E-learning has become an increasingly important teaching and learning mode in educational institutions and corporate training. The evaluation of e-learning, however, is essential for the quality assurance of e-learning courses. This paper constructs a four-phase evaluation model for e-learning courses, which includes planning, development, process, and product evaluation, called the PDPP evaluation model. Planning evaluation includes market demand, feasibility, target student group, course objectives, and finance. Development evaluation includes instructional design, course material design, course Web site design, flexibility, student-student interaction, teacher/tutor support, technical support, and assessment. Process evaluation includes technical support, Web site utilization, learning interaction, learning evaluation, learning support, and flexibility. Product evaluation includes student satisfaction, teaching effectiveness, learning effectiveness, and sustainability. Using the PDPP model as a research framework, a purely e-learning course on Research Methods in Distance Education, developed by the School of Professional and Continuing Education at the University of Hong Kong (HKU SPACE) and jointly offered with the School of Distance Learning for Medical Education of Peking University (SDLME, PKU) was used as a case study. Sixty students from mainland China, Hong Kong, Macau, and Malaysia were recruited for this course. According to summative evaluation through a student e-learning experience survey, the majority of students were very satisfied/satisfied on all e-learning dimensions of this course. The majority of students thought that the learning effectiveness of this course was equivalent, even better, than face-to-face learning because of cross-border collaborative learning, student-centred learning, sufficient learning support, and learning flexibility. This study shows that a high quality of teaching and learning might be assured by using the systematic PDPP evaluation procedure. It is hoped that the PDPP evaluation model and its application can provide a benchmark for establishing a wider e-learning quality assurance mechanism in educational institutions.

It is almost impossible to perform academic activities, such as accessing study material or contacting lecturers and other teaching and learning processes, at an open distance learning institution without the use of computers and the internet. This article investigates and reports on the time taken by students with and without disabilities to complete certain tasks using the University of South Africa's learning management systems (LMS). The findings of the study indicate that the time taken by students with disabilities to finish tasks is much longer compared to the students without disabilities. The study established that well-developed e-learning platforms guarantee efficient and effective use by both students with and without disabilities. The study suggests that it is significant for all LMS stakeholders to be involved in the development of e-learning websites. This is to ensure that accessibility and usability of these websites are adhered to during the development of e-learning websites.

In response to recent social, economic, and pedagogical challenges to tertiary-level teaching and learning, universities are increasingly investigating and adopting e-learning as a way to engage and motivate students. This paper reports on the first year of a two-year (2009-2010) qualitative multiple case study research project in New Zealand. Using perspectives from activity theory and the scholarship of teaching, the research has the overall goal of documenting, developing, and disseminating effective and innovative practice in which e-learning plays an important role in tertiary teaching. A "snapshot" of each of the four 2009 cases and focused findings within and across cases are provided. This is followed by an overall discussion of the context, "within" and "across" case themes, and implications of the research.

Understanding the costing of e-learning informs decision-making on how to support the development and implementation of teaching and learning technologies in higher education. This paper describes costings and processes in a central e-learning support service that is especially applicable to face-to-face universities that use e-learning in a blended or supplemental mode. We differentiate three types of costs: infrastructure costs that are less sensitive to variation in the complexity of e-learning strategies, and edevelopment and e-delivery coststhat are directly related to the nature of the strategies used. Using actual data from a three-year e-learningsupport project (e3Learning) with 139 sub-projects, the paper illustrates how the calculations promote an understanding of e-learning in the following four dimensions: 1) total cost of running an e-learning support service, 2) individual costs attributable to each of the sub-projects, 3) ‘price-tags’ of e-learning strategies, and 4) initial exploration of the cost-effectiveness issue.

Purpose–This paper aims to identify the most commonly used E-learning resources in the classroom among Elementary Education students in one of the Local University and Colleges (LUCs) in Batangas, Philippines and evaluates the use of mobile technology and E-Learning System in terms of functionality, usability, efficiency, and reliability based on ISO 9126 evaluation standard.Method–The researchers utilized a self-made questionnaire to gather necessary data to evaluate the E-Learning system based on the ISO 9126 software quality metrics. The questionnaires consisted of three parts: profile of the participants; E-Learning System and E-Learning resources; evaluation of E-Learning System in terms of functionality, reliability, usability, and efficiency. The participants were ninety-three students: nondisabled and students with hearing and speaking problems. 460Results–The most commonly used E-Learning resources in the classroom by the students were laptop computers, smartphones, mobile applications, internet, and video tutorials. It was found out that the E-learning system is highly functional, highly usable, highly efficient, and reliable through the use of mobile technology. This study also shows that there is no significant difference between the assessments of nondisabled students and students with disabilities using the E-Learning System. The participants statedthat E-learning system increases the quality of learning because it integrates all forms of media. Conclusion–Students and teachers were willing to embrace the E-Learning system, there is still a need of access other E-Learning resources, and ICT platforms. As depicted in the result of the study, since the computed values of all variables did not exceed the tabular value, the null hypotheses are hereby accepted. This implies that there is no significant difference between the assessments of nondisabled students and students with disabilities with regards to the E-Learning System.Recommendations–Internet connectivity should be a priority to be established to benefit all the delivery models such as face-to-face, self-paced, and individualized learning along with virtual interactions. Integrating mobile learning may help overcome the concerns with connectivity and convenience to a great extent. Leveraging on the utilization of mobile phones, there should beregular capacity-building activities and skills enhancements on E-Learning System and other related software and tools among the professors, and students.E-learning designers may consider the existence of the users with hearing and speaking disabilities to develop an e-learning environment that may be effective to all users generally.Practical Implications–Academic institutions would be able to adopt the same approach of using E-learning system though mobile technology to handle students with speaking and hearing problems in delivering teaching and learning.
