Malaysian Law stipulates the public society should be involved in development planning to assure thorough and comprehensive planning is made to fulfill the needs and aspirations of the society coming from multiracial and ethnicities. However, their knowledge about public participation in development planning is still in question. The participation is in fact a great opportunity for the society to play a part in shaping and influencing the objective and direction of future developments. Public participation is required in every stages of development planning such as Local Plan to ensure effectiveness of the planning system. Therefore it is crucial for the information concerning the publicity and public participation to reach targetted group through accessible broadcasting method that matched with present-day. This paper reviews their knowledge towards public participation programs. This quantitative study also discovers respondents' views on the method of information broadcasting through social media. The result shows their knowledge about public participation in planning process is considerately very low. Additionally, the study discovers that social media is highly influential among respondents where it should be used to increase public participation in development planning.

One of the most fundamental principles of Good Governance is the principle of participation. The more substantial public participation in the decision-making process the better the government's policy products. The national development planning system regulated in the form of legislation, has incorporated the principle of participation in such instruments. However, in some respects, the legislation has not been set ideally about the normative limits on the extent to which the public participation is real can be done, so as to guarantee the quality of the resulting product policies. The lack of seriousness of government in applying the principle of participation in the system of development planning finally Positioning society in symbolic participation, not on substantial partisipation.Keyword : Good Governance, Participation, Development PlanningSalah satu prinsip Good Governance yang paling mendasar adalah prinsip partisipasi. Semakin subtansial partisipasi masyarakat dalam proses pengambilan keputusan maka semakin baik produk kebijakan pemerintahan tersebut. Sistem perencanaan pembangunan nasional yang diatur dalam bentuk perundang-undangan, telah memasukkan prinsip partisipasi dalam instrumen hukum tersebut. Namun dalam tataran tertentu, perundang-undangan tersebut belum mengatur secara ideal mengenai batas-batas normatif mengenai sejauh mana partisipasi masyarakat itu secara nyata dapat dilakukkan, sehingga menjadi jaminan kualitas atas produk kebijakan yang dihasilkan.Ketidakseriusan pemerintah dalam penerapan prinsip partisipasi dalam sistem perencanaan pembangunan akhirnya memposisikan masyarakat dalam partisipasi simbolik, bukan pada partrisipasi subtansial.Kata Kunci : Good Governance, Partisipasi, Perencanaan Pembangunan

One of the key strategies for achieving sustainable development is the use of the process of evaluating the potential environmental impacts of development activities. The procedure of environmental impact assessment (EIA) implements the principle of integration which lies at the core of the concept of sustainable development by providing a process through which potential social, economic and environmental impacts of activities are scrutinised and planned for. Sustainable development may not be achieved without sustained and legally mandated efforts to ensure that development planning is participatory. The processes of public participation play a crucial role in ensuring the integration of the socio-economic impacts of a project into the environmental decision-making processes. Public participation is not the only process, nor does the process always ensure the achievement of sustainable development. Nevertheless, decisions that engage the public have the propensity to lead to sustainable development. The public participation provisions in South Africa’s EIA regulations promulgated under the National Environmental Management Act 107 of 1998 show a disjuncture between the idea of public participation and the notion of sustainable development. The provisions do not create a framework for informed participation and leave a wide discretion to environmental assessment practitioners (EAPs) regarding the form which participation should assume. In order for environmental law, specifically EIA laws, to be effective as tools to promote sustainable development the laws must, among other things, provide for effective public participation. The judiciary must also aid in the process by giving content to the legal provisions on public participation in the EIA process.

Public participation is a critical aspect in the planning, also spatial planning. Its role is changing dramatically as it is present not only in social development but also tackles issues connected with cultural, educational. The most important element in participation is the will to do it – to engage in the process of planning the of life, of new urban communities, and how it is taking place in the planning process at different levels/ scales. There is a need to strengthen the public participation in the Egyptian context. Consequently, there are many cases in public participation related to the different levels (metropolitan, city, action area), connected to urban issues, besides, the sectoral issues related to economic development and societal needs. Thus, there is still a gap between existing national policies and their implementation at local level. The important question is how to achieve the local needs with strategies prepared on upper-level agencies. The main problem, in addition to the environmental issues is the regional disparities, poverty illustrated by low human development index. The research aim is to determine general framework and rules of citizen participation in Egypt by illustrating many cases from Egyptian context, and to examine the process and assess their effectiveness and the paper will end with the policy changes.

Based on the spirit of reform required a fundamental change in improving the welfare of society widely, it needs empowerment and support community involvement in development planning and implementation. Top-down development of paradigm in the centralized Orde Baru regime immediately changed with the issuance of Constitution No. 25 in 2004 about National Development Planning System, with the strengthening of aspiration and inclusion of stakeholders from the lowest level to the highest level. In order to optimize the implementation of development, one way that must be taken is strategic planning. During the 10 years of implementation, we need to know the extent to where public participation in the activity today. Therefore through this paper, the research objectives formulated to determine how public participation in the implementation of the strategic plan. This study also determined descriptive method study using a quantitative approach. And, by taking the locus of research in the Rappocini district, Makassar, it obtained analysis results that the level of public participation is relative to be good enough to the planning and implementation of strategic planning, but in terms of maintenance tends, it has the opposite results. In anticipation of these terms, it needs persuasive approaches to encourage more optimal public confidence in supporting the implementation of the development.

