Existing asymmetric encryption algorithms involve the storage of a secret private key, authorized access to which, as a rule, is carried out upon presentation of a password. Passwords are vulnerable to social engineering and human factors. Combining biometric security techniques with cryptography is seen as a possible solution to this problem, but any biometric cryptosystem should be able to overcome the small differences that exist between two different implementations of the same biometric parameter. This is especially true for dynamic biometrics, when differences can be caused by a change in the psychophysiological state of the subject. The solution to the problems is the use of a system based on the "biometrics-code" converter, which is configured to issue a user key after presentation of his/her biometric image. In this case, the key is generated in advance in accordance with accepted standards without the use of biometric images. The work presents results on using thermal images of a user for reliable biometric authentication based on a neural network "biometrics-code" converter. Thermal images have recently been used as a new approach in biometric identification systems and are a special type of biometric images that allow us to solve the problem of both the authentication of the subject and the identification of his psychophysiological state. The advantages of thermal imaging are that this technology is now becoming available and mobile, allowing the user to be identified and authenticated in a non-contact and continuous manner. In this paper, an experiment was conducted to verify the images of thermograms of 84 subjects and the following indicators of erroneous decisions were obtained: EER = 0.85 % for users in the "normal"state.

А new approach to policy-making in the field of economic reforms in modernizing countries (on the sample of SME promotion) is the subject of this article. Based on summarizing the ten-year experience of de-bureaucratization policy implementation to reduce the administrative pressure on SME, the conclusion of its insufficient efficiency and sustainability is made. The alternative possibility is the positive reintegration approach, which provides multiparty policy-making process, special compensation mechanisms for the losing sides, monitoring and enforcement operations. In conclusion matching between positive reintegration principles and socio-cultural factors inherent in modernization process is provided.

The nature of social organization during the Orcadian Neolithic has been the subject of discussion for several decades with much of the debate focused on answering an insightful question posed by Colin Renfrew in 1979. He asked, how was society organised to construct the larger, innovative monuments of the Orcadian Late Neolithic that were centralised in the western Mainland? There are many possible answers to the question but little evidence pointing to a probable solution, so the discussion has continued for many years. This paper takes a new approach by asking a different question: what can be learned about Orcadian Neolithic social organization from the quantitative and qualitative evidence accumulating from excavated domestic structures and settlements? In an attempt to answer this question, quantitative and qualitative data about domestic structures and about settlements was collected from published reports on 15 Orcadian Neolithic excavated sites. The published data is less extensive than hoped but is sufficient to support a provisional answer: a social hierarchy probably did not develop in the Early Neolithic but almost certainly did in the Late Neolithic, for which the data is more comprehensive. While this is only one approach of several possible ways to consider the question, it is by exploring different methods of analysis and comparing them that an understanding of the Orcadian Neolithic can move forward.

Abstract One of the most common and most dangerous hazards in underground coal mines is fire hazard. Mine fires can be exogenous or endogenous in nature. In the case of the former, a particular hazard is posed by methane fires that occur in dog headings and longwalls. Endogenous and exogenous fires are large hazard for working crew in mining headings and cause economics losses for mining plants. Mine fires result in emission of harmful chemical products and have a crucial impact on the physical parameters of the airflow. The subject of the article concerns the analysis of the consequences of methane fires in dog headings. These consequences were identified by means of model-based tests. For this purpose, a model was developed and boundary conditions were adopted to reflect the actual layout of the headings and the condition of the atmosphere in the area under analysis. The objective of the test was to determine the effects of methane fires on the chemical composition of the atmosphere and the physical parameters of the gas mixture generated in the process. The results obtained clearly indicate that fires have a significant impact on the above-mentioned values. The paper presents the distributions for the physical parameters of the resulting gas mixture and the concentration of fire gases. Moreover, it shows the distributions of temperature and oxygen concentration levels in the headings under analysis. The methodology developed for the application of model-based tests to analyse fire events in mine headings represents a new approach to the problem of investigating the consequences of such fires. It is also suitable for variant analyses of the processes related to the ventilation of underground mine workings as well as for analyses of emergency states. Model-based tests should support the assessment of the methane hazard levels and, subsequently, lead to an improvement of work safety in mines.

