Purpose-Many educational systems across the world have shifted to online learning methodology as a measure against Covid-19 Pandemic to continue educating students. This phenomenon is causing a lot of complications to the educational system around the world in the context of developing countries, especially to the public state colleges and universities. This paper aims to identify and describe the challenges of online learning from the perspective of Information Technology Education (ITE) students in the public state colleges and universities during the COVID-19 pandemic. Method-It used descriptive research for the conducted of the study wherein survey questionnaires were sent out via electronic survey in different state colleges and universities in the Philippines. The evaluations were calculated using descriptive statistics and Chi-square and responses were compared between their profilesusing a nonparametric test. Results-The findings obtained the demographic profile of the ITE students with the degree of BS Information Technology, BS Computer Science, and BS Information System such courses, year level, and place they live. Additionally, the study gained a significant relationship between student profile in the device used in class, internet connectivity, student type of data connection, capability to attend online class, and their commitment to participate and submit class requirements. The study identifies different interrelated challenges such as the majority of the student only using smartphones in onlinelearning and poor internet connection as they tried to adapt to online learning because they are committed to participating and submitting requirements. Conclusion-The study gives insights into the current condition experienced by the students in the school administrations and officials, and faculty as well to strengthen the appropriate online teaching mode and other practices applicable to the students. It can also useto emphasize to be more responsive to the learning needs of the IT students, especially beyond the conventional classrooms.Recommendations-It is suggested that educational institutions must create appropriate and effective content, and provide digital literacy training to current faculty to improve learning outcomes. Lastly, a strong Information Communication Technology Office that focuses on the development of a different website and mobile application that assist the need of the students and faculty may be established.

Purpose–Colleges and Universities have been established to provide educational services to the people. Like any other organization, the school has processes and procedures similar to business or industry that involve admissions, processing of data, and generation of reports. Those processes are made possible through a centralized system in storing, processing, and retrieval of data and information, the majority of the schools in the country are already adopting computer-based systems to address their needs especially on their student and school-related transactions. The absence of a computer system and the complexity of the transactions of the college which makes the personnel be loaded with paper works in storingand keeping student records and information is the motivating factor why the School Management Information System has been designed and developed for a community college in the northern part of Mindanao.Method-This paper discusses the Major Functionalities and Modules of the systemthroughits implementation methodology which is the AgileModel and its impact on the delivery of services and procedures in the overall operation of the college.Results–The project has been evaluated based on ISO 25010,a quality model used for product/software quality evaluation systems. Based on the results of the evaluation, SMIS has been Functional, Usable, and Reliable with an average for every criterion above 4.04indicating very good performance based on a Likert scale descriptive interpretation.Conclusion–Based on the preceding findings of the study, the respondents agreed that the developed e-school system was functional and lifted the transaction process of the school. The faculty and staff have benefited from making use of the system. The overall quality and performance of the system was verygood in terms of functionality, usability, andreliability.Recommendations–It is recommended that future development such as the smartphone and tablet-based attendance monitoring should be integrated, a kiosk for grades and schedule viewing should also be placed inside the campus that is connected to the database server. Online student information systems should also be developed for the benefit of the students and parents, in easily monitoring school-related activities and requirements.Research Implications–The study enabled the centralization of school and student data in storing, processing and retrieval. The System has been implemented in the college and has been updated now and then for continuous quality improvement.

Purpose–The dataset was collected to examine and identify possible key topicswithin these texts. Method–Data preparation such as data cleaning, transformation, tokenization, removal of stop wordsfrom both English and Filipino, and word stemmingwas employed in the datasetbefore feeding it to sentiment analysis and the LDA model.Results–The topmost occurring word within the dataset is "development" and there are three (3) likely topics from the speeches of Philippine presidents: economic development, enhancement of public services, and addressing challenges.Conclusion–The datasetwas ableto provide valuable insights contained among official documents. While the study showedthatpresidentshave used their annual address to express their visions for the country. It alsopresentedthat the presidents from 1935 to 2016 faced the same problems during their term.Recommendations–Future researchers may collect other speeches made by presidents during their term;combine them to the dataset used in this studyto furtherinvestigate these important textsby subjecting them to the same methodology used in this study.The dataset may be requested from the authors and it is recommended for further analysis. For example, determine how the speeches of the president reflect the preamble or foundations of the Philippine constitution.

