This paper shows how digitally-excluded senior citizens use information and communication technologies (ICT) for the construction of new literacies in the digital convergence culture. The concept of literacies is related to how ICT can be used to expand ways people express themselves through different communication channels. This study lasted three years and involved 16 adults aged between 60 to 78 years. The results showed that they were able to insert themselves into the digital culture with a more critical and creative attitude. Also, during this study it was possible to identify four types of literacies: automatic, functional, conscious and contextual.

iHub Research conducted a study on 896 citizens to establish whether citizens raise alarm when faced with problems related to water. The study aimed to ascertain the communication channels they use to forward complaints to relevant authorities and the level of satisfaction obtained by the citizens after their complaints have been received. The study found that 68% of the respondents had faced challenges while trying to access their main source of water and were not able to complain to anyone about the problems affecting them due to inexistence of appropriate communication channels. A lack of understanding with regards to whom or where to complain was cited as one of the major reasons as to why most respondents do not complain about the water service levels. Majority of the citizens interviewed use face-to-face communication to raise their water grievances. Levels of satisfaction were found to vary when it comes to rating the action taken on water complaints raised. This study opines that with the emergence of Information and Communication Technologies (ICTs) this scenario is poised to change. The study participants revealed that they are motivated to utilise ICTs to air their complaints with regards to their levels of service satisfaction. Emerging ICT applications, especially those accessible on mobile devices, provide a lot of promise for enhancing water service delivery in Kenya because feedback on water/service quality can be received ubiquitously.

This analyzes how Information and Communication Technologies (ICT) can be used by governments to involve all citizens in society life through increased access to education, employment, public services, as well as participating in decision-making. Given the risks of deeper social exclusion associated with the lack of digital competences or capabilities, targeted measures to encourage ICT engagement may strategically be implemented to provide equal opportunities. Furthermore, digital technologies open up new communication channels that governments can use to deliver valuable citizen-oriented public services and foster social and political involvement. In order to reach inclusiveness and participation objectives, technology is obviously not enough. Some commitment to openness and transparency, as well as an effective assessment of policy outcomes range among the pillars of a successful approach to digital governance.

During the last years, due to the wide spread of World Wide Web (WWW), the Internet has become one of the most valuable and effective communications media and the most inclusive source of information. However, in many cases the difficulties of establishing universal effective access could serve to reinforce current patterns of social exclusion and produce barriers to balanced development instead of supporting it. World widely there is a rising concern over the so-called “digital divide”–a term that refers to the gap existing in the opportunities to access advanced information and communication technologies between geographic areas or by individuals at different socioeconomic levels. The experience shows that specialized initiatives are needed for disadvantaged areas in order to anticipate expansion of current digital divide. This chapter is focusing on the specific instance of digital divide occurring in rural territories, and examines the ways to foster digital culture among citizens, utilizing a specific initiative (the so called “Telecentres”).

During the last decade, improvements in information and communication technologies have made possible the transformation of knowledge transfer processes from purely informal to increasingly formal and more diverse communication mechanisms that enrich intra-organizational communication channels. In this chapter, the authors followed a case study approach to analyze three Mexican companies with the objective of understanding how companies in the IT sector are implementing digital technologies to achieve knowledge transfer in their organizations. The findings suggest that workers seek and choose tools that can be personalized and customized to adapt to their own needs. New digital technologies are proving to be a new and relevant channel of communication among people: therefore, these should be considered to be one possible way to motivate knowledge transfer at work.

A «multiage» society needs the design and creation of new areas of learning and communication to manage the digital demands of the elderly. In this article, the relation of the elderly to information and communication technologies (ICT) is approached and two objectives are considered: to discover the technological resources they use and to objectively describe the types of usage that senior citizens make of ICT. To that end, a survey technique is used, with the results validated by means of discussion groups. The study participants consisted of 215 elderly people, all ICT users, and 7 discussion groups of 5 people each. The results indicate that the resources most widely used by the elderly are computers and the Internet, and the type of usage is grouped into 4 categories: education, information, communication and entertainment. There were no significant differences in gender or age although differences were found in the availability of these resources for private use based on the level of education. Una sociedad «multiedades» supone diseñar y crear nuevos espacios de aprendizaje y comunicación, capaces de gestionar la demanda existente por parte de las personas mayores. En este artículo, se aborda la relación de las personas mayores con las tecnologías de la información y la comunicación (TIC) y para ello se plantean dos objetivos: el primero va dirigido a conocer los recursos tecnológicos que utilizan y el segundo, a describir objetivamente los tipos de uso que estas personas hacen de las TIC. Para ello, se utiliza la técnica de encuesta, cuyos resultados son contrastados mediante grupos de discusión. En el estudio participaron 215 personas mayores usuarias de las TIC y siete grupos de discusión de cinco personas cada uno. Los resultados encontrados indican que los recursos que más utilizan los mayores son, los ordenadores e Internet y el uso que hacen de los mismos se ha agrupado en cuatro grandes categorías: formación, información, comunicación y entretenimiento, no encontrándose diferencias significativas en función del género o de la edad y sí se encontraron diferencias en cuanto a la disponibilidad de dichos recursos para uso particular en función del nivel de estudios.

