Purpose. The research is aimed at the development of scientific and technological bases for determining the utility of passenger transport services for the population in the conditions of formation of phased quality management. Methodology. The structure of the utility of passenger transport services for the population is determined on the basis of developing a systematic representation of the characteristic impact of the perception of management decisions effectiveness for improving the quality of transport services on mobility. The account of complex system properties of city public passenger transport is realized by construction of interlevel interrelations and establishment of methodical regulations for coordinating the parameters of quality management of public transport service with the indicators of its utility perception. Findings. The presented logical sequence of population mobility formation is based on reproduction of the general conditions of increasing transport service utility due to step-by-step realization of control actions that makes it possible to establish conditions of their expediency and parameterization. A model of marginal utility has been developed to qualitatively assess the technological utility of urban public passenger transport. It is presented in the form of a category that reproduces the relationship between the result of changes in the quality of transport services, consumer utility of transport services and the level of resources used. Originality. The procedure for assessing the consumer utility of urban public passenger transport has been formalized, which, in contrast to the existing ones, is based on the established impact of technological parameters of routes on the formation of population mobility and ensures accounting of transport service quality indicators in determining the technological utility. Practical value. The application of the theory of utility in improving the operation of urban public passenger transport in general contributes to the development of the theory of passenger traffic management and can significantly increase the effectiveness of the choice of rational management measures to improve technological processes and the quality of transport services. The conditions for the formation of a positive impact of consumer utility of urban passenger transport on the mobility of the urban population are established. Based on the selected connection, it is possible to form a system of parameters for assessing the quality of public transport services.

Achieving an adequate level of quality of transport services is a prerequisite for providing transport services. Certain level of quality of transport services is essential for the operation of intercity road passenger transport due to the increasingly competitive competitiveness of road transport companies in the transport services market. The topic of this research is also based on the presented topic, primarily through a comprehensive and systematic presentation of the current scientific knowledge in the area of quality management in road passenger transport. The structure of the public road transport system and the quality of transport services are described. The paper presents the quality of transport services as the basis of business excellence of road transport companies. Various models of quality management of transport services are described, as well as methods of assessing the quality of transport services in road passenger transport. The review is displayed of the current scientific research on the elements of quality of transport services in road passenger transport. The purpose of the research is to improve the methodology for assessing the quality of transport services with the aim of optimizing business and competitiveness of the road transport company.

One of the primary targets in performing and providing a transport service is the quality of that service. The procedure of working in transportation is specific, especially in public passenger transport, where the users or passengers are present in creating and providing the service. A huge number of methods and standards are available to the carrier in order to manage the service quality and customer satisfaction. The paper presents elements of quality management system (QMS) with focus on public passenger transport (PPT). Specific standards for the quality of passenger transport services EN 13816 and EN 15140 are also analyzed. Service quality measuring can be realized by users - passengers, carriers, mystery passengers, local community. The most commonly used method is survey. A selected review of PPT users customer satisfaction is provided at the end of the paper.

The survey, which consisted of counting, polling and recording, has provided data on the existing volume of passenger flows in public bus stations/terminals within the Primorsko-goranska (Littoral-Mountainous) County (hereinafter: the PG County), the density rate of passengers on bus lines that operate on County connections and on bus lines connecting the PG County with other counties in Croatia. In addition to the quantitative parameters, the qualitative data were analyzed that had been obtained by polling passengers at the Rijeka bus terminal, whereupon detailed opinions of direct users of the service were elaborated with the aim of obtaining a picture of the current situation of the public bus transport in the PG County. The data collected were used in evaluating the quality of the passenger transport service provided and in determining measures to be taken in order to bring both the actual quality of transport and the satisfaction of passengers to a higher level.

The main mode of transport in large cities is urban passenger transport. It is this type of transport that ensures the mobility of the population and plays an important role in densely populated cities. Nevertheless, the use of urban passenger transport by the population is decreasing every year. This article discusses various approaches to assessing the performance of vehicles, analyzes ways to increase the operating speed and quality of passenger service, taking into account the current trends in the development of public transport. Twenty five years ago, the Municipal Transportation Board in Gdynia (ZKM) was launched. As part of the process of changes in the transport service of Gdynia and neighboring municipalities, a unit was created to organize public transport. A specialized urban transport organizer has been set up to improve the quality of public transport services. During the 25 years of operation of ZKM, the level of quality of service has been improved significantly, adjusting the transport offer to the demand and transportation preferences of inhabitants, learned through systematic representative marketing research. Trolleybus transport has been modernized, thanks to trolleybuses having an energy storage tank. Transport services within the network of ZKM are carried out by operators owned by the City of Gdynia and competing private entities. Before ZKM there are challenges related to the constantly increasing expectations of the inhabitants in terms of quality of service and the changing conditions of their service in the situation of strong development of motorization and implementation of the policy of sustainable urban transport development. The article presents the tasks and scope of activities of ZKM, bus, midibus, microbus and trolleybus transport organized by ZKM, operators contracted by ZKM, supervision and regulation of traffic in the transport network of ZKM, transport service of mass events by ZKM, marketing research conducted by ZKM, customer service by ZKM, quality evaluation of ZKM services and future challenges standing ahead of this unit.

The relevance of the problem is due to the lack of a method and indicators for assessing the level of transport mobility of cities. The purpose of the article is to develop a method for assessing the level of transport mobility. Currently, there are no science - based criteria for assessing the level of mobility in terms of the convenience of passengers using various types of public transport for travel. The use of the transport mobility index will contribute not only to improving the quality of passenger transport, but also to improving the level of transport services in General. The developed method for assessing the level of transport mobility will allow you to study the dynamics of changes in indicators and plan measures to improve the quality of transport services. The implementation of the proposed method will allow analyzing routes, as well as planning measures to increase the level of transport mobility and the attractiveness of public transport for passenger transportation.

