The article deals with the development of Arctic entrepreneurship in the Russian Federation. The development of the Arctic territories at the present stage is of increased interest to almost all world powers, since the Arctic region is becoming of strategic importance for strengthening the national security of states, so this issue is paying attention to both russian and foreign researchers. The main indicators of small business development in the Arctic zone of the Russian Federation are analyzed. It is concluded that small business is developing unevenly across the Arctic regions of the Russian Federation. According to the level of small business development, there are two groups of territories. The first category includes the Nenets autonomous district, Yamalo-Nenets and Chukotka autonomous districts, where the development of the business sector is significantly lower than in other regions. The second group includes the Krasnoyarsk territory, Murmansk and Arkhangelsk regions, where Arctic entrepreneurship is well developed. This division explains the features of small business development, taking into account the natural-climatic, geographical and socio-economic features of the Arctic territories. Proposals aimed at the development of Arctic entrepreneurship and Arctic territories are formulated. Entrepreneurship in the Arctic zone is a necessary condition for the development of these territories. It is necessary to create small mobile points for the delivery of essential goods and services, provide services in the field of cultural and educational activities, provide additional educational services, and develop social and transport infrastructure. An important direction for the development of Arctic entrepreneurship can be an innovative sphere aimed at the production of goods and services that increase energy conservation. Additional measures are required to support entrepreneurship in this area, including programs for the development of business of indigenous minorities.

Relevance and purpose of the work. In modern conditions of activating state support for small business development in the Russian Federation and the spread of regional practices, new generalizations and conclusions about the stages and institutions of modern business development in the form of small business are required. In accordance with this, the purpose of the study was formulated - to identify the stages and describe the regional model of small business development institutions. Object of study - the Republic of Tatarstan (RT). Materials and methods. A quantitative description of the number of small businesses in a comparative assessment with medium and large businesses based on the calculation of indicators of the relative size of the structure of small businesses (OVSmp), growth rates (Tpr). Characteristics of the stages of small business development in the Russian Federation by the method of verbal description of criteria. Comparative functional analysis of small business development institutions in the Russian Federation with detailing at the meso-level in descriptive modeling of a regional model of small business development institutions in the Republic of Tajikistan. In the presentation of the results, gauge-analytical methods were used - tables and figures. Results and conclusions. According to the results of a retrospective analysis of the stages of small business development, an impact on the change in the number of small business enterprises of state support is found. The most productive in the context of the development of small business is the period of 1992-1995. Within the framework of foreign trends in the development of state support for small businesses in the Republic of Tajikistan, a federal program of state support for small businesses is being implemented on co-financing terms, within which business incubators are supported; export-oriented small business; fund of assistance to small enterprises in the scientific and technical field.

The results of the statistical analysis of institutional quality impact on the rate of small business’ development in the regions of the Russian Federation are presented in the article. The methods of correlation analysis, multi-dimensional medium, card positioning have been used in the study. The sample included all the subjects of RF, except for Moscow and St. Petersburg. The author concludes that the regions are poorly differentiated according to the quality of institutions and in a medium degree - with respect to density distribution of SB. It is shown that SB does not affect the development of middle class in Russia. Every third region has institutional quality and density distribution of SB below the average.

The article considers main trends in the small business of the Altay Territory according to results of 2011 and 2016 full-scale observations that follow the results of activities of small and medium-sized enterprises in 2010 and 2015.In the introduction, the author argues the relevance of the economic and statistical analysis of small business, which is essential for its support, as it is one of the government’s priority areas of activity at all levels when it comes to solving problems of socio-economic development. There are characteristics of information support of the analysis related to the implementation of the Federal Law No. 209-FZ from July 24, 2007 «On small and medium business development in the Russian Federation» and the Order of the Government of the Russian Federation No. 201-r from February 14, 2009.The body of the article successively focuses on some areas of analysis - from the general characteristics of small businesses to the factual analysis of individual aspects of activities of the economic entities under review (headcount, wages and revenues, fixed assets and the scope of investment activities). The features of small enterprises development by economic activity are analyzed separately. An integrated indicator of structural differences is used to assess the significance of structural changes in small businesses. A cluster analysis of the Altay Territory municipalities was carried out and they were rated according to the small business development level. In addition, the author assessed the contribution of small business of the Altay Territory to the development of small business in the Siberian Federal District and the Russian Federation.The final section of the article draws conclusions from the authors’ own specific analysis that points to both positive and negative trends in the development of small business in the Altay Territory.