Purpose–Thisstudy aimed to develop and evaluate the Routine Vaccine Simulation for Infants. The routine vaccine simulation application was developed for the health workers and parents to provide basic information and press the importance of the vaccination to infants.Method–The researchers used the fourth-generation technique (4GT) for the software development life cycle of the application. The technique adapted contains four major parts namely, requirements gathering, design strategy, implementation, and testing.Results–The application was tested and evaluated by health workers, parents, and IT practitioners from the academe and the industry. The evaluation was based on criteria for core app quality. Descriptive and inferential statistics were employed for data presentation and interpretation. As a whole, the evaluation of the android-based routine vaccine simulation application was found excellent in most of its features. The finding asserts the adherence to the standards of android developmentapplicationsand conforms to the expectations of the app’s potentialusers. Conclusion–The development of a routine vaccine app for infants serves as a new platform for immunization awareness and education. Once information given in the app is taken earnestly, infants will be protected against diseases. Thus, controversies surrounding vaccination hesitancies can be decreased.Recommendations–A thorough information dissemination and education campaign regarding vaccine safety can be initiated in the local communities to address the issues on vaccine safety and hesitancy.Research Implications–The healthcare system in the communities through the local government unit (LGU) willbe able to benchmark and implement the information dissemination and education to mothers and health workers using the app.

Purpose–This study intends to adopt the Technology Environment Organization framework in virtual learning through cloud computing in a higher education institution that will streamline the operation of education. Method–A systematic review using descriptive research was presented highlighting the model of the TEOframework in adopting cloud-based computing implementation in the educational system of the HEIs. The study features the critical success factor affecting cloud computing implementation which can be a key point as guidelines and step to embrace technological advancement in the field of education in the Philippines.Results–The study is appeared to contribute to the organization of higher education institutions in the Philippines to make informed decisions relevant to the advancement of cloud technology service selection and deployment processes. The migration of cloud computing implementation in developing countries is proven successful in achieving the benefits of reducing IT cost, scalability, business continuity, collaboration efficiency, easy management and access, complexity, and compatibility. Thus, the Philippines is admissible to a strategic implementation to widen and improve adopting cloud services. Conclusion–Adoption of cloud computing in higher education institutions is an alternative solution in streamlining and managing the educational system infrastructure. Recommendation–Considering the critical success factor affecting cloud computing implementation the TEO framework is a strategic approach to embrace technological advancement in the Philippines.Practical Implication–The use of cloud computing in the virtual learning of the HEIs has been proven effective in the educational operation considering the critical success factor with the Technology Environment and Organization methods. This alignswith new educational system development in improving the infrastructure of the learning platform of the HEIs into more advance and accessible features of the learning delivery through its stakeholders.

Purpose–When traveling, getting a punctured tire is a common and inevitable problem that makesa vulcanizing shopbusinessindemand in the province. Vulcanizing shop repairs flat tires and sells a typical car and motorcycle needs.However, this small business was not tagged in the known navigation application.Thus, theproponents conceptualizeda Web-based application locatingthe nearest vulcanizing shops and motorcycle spare partsstores. The V-locate will not justprovidethe nearest shops and stores but also theinformation like theofferedproducts and services. The scope of the map on the said application is only limited to the areas within the 2ndDistrict of Oriental Mindoro.Method–The methodology used in development is Rapid Application Development (RAD),suitable for creating active phase software applications. To get the exact coordinates of every vulcanizing shop and spare parts store, the proponents used Geographical Positioning System (GPS) application. Several scripting languages,such asPHP and JavaScript, and theirframework and library, are used to develop the app.Results–The system was evaluated by 60 respondents consisting of faculty, drivers, and Rider's Club members conforming to ISO 25010 software quality standards. Theevaluation resultgot4.4for functional suitability, 4.4 for usability, 4.5 for security, and 4.3 for Performance Efficiency,which shows that the system is efficient and feasible for implementation.Conclusion–The vulcanizing shop in a province like Oriental Mindoro is ofgreat help to travelers when they meet unexpectedemergencies likehaving a flat tire. With that said, the development of the V-Locate application is essential for travelers in case they encounter such a mishap. Recommendations–For further improvement of the system, it is recommended to conduct beta testing and another evaluation using the remaining criteria of ISO 25010. Also,it is crucial towiden the scope of the map and make it offline.Research Implications–Once the system isfully implemented, it will ease the burden oftravelers in Oriental Mindoro to find repair shops in case of an emergency. Moreover, it also promotes and recognizes the existence of vulcanizing shops as a local business in the province.

