Most of Country Border Area in Indonesia are underdeveloped area with limited social and economic infrastructure. On the adjacent area, the neighbor country such as Malaysia that adjacent with Sumatera already developed growth centersand border corridors with so many economic activities and trade. The disparity among country can not be avoided, mostly in economic aspect. To develop Country Border Area as equal with neighbor country and surrounding area, it is needed policy to establish Economic Development Area (KPE) in Country BorderArea. KPE is an area consist of some districts in border area that functionally bond to develop integrated superior economic. One of KPE developed is KPE Bagansiapiapi in Riau Province that adjacent with Malaysia. It has strategic location and abundant natural resources, but limited infrastructure as a constrainon economic development. For that reason, it is needed to formulate KPE Bagansiapiapi Strategic Plan based on agropolitan-marine integrated development area (AMIDA) concept.

It is sometimes said that "national planning will simply have no meaning if it completely ignores the economic disparities between the two wings and fails to evolve a sensible pattern of regional planning"2. The lack of much essential data on a regional basis, however, renders any precise estimate of the relative growth rates almost impossible. Data either are not available or are inadequate on such important variables as production, income, consumption and trade, so that even a correct evaluation of past development efforts is not possible. The implications of such a situation for future planning are not difficult to understand. In this article an attempt is made to estimate the absorption of specified commodities in East and West Pakistan separately3. This will indicate the pattern of consumption and also give a rough idea about the growth rate of the two wings. With this purpose in view, quantity indices of absorption are prepared for each wing separately, taking data on availability of goods and prices from the Institute's monograph on Inflation. The quantity indi¬ces, however, are not of course strictly comparable with national income estimates because of the difference in coverage of the two series. National income data include government, services, trade, etc., while the quantity indices cover only specified goods available for each region.

The article highlights the author’s approach to improving coopera- tion mechanisms of the State Border Service of Ukraine with public organiza- tions and population. There has been analyzed public control as a means their cooperation and priorities of improving the cooperation, particularly, forms and methods of organizing citizens’ feedback, introduction of the assessment pro- cedure of the efficiency of the SBSU and population and public organization. There have been stated conceptual pillars of the public control development in the SBSU, developed by the author, including public control forms and resource provision. There has been considered a mechanism algorithm of the public par- ticipation in the development of the border administration through submitting petitions or proposals concerning a legally enforceable enactment draft (or the legally enforceable enactment currently in force). There has been represented a mechanism model of discussing legally enforceable enactments and public peti- tions, developed by the author. It is noted that one of the mechanisms of interac- tion of the SBSU with the public is effective public control, which becomes an in- tegral part of ensuring national security and political stability. The conditions of permanence of Ukraine's threats in the border area, and in certain areas and their exacerbation, along with further reforms of the institutes of Ukrainian statehood, cause the problem of establishing and implementing public control in the border area as an important and urgent one.It is proved that public control is intended to determine the correctness of the military-force policy in the border area, the validity of the scale and optimality of the forms of activity of the border guards. In accordance with all this, in the subject area of public control should be: political decisions on issues of border security, including international agreements; the expediency and validity of government programs for the provision and reform of the border authorities of Ukraine, assess- ment of the effectiveness of these programs and the procedure for making changes to them.

The Grupo Gestor Binacional de la Cuenca del Río Goascorán (GGBCG) was created in 2007 as an original initiative managing a shared basin in the Eastern part of El Salvador-Honduras boundary. In less than twenty years, the issue of confrontation in this border area has led to a logical approach to reconciliation and cooperation through shared management of the Río Goascorán basin. This article analyzes the ways in which the actors involved understand this cooperation. The initiative that is studied is part of a regional context that is of interest for the management of transboundary river basins. Several elements relevant to the analyzed case are addressed, including the difficulty of cross-border action and shared management, the turnover of the actors involved, and the forms of institutionalization on which the management of transboundary watersheds can be based. Spanish Este artículo se interesa en la conformación del Grupo de Gestión Binacional de la Cuenca del Río Goascorán (GGBCG) en el año 2007, como una iniciativa original de gestión de una cuenca compartida en la parte oriental de la frontera Honduras-El Salvador. El artículo muestra cómo en menos de veinte años, la problemática de enfrentamiento en este sector fronterizo dio lugar a una lógica de acercamiento y de cooperación por medio de la gestión compartida de la cuenca del Río Goascorán. También se analizan las formas en que los actores involucrados conciben la cooperación alrededor de la cuenca. El presente artículo resalta varios elementos de reflexión a través del caso analizado: la dificultad de la acción transfronteriza y de la gestión compartida; la renovación de los actores involucrados; así como las formas de institucionalización sobre las cuales puede basarse la gestión de cuencas transfronterizas que invitan a interrogarse sobre la conformación del GGBCG. French Cet article s'intéresse à la constitution depuis 2007 d'un Grupo Gestor Binacional de la Cuenca del Río Goascorán (GGBCG) comme initiative originale de gestion d'un bassin partagé sur la partie orientale de la frontière Honduras-El Salvador. L'article montre comment, en moins de vingt ans, la problématique d'affrontement sur ce secteur frontalier longtemps en litige a laissé la place à une logique de rapprochement et de coopération par le biais de la gestion partagée du bassin du Río Goascorán. Il analyse également les formes sous lesquelles les acteurs impliqués conçoivent la coopération autour du bassin. L'initiative étudiée s'inscrit dans un contexte régional d'intérêt pour la gestion des bassins hydrographiques transfrontaliers. Cet article met en lumière plusieurs éléments de réflexion à travers le cas analysé : la difficulté de l'action transfrontalière et de la gestion partagée ; le renouvellement des acteurs mobilisés ; les formes d'institutionnalisation sur lesquelles peut reposer la gestion de bassins transfrontaliers, que la création du GGBCG invite à interroger.
