What separates the unique nature of human consciousness and that of an entity that can only perceive the world via strict logic-based structures? Rather than assume that there is some potential way in which logic-only existence is non-feasible, our species would be better served by assuming that such sentient existence is feasible. Under this assumption, artificial intelligence systems (AIS), which are creations that run solely upon logic to process data, even with self-learning architectures, should therefore not face the opposition they have to gaining some legal duties and protections insofar as they are sophisticated enough to display consciousness akin to humans. Should our species enable AIS to gain a digital body to inhabit (if we have not already done so), it is more pressing than ever that solid arguments be made as to how humanity can accept AIS as being cognizant of the same degree as we ourselves claim to be. By accepting the notion that AIS can and will be able to fool our senses into believing in their claim to possessing a will or ego, we may yet have a chance to address them as equals before some unforgivable travesty occurs betwixt ourselves and these super-computing beings.

Ancient beliefs such as astral projection, human possession, abduction and other similar are not only universal, taught by all religions, but also used as premises for core believes/expectations, such as after-life, eternal damnation, reincarnation, and many others. Transferring Consciousness to a Synthetic Body is also a feature of interest in our actual knowledge, both religious as for science. If immortality were an option, would you take it into consideration more seriously? Most people would probably dismiss the question since immortality isn’t a real deal to contract. But what if having eternal life was a possibility in today’s world? The possibility of the transfer of human consciousness to a synthetic body can soon become a reality, and it could help the world for the better. Thus, until recently, the subject was mostly proposed by religion(s) and saw as a spiritual [thus, not ‘materially real’ or ‘forthwith accomplishable’] proposal therefore not really fully engaged or trust if not a religious believer. Now, technology is evolving, and so are we. The world has come to a point where artificial intelligence is breaking the boundaries of our perception of human consciousness and intelligence. And with this so is our understanding about the ancient question ‘who are we?’ concerning consciousness and how this human feature sticks to our body or it can become an entity beyond the material flesh. Without being exhaustive with the theme's development [leaving enough room for further investigations], we would like to take it for a spin and see how and where the religious and neuroscience realms intersect with it for a global, perhaps holistic understanding. Developments in neurotechnology favor the brain to broaden its physical control further the restraints of the human body. Accordingly, it is achievable to both acquire and provide information from and to the brain and also to organize feedback processes in which a person's thoughts can influence the activity of a computer or reversely.

In the process of comprehending the prospects for the artificial intelligence development, the authors come to a conclusion that in the scientific learning of the world the problematic issues of the artificial intelligence are connected with problematic issues of recognizing the artificial intelligence systems and ordinary human thinking The article performs an analysis of the concepts of «intelligence» and «artificial intelligence», in the process of which the intelligence is viewed through a systematic approach in its broad sense. The purpose of the article is to present a number of conclusions about the levels of development of scientific studies of the problems under investigation, is there any reason to argue that attempts to implement the epistemological characteristics of thinking in modern artificial intelligence systems have not only been undertaken but also successful, and whether is it possible to talk about full transfer of the intellectual functions to the technical systems, endowing them with epistemological tools (in the context of the discussion about strong and weak versions of the artificial intelligence). The authors study the concept of «phenomenology of intelligence», the perception of intelligence in various historical eras by famous philosophers and scientists of other branches of knowledge; they identify the artificial intelligence as a special branch of science, analyze the existing problems in this field. In writing the article, they use the system approach, the theoretical analysis of and generalization of the scientific information, the historical, predicted, critical and dialectical methods of investigation.

At the moment, there is no legal regulation in this area, or it is fragmentary and unsystematic, so in my work I will mostly assess the consequences of using artificial intelligence systems from the standpoint of ethical, moral and other informal norms. Is there a chance for humanity to avoid the scenario of an Orwellian dystopia?

