"THE SYNTHESIS OF WAR AND THEATRE": SOCIO-HUMANITARIAN DISCOURSE ON THE ESSENCE OF TERRORISM

The article reveals the heuristic potential of social and humanitarian knowledge in understanding the complex nature of terrorism. The given research optics allows to expand traditional frameworks of considering terrorism as a phenomenon caused by political, ideological and economic factors; to reveal and substantiate deep cultural and mental reasons of the given phenomenon; make sense of terrorism as a destructive form of cultural identity. The cultural and historical origins of modern terrorism, which is closely connected with radical Islam, are analyzed in the civilizational system of coordinates “West–East”. The system of argumentation is based on scientific concepts and current artistic practices that interpret the causes of inter-civilizational tension resulting in international terrorism. The change of the status of the artist in the “epoch of terrorism” is analyzed; the theme of theatricalization and aestheticization of terrorist actions and the role of media in these processes are problematized. As a newest trend, which has not received any serious theoretical reflection, the text considers the phenomenon conditionally designated as “sublimation of terrorist activity into a symbolic sphere”, which is manifested in the destruction of monuments of world cultural heritage, in the orientation to culture as a new strategic object of terrorist attacks, on the one hand, and the use of cultural resources for self-presentation and promotion of their ideology by terrorist organizations, on the other

В статье исследуются вопросы попечительства в отношении несовершеннолетних, отбывающих наказание в виде лишения свободы. Проблема, поднимаемая автором настоящей статьи, многогранна, касается различных аспектов отбывания наказания несовершеннолетними в воспитательных колониях и требует комплексного исследования, способного ответить на определенно значимый вопрос: является ли колония законным представителем находящихся в ней несовершеннолетних со всеми вытекающими из статуса законных представителей последствиями. При этом необходимо обращать внимание на специфику правового статуса лиц, отбывающих наказание в воспитательных колониях, которые, во-первых, являются несовершеннолетними, то есть не обладают дееспособностью в полном объеме и нуждаются в особой заботе, защите и представительстве, а во-вторых, осуждены за совершение тяжкого или особо тяжкого преступления, влекущего изоляцию от общества и определенные ограничения и лишения. Отечественное законодательство достаточно детально регламентирует особенности режима отбывания наказания в виде лишения свободы несовершеннолетними, не определяя при этом статуса воспитательных колоний, кем они являются: воспитателями, попечителями или исключительно учреждениями исполнения наказаний. Между тем правильное понимание значения и роли воспитательной колонии в жизни находящихся в ней несовершеннолетних преступников, по мнению автора, поможет избежать ряда проблем, объективно складывающихся в учреждениях подобного рода. С этой точки зрения предлагаемая тема представляет интерес не только для ученых-теоретиков, но и для практиков - сотрудников соответствующих учреждений. Особо следует подчеркнуть, что исследований по данной тематике в специальной литературе нет. Отдельные исследования, встречающиеся в современной литературе, касаются исключительно общего гражданско-правового статуса несовершеннолетних осужденных. Однако это обстоятельство может свидетельствовать только о новизне данной темы, но никак не об отсутствии самой проблемы. The article analyzes the issues of the status of educational colonies as guardians of minors serving a sentence of imprisonment. In fact, the problem raised by the author of this article is multifaceted, concerns various aspects of the serving of punishment by minors in educational colonies and requires a comprehensive study that can answer, it seems, a definitely significant question: whether the colony is the legal representative of the minors in it with all the consequences arising from the status of legal representatives in the form of duties and responsibilities. At the same time, it seems, it is necessary to pay attention to the specifics of the legal status of citizens serving sentences in educational colonies, who, firstly, are minors, i.e. do not have full legal capacity and need special care, protection and representation, and, secondly, are convicted of committing a serious or particularly serious crime, entailing isolation from society and certain restrictions and deprivation. Domestic legislation regulates in sufficient detail the peculiarities of the regime of serving sentences in the form of deprivation of liberty by minors, without determining the status of educational colonies. Who are they: educators, Trustees or only institutions of execution of punishments. Meanwhile, the correct understanding of the importance and role of the educational colony in the life of juvenile offenders in it, according to the author, will help to avoid a number of problems that objectively develop in institutions of this kind. From this point of view, the proposed topic is of interest not only for theoretical scientists, but for practitioners-employees of relevant institutions. It should be emphasized that there are no studies on this subject in the special literature. However, this circumstance can testify only about novelty of the given subject, but in any way about absence of the problem. It seems that the relevance and importance of a problem is not always measured by the number of studies devoted to it. Sometimes these its traits are manifest only under particularly careful consideration.

