The authors discuss the features of transnational criminal activity on the example of one of its varieties in the Siberian Federal District of the Russian Federation to highlight the criminal situation and criminal activity associated with illegal crossing of the Russian Federation state border. For the analysis of the specified criminal activity, sentences of courts of the District were studied and analyzed. The geographical factors influencing implementation of this criminal activity in the constituent entities of the Siberian Federal District, ways of crime concealment, combinatorics of various crimes and offences in the course of implementation of criminal activity, and also its long-term character showing in some cases are considered. Discussion of this issue can contribute to a more effective investigation of the considered category of crimes

Presented is the analysis of brucellosis incidence among humans and animals in the Russian Federation in 2018. Epizootiological situation in the regions of developed animal husbandry remains reasonably tense. In 2018, as in previous years, the foci of bovine cattle and small ruminant brucellosis were registered in the North Caucasian, Southern Federal Districts, Volga and Siberian Federal Districts, the share of which made up to more than 90% of all registered in Russia potentially hazardous as regards brucellosis areas and cases of the disease in animals. Against the background of long-term unfavorable epizootic condition, the incidence of brucellosis over the past three years was, on average, 14 % lower than the average long-term indicators. The greatest number of cases (94.1 % of the overall Russian incidence) is registered in the administrative subjects of the North Caucasus Federal District, Southern Federal District and Siberian Federal District, which have the maximum levels of brucellosis incidence in cattle (88.9 %) and small ruminants (95 %). In 2019, persistence of epidemiological problems in regard to brucellosis in the subjects of the North Caucasus Federal District (primarily the Republic of Dagestan, Stavropol Territory), the Southern Federal District (the Republic of Kalmykia, Volgograd and Astrakhan Regions), and the Siberian Federal District (the Tuva Republic, the Omsk and Tyumen Regions) is predicted. The number of human cases of brucellosis may be within the range of 290–310 cases (intensive incidence rate per 100 thousand population – 0.21).

Objective is to analyze the incidence of Siberian tick typhus (STT) in the Russian Federation over the period of 2010–2020, Astrakhan spotted fever (ASF) and Mediterranean fever (MF) since the official registration, and to forecast the development of the epidemic process for endemic rickettsioses for 2021. The analysis of the incidence of STT, ASF and MF in Russia for the period of 2010–2020, 2013–2020 and 2014–2020, respectively, has been carried out. The forecast of endemic rickettsioses morbidity in the European and Asian parts of Russia for 2021 has been made. The average long-term incidence of STT for 2010–2020 in the Russian Federation as a whole was 1.04 (CI95 1.02÷1.05) 0/0000, with no tendency to change. The maximum relative incidence of STT is typical for the Siberian Federal District (SFD), where the average long-term incidence rate for 2010–2020 was 6.20 (CI95 6.08÷6.31) per 100 thousand of the population. The Far Eastern Federal District (FEFD) – 4.70 (CI95 4.53÷4.87) 0/0000 came in second place, the third place was taken by the Ural Federal District (UFD) – 0.08 (CI95 0.07÷0.10) 0/0000. When assessing the 11-year dynamics of the relative incidence of STT by the Federal Districts, we have detected a tendency to its stabilization in the SFD and the FEFD. In the UFD, a significant downward trend was revealed. The upward trend in the incidence of STT remained in the Altai Republic. Major decline in STT incidence was observed in the Kurgan Region, Trans-Baikal Territory, Krasnoyarsk Territory, and the Republic of Khakassia. There was a declining trend in the incidence of Astrakhan spotted fever in the Astrakhan Region and the Republic of Kalmykia. In the Republic of Crimea and the city of Sevastopol there is no trend to increase the incidence of Mediterranean fever.

The present article analizes the prevalence of arterial hypertension, features of distribution of the various BP levels, efficiency of its medicamental control in the adult unorganized population of 25–64 years old of the Western Siberian city during one-stage epidemiological research carried out within the framework of the ESSAY Russian Federation-2012 (Epidemiology of Cardio Vascular diseases in regions of the Russian Federation). The unfavorable epidemiological situation was established concerning arterial hypertension in the surveyed population. The received results prove expediency of population strategy of arterial hypertension prevention in the studied group of the population.

