Consequences of events in the Southern region of the Kyrgyz Republic continue to have impact on communities to the present day. One of the most significant is a number of undiagnosed cases of rapes and other types of gender-based violence (GBV), which happened during the events of 2010. Accurate prevalence rates of GBV cases is still unknown. According to official data of Ministry of Internal Affairs, there were only seven cases of rape, however, according to the crisis center reports, there were 325. Even more alarming, witnesses of the Osh events suggest one out of three women in Osh and Jalal-Abad were either raped or suffered from other types of GBV. Those acts included undressing and unveiling, and cutting women's hair to a shamelessly short length. Cultural stereotypes dictate women hide their ‘shame’, which is why only a small percentage of victims with PTSD symptoms that developed after GBV sought out services from professionals, such as from crisis centers, psychologists and psychiatrists and, of course, police. Author analyzed several cases of women raped during the Osh massacre and suffered from PTSD signs afterwards. The previous painful experience of GBV was uncovered during treatment. The problem is that mental heath care specialists are the last stop for applying for help. This paper analyses several ways of solving the problem, including creating a number of normative documents in collaboration with Ministry of Internal Affairs and Ministry of Health of the Kyrgyz Republic.Disclosure of interestThe author has not supplied his/her declaration of competing interest.

The article reveals the heuristic potential of social and humanitarian knowledge in understanding the complex nature of terrorism. The given research optics allows to expand traditional frameworks of considering terrorism as a phenomenon caused by political, ideological and economic factors; to reveal and substantiate deep cultural and mental reasons of the given phenomenon; make sense of terrorism as a destructive form of cultural identity. The cultural and historical origins of modern terrorism, which is closely connected with radical Islam, are analyzed in the civilizational system of coordinates “West–East”. The system of argumentation is based on scientific concepts and current artistic practices that interpret the causes of inter-civilizational tension resulting in international terrorism. The change of the status of the artist in the “epoch of terrorism” is analyzed; the theme of theatricalization and aestheticization of terrorist actions and the role of media in these processes are problematized. As a newest trend, which has not received any serious theoretical reflection, the text considers the phenomenon conditionally designated as “sublimation of terrorist activity into a symbolic sphere”, which is manifested in the destruction of monuments of world cultural heritage, in the orientation to culture as a new strategic object of terrorist attacks, on the one hand, and the use of cultural resources for self-presentation and promotion of their ideology by terrorist organizations, on the other

The nations take various strategies in exposure to different developments and phenomena and impact on foreign and internal policies of countries in international scene proportional to their internal and external conditions and rivals and at international arena. What US implemented after September 11 Event and targeted accusation finger toward Taliban and Al-Qaeda in Afghanistan is deemed as a type of strategy that has occurred in created nostalgic climate together with hasty decision making and negligence to domestic issues in Afghan Community while their output was to take different and even paradoxical strategies in this crisis-stricken region since 1980s. In this article that has been written in order to analyze US Post September- 11 Strategies in Afghanistan this basic question will be answered that how changes in US macro policies influenced in orientation of diplomacy of this country and why this country has adapted different policies in occupation of Afghanistan. Afterwards, it is deduced according to the given findings from librarian data collection method that the constant changes in US strategy in Afghanistan were due to overlooking of domestic issues and historic, ethnic, cultural, political, and ideological complexities of this country that has resulted in degradation of US position in world scene and its failure in suppression of Taliban.This article has been excerpted from my PhD treatise under title of ‘The role of United States in the regional crisis (e.g. Afghan and Iraqi crises) and the rise of revolutionary and radicalism on the emergence of international terrorism’.

The article examines the role of the financial leasing system for raising the economy of the Kyrgyz Republic (KR) and the ways of their development in the context of economic integration, clarifies their theoretical and practical provisions. The subject of the study is financial leasing in a market economy, and the purpose of the study is to integrate as a member of the EAEU in raising the economy of the Kyrgyz Republic while strengthening the material and technical base of fixed assets, studying the essence and role of financial leasing and ways of their development. According to the results of the study, based on the study of the essence of financial leasing, the role in the economy, its forms, advantages, the ways of their development in the context of integration are proposed.

Abstract In recent years the phenomenon of the illicit trafficking in cultural assets has been addressed by international and European lawmakers as an important phenomenon within the complex criminal networks used for the financing of international terrorism. The factors that contribute most to its development include in particular the availability of advanced technologies for plundering archaeological sites and e-commerce, which has sped up trade by breaking down space-time barriers, along also with armed conflict, political instability and poverty. In order to bring about change and put an end to the phenomenon, some significant legislative choices have recently been implemented in the European Union. The aim is to create a regime that is as uniform as possible along with a network of standardised controls capable of intercepting illicit trafficking. The concerns of art market operators surrounding the introduction of new rules and regulations can be appreciated if it is considered that the vibrant lawful market of artworks operates in accordance with tried and tested arrangements. This article will seek to provide an account of the phenomenon in its full complexity, highlighting the most significant recent developments within the European Union. It will also discuss the role of information and digital technologies in the area of cultural heritage. In particular, the existing European legal framework represented by the main legal instruments adopted by the international community and by the European Union will be sketched out, including both civil law and criminal law responses to the illicit trafficking of cultural heritage. Within this context the importance of the issues of traceability within art transactions, which are mostly paper-based, will be investigated along with other related issues such as digital tracking of artworks (digital passports), art security systems and authentication technologies.

It will be conducted in this article about the role of the religious factor, in particular the Muslim version, in the structure of the terrorist movement. The author shows that the terror under the banner of Islamic fundamentalism is due to the specific understanding of religion as the most convenient way of socialization of terrorist ideas. The complexity of relationships in the organization of international security is reflected in Muslim regional and international agreements, for example, in the general understanding of the phenomenon of international terrorism. Signs of terrorism have significant differences compared with the concept recognized by the international community. This fact plays an important role in assessing the prospects for approval of the draft Comprehensive Antiterrorist Convention by Muslim countries