The nations take various strategies in exposure to different developments and phenomena and impact on foreign and internal policies of countries in international scene proportional to their internal and external conditions and rivals and at international arena. What US implemented after September 11 Event and targeted accusation finger toward Taliban and Al-Qaeda in Afghanistan is deemed as a type of strategy that has occurred in created nostalgic climate together with hasty decision making and negligence to domestic issues in Afghan Community while their output was to take different and even paradoxical strategies in this crisis-stricken region since 1980s. In this article that has been written in order to analyze US Post September- 11 Strategies in Afghanistan this basic question will be answered that how changes in US macro policies influenced in orientation of diplomacy of this country and why this country has adapted different policies in occupation of Afghanistan. Afterwards, it is deduced according to the given findings from librarian data collection method that the constant changes in US strategy in Afghanistan were due to overlooking of domestic issues and historic, ethnic, cultural, political, and ideological complexities of this country that has resulted in degradation of US position in world scene and its failure in suppression of Taliban.This article has been excerpted from my PhD treatise under title of ‘The role of United States in the regional crisis (e.g. Afghan and Iraqi crises) and the rise of revolutionary and radicalism on the emergence of international terrorism’.

Ethical and aesthetic consciousness is considered in the article as a single phenomenon with a priority of the ethical component. The analysis is carried out in comparative studies of two methods: consideration of the topic in the mirror of modern literature of Kazakhstan as a form of public consciousness and study of the same problem in the mirror of sociological material. These approaches complement each other and make it possible to identify two levels of social consciousness in the ethical and aesthetic dimension: the existing and the due. Sociology enables analysis at the first level. Literature combines both the one and the other, emphasizing the level of due, transformation of reality and resolution of the indicated contradictions. As a result, it was found that the key construct of the ethical and aesthetic consciousness of Kazakhstanis is the idea of cohesion and unity of all ethnic groups with the leading role of the Kazakh people. This idea has the deepest moral meaning and at the same time has the status of beauty, i.e. character aesthetic. Discord is always ugly. Whereas, unity in its essence is beautiful, showing a combination of good and beauty.

The Reformation simultaneously transformed the identity and role of bishops in the Church of England, and the function of monuments to the dead. This article considers the extent to which tombs of sixteenth- and seventeenth-century bishops represented a set of episcopal ideals distinct from those conveyed by the monuments of earlier bishops on the one hand and contemporary laity and clergy on the other. It argues that in death bishops were increasingly undifferentiated from other groups such as the gentry in the dress, posture, location and inscriptions of their monuments. As a result of the inherent tension between tradition and reform which surrounded both bishops and tombs, episcopal monuments were unsuccessful as a means of enhancing the status or preserving the memory and teachings of their subjects in the wake of the Reformation.

Abstract Typically one member of a sitting panel of Hong Kong's Court of Final Appeal is a senior jurist drawn from another common law jurisdiction. In the Court's early years, these ‘overseas judges’ were responsible for writing approximately one quarter of the lead opinions across a vast range of cases. This article demonstrates, however, that this practice has changed. The overseas judges now write a smaller share of lead opinions and no longer write lead opinions related to issues of fundamental human rights or the relationship between Hong Kong and the rest of China. This article suggests this change has been made for good reason. Though valid questions about the legitimacy of the role of the overseas judges can be made, they also continue to perform a valuable communicative role regarding the status of Hong Kong's judicial independence under the ‘one country, two systems’ framework. A recent rise in attacks on overseas and other ‘foreign’ judges in Hong Kong can be understood as part of a broader project that seeks to constrain the role of the independent judiciary. By continuing to invite overseas judges to sit on the Court of Final Appeal but reducing their public prominence, the Court has sought not only to reduce avenues for attacks on the legitimacy of particular decisions, but to protect the autonomy and independence of the judiciary more broadly.

For a long time, history of women was not in the mainstream of interest. The interest for this topic was not shown untill the twentieth century. The aim of this paper is to present a long and difficult struggle to gain the status similar to the one women have nowadays. It is difficult to understand the present reality without going back to the past. The role of women is undergoing a lot of changes all the time. This subject is a huge field for research. The article attempts to give a summary of publications which deal with women’s issues.

