A literary analysis of economic issues of financing education by the state, in accordance with international law and globalization of the world economy in order to implement the right to quality education is presented. A conceptual analysis of the system of improving the financing of educational institutions in Ukraine, in particular the specifics and various mechanisms for raising funds and international cooperation of developing countries with developed countries and international programs has been conducted. In addition, the results of international assistance to Ukraine, including financial assistance at the level of general education – international charitable assistance in the form of an international project "House of Europe", within the international programs "Erasmus +" and "European Solidarity Corps" are analyzed. The international program "House of Europe" is presented, which supports creative cooperation between Ukrainian organizations, educational institutions and their partners from the EU and the UK, finances the development of cultural infrastructure and educational programs for young people. Also presented is the Erasmus + Program (2021–2027), an EU program to support and develop education, training, youth and sport in Europe. The program focuses on the social integration of young people, the environmental and digital development of developing countries, and the participation of young people in democratic life. According to the results of joint activities within the international program / project "House of Europe", the international program "Erasmus" and the European Solidarity Corps, the most defined criteria for the quality of general secondary education are identified, namely: objective assessments of educational institutions - student performance tests, the probability of successful entry into prestigious colleges and universities after graduating from primary and secondary school; as well as subjective assessments - attendance of classes, received assessments (success), students' interest in certain training courses / programs, taught in an educational institution. "In the article, the authors made an attempt, on the basis of the results of sociological research among students, to identify trends in the transformation of their value orientations in relation to foreign migrant workers and ethnic groups that make up the population permanently residing in Russia. Research Methods. Questionnaire survey of target groups using a specially designed questionnaire made it possible to obtain primary empirical data on the distribution of the main characteristics of the value attitudes of young people concerning foreign migrant workers and representatives of nationalities permanently residing in the territory of the Nizhny Novgorod region of the Russian Federation. At the time of this writing, within the framework of the project ""Dynamics of value orientations of youth"", six stages of research on the value orientations of students aged 16 to 24 were carried out. So, in 2006, on the territory of the Nizhny Novgorod region, 1915 students of secondary general education schools and secondary vocational educational institutions, as well as students of higher educational institutions, were interviewed, in 2011 - 3,000 people; in 2014 - 2,500 people; 2015 - 2750 people; 2016 - 2750 people, 2019 - 2750 people. The number of interviewed respondents testifies to the high representativeness of the research results obtained. When processing the primary database obtained during the field part of the study, special statistical methods of analysis were used: a) one-dimensional and two-dimensional percentage distributions, which made it possible to identify the prevalence of individual characteristics of value orientations, both in general, among young people, and in its individual groups, distributed by socio-demographic and ideological groups. b) factor analysis made it possible to identify the main set of factors and the level of significance of each of them, in the formation of a certain set of value attitudes of young people.c) cluster analysis made it possible to record the level of heterogeneity of the youth environment, the distribution of young people in individual groups, depending on the value system characteristic of each of these groups"

This article thoroughly examines such aspects of the topic as determination of new trends and approaches towards ensuring systematicity and comprehensiveness of functionality of the national system of education quality assessment; effective managerial decision-making via development and implementation of the local normative acts under the authority of educational institution with regards to education quality control. In the conditions of establishment of the unified system of education quality assessment in the Russian education and limitations of resources (organizational, personnel, methodological, normative, motivational, etc.), the heads of educational institution are aware of the need and importance of improvement of the national system of education quality assessment . This article examines the key stages in improvement of the national system of education quality assessment in the context of implementation of curriculum of public secondary education integrated with the curriculum of professional training on the disciplines “Horticulturist”. The novelty of this research consists in the fact that systematic gathering and analysis of information on the content, students’ performance, and conditions for implementation of the curriculum of public secondary education integrated with the curriculum of professional training on the profession “Horticulturist”, with subsequent determination of the problems, contributed to the making effective management decisions aimed at elimination of the “problem areas”. The expected result of improvement of the model of national system of education quality assessment consists in quality improvement of the public general education. The authors’ special contribution into the research of this topic lies in obtainment of practical results in the course of implementation of the improved model of the national system of education quality assessment on the level of administration, bodies of state administration, pedagogical personnel of the educational institution.

