Digital public sphere is immersed in the present conjuncture of accelerated transformation and probable rupture, which certainly will affect the way we exercise our citizenship in contemporary times. This social and political tsunami is partly based on the change of paradigm of Web 2.0 or Social Web to Web 3.0 or Semantic Web. To clarify such a process, this paper discusses some of the key issues and theoretical positions on public space, from seminal Habermas’s perspective to new problematics raised by the networked society. The author suggests the construction of a Sociological Ontology of Social and Semantic Web, based on a Semantic-Logical Sociology and Methodology. These procedures are applied through the analysis and hermeneutics of a Wikipedia page entitled ‘Web 2.0’, where sociological experimental tools are used, as Semantic-Logical fields, trees and networks, central and peripheral concepts, and trichotomies.

“Certain sounds, even when they are loud or heard from close by, conjure small sources.” Small sounds, as Chion (2016) describes them in this quote, usually appear in intimate or contained settings, where their relatively low strength will not be spoiled by the masking effects of a noisy public sphere. What happens, however, when they are shared with an audience in a concert venue? Privileging a distributive understanding of agency, I explore the interactions of instruments, techniques, and processes through which the composer Clara Iannotta (b. 1983) brings small sounds to the public space of the concert hall in the first minute of her composition Intent on Resurrection – Spring or Some Such Thing (2014). By articulating the technological means harnessed to allow for the qualities of small sounds to emerge, I reveal the conditions that are required for sound to be recognized and experienced as intimate. Along the way, I draw connections between the amplification aesthetics of Iannotta’s work and Hyperrealist art, and theorize the concept of the “grain of the instrument” drawing on ideas from Roland Barthes, Pierre Schaeffer, and Brian Kane.


Semantic Web technology is not new as most of us contemplate; it has evolved over the years. Linked Data web terminology is the name set recently to the Semantic Web. Semantic Web is a continuation of Web 2.0 and it is to replace existing technologies. It is built on Natural Language processing and provides solutions to most of the prevailing issues. Web 3.0 is the version of Semantic Web caters to the information needs of half of the population on earth. This paper links two important current concerns, the security of information and enforced online education due to COVID-19 with Semantic Web. The Steganography requirement for the Semantic web is discussed elaborately, even though encryption is applied which is inadequate in providing protection. Web 2.0 issues concerning online education and semantic Web solutions have been discussed. An extensive literature survey has been conducted related to the architecture of Web 3.0, detailed history of online education, and Security architecture. Finally, Semantic Web is here to stay and data hiding along with encryption makes it robust.


Rich Internet Applications (RIAs) are considered one kind of Web 2.0 application; however, they have demonstrated to have the potential to transcend throughout the steps in the Web evolution, from Web 2.0 to Web 4.0. In some cases, RIAs can be leveraged to overcome the challenges in developing other kinds of Web-based applications. In other cases, the challenges in the development of RIAs can be overcome by using additional technologies from the Web technology stack. From this perspective, the new trends in the development of RIAs can be identified by analyzing the steps in the Web evolution. This chapter presents these trends, including cloud-based RIAs development and mashups-rich User Interfaces (UIs) development as two easily visible trends related to Web 2.0. Similarly, semantic RIAs, RMAs (Rich Mobile Applications), and context-aware RIAs are some of the academic proposals related to Web 3.0 and Web 4.0 that are discussed in this chapter.

There has been significant research in the private sector towards systematic exploitation of the emerging Web 2.0/Web 3.0 and social media paradigms. However, not much has been achieved with regards to the embodiment of similar technologies. Currently, governments and organizations are making considerable efforts, trying to enhance citizens' participation in decision-making and policy-formulation processes. This chapter presents a novel policy analysis framework, proposing a Web-based platform that enables publishing content and micro-applications to multiple Web 2.0 social media and collecting citizens' interactions (e.g. comments, ratings) with efficient use of Application Programming Interfaces (APIs) of these media. Citizens' opinions and interactions can then be processed through different techniques or methods (Web analytics, opinion mining, simulation modeling) in order to use the extracted conclusions as support to government decision and policy makers.

The Semantic Web concept is an extension of the web obtained by adding semantics to the current data representation format. It is considered a network of correlating meanings. It is the result of a combination of web-based conceptions and technologies and knowledge representation. Since the internet has gone through many changes and steps in its web versions 1.0, 2.0, and Web 3.0, this last call of smart web, the concept of Web 3.0, is to be associated with the Semantic Web, since technological advances have allowed the internet to be present beyond the devices that were made exactly with the intention of receiving the connection, not limited to computers or smartphones since it has the concept of reading, writing, and execution off-screen, performed by machines. Therefore, this chapter aims to provide an updated review of Semantic Web and its technologies showing its technological origins and approaching its success relationship with a concise bibliographic background, categorizing and synthesizing the potential of technologies.

The emergence of Web 2.0, the read/write social web, has prompted a momentous change in the way library users seek information, communicate, and collaborate. This trend is affecting the usability and relevance of libraries as the epicentres of information and knowledge. It is essential, therefore, that libraries adopt this technology to fit their services and products as closely as possible to the emerging lifestyles of the users. The application of Web 2.0 tools to conceptualise and deliver library services in developed countries is widely documented. In Africa, however, literature on this subject remains scanty. The authors conducted a reality check of the current status of the application of Web 2.0 tools in libraries, assessed the current impact of Web 2.0 on library services, identified the challenges African libraries face while adopting Web 2.0, and proposed ways to use Web 2.0 tools effectively in libraries in Africa.

After having shifted from Web 1.0 to Web 2.0, scientists welcome the advent of Web 3.0, an environment where meaning is added to data. While in the Semantic Web people are no longer users, but part of the emerging applications, producers, subjects and beneficiaries of the Big Data, however, opaque processing of personal data poses tremendous risks and dangers for individuals. Given the new era of Big Data this paper studies firms’ purposes and practices to detect some emerging privacy risks. Moreover, theories that deal with social networks are examined to conclude that, even if people state that they value their privacy, however, they often disclose a huge volume of personal information. Taking into account that today’s European concept of privacy is conceptualized in negative terms this paper also proposes the implementation of trust and loyalty into the privacy concept through flexible fiduciary laws. Furthermore, data portability is discussed to detect its potential as a strategic feature, a key tool that will enhance trust. Finally, further scenarios and proposals are submitted, in our attempt to answer the question whether the European concept of privacy could be re-shaped for the benefit of individuals.
