Abstract. Community participation is very important in realizing sustainable village development, so that development planning can be felt by every level of society. Currently, the development carried out in Katapang Indah Village has not been fully participatory. This can be seen from the contribution of community participation in the development planning process, where the development being implemented has not responded to community needs. Given the importance of community participation in the development planning process, it is necessary to conduct a study on efforts to increase community participation in Katapang Indah Village, in order to realize sustainable development. The purpose of this study is to identify the form and level of community participation in the development planning process. By using the descriptive analysis method, the results show that community participation in Katapang Indah Village is included in the induced participation group with the form of vertical participation, where the community only follows policies that have been formulated by village leaders or traditional leaders. This is due to the lack of knowledge from the community about the importance of participating in the activities of the village development process. Efforts were made to (1) provide outreach to the public about the mechanism for community participation in the planning process; (2) increasing the intensity of socialization and counseling regarding development planning to the community; (3) increasing the role of traditional and community leaders in formulating decisions by taking into account the characteristics and needs of village communities.Keywords: community participation, development planning process, sustainable village developmentAbstrak. Partisipasi masyarakat merupakan sesuatu yang sangat penting dalam mewujudkan pembangunan desa secara berkelanjutan, sehingga perencanaan pembangunan tersebut dapat dirasakan oleh setiap lapisan masyarakat. Pembangunan yang dilakukan di Desa Katapang Indah, pada saat ini belum sepenuhnya dilakukan secara partisipatif. Hal ini dapat dilihat dari kontribusi partisipasi masyarakat dalam proses perencanaan pembangunan, dimana pembangunan yang dilaksanakan belum menjawab terhadap kebutuhan masyarakat. Mengingat pentingnya partisipasi masyarakat dalam proses perencanaan pembangunan, perlu dilakukan kajian mengenai upaya untuk meningkatkan partisipasi masyarakat di Desa Katapang Indah, agar dapat mewujudkan pembangunan berkelanjutan. Tujuan dari kajian ini adalah mengidentifikasi bentuk dan tingkat partisipasi masyarakat dalam proses perencanaan pembangunan. Dengan menggunakan metode analisis deskriptif diperoleh hasil bahwa partisipasi masyarakat di Desa Katapang Indah termasuk pada kelompok partisipasi terinduksi dengan bentuk partisipasi vertical, dimana masyarakat hanya mengikuti kebijakan sudah dirumuskan oleh pemimpin desa atau tokoh adat. Hal ini disebabkan karena kurangnya pengetahuan dari masyarakat akan pentingnya berpartisipasi dalam kegiatan proses pembangunan desa. Upaya yang dilakukan adalah (1) memberikan penyuluhan kepada masyarakat tentang mekanisme partisipasi masyarakat dalam proses perencanaan; (2) meningkatkan intensitas sosialisasi dan penyuluhan mengenai perencanaan pembangunan kepada masyarakat; (3) meningkatkan peran dari tokoh adat dan tokoh masyarakat dalam merumuskan keputusan dengan memperhatikan karakteristik dan kebutuhan masyarakat desa.Kata Kunci : partisipasi masyarakat, proses perencanaan pembangunan, pembangunan desa berkelanjutan

The background of this research is based on the efforts of the KPU of Karawang Regency in achieving the target of voter participation in the election of the Regional Head of Karawang Regency in 2015, where the KPU targets community participation around 72%. But from the results of the KPU recapitulation in Karawang Regency voter participation reached 67%. This indicates that the target of voter participation from the KPU of Karawang Regency was not achieved in the election of the regional head. This study uses descriptive analysis method to focus on a specific problem in detail. The focus of the research is: KPU's efforts in achieving the target of community participation in the Karawang District Election especially in Cibuaya District, Karawang Regency. The results of this study indicate that in planning achievement of voter participation target in the Karawang regency elections in 2015 Karawang Regency KPU did various things to direct voter participation, especially in terms of planning. Thus the role of the KPU in achieving the target of voter participation in the election of the Regional Head of Karawang Regency in 2015 in the District of Cibuaya has been done well.

The success of developing a village cannot be separated from the role of the Village Head and the entire community. A developed village can be seen from the adequate facilities and infrastructure. The head of government has a big responsibility for the progress of his village in order to create a prosperous society. The formulation of the problem in this study is how the role of the village head in the implementation of development in Li-Eue Village and how the Siyasah Fiqh and Village Law review the role of the village head in the implementation of development in Li-Eue Village. This type of research is classified as field research (field research), which is descriptive analysis, namely research that tells and describes data sourced from primary data through interviews, observations and reports in the form of documents and secondary data by conducting library research in the form of Al- Qur'an, Hadiths, opinions of scholars, laws and regulations, documents and books and other scientific works. Based on the results of the analysis, it can be concluded that the role of the Li-Eue Village head in the implementation of development in Li-Eue Village is generally less than optimal so that it is less trustworthy or responsible for the duties as village head. Judging from the existence of several developments that have not been implemented. And less transparent and less mobilizing community participation. Review of Siyasah Fiqh and Village Law, namely leaders who are less trustworthy and less responsible.