AbstractObjective: The purpose of the study is to analyze and define the content, specifics, and procedures of social and psychological work with citizens who have expressed a desire to become mentors for orphans.Introduction: In Ukraine, there are more than 750 foundations of institutional care and upbringing of children, in which approximately 106,000 children live. Only 8% among them have the status of orphans and children deprived of parental care; the other 92% have parents, but due to some difficult life circumstances of parents or presence of special needs or disability in children, they cannot live or be brought up in the family. It means that 92% of children without the status of orphans or children deprived of parental care cannot be adopted or placed for living and upbringing to other forms of family placement (guardianship/care, foster family, family-type orphanage). Along with this, out of 8% of orphan children and children deprived of parental care, there are no opportunities to be accommodated in any family forms of upbringing the following children: teenagers and youngsters, brothers and sisters from families with many children, and children with disabilities. In such children, close emotional relationships with meaningful, constant adults, which is a vital necessity for their psycho-emotional development and well-being, have been lost or were not formed at all. Accordingly, the introduction of mentoring for orphans and children deprived of parental care who live in relevant institutions is motivated by the necessity to satisfy the need of every child in emotional support, assistance and protection by a significant, authoritative person, and friend.Methods: The study uses an experience which was gained during the realization of the project as the author-developer of the methodology of socio-psychological work with citizens and children concerning preparations for mentoring and training for both coordinators and mentors of the Mentoring Program in cooperation with specialists of the “One Hope” non-governmental organization; in the role of educator for the preparation of coordinators for the Mentoring Program implementation, as well as in the role of expert during the implementation of Mentoring Program by the community organization “One Hope” during the 2009-2016 period [1]. Also, authors participated in developing of the mentors preparing program over orphans and children deprived of parental care in order to receive approval at the state level.Results: Mentoring for orphans and children deprived of parental care residing in institutions has been implemented in Ukraine since 2009 by the “One Hope” (“Odna Nadia”) public organization in cooperation with the Kyiv City Children’s Service and the Kyiv City Center of Social Services for Families, Children and Young People. The project “One Hope” was launched in the city of Kyiv and the Kyiv region during 2009-2016. Since 2016, mentoring as an individual form of support and assistance for a child living in a residential institution has been introduced in Ukraine at the state level.Conclusions: If an orphan child or a child deprived of parental care is unable to live and being brought up in a family, then the mentor’s role in the life of this child is of paramount importance. This is due to the fact that such a form of individual support through mentoring will facilitate the preparation of every orphan child for independent living in the future.

Most studies in the second language (L2) literature that deal with interface issues do so in holistic terms. On the one hand, researchers have suggested that interface relations between the syntax and other domains are particularly difficult for adult L2 learners. On the other, it has been argued that such relations can be established in a native-like way, even when no clear positive evidence is readily available in the input. In both cases researchers have treated the issue in a domain-wide fashion. However, the domain-wide approach is not supported by the study reported in this aricle, which examines the role of the semantics—syntax interface in the representation of wh-words as existential polarity words (EPWs) in the L2 Chinese grammars of English and Japanese speakers. The results suggest that the semantics—syntax interface can be established between the EPWs and some of their potential licensers in L2 Chinese grammars, but not others. This indicates that L2 learners’ success or failure in acquiring the interface is not domain-wide. A variable-dependent account is proposed for the results, arguing that success or failure in establishing interface relations in L2 grammars is likely to depend on a number of variables, including the categorial nature of individual elements involved in the interface relationship, the status of these elements in the target language speaker’s grammar, the input that learners are exposed to, and cross-linguistic influence.

Subak Jatiluwih in Tabanan Regency, Bali, has double status. On the one hand the Subak (water irrigation system) is a tourist attraction (destination), and on the other hand its status is as World Cultural Heritage (Warisan Budaya Dunia or WBD). Related to that matter, this paper describes two things: (1) the development of tourism facilities in Subak Jatiluwih area, and (2) the financial input in managing Jatiluwih tourist attraction and its distribution. This is a qualitative study. The data found is analyzed using qualitative data analysis. The result of study shows that, regarding the double status as stated above, it is precisely within the perceptions of local community about the status of Subak Jatiluwih as WBD are related to "tourism brand". Therefore, the development of tourism facilities that violate the provisions of the law in the area of ??Subat Jatiluwih WBD was inevitable. On the rice fields in the subak, area parking lots of buses and restaurants have been built. Thus, there are some conversion of rice field into parking lots and restaurants in the area of ??the WBD. Specifically in relation to financial input in the management of DTW Jatiluwih, it turns out financial input reaches hundreds of millions of dollars even nearly 1 billion per month. The distribution of the results of the DTW (daerah tujuan wisata or tourist destination) management is conducted with the management of the parties based on justice that is tailored to the contribution and needs of each manager. This means that the greater the contribution and the needs of the parties involved in managing the DTW, the greater the share of the financial results it receives.

Management in the Anthropocene and What Comes Out of It. Analysis of the Literature on the Entanglement of Phenomena The Anthropocene is a term that not only conjures up all kinds of images in the mind but provides an impulse to reconsider the scope of human responsibility for man-triggered processes and its place in the system of related factors on our planet. At the same time, it is a term treated by many with ambivalence, reluctance, and caution, as it often harbingers the imminent environmental doom, the awareness of which may change the current balance of political and economic forces. Additionally, it is still involved in emphasizing the central role of the human, it is sometimes romanticized and can lead to an aestheticization of the climate catastrophe instead of taking actions resulting not from the will of heroism, but from humility. The ongoing debate on the Anthropocene in the field of management studies is of extraordinary importance, because it provides a framework for undertaking any activity – the activity which either aggravates or alleviates the negative environmental impact. The purpose of this paper is to discuss the contexts in which the scientific literature in the field of management talks about the Anthropocene and to explore the level of gravity that is assigned to management in this conventional geological and cultural era. Particular attention is paid to the dominant trends of reflection which illustrate a wide variety of attitudes towards the Anthropocene, including the one that places the Anthropocene against the background of efforts to maintain the status quo and the one that perceives it as a prelude to concocting alternative or even anarchist visions of management. The paper focuses on theoretical voices, which determined the method of analysis based on the study of language and the interpretation of narratives and metaphors.
