The relevance of the problem is due to the lack of a method and indicators for assessing the level of transport mobility of cities. The purpose of the article is to develop a method for assessing the level of transport mobility. Currently, there are no science - based criteria for assessing the level of mobility in terms of the convenience of passengers using various types of public transport for travel. The use of the transport mobility index will contribute not only to improving the quality of passenger transport, but also to improving the level of transport services in General. The developed method for assessing the level of transport mobility will allow you to study the dynamics of changes in indicators and plan measures to improve the quality of transport services. The implementation of the proposed method will allow analyzing routes, as well as planning measures to increase the level of transport mobility and the attractiveness of public transport for passenger transportation.

The relevance of the issue under study stems from the lack of a method and indicators for determining the population’s level of transport mobility. The purpose of the article is to develop a method for assessing the level of transport mobility. The analysis of studies on the quality of transport services has shown lack of attention to mobility as a public transport service for the public. There are currently no science-based criteria for assessing the mobility level of convenience for passengers who use various modes of public transport for their trips. The use of a transport mobility index will improve both the quality of passenger transport and the overall level of transport services. The developed method for assessing the level of transport mobility will allow researchers to look into the dynamics of the indicators and plan improvements to transport service quality. The presence of a welldeveloped metro network (more than one line) in cities provides a transport mobility index above 0.5, according to the study of Russia’s largest cities’ transport mobility index. Following the example of Rostov-on-Don, which has the smallest area of the cities under study, a high transport mobility index of 0.6 can be achieved through optimal organization of public transport within the city and without a metro network. The existence of lengthy dedicated public transport lanes does not guarantee a high index of urban mobility, as in Kazan. This is due to a predominance of bus lanes being introduced in the central part of the city: this does not allow the outlying areas and the city as a whole to be given a high level of transport mobility.

The intensification of public transport in urban areas due to increased mobility at the regional and state levels, discrepancies between urban areas with the same population and the lack of statistics related to the efficiency and quality of public transport services are the main factors of our work. It is necessary to draw boundaries between the quality of services and the performance indicators of the public transport system. The quality of services is the subjective result of many intangible variables. The quality of service can be approached from four sides: from the point of view of the passenger, the performance of the vehicle, the specialized passenger transportation company, and the Government. Accessibility, comfort and convenience-these are the main indicators that should be evaluated by the population as having high ratings for the good quality of urban transport services. The main mode of transport in large cities is urban passenger transport. It is this type of transport that ensures the mobility of the population and plays an important role in densely populated cities. Nevertheless, the use of urban passenger transport by the population is decreasing every year. This article discusses various approaches to assessing the performance of vehicles, analyzes ways to increase the operating speed and quality of passenger service, taking into account the current trends in the development of public transport. Passenger transport of the country has a significant impact on the level of its economic development, providing the connection of the population with objects of industrial, social, cultural and household purposes.In Russia, intercity passenger transportation by public transport is mainly represented by bus, rail, aviation (aircraft) and water (domestic). The article analyzes the dynamics of passenger transportation and passenger turnover of public transport for the period from 2015 to 2020, presents a calculation of the number of flights performed by bus, rail, air (aircraft) and water (domestic) transport, identifies the reasons for the lack of development of passenger transportation and suggests solutions.It is established that inland water transport is currently undergoing decline and state intervention is necessary for their development. Also, during the period under review, there is a decrease in the popularity of buses and a preference for private transport to public, it is necessary to improve the quality of transportation. The indicators of air and rail transport have positive dynamics, but they also require growth. The development of air transport in Russia can be carried out by the introduction of new services, for example, air taxi, rail-transport in the field of urban and suburban communications, the construction of new high - speed highways. In 2020, due to the announcement of restrictions on movement and quarantine measures, there is a sharp decline in indicators for all types of transport.The materials can be used to analyze and improve the work of the country's passenger complex.

The rapid significant increase in the quality of the process of passenger transportation by Kyiv public transport can be a powerful motivation to increase the frequency of its use. However, the parameters of the desired change in the quality of urban transport remain unknown, which leads to its chaotic management. Two trends in urban passenger traffic quality research are common. The first approach deals with measuring the operating parameters of the transport system, and the second one focuses on the research of customers' opinions regarding transport services. However, none of the scientists focuses fully on the specific human behavioral responses to the quality of the city's passenger transportation service, when urban transport is opposed to a private car. Because of this, the assessment of the quality of urban passenger transport requires the development of special tools. It is already clear today that not all traditional approaches used in studies of transport behavior that depend on the quality structure may be suitable for this.

