AbstractThe current publication of scientific journals is transitioning from a print format format to an electronic format, which has a different management model than before. Publication of scientific journals is an important thing in the existence of universities. In the dissemination of science results of an education, research, and community service generated by college civitas (Students & Lecturers) can be done with the publication of scientific journals. The purpose of this study is to determine the strategy of management publication of scientific journals that publish many articles of students at higher education. The type of this research is qualitative descriptive research. The research data were collected by indepth interview the Director of Graduate, Head of journal publishing unit, and staff of journal publishing unit. This research was conducted at the Journal Publishing Unit of Postgraduate of Brawijaya University. The managers of scientific journal publications should be continue to improve scientific publishing services and the quality of published articles, so that the management of scientific publications can compete with other electronic journals. The development of electronic journals in Indonesia has grown rapidly, within three years of electronic journal publication in Indonesia has increased sharply, from 1500 journals in 2012 to 16280 journals in 2016. This is a challenge for managers of scientific publications in Brawijaya University. The strategy in developing the management of scientific journal publications of students is to hold training activities of scientific journal writing for students to be able to provide the availability of quality articles. Benchmarking activities and management training for journal editing teams to maintain quality management and scientific journal publications. In addition, it is necessary to improve the reputation of scientific journals by paying attention to the Impact Factor; Index Journal, Ranking Journal, h-index, Number of Cites, & Percentage of Rejection Rates in managed journals.

AbstractScientific scholarly communication is subject to selection rules. In recent years, the issues around the assessment of research results has assumed a central role in academia. Despite recent efforts, by several initiatives both at national and international level, and the adoption of guidelines that emerged from the evaluation of research programs at European level, the measurement and evaluation of the quality of research still faces strong opposition from all bibliometric areas, in which the instruments available (amount of citations identified, the impact factor, and so on) are not appropriate to the humanities and social sciences. In particular, specific attention is paid today to the role of the book, which is a fundamental resource in the processes of scientific scholarly communication. In this regard this paper, written by Ginevra Peruginelli, analyses the missing link between the indicators and legal scholars' notions of quality, with reference to the role of the monograph in legal science.

We have estimated the ISI-impact factor of Acta Botanica Brasilica for the past six years, calculated the journal's h-index, calculated the journal's self-citation, examined country and institutions of origin of the papers that cite Acta papers, and examined scope and profile of the most-cited papers published by the journal. Results demonstrated a steep rise in impact factor and citation frequency in 2008, which is most encouraging, but also revealed that the journal is below the level of maturity expected of a 20-year old journal. Visibility of the journal is mostly national although, surprisingly, journal's self-citation of 12% is fairly low. We use Acta as an example to discuss possible strategies to enhance the international visibility of botanical journals that are newcomers to ISI.

Leaders have a very significant role in preventive action efforts, the spread of the Covid-19 Pandemic in the surrounding environment, this is related to the analysis of the impact of holding weddings in the Covid-19 pandemic and the role of leaders as role models in implementing health protocols in the community. Data collection techniques are in the form of literacy studies from several scientific journal references and book sources that are adapted to events in the field. The purpose of this study is to see how the impact of holding a wedding party and the role of community leaders in Angkasa Pura Village is. So that through the character education provided and exemplified by the leader, it is hoped that the community in the village can comply with the Covid-19 pandemic health protocol in organizing weddings.

Most scientometricians reject the use of the journal impact factor for assessing individual articles and their authors. The well-known San Francisco Declaration on Research Assessment also strongly objects against this way of using the impact factor. Arguments against the use of the impact factor at the level of individual articles are often based on statistical considerations. The skewness of journal citation distributions typically plays a central role in these arguments. We present a theoretical analysis of statistical arguments against the use of the impact factor at the level of individual articles. Our analysis shows that these arguments do not support the conclusion that the impact factor should not be used for assessing individual articles. In fact, our computer simulations demonstrate the possibility that the impact factor is a more accurate indicator of the value of an article than the number of citations the article has received. It is important to critically discuss the dominant role of the impact factor in research evaluations, but the discussion should not be based on misplaced statistical arguments. Instead, the primary focus should be on the socio-technical implications of the use of the impact factor.

ABSTRACT In this review article, the nature and uncertainties of the impact factor (IF) of scientific journals is discussed. Based on the citations of articles published in a journal during a given number of years, the impact factor has been used for purposes as different as that of evaluating the scientific journal, to helping to evaluate individual scientists, and as a tool for librarians to select journals for their collections. Many factors have been described which can influence the numerical value of the IF. Since the variability of the citation patterns in various scientific disciplines varies very much, caution is advised when using the IF for interdisciplinary comparisons or evaluations. As for the attempts to increase the IF, the opinion of the author is that the increase in quality of a scientific journal is the only true way for increasing the IF. The impact factor of a scientific journal is a measure illustrating the average number of times when its articles have been cited in scientific papers. The impact factor is frequently used as a reference to determine the journal relative importance within its field. As other scientific journals, we are consequently and legitimately wondering how to increase our own impact factor.