Pesantren as an Islamic educational institution in Indonesia has a meaning and role that is very urgent in order to improve the standard of living and maintain tolerance in a diverse society. The journey of pesantren as an institution that concentrates on the field of education requires mutual attention. The existence of Pesantren is the mandate of the nation, even before the independence of Indonesia, while its implementation at the moment is the implementation of the joint responsibility in accordance with the mandate in the Preamble of the 1945 Constitution of paragraph IV and Article 31 of the 1945 Constitution. The development in Indonesia is carried out by various institutions education both general education and Islamic education that has a different background. The Pesantren as an Islamic educational institution that is built and developed in Indonesia is one type of Islamic education of Indonesia that is both traditional and modern to deepen the knowledge of Islam, live in society and nation. Historically, the development of pesantren in Indonesia has different backgrounds, styles and roles, as well as the struggle to realize national educational goals framed in Islamic religious education. Thus, in this study will be discussed a brief history of Islamic boarding schools, Islamic education in Indonesia as well as about pesantren as educational institutions that have a characteristic nationality.

Changes shaping the labour market in the 21st century mark new guidelines for general education schools. Transformation of the education system of the state is defined by variable social and economic conditions in Latvia, Europe and the world. In that context, it is important to ensure the implementation of career guidance in schools. In various general education schools of Latvia, the implementation of career guidance is distinctly different. The availability of career guidance for students is insufficient, the guidance is not rendered systematically and purposefully, there are differences among city schools and village schools and it is also affected by the number of students in educational institutions and by the availability of various career specialists. The aim of the research is to examine the diversity of career guidance in various general secondary education institutions. The research explores, analyses and evaluates the data acquired from general secondary education schools of Latvia. The results of the research will provide the basis for elaboration of career guidance models, their experimental approbation and implementation in various Latvian schools. Research took place in the framework of European Social Fund 2014-2020 Operational Programme “Growth and Employment”.

The article deals with the education of young people, the conditions created for their improvement, the importance of the role of the family, parents and society in the education of the young generation. It reveals the important problems of bringing up children, the conditions for the formation of the personality, the role of the educational environment. It studies the system of education and training of the young generation, as well as parents, the activities of the institute of makhalla in the national educational system. It provides guidance, advice and recommendations on parenting issues. The article covers the essence of the concept of freedom of religion and belief, the law “On freedom of religion and religious organizations”, as well as the special role of young people in society, the relationship between religion and belief, and various religions. It reveals the need to increase the responsibility of parents for bringing up children, increasing the responsibility of makhalla committees in improving their knowledge, skills and abilities in matters of birth and upbringing of children, as well as cooperation “Family – makhalla is an educational institution”. The article reveals the relationship of parents and children on the basis of national and universal values. It shows the role of education and upbringing in increasing the socio-political activity of women, as well as the huge contribution of women of our country to the spiritual and moral development of society, the well-being of our children. The article reveals the essence and significance of reforms in public education, decrees, resolutions, as well as other problems in this system and specific plans and prospects for its development. It deals with the system of effective measures for spiritual education, emphasizes the importance of further strengthening the cooperation between higher education institutions and general education schools.