Uusaja teaduse kujunemiseks vajaliku pöörde maailmavaateliste eeldustena tuleb käsitleda: (1) põhimõtteliselt uut subjekti ja objekti käsitust; (2) täiesti uut väärtusruumi, uut teaduse ideoloogiat (ilmalikkus, kriitiline vaim, tõesus ja praktiline kasulikkus); (3) tunnetuslaadi muutust — kontemplatsioonilt interventsioonile, kvaliteedi kirjeldamiselt kvantiteedi uurimisele; (4) looduse käsitlemist Kosmose asemel seaduspäraselt korrastatud objektide “väljana”. This F. Bacon's aphorism in its original ambiguity is the most condensed belief that draws a distinctive essential line between ancient and medieval understanding of science and scientific knowledge on one hand and modern understanding on the other. The author aims at providing, as far as possible, an integral overview of emerging of the industrially (technologically) orientated type of knowledge of modern times. Ideological/philosophical preconditions of the change necessary for emerging of modern science are: (1) a fundamentally new approach to the subject and object; (2) a completely new system of values, a new ideology of science (secularity, critical spirit, trueness and utilitarianism); (3) a change in manner of cognizance - from contemplation to intervention, from describing quality to studying quantity; (4) treating nature as a naturally organised "field" of objects instead of the Cosmos. Emerging of a new style of cognizance - bringing together of empirical and theoretical cognition, the devise of the hypothetical-deductive method by Galilei, replacement of speculations abstract and synthetic-textual in nature with objective study of the structure, regularity and causality of the object of study, establishment of the doctrine of universal natural laws etc - constituted a new type of knowledge. Knowledge as a copy of the visible world is replaced by knowledge as an analytical reconstruction of the regularity of natural objects. It is so-called dispositive knowledge, morphologically mathematical, originally experimental and aimed at control and alteration of natural objects.

To improve outcomes in statistics education - namely the acquisition of statistical literacy - we need a new approach to how the subject is delivered in psychology and behavioral sciences. To do this, key indicators and impacts of barriers to learning statistics can be utilized from existing evidence from recent findings on statistical literacy. Using these, this paper proposes nine elements seen as critical for improving the delivery and associated outcomes for statistics teaching in higher education. Each of the nine elements may be systematically assessed and translated for wider use if effective.

This paper tries to explore that, Action Research is a supplementary source for English Language Teachers to bring out better teaching outcome of the teachers and better learning outcomes of the students. In the current scenario, apart from the syllabus, English Language teachers expect a supplementary source to follow a new strategy in order to satisfy the expectations of the students inside the classroom. They face many challenges in the classroom and one of the important problems is to draw continuous involvement of the students as well as to create good understanding of the subject in the classroom. In this connection, Action Research helps the teachers to explore effective teaching strategy in the classroom. This Action Research is integrated with a new approach called MUSE (Manageable, Urgent, Significant and Engaging), that helps the teachers to plan effectively. Besides, it is an exploratory or activity based classroom research and so it encourages the students to learn effectively and understand clearly with more involvement in the classroom. This study suggests a need for the supplementary source and it also focuses on Action Research to aid the teachers.

In recent years, embodied cognition has become a new approach in the field of cognitive psychology. The shift in cognitive psychology from a focus on the brain to a focus on the human body, just as from the disembodied cognition to the embodied cognition is valuable for many fields related to cognitive science including product design and its method. With Gibson’s theory of affordances, embodied cognition is a perfect explanation of today’s products guided by the idea of intuitive design and its logic. On the premise of embodied cognition, it is the “Mind-Body complex” that serves as the subject of behavior and interaction, the basis of “natural interaction” in Intelligent age, and the foundation for building a more complete theory of “user experience”. Based on the embodied cognitive, the method of design and its research should put more emphasis on specific tools.

So contended Edmund Burke in the House of Commons, during a May 1770 speech that ridiculed the government's American policy. It was not the first time Burke raised the subject of this 1543 statute. He had asked—rhetorically—during debates two weeks before, “The Act of Henry VIII. Did you mean to execute that?” He then answered his own question, the scorn beneath it probably apparent to all. “You showed your ill will to America, at the same time you dared not execute it.” Burke hoped that by shaming the ministry he might be able to push through a set of resolutions condemning its policies, which could open the way for a new approach to imperial management. He failed, but that did not mean he had been wrong about the futility of threatening to resurrect an old statute to intimidate protesting Americans.