The development of urban public transport, and its essential part – tram enterprises – is no exception, is ensured by identifying and solving problems of a practical nature, the main of which the limited financial resources of municipal utilities is the most important. Municipal councils of Ukrainian cities where there is public transport are interested in reducing the cost of maintaining these enterprises. One of the ways to overcome financial dependence in the current situation is to reduce the current costs of maintaining tram lines. For this, tram tracks must become more resistant to the difficult conditions of their exploitation. Ballastless track technologies for the construction / reconstruction of tram tracks is an innovative project for our country, the implementation of which can significantly increase the economic performance of tram municipal enterprises. The article describes several of the most common ballastless track technologies for installing tram tracks, which have positively proven themselves during exploitation in various countries of the world, including Ukraine. Although the installation of tram tracks according to the classical (ballast) technology is a less time-consuming process, but progressive (ballastless) technologies have undoubted economic advantages - durability, preservation from destruction of both the track itself and the rolling stock moving along it, and great savings in maintenance costs. In addition, such structures provide for the ability of tram tracks to resist increasing travel speeds and increasing load on tram rails with constantly growing traffic intensity. They are more environmentally friendly: they create much less noise and vibration, prevent the propagation of stray currents and so forth. What is especially important is their proven undoubted positive impact on traffic safety. All of these advantages increase the quality of transport services for the population. The international experience of the functioning of tram systems moving on ballastless tracks suggests a significant positive economic and social effect from their practical application.

The relevance of the issue under study stems from the lack of a method and indicators for determining the population’s level of transport mobility. The purpose of the article is to develop a method for assessing the level of transport mobility. The analysis of studies on the quality of transport services has shown lack of attention to mobility as a public transport service for the public. There are currently no science-based criteria for assessing the mobility level of convenience for passengers who use various modes of public transport for their trips. The use of a transport mobility index will improve both the quality of passenger transport and the overall level of transport services. The developed method for assessing the level of transport mobility will allow researchers to look into the dynamics of the indicators and plan improvements to transport service quality. The presence of a welldeveloped metro network (more than one line) in cities provides a transport mobility index above 0.5, according to the study of Russia’s largest cities’ transport mobility index. Following the example of Rostov-on-Don, which has the smallest area of the cities under study, a high transport mobility index of 0.6 can be achieved through optimal organization of public transport within the city and without a metro network. The existence of lengthy dedicated public transport lanes does not guarantee a high index of urban mobility, as in Kazan. This is due to a predominance of bus lanes being introduced in the central part of the city: this does not allow the outlying areas and the city as a whole to be given a high level of transport mobility.

Passenger transport plays an important role in large cities around the world. According with this, the administration of these cities pays much attention to urban transport, specifically, in the formalization and establishment of standard criteria for the quality of transportation. The main criteria are the “Regularity of transportation” and “Vehicle occupancy”. Having standards is the first step to improve the quality of the transport service, the next step is the execution and application of these standards. In this article, the issue of improving the quality of passenger transport services is considered based on the forecast and control of the vehicle occupancy and the management of the transportation process based on the results of the forecast. The necessary condition for the implementation of these tasks is the use of telematic means as the Automated Passenger Counting System for monitoring passenger flow at bus stops. This information is the source data. In the article, we show the results of the study of the trunk routes of urban transport in Moscow. It is shown that the situation regarding passenger dynamics differs every time for each route, which requires different analytical methods for forecasting and control of vehicle occupancy for each case. Various methods for predicting vehicle occupancy were developed, and it is shown that the effectiveness of these forecasting methods depends directly on the characteristics of passenger flow. The control of the flow of passengers based on the established standards will avoid overloading the buses that circulate on the main roads of large cities, thus improving the quality of the transport service on the route.

In spring 2020 the whole world went through the “black swan”—COVID-19 pandemic. The healthcare systems of all countries and the world economy, in general, became very stressed. The extraordinary decline of activity in all spheres, except healthcare, led to a drop in the demand for transport services, including city public transport. It was important for city management to support the sustainability of the local transport system. The article presents fundamental approaches to assessing the sustainability of a transport service, particularly city passenger public transport (CPPT), for the example of the large Russian city Tyumen (size of population—nearly 807 thousand people). Methods of analysis of the sustainability of the transport process in conditions of negative environmental impact (COVID-19 pandemic) are considered. During the period from 30.03.2020 to 31.05.2020 (nine weeks—the acute phase of COVID-19 pandemic) structural sustainability of the CPPT system in Tyumen kept a high level. By changing the parameters of the planned characteristics of the CPPT system state, an attempt to adapt the transport service supply to a sharp decrease in transport demand was made. In the period of “self-isolation”, the demand for the CPPT transport service reduced more than the transport service supply. Sustainability of CPPT functioning was evaluated by calculating the elasticity of the transport supply (number of trips) in relation to the actual demand (actual volume of transportations). Calculation of the elasticity index of the CPPT system of Tyumen during nine weeks of April–May 2020 (duration of “self-isolation“) is provided. A conclusion was made from the results of the research. In particular, it was found that the foreground target function of city management was the maintenance of a high level of transportation processes to the detriment of the transportations’ effectiveness. Such a policy led to contradictory results—the additional financial expenses at the rate of 135–150 million rubles and quite a high level of contentment of the Tyumen population with the quality of the CPPT work (sociological research established that 80–85% of respondents were satisfied with the quality of the transport service in April–May 2020).
