Twenty two science Russian periodicals in informatics and library studies are selected for the bibliometrical analysis of key journal indicators, including publication activity of the same journals’ editorial staff. For the first time for domestic journals, the study reveals hidden self-citation when editorial members include links to their journal from other publications. The available instruments of scientometrical databases, including Web of Science and Scopus, and the national system Russian Science Citation Index do not enable to identify this form of self-citation. The mentioned manipulations are aimed at boosting journal rating. In several cases, intensive and unjustified citation by journals’ editorial staff in other periodicals which we consider the violation of publication ethical principles, is revealed.

In the context of the rapid development of scientific and technological progress in Ukraine, including the medical field, a significant contribution belongs to scientific researches based on world recognition, and publications in scientific journals indexed in international bibliometric databases, will lead to the possibility of upgrading modern science in medical higher educational institutions. The most significant in modern society is not only activity process or thought, but the result that scientific research provides. Scientific activity is difficult to evaluate with only one parameter; moreover, there is a need for evaluation using qualitative indicators. The aim of the study is to estimate the effect of the Russian academic excellence project (Project 5-100) on the publication activity of the University of Tyumen, measured by the number of articles published in journals indexed in the Web of Science database. The hypothesis of the research is that there is a positive causal relationship between the number of published articles and the University’s participation in Project 5-100. This impact was estimated empirically for the University of Tyumen while the other university participants (31 universities) were taken as a control group. Counterfactual scenarios are used to find the number of articles that the university employees would have published in the absence of Project 5-100. Thus, it is shown that, despite the failure to meet the goal of entering the top 200 of world universities in the ranking for ecology and agricultural biology, the University of Tyumen benefited from its participation in Project 5-100: its number of publications, especially in journals of the first and second quartile, has been growing faster than in the control group of universities.

Проведен анализ публикационной активности журнала по состоянию на 2019 г. С января 2019 г. журнал «Вестник ИжГТУ имени М. Т. Калашникова» реорганизован и имеет 3 раздела по техническим наукам: «Машиностроение и машиноведение», «Радиотехника и связь», «Энергетические системы и комплексы». С этого времени журнал публикует 9–12 статей в номере, средний размер которых составляет 16 страниц. В редколлегию привлечены 14 иностранных членов и 14 ученых из других регионов РФ. Значительно выросла цитируемость членов редакционной коллегии, в частности индекс Хирша членов редколлегии по Scopus и Web of Science составил в среднем 7. Для повышения качества статей проводится слепое рецензирование двумя рецензентами, рецензии размещаются на портале Е-library; до 20 % повысилось число отклоненных статей с низкой научной значимостью. Обновлен сайт журнала и информация о журнале в РИНЦ. Составляющая статей усилена с помощью дополнительных параллельных заголовков и надписей на английском языке: название статьи, авторы, аннотация, библиографические ссылки (References), а также подрисуночные подписи и названия таблиц. Повышены требования к информативности аннотаций и выводов, а также требования в части библиографии: не менее 15 ссылок на журнальные статьи, опубликованные в последние 3–5 лет, в том числе иностранные. До 2019 г. статьи авторов из других регионов составляли всего 10–15 %, в 2019–2020 гг. число таких статей увеличилось до 50 %. Публикационная активность журнала в 2019 г. в сравнении с 2017 г. по большинству показателей существенно выросла: двухлетний импакт-фактор РИНЦ вырос почти в 3 раза; двухлетний импакт-фактор по ядру РИНЦ – в 3 раза.

The article presents an analysis of the current state of the Russian segment of publications on physical and chemical biology (PCB) in the international database Web of Science Core Collection (WoS CC) for the period 2000–2019. The main task of the study is to analyze the dynamics of changes in the arrays of Russian publications in the field of physical and chemical biology, including determining the average citation rate of publications; analysis of the impact of international cooperation on publication activity; identification of leaders at the level of research institutions and individual specialists. The study is based on a bibliometric analysis of publication arrays presented in the Web of Science Core Collection (WoS CC) database for the period 2000–2019. It is shown that after a period of decline in publication activity, starting in 2015, previously lost positions in the share of publications in the world array were restored in Russia. However, the citation of Russian publications lags significantly behind the performance of the of the main competitor countries. It is shown that Russian publications without foreign participation are cited 3–4 times less often than workswith foreign co-authorship. Throughout the entire study period, there was an increase in the number of co-authors in publications, as well as the share of publications made with the participation of five or more co-authors: by 2019, such publications accounted for almost 64%, in 2000 there were about 40% of such publications. It is shown that the main contribution to the Russian documentary stream on physical and chemical biology is made by the research institutes of the Russian Academy of Sciences (RI RAS) – 68% of publications and 67% of all citations. Research institutes of the Russian Academy of Sciences have a significant impact on the publication activity of universities: in the period 2012–2019. The share of joint publications of universities and research institutes of the Russian Academy of Sciences was 55% of the array of university documents and 62% of all citations to university publications. The article presents the ratings of Russian scientific organizations by the share of publications in the Russian array in the field of physicochemical biology, as well as scientists by the largest number of publications and the highest average citation.

One of the performance indicators of higher education institutions is publication activity of scientific and pedagogical staff in journals indexed by the international scientometric databases Web of Science and Scopus. Of particular interest is the study of the possibility of publications in foreign journals with a high quartile. The issue of foreign publications is acute for domestic researchers of library and information activities. The study identified 227 foreign journals that reflect the category “Library and information sciences” and publish information in English. There were selected for study 130 journals indexed in the Web of Science. The analysis of indicators of professional foreign periodicals allowed to make the rating of journals that are relevant for publishing scientific articles on teaching the library disciplines. The detailed analysis of the topics of publications in the identified journals helped to determine specialized foreign periodicals on library and information issues. During the analysis, there were selected the professional journals that reflect the results of research in the field of principal disciplines of the mandatory part of the bachelor’s degree program in “Library and information activities”.The article considers the topics of specialized professional periodicals of foreign countries. For the selected publications, the author compiled the comparative table of the thematic distribution of publications with chronological coverage of 10 years that allowed identifying thematic headings with high publication activity. The article presents the analysis of territorial distribution of journals and identifies the leading foreign publishers. The author briefly highlights the features of publication placement in foreign journals. Based on information provided on the information and analytical portal eLIBRARY.ru, the author conducted the assessment of placement of publications by leading researchers in the field of library science in identified periodicals. The article presents the results of analytical review of the main foreign journals indexed by Web of Science and related to the first and second quartile, which publish articles in English and reflect issues in library and information sphere. The author established that publication in foreign professional periodicals can be implemented by domestic researchers and teachers of library and information disciplines, both in the analysed journals and other specialized publications and journals in related scientific fields.

The article traces main trends of the scientific research development on the Northern Sea Route using the international database Web of Science by Clarivate Analytics and Scopus by Elsevier. Using a scientometric analysis and analytical tools of DBs, the author shows countries, institutions and organizations that study this problem, as well as funds financing them; names productive periodicals and authors with high publication activity. In conclusion, the author notes that the study of the Northern sea Route development is an urgent problem for the entire world society, not only for the northern countries. Objective – to carry on a scientometric analysis of information arrays (IA) in the international scientific citation indices devoted to studying the Northern Sea Route development. Methods: scientometric analysis. Results: countries, institutions and organizations that study this problem are represented, as well as funds financing them; productive periodicals and authors with high publication activity are designated; the main research fields are revealed. Practical implications: the study should be used as an information base for further research of scientists and specialists on various aspects of the Northern Sea Route development.
