10th anniversary International Conference «Beam Technologies and Laser Applications» (BTLA - 2021) was held successfully in Saint-Petersburg, Russia, during September 20-22, 2021. Traditionally, the conference is held once every three years. This is one of the leading international conferences for presenting novel and fundamental advances in the fields of beam technologies. The conference program is extensive and reflects the main global trends in the development of laser, electron beam and related technologies: from fundamental research and applied developments to the implementation of advanced production technologies in industry and digitalization of production processes. Unfortunately, due to the pandemic, our foreign colleagues, who have traditionally participated in the conference for many years, could not personally attend the conference. However, the conference participants had the opportunity to hear their reports using remote technologies. But this year the geography of Russian participants is vast, representatives of more than 40 organizations made reports. Within the framework of the conference, a plenary session, thematic sections and master classes were held. Over three days of the conference, more than 100 reports were made. A literary analysis of economic issues of financing education by the state, in accordance with international law and globalization of the world economy in order to implement the right to quality education is presented. A conceptual analysis of the system of improving the financing of educational institutions in Ukraine, in particular the specifics and various mechanisms for raising funds and international cooperation of developing countries with developed countries and international programs has been conducted. In addition, the results of international assistance to Ukraine, including financial assistance at the level of general education – international charitable assistance in the form of an international project "House of Europe", within the international programs "Erasmus +" and "European Solidarity Corps" are analyzed. The international program "House of Europe" is presented, which supports creative cooperation between Ukrainian organizations, educational institutions and their partners from the EU and the UK, finances the development of cultural infrastructure and educational programs for young people. Also presented is the Erasmus + Program (2021–2027), an EU program to support and develop education, training, youth and sport in Europe. The program focuses on the social integration of young people, the environmental and digital development of developing countries, and the participation of young people in democratic life. According to the results of joint activities within the international program / project "House of Europe", the international program "Erasmus" and the European Solidarity Corps, the most defined criteria for the quality of general secondary education are identified, namely: objective assessments of educational institutions - student performance tests, the probability of successful entry into prestigious colleges and universities after graduating from primary and secondary school; as well as subjective assessments - attendance of classes, received assessments (success), students' interest in certain training courses / programs, taught in an educational institution. Annotation. The aim of the study is to analyze the influence of mother's reaction during psycho-emotional outbursts in children aged 15-18 on the development of adolescent aggression. The participants of the study were asked to answer the questions in the questionnaire called “The Questionnaire of Mothers of Teenagers Aged 15-18” which included a separate block of questions namely “What do you do when your child has outbursts of irritability or temper tantrums, when he/she gets extremely angry? Subsequently, the participants’ substantive responses were selected and analyzed. The study covered 864 adolescents aged 15-18 (425 people – a group of aggressive adolescents, 439 respondents – a group of non-aggressive teenagers). The analysis considered the difference in distribution between aggressive and non-aggressive groups when exposed to certain factors. Information base – international program ELSPAC – Ukrainian fragment “Family and Children of Ukraine”. Statistical processing of information – Microsoft Office 2003, 2010, “IBM SPSS Statistics 20.0”, “Microsoft Office Excel 2010”. The difference was determined at p<0.05. The analysis of the methods for raising a child used in an attempt to “quench” emotional outbursts in adolescents showed that among the studied methods of calming down a child were identified those methods that had a positive effect on his psycho-emotional state i.e. allowing him/her to cry (42.9% in the aggressive group and 57.1% in the non-aggressive group); neutral methods, for example, comforting with talking (63.6% and 36.4% by groups, respectively), and methods that had a negative impact i.e. forcing a child to go away (83.3% and 16.7%, respectively); getting into a war of words, shouting at him (71.8% and 28.2%, respectively); leaving a child with someone (65.6% and 34.4%, respectively), threatening a child (75.0% and 25.0%, respectively) or beating him/her (81.4% and 18.6%, respectively). Thus, the study found that the interviewed mothers rarely used parenting methods that have a positive effect, and vice versa, they used approaches that did not have a calming effect, which negatively influenced the psycho-emotional state of adolescents.