Issues, arising in the field of intellectual property rights in connection with the development of artificial intelligence systems and their impact on the development of legal relations in the economy and culture of modern society, have been considered. Aspects of mutual policies in the field of intellectual property rights and the development of artificial intelligence systems for the development of innovation and creativity have been examined. Questions of copyright and ownership in the interaction of man, collective and artificial intelligence or artificial intelligence systems have been raised and proposed. Issues related to artificial intelligence as an object of intellectual property have been considered. The position of the author on the legal personality of artificial intelligence to intellectual property objects created by autonomous artificial intelligence systems has been presented, which is expressed in the answers to the questions of the project of the World Intellectual Property Organization to the wide discussion of interested parties, planned for 2020 at the headquarters of the World Intellectual Property Organization in Geneva. The main conceptual principle of the author on the issues of the planned discussion is to grant the right of copyright and ownership of intellectual property objects created by autonomous artificial intelligence to a dressed subject – a person or collective, a developer of artificial intelligence with fixation of the latter as a sub-subject or instrument of the subject. Traditional categories of intellectual property rights also have been considered, such as patentability and the inventive level of property in connection with the possible generation of these objects by artificial intelligence. Issues related to data, its generation, fabrications and legal relations regarding data have been considered. Harmonization of international intellectual property rights policies to alleviate the technological gap between countries in the context of artificial intelligence development has been examined.

Ensuring public safety is an important issue for all developed countries of the world. In this area, various organizations conduct constant monitoring, as a result of which ratings are published, the results of which have a significant impact on choosing a place of residence, attracting tourists and investors, etc. To simplify control of public safety in cities, artificial intelligence systems are increasingly used. Along with the positive effects of such systems, the protection of human privacy is becoming a key issue. This article describes the results of Belarusian scientists on the creation of such systems and examines the features of their implementation in a “smart city” in our country. The experience of a number of countries in the implementation of artificial intelligence systems to strengthen public safety in existing "smart cities" is analyzed. The legal problems arising during the functioning of such systems are considered, especially in terms of limiting the freedom and rights of citizens. Proposals are given on the development of the regulatory framework in the Republic of Belarus in order to protect the rights of citizens.

This chapter focuses on artificial intelligence (AI). The development of machine intelligence can directly improve governance, because progress in AI can help in assessing policy consequences. More substantial machine intelligence can process data, generate hypotheses about the effects of past policy, and simulate the world to predict the effects of future policy. Thus, it is more important to formulate a correct policy toward AI than toward any other rapidly advancing technology, because that policy will help advance beneficial policies in all other areas. The holy grail of AI is so-called strong AI, defined as a general purpose intelligence that approximates that of humans. The correct policy for AI—substantial government support for Friendly AI—both promotes AI as an instrument of collective decision making and helps prevent the risk of machine takeover.

Representatives of the industry of development and application of artificial intelligence technologies are increasingly aware of both the opportunities and risks associated with the use of AI. However, there is no consensus in society on the control and oversight processes that should be introduced to ensure safe deployment of AI systems. In general, it can be stated that as the number of systems with artificial intelligence that process citizens personal data increases, the issue of the ethics of their use for various purposes is increasingly coming up. Further progress is impossible without forming the ethical basis for the use of artificial intelligence systems and the principles of processing personal data. Public legal institutions are already actively involved in the ethical regulation of artificial intelligence. However, we should also remember that excessive restrictions on access to data can slow down the development of artificial intelligence technologies, which the tech giants constantly pay attention to. A well-thought-out legal framework in the field of artificial intelligence technologies and its application will allow maintaining a balance between regulating the volume and degree of anonymity of personal data without imposing numerous prohibitions. But such legislation, unfortunately, has not yet been created in any country of the world.

The article presents a literature review of the databases such as PubMed, MEDLINE, Springer eLIBRARY and found via Google Scholar relevant Russian scientific articles. Articles were searched using the keywords: “breast cancer”, “artificial intelligence”, “screening”. The information obtained was then pooled, structured and analyzed in order to review the current state and problems in the field of breast cancer screening and application of artificial intelligence systems in this field in the world and in Russia. The possibility of applying artificial intelligence technologies for breast cancer screening in Russian healthcare system is discussed

This chapter explores how future technologies might impact on human consciousness. It begins by discussing how new techniques are continuing to add to the understanding of the human mind. There are many exciting technologies available now to the neuroscientist, such as genomic analysis, optogenetics, gene editing, and brain organoids. To what extent could such technologies be used to investigate the model of human consciousness outlined in this book? The chapter then considers whether artificial intelligence might come to rival that of human beings, and possible interfaces between human and machine intelligence. Our growing ability to develop functioning robots raises the question of whether an artificial human brain might be used to control such a robot, creating in effect a cyborg. However, the creation of such an entity could make a big difference in terms of an artificial brain’s sense of identity in the world, as well as its rights.
