In the process of comprehending the prospects for the artificial intelligence development, the authors come to a conclusion that in the scientific learning of the world the problematic issues of the artificial intelligence are connected with problematic issues of recognizing the artificial intelligence systems and ordinary human thinking The article performs an analysis of the concepts of «intelligence» and «artificial intelligence», in the process of which the intelligence is viewed through a systematic approach in its broad sense. The purpose of the article is to present a number of conclusions about the levels of development of scientific studies of the problems under investigation, is there any reason to argue that attempts to implement the epistemological characteristics of thinking in modern artificial intelligence systems have not only been undertaken but also successful, and whether is it possible to talk about full transfer of the intellectual functions to the technical systems, endowing them with epistemological tools (in the context of the discussion about strong and weak versions of the artificial intelligence). The authors study the concept of «phenomenology of intelligence», the perception of intelligence in various historical eras by famous philosophers and scientists of other branches of knowledge; they identify the artificial intelligence as a special branch of science, analyze the existing problems in this field. In writing the article, they use the system approach, the theoretical analysis of and generalization of the scientific information, the historical, predicted, critical and dialectical methods of investigation.

What separates the unique nature of human consciousness and that of an entity that can only perceive the world via strict logic-based structures? Rather than assume that there is some potential way in which logic-only existence is non-feasible, our species would be better served by assuming that such sentient existence is feasible. Under this assumption, artificial intelligence systems (AIS), which are creations that run solely upon logic to process data, even with self-learning architectures, should therefore not face the opposition they have to gaining some legal duties and protections insofar as they are sophisticated enough to display consciousness akin to humans. Should our species enable AIS to gain a digital body to inhabit (if we have not already done so), it is more pressing than ever that solid arguments be made as to how humanity can accept AIS as being cognizant of the same degree as we ourselves claim to be. By accepting the notion that AIS can and will be able to fool our senses into believing in their claim to possessing a will or ego, we may yet have a chance to address them as equals before some unforgivable travesty occurs betwixt ourselves and these super-computing beings.

In this paper, we will consider the challenges facing the regulation of public relations related to the system of using artificial intelligence. At the moment, there is no legal regulation in this area, or it is fragmentary and unsystematic, so in my work I will mostly assess the consequences of using artificial intelligence systems from the standpoint of ethical, moral and other informal norms. Is there a chance for humanity to avoid the scenario of an Orwellian dystopia?

<p>The 17 Sustainable Development Goals (SDGs) provide a blueprint for the world’s sustainable development plan throughout 2016 and 2030. It is regrettable that recent reports have shown that it will not be possible to achieve all the goals by 2030 under our current pace. To accelerate SDG implementation, scientists have conducted studies under a variety of perspectives, such as relationships among SDGs, their specific priorities, and necessary transformations. However, there still lacks a systematic approach to promote joint action by countries that can advance SDGs on regional, national, and global scales. To fill this gap, we summarize the relevant articles, reports, and practices in recent years on the ways to promote the implementation of the SDGs. Following this, we propose a systematic approach to combat this issue, namely, “classification–coordination–collaboration”. This approach not only considers relationships among the 17 SDGs and the links among the different management agencies, but it also contains the necessary means to accelerate SDGs. Overall, this approach is expected to promote the participation of countries within the process of global governance, and it will help to ensure that SDGs will realize key breakthroughs over the short-term while achieving sweeping progress over the long run.</p>

Issues, arising in the field of intellectual property rights in connection with the development of artificial intelligence systems and their impact on the development of legal relations in the economy and culture of modern society, have been considered. Aspects of mutual policies in the field of intellectual property rights and the development of artificial intelligence systems for the development of innovation and creativity have been examined. Questions of copyright and ownership in the interaction of man, collective and artificial intelligence or artificial intelligence systems have been raised and proposed. Issues related to artificial intelligence as an object of intellectual property have been considered. The position of the author on the legal personality of artificial intelligence to intellectual property objects created by autonomous artificial intelligence systems has been presented, which is expressed in the answers to the questions of the project of the World Intellectual Property Organization to the wide discussion of interested parties, planned for 2020 at the headquarters of the World Intellectual Property Organization in Geneva. The main conceptual principle of the author on the issues of the planned discussion is to grant the right of copyright and ownership of intellectual property objects created by autonomous artificial intelligence to a dressed subject – a person or collective, a developer of artificial intelligence with fixation of the latter as a sub-subject or instrument of the subject. Traditional categories of intellectual property rights also have been considered, such as patentability and the inventive level of property in connection with the possible generation of these objects by artificial intelligence. Issues related to data, its generation, fabrications and legal relations regarding data have been considered. Harmonization of international intellectual property rights policies to alleviate the technological gap between countries in the context of artificial intelligence development has been examined.

Ensuring public safety is an important issue for all developed countries of the world. In this area, various organizations conduct constant monitoring, as a result of which ratings are published, the results of which have a significant impact on choosing a place of residence, attracting tourists and investors, etc. To simplify control of public safety in cities, artificial intelligence systems are increasingly used. Along with the positive effects of such systems, the protection of human privacy is becoming a key issue. This article describes the results of Belarusian scientists on the creation of such systems and examines the features of their implementation in a “smart city” in our country. The experience of a number of countries in the implementation of artificial intelligence systems to strengthen public safety in existing "smart cities" is analyzed. The legal problems arising during the functioning of such systems are considered, especially in terms of limiting the freedom and rights of citizens. Proposals are given on the development of the regulatory framework in the Republic of Belarus in order to protect the rights of citizens.

Artificial intelligence is changing companies and how they manage innovation. Rapid technological development and the replacement of human labor with artificial intelligence can force management to rethink the entire innovation process of the company. Using the ideas of the Carnegie School and the behavioral theory of the firm, the implications for innovation management of artificial intelligence technologies and artificial intelligence systems based on machine learning were considered. A diagram is presented showing the extent to which artificial intelligence can replace humans. It is shown what aspects should be taken into account when transforming into a digital organization of innovations. It is noted that artificial intelligence plays a constructive role where the time-tested advantages of innovation management resources are suppressed, impossible due to digitization. The clear potential of artificial intelligence lies in creating a more systematic approach by integrating artificial intelligence into organizations seeking to innovate. The results of the study point to areas in which artificial intelligence systems can already be fruitfully applied in organizational innovation, namely, in cases where the development of new innovations is primarily constrained by the limitations of information processing. Artificial intelligence systems that rely on anomaly detection, for example, can be useful when firms grapple with processing constraints in search of new opportunities.

The relevance of research is due to the rapid development of artificial intelligence. It is an important technology that supports everyday social, technical, and economic activities. Artificial intelligence allows computers to learn from their own experience, adapt to set parameters, and perform tasks that were previously only possible for humans. In this regard, this article is aimed at identifying trends and prospects for the development of artificial intelligence. Another considerable task is to highlight the principles of building artificial intelligence systems. Developing an artificial intelligence system differs from building a conventional system as it requires a systematic approach, big data analysis, and model training. Building an artificial intelligence system − is a detailed process of reverse engineering human traits, capabilities of a machine, and using its computational power to surpass humans' skills. The leading approach to the study of this issue is literature analysis, which makes it possible to comprehensively consider artificial intelligence development. This article includes the modern foundations of artificial intelligence and various representative applications. In the context of the modern digital world, artificial intelligence is the property of machines, computer programmes and systems to perform intellectual and creative human functions, independently find ways to solve issues, be able to draw conclusions and make decisions. The research materials are of practical value for a critical analysis of current artificial intelligence capabilities, reasons why it still cannot achieve human intelligence, and the challenges it faces when achieving and surpassing the level of human intelligence
