The advantages of the program-targeted approach in ensuring region economic security are considered. It is noted that regional development programs can be a real tool for accelerating the region’s economy reforming. Directions of increasing the effectiveness of program-target program method as a tool for regional economy regulating and to ensure regional economic security are defined. The necessity of region’s social and economic security ensuring as an integral part of the socio-economic development strategy of the region is substantiated. A list of the main provisions of the regional strategic program for ensuring the socio-economic security of the region is proposed. The main objectives of the program ensuring the region’s socio-economic security are defined. It is proved that the regional socio-economic security program determines the structural restructuring directions of the economic system of the region, taking into account local potential and features of the territory and is made on the basis of economic forecasts for the region development. The conditions for the program effectiveness are stated. The subjects of the regional economic security program implementation and their responsibilities are specified. The sources of state financial support the region’s strategic development program and criteria’s of the regional governance effectiveness are defined.

Статья посвящена оценке показателей, характеризующих уровень социально-экономического развития Брянской области в динамике за 5 лет. На основе анализа ключевых показателей социально-экономического развития региона рассчитаны индикаторы экономической безопасности за период с 2016 по 2020 гг. Проведено сопоставление индикаторов с пороговыми значениями, определены угрозы региональной экономической безопасности. Предложен ряд мероприятий в производственной и социальной сферах, направленных на укрепление уровня региональной экономической безопасности Брянщины. The article reveals issues related to the assessment of the level of socio-economic development of the Bryansk region over 5 years. The author analyzed the main indicators of the region's economy from 2016 to 2020 and calculated the key indicators of economic security, combined into blocks. A number of measures in the industrial and social spheres aimed at strengthening the level of regional economic security of The Bryansk region have been proposed.

The issue of definition of concepts and development of terminology is very important in any science. Definitions and terms that underlie reasoning affect the final results of research. Any term is based on one or another approach or the author’s attitude to the problem under consideration. Currently, a large number of diverse approaches to the interpretation of the concept of "economic security" are presented in the scientific literature. However, all of them give very inaccurate and scattered representations, in particular, they do not reveal the essence, and nature and functions of the phenomenon under study. In the context of dynamic growth and requirements related to ensuring economic security, the systematization and development of a methodology for hardware support of economic security, according to the authors, is a priority of scientific research in the field of economic security. The article presents the results of research on the development of regional development strategy taking into account the priority factors of economic security. In contrast to the original methodological concept, where the analyzed definition is decomposed into its components (defining, developing, clarifying and supplementing the attributes), in the case of the definition of “economic security”, the authors came to the conclusion that it is necessary to introduce an additional factor - a concrete attribute, since the studied maxim differs very much complex and branched structure and contains a large number of characterizing concepts. Based on the results of the study, as well as the experience obtained by the authors, the directions and recommendations for the formation of the economic security strategy as an integral and system-forming part of the overall strategy of socio-economic development of the region are proposed

The main task that determines the effective functioning of the country is the formation of a strategy for its socio-economic development based on a long-term innovation strategy. An innovative development strategy of the country is defined as a fundamental, basic element of the overall strategy of socio-economic development. The purpose of the article is to develop the conceptual foundations for shaping the country's socio-economic development strategy in modern conditions, adjusting the priority directions of the strategy and the peculiarities in using the means of achieving the goals, taking into account European experience. The article examines the European practice of developing and implementing the strategy of socio-economic development of the country as the most important instrument of the state's influence on social and economic development. Recommendations on the use of advanced strategic planning tools are developed. It is proved that without the scientific and methodological support of the plan of socio-economic development of the country it is impossible to count on the successful solution of important tasks and the democratization of public relations. The concept of strategy formation is designed to take into account the interests of economic entities and territory and to cover not only the traditionally used sectoral aspect of development, but also the territorial, which includes the creation and development of clusters and special economic zones. European experience shows that transition of a country to an innovative socially oriented type of development requires an increase in the efficiency of the state strategic planning process, the achievement of which is possible only with the co-ordinated activity of state authorities, business structures, science and society. It should be emphasized that in the prevailing conditions there is a need to form a single integrated system of social and economic development planning that optimally combines both the use of strategic planning and the program-target method for solving urgent problems.

The smart specialization concept was implemented in the EU in 2014, stating that regions have to specify specialization areas for development of innovations. Economic specialization reveals a comparative advantage in that field. However, there are different arguments linking specialization to economic development. This study analyzes these arguments and aims to investigate the impact of economic specialization on regional economic development and to give insights into identifying prospective areas in regional economies. A panel fixed effect estimation of industry-level regional data suggests that economic specialization in broader regional employment, called relative specialization, is ambiguously associated with economic development. Our findings suggest that neither economic specialization nor economic diversity are a clear-cut solution for ensuring economic growth. Economic structure in EU regions differs, and there is no one answer for which approach is better for economic development. Specialization measures, particularly the location quotient, cannot fully capture the dynamics in the industry structure that could be essential for formation of regional development strategy.

During the five-year period of the Vojvodina Economic Development Program implementation, €350 million has been invested in the target area. The aim of the present research is to review the process and achievements of farmer training and to introduce a model of successful knowledge transfer. The success of online farmer training was analyzed using statistical methods. A general model introducing a concrete practice example was developed using structural analysis and modeling. As a result of the research, we point out that improving the level of knowledge of farmers through training is a key issue in the operation of successful integration systems, in the production of crops of the right quality and quantity. Due to the fact that the design was made to be user-friendly, and requires a low-level technical equipment and IT skills, the knowledge base is equally accessible to farmers regardless of age, education and place of residence. The program expands the level of knowledge and digital competencies of the farmers, and provides useful information for further developments. The flowchart presented in the article is a suitable tool to increase the efficiency of the training today and can serve as a reference for other institutions engaged in similar activities.

Community development program is defined as the set of programs and policies designed to improve the socio-economic condition and also use the existing resources in better way. It is an organized process where member’s efforts of a community can be joined with the collaboration of government departments and non-governmental organizations to improve and evolve community socially, economically and culturally. In Pakistan, the first community development program was introduced in 1951 with the establishment of pilot project in Karachi, by the federal government. Since 1951 till today various community development programs have been implemented by government and non-government organizations (NGOs) to improve the living standard of people. The purpose of the study was to evaluate the impact and contribution of community development programs for socio-economic development in Pakistan. The research study endeavored to analyze the social and economical impacts of these programs on the communities where the programs were implemented. The study included interviews with government officials, NGOs staff and beneficiaries in the field. The findings of study shows that programs in general have positive impacts and appreciated but a lot of work are needed to be done for the welfare of whole society. The recommendations were made as to the best practices of community development programs for policy makers and NGOs to improve the living standard of people in the country.

The article proposes a new methodological approach to understanding corruption threats to economic security on a national-state scale, based on the formation of a model for the system of strategic analysis, management and prevention of risks in the sphere of socio-economic development of the state. Underestimation of diagnostics and monitoring of recognition of corruption threats to national economic security in the context of an economic crisis may negatively affect the level of life support of citizens.