For the first time, the activity of the weaving vocational school in the village Digtyari (modern Chernihiv region) is analyzed. It was the leading educational institution of the middle level of vocational education of the Ukrainian SSR in the second half of the 1920s, in which the creators of traditional textiles studied. The students learned the skills of making carpets, embroidered shirts, and kerchiefs. On the basis of archival sources, the histories, educational process, composition of the teaching and student groups of the school during 1926-1929 are covered. Established in the fall of 1926, the institution was to train qualified master practitioners for the factory and handicraft arts industry, who had formed an artistic taste. The teaching staff initially consisted of local general education teachers and visiting instructors and teachers of special subjects (O. Reisfeld and M. Dyachenko). The institution was headed by uneducated communists Yu. Kozelev and S. Lutayenko. The students of the first set were mostly non-locals, orphans. But the second set already consisted mostly of children of local peasants and artisans. The school had a significant material base, which remained from the textile educational institutions that operated in Digtyary during the first quarter of the twentieth century. The main rooms were located on the right-wing of the main building of the palace complex of the Galagan estate. As a result of the study of the materials of the minutes of the meetings of the school council, the conflict situations that constantly arose between the managers and their supporters and visiting specialists and led to the departure of the latter from Digtyary were analyzed. The initial stage of the existence of the Digtyari weaving professional school, problems in relations between staff, and the originality of the contingent of the first set of students influenced the quality of their training. As it is clear from the available sources, during the first and the beginning of the second school year students worked both theoretically and practically, but due to lack of raw materials they could not produce a significant amount of full-fledged products. The school’s workshop worked on “factory” and, in part, “peasant” raw materials. At the end of the second year of study, students were already making work suitable for sale. The school operated in two directions. The visiting instructor, an experienced artist M. Dyachenko brought a new vision of teaching graphic literacy into the educational process. Weaving and embroidery instructors who either graduated from the textile schools previously existing in Digtyary (A. Reisfeld, V. Nikolskaya) or worked there for a long time (G. Tsybuleva) broadcast local traditions. During the years under study, about 100 students studying at the institution, and one graduation took place. Troubles in the personal relationship between teachers and school management and insufficient funding have affected the quality of education. But even in such conditions, students not only mastered special and general education subjects but also participated in exhibitions, made marketable products, engaged in research work. Curricula developed by M. Dyachenko and O. Reisfeld became a model for other craft educational institutions. And the textbook was written by O. Reisfeld - the first Ukrainian-language textbook on the technology of folk weaving. Keywords: Digtyari weaving professional school, Mykhaylo Dyachenko, Pryluky region.

Problem and goals. In article the problem of carrying out professional orientation activity in the general education organizations is considered. The role of early career guidance for the conscious choice by graduates of schools of the future profession is shown. Need of use of the automated systems for conducting professional orientation testing of pupils for the purpose of determination of tendencies and interests in one or another field of professional activity is shown. Methodology. The research is directed to design and development of system “Psychodiagnostics of educational institution”, which allows to hold professional orientation testing in various options. Unlike the existing developments, the created system allows to carry out in a computer class and far off both group and individual testing. Results of testing for all the time of carrying out are kept in a system. The system gives an opportunity to carry out analytics of results of a research on various indicators and criteria. Results. Work has practical value for the educational institutions, which are engaged in career guidance of school students. Results of approbation of this system on the basis of Moscow State Budgetary Educational Institution “School No. 1357 ‘Na Bratislavskoi’ ” are shown. Conclusion. The system allowing to increase efficiency of professional orientation ac- tivity of the educational organization and to automate process of testing in various options with a possibility of analytics of results of testing is for the first time offered.

Knowledge-based systems are forms of computerized tools designed specially to help in many aspects specifically in collaboration activities. Despite the importance of these tools in generating, exchanging, and sharing the information and knowledge, many institutions, especially educational ones, are not interested in them, because of insufficient knowledge of the role of knowledge-based systems and their effectiveness in the academic events. The basic purposes of this paper are to find the role of knowledge-based systems collaboration tools (KBSCT) in higher educational institutions and to recognize in what way institution and student performance are affected by implementing KBSCT. The research questionnaires distributed to 100 participants, but only 67 were used and included in the frequency analysis. The results added a contribution in terms of identifying how the KBSCT effect on the higher educational institution and student's decisions.