AbstractA new paradigm in forest management using a streaming input of public participation needs effective online solutions. The process should be real-time, secure, effective and efficient. People are expected to share their data and thoughts on forest management with forest owners for improving forest management and planning. The participatory approach supports communication within society and can be designed as an interactive web-based solution. Many pre-requisites have already been met and society is ready for a successful start of an interactive participatory forest planning system in Estonia. People use digital identification for various purposes and the state already maintains an online public forest register. Motivating people to participate in the planning process is always challenging yet important for the successful implementation of the system. The system should allow simulating the development and management of forest stands following the participatory input and using ecosystem models and economic calculations. The outputs from the system include management alternatives, risk assessments and financial reports. The system requires a reliable financial compensation scheme to ensure overall long-term stability of the system and agreements between interested persons or groups and forest owners.

This study examines the Pakistan military’s strategic use of social media in encouraging and sustaining public support for the ongoing war against terrorism in Pakistan. Its findings indicate that the military used significantly different types of strategic frames in response to a fast-changing, evolving security situation in the country. Framing was used strategically to facilitate public–military and people-to-people engagements. Motivational frames were the most dominant forms of communication used to generate dialogue between the military and the public in the war against terrorism and to enhance public participation in it. This study also indicates that different frames used by Pakistan’s military on social media significantly mediated military engagement with different segments of society during the critical phases of Pakistan’s ongoing war against terrorism.

Abstract. Community participation is very important in realizing sustainable village development, so that development planning can be felt by every level of society. Currently, the development carried out in Katapang Indah Village has not been fully participatory. This can be seen from the contribution of community participation in the development planning process, where the development being implemented has not responded to community needs. Given the importance of community participation in the development planning process, it is necessary to conduct a study on efforts to increase community participation in Katapang Indah Village, in order to realize sustainable development. The purpose of this study is to identify the form and level of community participation in the development planning process. By using the descriptive analysis method, the results show that community participation in Katapang Indah Village is included in the induced participation group with the form of vertical participation, where the community only follows policies that have been formulated by village leaders or traditional leaders. This is due to the lack of knowledge from the community about the importance of participating in the activities of the village development process. Efforts were made to (1) provide outreach to the public about the mechanism for community participation in the planning process; (2) increasing the intensity of socialization and counseling regarding development planning to the community; (3) increasing the role of traditional and community leaders in formulating decisions by taking into account the characteristics and needs of village communities.Keywords: community participation, development planning process, sustainable village developmentAbstrak. Partisipasi masyarakat merupakan sesuatu yang sangat penting dalam mewujudkan pembangunan desa secara berkelanjutan, sehingga perencanaan pembangunan tersebut dapat dirasakan oleh setiap lapisan masyarakat. Pembangunan yang dilakukan di Desa Katapang Indah, pada saat ini belum sepenuhnya dilakukan secara partisipatif. Hal ini dapat dilihat dari kontribusi partisipasi masyarakat dalam proses perencanaan pembangunan, dimana pembangunan yang dilaksanakan belum menjawab terhadap kebutuhan masyarakat. Mengingat pentingnya partisipasi masyarakat dalam proses perencanaan pembangunan, perlu dilakukan kajian mengenai upaya untuk meningkatkan partisipasi masyarakat di Desa Katapang Indah, agar dapat mewujudkan pembangunan berkelanjutan. Tujuan dari kajian ini adalah mengidentifikasi bentuk dan tingkat partisipasi masyarakat dalam proses perencanaan pembangunan. Dengan menggunakan metode analisis deskriptif diperoleh hasil bahwa partisipasi masyarakat di Desa Katapang Indah termasuk pada kelompok partisipasi terinduksi dengan bentuk partisipasi vertical, dimana masyarakat hanya mengikuti kebijakan sudah dirumuskan oleh pemimpin desa atau tokoh adat. Hal ini disebabkan karena kurangnya pengetahuan dari masyarakat akan pentingnya berpartisipasi dalam kegiatan proses pembangunan desa. Upaya yang dilakukan adalah (1) memberikan penyuluhan kepada masyarakat tentang mekanisme partisipasi masyarakat dalam proses perencanaan; (2) meningkatkan intensitas sosialisasi dan penyuluhan mengenai perencanaan pembangunan kepada masyarakat; (3) meningkatkan peran dari tokoh adat dan tokoh masyarakat dalam merumuskan keputusan dengan memperhatikan karakteristik dan kebutuhan masyarakat desa.Kata Kunci : partisipasi masyarakat, proses perencanaan pembangunan, pembangunan desa berkelanjutan
