Bashkortostan). 294 classrooms were studied in 22 buildings of 4 leading universities in Ufa. A total of 3,822 measurements were taken to determine the parameters of the microclimate. The analysis of ionizing radiation in the aerial environment of classrooms. There was performed determination of radon and its affiliated products content. In order to assess the conditions and lifestyle of students of 4 higher educational institutions of the city of Ufa, we conducted an anonymous survey of 1,820 students of I and IV years of education. Results. The average temperature in the classrooms of all universities studied was 23.9±0.09 C. The average relative humidity in all classrooms was 34.2 ± 0.42%. Analysis of ionizing radiation (radon and its daughter products decay) in the aerial environment of the classrooms and sports halls located in the basement determined that the average annual equivalent equilibrium volumetric activity of the radon daughter products (EROA ± Δ222Rn) ranged from 28 ± 14 to 69 ± 34.5 meter, which meets the requirements established by SanPiN. Conclusion. The hygienic assessment of the microclimate parameters of educational institutions of various profile revealed a number of deviations from the regulated norms. The results indicate the need to control the parameters of the microclimate, both from the administration of universities, and from the professors. According to the results of the study, recommendations were prepared for the management of higher educational institutions in Ufa.