In the modern period of the widespread processes of globalization, integration and rapid migration, complicated foreign policy relations of a number of states belonging to transnational blocs defending opposing interests, of course, the problem of effectively countering terrorist and extremist activities, as well as preventing the spread of relevant ideologies, is becoming particularly acute. The international community, realizing the danger of terrorism and striving to develop effective measures to prevent it, has adopted a number of documents, which include United Nations conventions (for example, the International Convention for the Suppression of the Taking of Hostages, the International Convention for the Suppression of Terrorist Bombings, the International Convention for the Suppression of financing of terrorism). The increased importance of this type of crime is also confirmed by the consolidation in federal legislation of the relevant concepts and forms in which the considered illegal activity can be carried out, the methods of its prevention and sanctions used for committing offenses of an extremist and terrorist nature. The main normative legal acts in this area are the federal laws of July 25, 2002 No. 114-FZ “On Countering Extremist Activity” and of March 6, 2006 No. 35-FZ “On Countering Terrorism.” For the purposes of criminal law enforcement of countering terrorism and in the interests of fulfilling international obligations, the Criminal Code of the Russian Federation of June 13, 1996 (as amended on November 28, 2015, hereinafter referred to as the Criminal Code of the Russian Federation) establishes responsibility for the commission of crimes against international security.

This study is dedicated to assessing the factors of entrepreneurship that contribute or impede the development of small business in the regions. The study aims at displaying the factors of entrepreneurship in Russia through statistical indicators and determining their impact on the development of small enterprises in the regions with different conditions and development. At the first stage of the study, two groups of regions with the most favorable and unfavorable conditions for the development of small business were identified by using the multivariate comparative analysis. At the second stage, the entrepreneurship factors in the form of statistical indicators were divided into four groups: political, economic, socio-cultural, and technological-innovative. Using the correlation analysis, the factors that had the strongest impact on the development of small business in the regions were determined. These factors were compared to the results of monitoring the entrepreneurship in world countries and Russia. The difference between the results of the statistical analysis and the results of the entrepreneurs’ surveys has been revealed. During the study it has been determined that depending on a region and its development, one and the same factor of entrepreneurship can influence small businesses in different ways. It has also been substantiated that it is impossible to correctly compile a general list of entrepreneurship factors for the Russian regions. It is necessary to monitor the opinions of entrepreneurs and carry out the statistical analysis of factors for each group of regions that are similar in their development. The conclusions of the study can be used as theoretical basis for studying the problems of developing small business in the regions.

Introduction. There are not enough studies dealing with the assessment of impact of socio-economic factors on the health of the population at the interregional level. However, the instability of the economic situation requires a periodic repetition of such researches. The aim of the study is to establish the relationship between the children’s disability prevalence and the main indices characterizing socio-economic situation in the Russian Federation. Materials and methods. Official data on the prevalence of disability in children aged 0-17 years and the level of basic indices characterizing the socio-economic situation in the country were analyzed in the context of 83 constituent entities of the Russian Federation for the period 2017-2019. The socio-economic characteristics of the population were the unemployment rate, monetary income, housing conditions, and consumption of basic food products. Spearman rank correlation method was used to determine the links. Results. It was established that there is still significant interregional variability in the prevalence of children’s disability both in Federal districts and in the subjects of the Federation. It’s been revealed various degrees of severity correlation between the childrens’ disability prevalence in the subjects of the Russian Federation and many socio-economic factors including unemployment; average per capita monetary income of the population; the proportion of the population with monetary incomes below the subsistence minimum; total area of residential premises, which is on average per inhabitant; the share of young families registered as needing housing, from the total number of family cells with children under 18 years; consumption of cheaper food. Conclusion. The results should be taken into account in the development of programs for the children’s disability prevention; full responsibility should not been placed on the healthcare system only.