This article analyses the migration and investment activity processes in constituent entities of the Russian Federation located in the Siberian Federal District (SFD). The research was performed on the basis of official statistical data with geographical visual reference. The study was performed in the mono-specialized cities of SFD regions on the basis of official statistics within the context of the creation of Priority Social and Economic Development Areas (PSEDA). A negative migration balance is registered in SFD regions and mono-specialized settlements. Investment activity in SFD territories, their regional potentials and risks were analyzed. Krasnoyarsk Territory, Tomsk Region, Irkutsk Region, Novosibirsk Region, and Kemerovo Region stand out among the SFD regions by their investment activity level and social and economic development. At the current stage of social and economic development, Priority Social and Economic Development Areas can be successfully created in the regions which are the most developed both industrially and innovatively and in the mono-specialized settlements with the most favorable start conditions.

Abstract The article is discussing the Priority Social and Economic Development Areas (PSEDAs) which are formed in the Siberian part of the Russian Federation (Siberian Federal District and the Baikal region). One of the goals for the PSEDAs formation is the diversification of mono-specialized towns and the reduction of their reliance on the city-forming enterprises. A typology of mono-settlements was carried out and the areas of activity that receive support within the framework of this mechanism in Siberia were presented.

The authors present a method of assessing the risk of nature management and its mapping in the Russian Federation constituent entities and those of the Siberian Federal District. The assessments were carried out for a comprehensive analysis of the Russian Federation Districts as a single administrative-territorial entity according to their own established factors of environmentally dangerous processes and the parameters of protection against natural disasters. The risk of nature management equally depends on both the type of the danger and the protection against natural disasters, in other words – on both the natural and socio-economic situation in the Russian Federation Districts. In many cases, the indicator of protection against natural disasters plays even a leading part, since its assessment includes current socio-economic characteristics that determine the real ability of management structures to predict and deal with the consequences of natural disasters, as well as psychological indicators, i.e. the will and sequence of the managers’ actions in making specific resolutions on environmental management under risky conditions.

The approaches to understanding the concept of ‘economic security of a region’ have been systemized in the article; the terms have been extended due to the introduction of the concept of ‘economic security of a digital infrastructure of a region’, and the modern innovative mechanisms for ensuring the economic security of a region in the context of digital transformation have also been summarized. The most typical threats to economic security for the regions of the Volga Federal District of the Russian Federation in the context of digitalization have been highlighted in the article. The conclusion has been made about the economic security goals of the region, which directly depend on the regional characteristics of the use of digital technologies and the long-term needs of society.

background. The analysis of the quality of medical care for children with cancer is based on statistical data. Evaluation of the results obtained is also the basis of the strategy for the development of medical care for this category of patients. aim: analysis of the main parameters characterizing medical care for children with cancer in the Siberian Federal District. material and methods. The reports for 2017 on the health protection of 11/12 (91.6 %) constituent entities of the Russian Federation belonging to the Siberian Federal District were analyzed (Irkutsk Region did not provide data). results. In 2017 the number of children aged 0–17 years was 3 722 470, the number of pediatric hospital beds for children with cancer (ages 0–17 years) was 260 (0,7 per 10,000), and the average number of bed-days per year was 342.2. In 3 (25 %) constituent entities of the Russian Federation, there were no departments of pediatric oncology and in 1 (8,3 %) there were no hospital beds for children with cancer. The number of physicians, who specialized in children’s cancer was 49, of them 32 (65,3 %, 0,08 per 10,000, ages 0–17 years) had a certificate of a pediatric oncologist. In 1 (8,3 %) constituent entity of the Russian Federation, there were no pediatric oncologists. For children aged 0–17 years, the cancer incidence rate was 11.7 per 100,000 children, the cancer mortality rate was 2,2 per 100,000, and one-year mortality rate was 7,4 %. 188 (43,2 %) primary cancer patients were referred to medical institutions of the Federal District, and 17 (3,9 %) primary patients left the territory of the Russian Federation. conclusion. The low incidence and mortality rates can be explained by the lost of reliable follow-up data. It is advisable to introduce electronic health record systems. For reliable estimation of hospital bed supply for children with cancer and percent of patients referred to medical centers for treatment, it is necessary to carry out a clinical audit. Deficiency of pediatric oncologists should be eliminated by reforming the training of medical personnel.