This paper aims to discuss some of the specifics regardingthe use of Information and Communication Technologies (ICT) in school life, especially in pedagogical practices and exercise management, emphasizethe need for training of school managers for the effective use of these resources, contextualised, meaningful and critically. The methodological procedure that guided the development of this study was based on the realization of a systematic literature review in Scielo databases. The choice for this type of research was due to enable the researcher to have contact with the knowledge already produced in the "Technologies and School Management" as well as the possibility of understanding and identifying the main ideas that guide the theme in question here . It conducted a survey of scientific publications, producedin Brazil in the last 10 years between 2004 to 2014, discussing the use of information and communication technologies in school, especially articulated to the school management. The descriptors used were: "Technologies in School" and "School Management". The main results obtained from this study, which does not exhaust the wealth the theme, highlights the importance of developing training processes that promote service to school managers and their teams moments of reflections in pairs and the perceived need of building a collaborative and digital culture in schools.

La transmisión de la cultura digital es uno de los retos más destacados del actual sistema educativo. La Unión Europea se plantea a través de la Estrategia Europa 2020 mejorar la accesibilidad, el uso y la calidad de las Tecnologías de la Información y de la Comunicación (TIC) en las zonas rurales. Para que ello sea posible, se precisan de recursos materiales y profesionales digitalmente competentes. En este estudio se pretende conocer la realidad que viven las escuelas rurales, de la provincia de Albacete, en lo que respecta a la calidad de la TIC, los recursos disponibles y las competencias digitales de sus docentes. Para ello, se ha empleado una metodología descriptiva y se ha utilizado el cuestionario como instrumento de recogida de información. Los resultados demuestran que las intenciones políticas no concuerdan con la realidad encontrada en nuestros datos. Las infraestructuras tecnológicas carecen de la calidad suficiente que posibiliten un acceso a internet de forma segura y eficaz. Por otro lado, los docentes que desempeñan su labor en estos centros hacen un uso limitado de las tecnologías en estas aulas, caracterizadas por ser multinivel, debido a la falta de formación en competencias digitales. The transmission of digital culture is one of the most important challenges of the current education system. The European Union proposes, through the Europe 2020 Strategy, to improve the accessibility, use and quality of Information and Communication Technologies (ICT) in rural areas. For this to be possible, digitally competent material and professional resources are required. This study aims to know the reality of rural schools in the province of Albacete, in terms of the quality of ICT, the available resources and the digital skills of their teachers. For this, a descriptive methodology has been used and the questionnaire has been used as an information collection instrument. The results show that the political intentions do not match the reality found in our data. Technological infrastructures lack sufficient quality to enable internet access in a safe and efficient way. On the other hand, teachers who carry out their work in these centers make limited use of the technologies in these classrooms, characterized by being multilevel, due to the lack of training in digital skills.

The ubiquity of information and communication technologies, the existence of a "digital culture" actualizes the need for the development of media competence of an individual. The objectives of our study were to evaluate and compare the levels of media competence of schoolchildren and students on the motivational component, which includes the motives of contact with media and media texts, the contact component as a frequency of communication with the media, information, creative, perceptual, evaluative and practical components. When conducting an empirical study, we used modified blocks of questions of A.V. Fedorov's methodology to identify the level of development of media competence and developed a number of creative tasks to measure the level of media competence on a number of its indicators. In the course of the study, the assessment and comparison of the levels of development of media competence of schoolchildren and junior students on the above indicators was carried out. Based on the results of comparison of media competence indicators, analysis of the characteristics of media consumption, respondents’ writings and essays, the reasons for choosing media resources, we have identified a completely insufficient development of critical thinking of students and schoolchildren. The obtained data served as the basis for the development of an experimental media pedagogical program for the development of students' media competence in extracurricular activities, their reflexive abilities and critical perception. Based on the results of an empirical study, we have developed a number of practical recommendations for teachers of general education schools and those working in the system of additional education and interested in the development of media competence of students.

The article outlines conceptual foundations of the future teachers-researchers academic culture formation in a digital creative environment. Academic culture of the researcher as an integral personal characteristic that is manifested in the culture of creative-critical thinking, academic virtue, scientific linguistic, narrative-digital culture has been investigated. The formation of the academic culture of the future teacher-researcher in terms of digital creative environment is seen as a complex, multidimensional process of qualitative changes, which happens in stages. The digital creative environment as a learning environment that involves the purposeful use of tools, technologies and information resources that enable creative expression of personality by means of digital technologies, integrating information and communication technologies, intellectual systems, human sensitivity and contextual experience of scientific and pedagogical activity has been defined.
