This article reviews modern trends in development of new instruments, standards and approaches to drugs safety, efficacy and quality assessment in USA and EU that can be called by unique term — «regulatory science» which is a new concept for Russian Federation. New education programs (curricula) developed by USA and EU universities within last 3 years are reviewed. These programs were designed in order to build workforce capable to utilize science approach for drug regulation. The principal mechanisms for financing research in regulatory science used by Food and Drug Administration are analyzed. There are no such science and relevant researches in Russian Federation despite the high demand as well as needs for the system for higher education and life-long learning education of specialists for regulatory affairs (or compliance).

A modern level of preparation of specialists is the basic condition of possibility for innovative development and economy growth of agro-industrial complex. Exceptionally new connections between a production, science and education are in high demand. The system of regional higher agrarian universities must perform as a generator of innovative scientific ideas and as a realization of innovative-investment projects for development. The analysis of agrarian science potential is conducted and priority industries of investments for peopleware are set. By means of expert method the system of estimation of personnel in agrarian field has been worked out and shaped that takes into account two constituents – intellectual and labour. Each employee except professional qualities must have a capacity for the innovative thinking. The new approaches to the personnel selection will allow activating innovative activities of enterprises.

The article presents pharmaceutical products of St. Petersburg company VERTEX in the field of otorhinolaryngology. The authors provide detailed description of the medical preparations, produced by VERTEX for treatment of patients with ENT diseases; special attention is paid to the preparation NOZEFRIN® – the first Russian spray – analogue of Mometasone furoate. The analysis of this pharmaceutical company operation discloses its participation in the development and implementation of import-substituting technologies in the Russian Federation in the field of pharmacology.

The current dynamics of changes in the conditions of state support of cluster initiatives in Russian Federation is analyzed. It is noted that support for the processes of formation and development of clusters in our country is based mainly on political initiatives, but not on the identification of the composition laws of these complex system formations. On the example of international experience the necessity of strengthening the role of science and education institutions in the state-stimulated cluster initiatives, as well as the importance of the formation of advanced training programs for cluster managers and relevant network analytical institutional structures.

Introduction. Development of the economy via the introduction of new technologies stimulates the transfer of competencies through the expansion of exports of educational services in various professional sectors. The study of current skills and competences in the agricultural complex was carried out to identify the most competitive educational programs for adults’/continuing education on regional labor markets, which could be successfully exported by Russia to other countries. We also identified innovative educational products required by the agricultural sector in Russia. The purpose of this article is to study the process of implementation of adult/continuing education and training in Russian agricultural universities in international educational markets. Materials and Methods. Results of a questionnaire survey of higher education institutions under the Ministry of Agriculture of the Russian Federation concerning the implementation of short-term continuing educational programs exported to other countries were used here. Content analysis of popular skills was carried out to determine the most competitive strategies of exports to international educational markets (the case of Kazakhstan, Russia, and USA). The study was conducted on regional job search databases. The sampling scope involved above 3,000 current vacancies. Results. Theoretical and empirical results showed that countries purchase more complex skills if there is a demand for them in the country, and their own continuing education programs are not available. The acquisition of such skills is in demand in countries using a similar model of development of this industry. The increase in exports of Russian life-long education programs to international markets can be achieved by the transfer of high technologies in the agro-industrial sector. Potential countries for the export of continuing/ life-long education include those building cultural, political and socio-economical relationships with the Russian Federation. Discussion and Conclusion. This article is useful for heads of adult education departments of universities to determine the most perspective strategies for exporting continuing education services to international markets.

Статья посвящена вопросам влияния государственных долговых отношений на трансформации финансовой системы Российской Федерации. Цель работы - обозначить проблему цикличности развития долговых отношений в России. Ее можно рассматривать как общую форму и тенденцию долговых отношений государства, однако актуальным является изучение особых факторов, модифицирующих циклы, что особенно применительно к современному этапу становления социально-экономического пространства. Научная новизна работы заключается в выявлении тенденций российской экономики, происходящих на фоне (а частично и по результатам) кризиса циклического развития долговых отношений государства. В данном случае речь идет о, своего рода, институционально-механической трансформации в финансовом секторе экономики, в рамках которой происходит внедрение ряда новых, пока еще не характерных для российских условий, инструментов. The article is devoted to the impact of government debt relations on the transformation of the financial system. The purpose of the research is to outline the problem of cyclical government debt relations. It can be considered as a general form and tendency of state debt relations, however, the study of special factors, modifying cycles, which is applicable to the modern stage of the socio-economic space, is also relevant. The scientific novelty of the research lies in the identification of trends in the Russian economy, taking place against the background of the cyclical government debt relations crisis. We are talking about a kind of institutional-mechanical transformation in the financial sector of the economy. This transformation stimulates the introduction of new instruments.

The 2002 Physical Education Immersion Program (Jiangsu-China), organized by The Hong Kong Institute of Education, provided an opportunity for physical education students to improve their teaching and sports skills through interaction with staff and students from Inland China. This paper describes the objectives, contents, and assessments of the outcomes of the program. By examining and comparing the current curriculum structures and teaching strategies in physical education between Hong Kong and Inland China through this experience, the author looks forward to the change of the future of physical education in Hong Kong with reflections and suggestions. The aim of these changes is to improve the physical education curriculum and teaching strategies in order to better meet the needs of the current education reform that is occurring in Hong Kong, Inland China and world-wide.中、小學體育敎師在全面實施素質敎育,培養具有創新精神和實踐能力的新型人材中扮演著重要的角色。高等師範院校體育敎育專業則是培養和訓練這支跨世紀新型體育師資隊伍的搖籃。如何在體育敎育專業的敎學大綱和課程設置中體現實踐的重要性,創造機會讓學生走出課堂,通過觀摩、交流和實踐的手段來提高其敎學能力,是關係到能否培養出適應未來挑戰的中小學體育師資的關鍵。本文介紹了香港敎育學院體育及運動科學系舉辦的首次體育沉浸課程(Immersion Program)(中國-江蘇)2002交流活動,並就該課程的目標、內容、效果進行了分析,及在對香港中、小學體育敎學的現狀與內地的體育敎學進行了比較後,作者探討了香港體育敎育專業敎學改革的方向,並提出了一些可行的建議,以供香港體育工作者參考。