Purpose–The main focus of the study is to develop an asynchronous framework ready for online classes of Makati Public Elementary Schools with Academic Performance Report to help users identify students at academic risk and adjust educational strategies to meet student's academic needs.CLASSALI is equipped with five major features namely: (1) Virtual Classroom, (2) Online Quiz, (3) Grading System, (4) CLASSALI Forum, and (5) Data Analytics Reports.Method–Researchers conduct an online assessment that has been tested by fifteen IT Practitioners and fifteen Non-IT Participants including admin, teachers, students, and parents. The data collected during the evaluation were computed for the analysis and efficiency of the system. Results–The system gathered reviews mostly with “Excellent” remarks.Conclusion–The system was found relevant nowadays since a new normal setting (i.e., pure online classes) due to the COVID-19 pandemic.Recommendations–In the future analysis, some research points should be given moreattention. First and foremost, the developed learning management systemshould be implemented in other schoolsin the Philippines.In the future to further examine the stability and generalization of the developed learning management system. Practical Implications–It helps significant users such as teachers, school administrators, and parents rapidly identify students at academic risk and adjust educational strategies to meet students' needs.

Purpose–With industry 4.0 revolutionizing the digitally renowned teaching and learning societies, this research study aims to uncover the practices of public high school teachers on digital teaching and learning technologies during the COVID-19pandemic. Method–This descriptive-correlational study surveyed 34 consented Filipino teacher-participants of a public high school system in the Buguey District, Northern Philippines. Validated responses extracted thru Google forms administered in 30 days were described using frequency counts and percentages. Perceived practices were correlated with teacher-participants' profiles, while qualitative key informant interviews disclosed best practices, challenges, and problems along with the use of digital technologies for teaching and learning.Results–Findings revealed rare practices on the use of digital technologies to teaching and learning during the COVID-19 pandemic among teachers which are mostly on early to middle age brackets, dominantly female, completed their equivalent Masters' degree, holding teacher 2 or 3 ranks, and permanently teaching in 6 to 10 years now. Practices of teachers in the use of digital teaching and learning tools are somewhatevident, eager to practice and acknowledging the benefits of using the digital tools and radiating best practices in the workplace. Despite some technical issues that are beyond control, having internet at home necessitates the teacher's role to enhance teaching and learning while maximizing the potential of varied tools.Conclusion–With the onslaught of the COVID-19 pandemic, the Department of Education (DepEd)has indeed necessitated teachers to be innovative in class towards achieving its vision-mission statement by integrating into the curriculum and instruction the use of digital teaching and learning tools.Recommendations–It is recommended that DepEd must continually upscale its technological competencies with the implementation of the proposedlearning action cell sessions.Research Implications–The relevant research findings provided insights for school administrators for implementing training sessions for teachers to be technologically pandemic-responsive.Practical Implications–The results of the study provided inputs for teachers to be adaptive to utilizing digital tools for teaching not only in time of a pandemic.