Purpose. The research is aimed at the development of scientific and technological bases for determining the utility of passenger transport services for the population in the conditions of formation of phased quality management. Methodology. The structure of the utility of passenger transport services for the population is determined on the basis of developing a systematic representation of the characteristic impact of the perception of management decisions effectiveness for improving the quality of transport services on mobility. The account of complex system properties of city public passenger transport is realized by construction of interlevel interrelations and establishment of methodical regulations for coordinating the parameters of quality management of public transport service with the indicators of its utility perception. Findings. The presented logical sequence of population mobility formation is based on reproduction of the general conditions of increasing transport service utility due to step-by-step realization of control actions that makes it possible to establish conditions of their expediency and parameterization. A model of marginal utility has been developed to qualitatively assess the technological utility of urban public passenger transport. It is presented in the form of a category that reproduces the relationship between the result of changes in the quality of transport services, consumer utility of transport services and the level of resources used. Originality. The procedure for assessing the consumer utility of urban public passenger transport has been formalized, which, in contrast to the existing ones, is based on the established impact of technological parameters of routes on the formation of population mobility and ensures accounting of transport service quality indicators in determining the technological utility. Practical value. The application of the theory of utility in improving the operation of urban public passenger transport in general contributes to the development of the theory of passenger traffic management and can significantly increase the effectiveness of the choice of rational management measures to improve technological processes and the quality of transport services. The conditions for the formation of a positive impact of consumer utility of urban passenger transport on the mobility of the urban population are established. Based on the selected connection, it is possible to form a system of parameters for assessing the quality of public transport services.

The approaches to assessing the quality of passenger transport services and indicators considered in scientific works, and also existing in state and international standards, are considered. A hierarchical system of indicators (ranking level) has been drawn up, which distributes the sequence of indicators of transport services. The foreign experience of organizing the work of municipal transport was taken into account, the quality of service of which is constantly monitored and as close as possible to the needs of passengers. However, a number of issues, namely: measuring the quality of transport services for the population on a digital scale, methods and methods for monitoring quality assessment, and improving it, etc., remain open. Based on the results of the preliminary study, the main indicators for assessing the quality of passenger transport were identified and grouped, both objective and dependent on the perception of the consumer, which most clearly describe the quality of the provision of passenger transport services. Almost all researchers in their works have determined that the system of general quality indicators should include the following indicators: availability, reliability, comfort, information content, safety, regularity, cost-effectiveness. But due to the importance of each of the elements of the complex indicator, it is necessary to take into account not only all the components of the quality assessment, but also, to a certain extent, their impact on the quality of the transportation process. The article analyzes the importance of each component included in the system of indicators for assessing the quality of transport services for passengers. The necessity of digital assessment of the quality of services for the transportation of passengers by city bus transport has been substantiated. The developed methodology will allow assessing the quality of passenger transportation by other types of transport. The degree of the need for quality indicators in the passenger traffic assessment system has been substantiated, which will allow evaluating the quality of passenger service not at the verbal level ("bad", "good"), but at the level of digital comparison. substantiation of the degree of need for quality indicators in the passenger traffic assessment system; considering the feasibility of each indicator with its constituent components, determining the degree of influence of each component on the quality of the provision of services for the carriage of passengers by road. For the digitalization of the assessment of the quality of transportation, the designation of the general quality indicator is adopted - Яобщ. In numerical terms, the quality indicator should tend to the maximum value, which in this study is taken as 4. For this, all indicators will be divided into separate components, the weight of which will be estimated at 0.1. A general indicator for assessing the quality of passenger transportation has been determined, which will determine the competitiveness of the enterprise, satisfy the need for a high-quality transportation process, taking into account all criteria and indicators. Thus, the assessment of the quality of passenger transportation, based on the minimum value of the coefficient, which will tend from 3.5 to 4, will determine the ability of the enterprise to carry out the transportation of passengers according to a qualitative assessment and, taking it into account, conduct tenders for the transportation of passengers. The consumer's decision on the choice of a way to move in space, but directly in this article on the choice of the type private or suburban public transport, is based on the person's expectation of the consumer value of the trip, which will have a certain size and content. Consumer value for suburban transportation – as a result of the interaction of the passenger with the carrier. The elements of the consumer value for suburban passenger transportation by public transport are shown in general. With the help of previous research in this area, as well as the author's own experience, the elements and content of the consumer value, commuter travel by public transport and private car, are further formed and revealed. The elements of consumer value consist of the preferences and sacrifices of the passenger. The article aims to use more modern and universal approaches to shaping the consumer value content and components of commuter travel. This set-up should be based on a sequence of modern scientific and practical approaches to the core of SC services. Methods of synthesis and analysis, induction and deduction, and generalization are used in the study (to determine the content of public transport and suburban transport by private vehicle and the elements of consumer value). A positive result of the interaction between passenger and carrier is the guarantee of more active use of public transport services by the consumer. In addition to increasing the consumer value of such services, it will encourage consumers to abandon the use of private transport for the public benefit. A well-thought-out policy on the tariff plan, improving the comfort and quality of services provided by public transport helps to attract the maximum number of passengers who use public transport and also attaches great importance to the economic effect of the consumer value of suburban travel by public transport. The results of the study can be applied in favor of reducing the use of a large number of private transports, which will enable the formulation and implementation of policies to protect the environment and the environmental situation.
