The problem of slow innovative development in the mining industry in Russia has urged the studies into the structure and meaning of the intelligent and innovative potential of mining engineers. The review of literature and terminology on the notion of intelligence together with understanding and generalization of the collected knowledge revealed the functions and contents of the intellectual and innovative activities of a human being. The studies into the essence of the human intellect components made it possible to develop a functional hierarchy model of brainwork. The role and behavior of each component of intellect in the process of generation and implementation of engineering innovations are examined. The structure, forms and results of activity done by the cognitive components of intellect are determined. The definition of the conception of «innovation» is presented. Numerous definitions of the notion of «innovation» are reviewed, and their specifics and versions for mines are determined. The notion of «innovation» is defined for the mining industry as a result of introduction or improvement of tangible or intangible assets for implementation and producing beneficial effects in a mine. The essence of the scientific concept of «potential» is described as a set of methods, capabilities, reserves, sources and resources activatable and applicable in problem solving. Three levels and forms of appearance of a potential representative of its dynamics in time are described. The onthological background of advance as a transition from potential to real is shown. The essence of the intelligent and innovative potential of a mining engineer is defined as a degree of revealing intelligent and creative abilities of the mental power for organizational and technological innovations in combination with energy and will towards their efficient practical application in subsoil management. The in-depth insight into the concept content opens the door toward its next-level studying, modeling, assessment and selective evolution.

Strategy of successful development of the national economic systems of countries-leaders the last years is closely related to leadership in research-anddevelopments, by appearance of new knowledge, development of hi-tech production and creation of mass innovative products. Development of innovative potential is not only a way of dynamic development and success but also backer-up of safety and sovereignty of country, to her competitiveness in the modern world. The necessity of introduction in Ukraine of європейських standards of life and exit of Ukraine on leading positions in the world defined the aim of Strategy of steady development «Ukraine 2020» approved by Decree of President of Ukraine № 5/2015 from January, 12, 2015 and plans of operating under implementation of Agreement about an association from ЕС, by the obligations of Ukraine in relation to the achievement of national Aims of steady development on a period 2030 to The basic displays of origin of economic deprivation and destructive deviation of innovative development of enterprises, lighted up questions that touch maintenance and ways of improvement of strategic management of enterprises innovative activity in the system of institutional structure of forming of innovative behavior, are certain in the article. Reformation of economy of country must take place in the conditions of maintenance of certain calls and risks, in particular, it is a threat of escalation of the battle operating on east, authenticity of worsening of the external economic state of affairs on world commodity markets, migratory processes, braking, destructive deviation and депривація of investment activity. A human capital, and also knowledge and results of scientific researches, must become basis of the Ukrainian innovative competitiveness.

The article discusses information sources in assessing the effectiveness of innovations, types of cash inflows, cash outflows in the context of the organization's operational, investment and financial activities. The problem of insufficient relevance of accounting data in the analysis of the effectiveness of investment in innovation is reflected. The need for systematization of the current regulatory legal acts of the Russian Federation to integrate information on the results of intellectual activity into a single mechanism for effective management of the development of innovative potential of the Russian Federation is noted. The experience of foreign companies in the investment and innovation sphere is summarized. The factors influencing the development of the scientific potential of Russian companies and the need to introduce economic incentives for innovation entities are presented. The functions of the RF authorities in the field of legal regulation of innovations for the successful development of mechanisms for interaction between business entities and the state, the protection of intellectual property and the growth of the effectiveness of the practical application of innovative developments are generalized.