Purpose–The paper aims to generate analytical data to reintroduce the geographic naming based on the existing coastwise feature names as part of contextualizing the ecosystem relative to risk reality phenomena that are based on the actual land and water uses inthe study area.Method–ArcGIS platform was used to assess the following: (i) coastwise feature names based on the Special Report of the United States Board of Geographic Names Relating to the Geographic Names in the Philippine Island, (ii) Topographical features and feature names, (iii) politico-administrativeand planning subdivisions, (iv) income classification of the study area, (v) natural and physical map features of the study area, (vi) disaster risk reality phenomenon, (vii) The Agta IPs environmental and Disaster RiskReduction Practices relative to the ecosystem and actual uses of land and water in the study areaResults–Coastwise feature naming describes the physical environment that features the mountain, river, historical, cultural, or events being named, etc. The Coastwise feature names are essential in improving and promoting eco-tourism activities on the coast of Prieto Diaz as the home of the indigenous people who traditionally settle and move to another settlement merely remaining speaking their mother tongue"Agta Tabangnon and Bicol Sorsogon''. Although the income classification of Prieto Diaz is low, during the COVID-19 lockdown the locally produced food supply was sufficient to feed Prieto Diaznon. This implies that the coping capacity during pandemic somehow hinted that the land and water utilization remain stable municipal wide. It generally implies the friendliness of Prieto Diaznon which resembles the indigenous people's friendliness to the environment before the Spaniards colonization. The natural resources are generally conserved and protected although some built-up areas were impacted by the calamities and natural hazards. But in terms of disaster risk reality was calculated to be 92% which means the study area is somewhat resilient to resilient municipalities. The remaining 8% are areas mostly located in low-lying and coastal areas.Conclusion–The coastwise feature names relating to the geographic names in the Philippine Islands remain in use for coastal directions, research to monitor sedimentation significant in assessing the general development of a regional understanding of the vegetation and climate dynamics, and weather forecasts. This study concludes that the coastwise feature names or geographic names are significant to characterize the riskor resiliency realities of the old barrios up to the present barangays. Furthermore, the coastwise feature names relating to the geographic names in the Philippine Islands remain useful to attract more tourists and researchers to visit a place virtually or on-site during and after the COVID-19 pandemic.Recommendations–Reintroduction of the geographic names by way of contextualization risk or resilience reality theory of Abante (2021a;2020a) and incorporating the of the Popper (1978)theory on "worldof contents of thought",Meiring (1993) theory on 'place names', and Quine (1953) cited the Strawson's logical theory of reference on backing the naming with descriptions can also reintroduce a place starting from the 'VisitangDaan' myth up to the present barangays via internet especially during the new normal after COVID-19 pandemic to strengthen linkages and trading.

Purpose–This paper attempted to describe the online learning self-efficacy of Teacher education students from two groups with and without prior online learning experience in one state university in the Philippines. It further determined whether the self-efficacy of the two groups are comparable as to learning in the online environment, time management, and technology use. Methodology–The researchers utilized the Online Learning Self-Efficacy Scale (OLSES) to collect the necessary data to assess and compare the level of online learning self-efficacy of the respondents from the two groups. Three hundred and eighty-seven Teacher Education students with and without prior online learning experienceparticipated in the study. Results–The study revealed that both groups rated their self-efficacy in learning in the online environment, time management, and technology use as very good. However, the students with online learning experience yielded a relatively higher online learning self-efficacy in all three domains compared to the students without an online learning experience. The study further showed that there is no significant difference in the online learning self-efficacy betweenthe two groups. Conclusion–The Teacher Education students assessed their online learning self-efficacy as very good regardless of their online learning experience. Based on the results of the study, since the p-values of all variables do not exceed the critical value of 0.05, the null hypotheses were all accepted. This implied that there is no statistical difference that exists in the online learning self-efficacy of the students from the two groups.Recommendation–The academic institution, instructors, and students should include the online learning self-efficacy of the students in designing a comprehensive online learning program. It is also recommended to conduct experimental research and explore other demographic factors for future research directions to substantiate the results of the present study.Practical Implications–The higher education institutions would be able to develop a comprehensive design of online delivery of teaching and learning, grounded on the self-efficacy in online learning of the students, to accommodate the needs of various students who lack learning experiences in the context of online learning.