This research aims to show the masculinity crisis experienced by a male character (a husband) due to the shift role of breadwinner in marriage in the short story "Huruf Terakhir" by Benny Arnas. This research is essential because it can demonstrate the impact of the wife's involvement to work in the public domain towards the husband's condition. This research is qualitative research by utilizing the concept of gender. Data collection techniques are carried out through document tracing on a short story "Huruf Terakhir" by Benny Arnas as the corpus.  The data obtained was analyzed using descriptive analysis method. The results showed that shifting role of breadwinner can cause a man (a husband) to experience a crisis of masculinity such as loss of independence, confidence, courage, assertiveness, and emotional control. The shifting role as breadwinner is also shown to open the opportunities for repression in women. Therefore, the research on the short story "Huruf Terakhir" is expected to contribute to the study of gender-sensitive literature, especially since it is able to show masculinity traits associated with the role of breadwinner can complicate men’s position and  potentially hinder women's freedom.

Tungku Tigo Sajarangan holds a vital role in the deliberation process of the development in the Minangkabau community, regardless of the lack of synergy. This study aims to analyze and describe the position of this customary institution in the development planning of Bukik Batabuah Nagari in Candung District, Agam Regency, West Sumatra Province. The qualitative methods used in the data collection were semi-structured interview techniques comprising 20 informants, as well as field observations and documentation. Subsequently, the results showed that there was synergy from the perspective of individual and behavioral dimensions. Although this synergy was not observed from the position dimension, especially the Cadiak Pandai element, it can still be overcome by mutual control.  Concerning the dimensions of the relationship with other parties, Tungku Tigo Sajarangan remains active and participates in providing recommendations and opinions. This activity was observed even though no village regulation came from the Bamus Nagari initiative in implementing the village administration. Consequently, it was concluded that Tungku Tigo Sajarangan has played an active role in the planning process for the development of Bukik Batabuah Nagari. Also, the research recommended that the leadership system should act as a civil society to participate consistently and supervise the policies of the Bukik Batabuah Nagari government, with good synergy and coordination between all related elements.

Abstrak AJENG RAHMADANI. Peranan Pengadilan Tata Usaha Negara Yogyakarta Dalam Menyelesaikan Sengketa Perangkat Desa. Fakultas Keguruan dan Ilmu Pendidikan. Universitas PGRI Yogyakarta. Juli 2020. Penelitian ini bertujuan untuk menganalisis tentang Peranan Pengadilan Tata Usaha Negara Yogyakarta dalam menyelesaikan sengketa perangkat Desa Bantul dengan perkara Nomor 3/G/2017/PTUN.YK tentang pemilihan perangkat Desa Bantul, terdapat pihak yang bersengketa yaitu pihak penggugat peserta seleksi pamong Desa Bantul dan tergugat (Lurah Desa Bantul). Penelitian ini menggunakan metode kualitatif. Peneliti mengumpulkan data dengan melakukan observasi, wawancara dan dokumentasi. Subjek penelitian yaitu: (1) Hakim PTUN Yogyakarta, (2) Panitera Pengganti, dan (3) Juru sita. Analisis data dilakukan dengan menggunakan teknik analisis deskriptif. Pemeriksaan keabsahaan data menggunakan teknik triangulasi. Hasil penelitian ini menyimpulkan Peranan Pengadilan Tata Usaha Negara Yogyakarta dalam menyelesaikan sengketa mengenai pemilihan perangkat Desa Bantul melalui perkara Nomor 3/G/2017/PTUN.YK yaitu 1) Menerima gugatan berupa surat gugatan yang didaftarkan pada tanggal 2 Februari 2017 dari 6 orang peserta seleksi pamong Desa Bantul, Kecamatan Bantul, Kabupaten Bantul melalui juru sita PTUN Yogyakarta. 2) Memeriksa surat dan berkas gugatan dengan perkara Nomor:3/G/2017/PTUN.YK tentang pemilihan perangkat Desa Bantul, diperiksa oleh ketua dan panitera PTUN Yogyakarta. Pemeriksaan persiapan sebanyak 6 kali persidangan dari tanggal 13 Februari-20 Maret 2017 yang bersifat tertutup untuk umum dan dilanjutkan persidangan sebanyak 10 kali dari tanggal 29 Maret-7 Juni 2017 yang bersifat untuk umum. 3) Putusan sengketa perangkat Desa Bantul dengan perkara Nomor: 3/G/2017/PTUN.YK pada tanggal 7 Juni 2017 oleh majelis hakim PTUN Yogyakarta yang memberikan putusan dengan menolak semua gugatan dari tergugat dan memberikan hukuman penggugat untuk membayar biaya persidangan sebanyak Rp 394.000,00 (tiga ratus sembilan puluh empat ribu rupiah). 4) Menyelesaikan dengan memberikan putusan perkara sengketa perangkat Desa Bantul, para penggugat melakukan minutasi pada tanggal 15 Juni 2017. This study aims to analyze the role of the Yogyakarta State Administrative Court in resolving disputes in village officials with case Number 3/G/2017/ PTUN.YK above electionforces Village Bantul, there are parties to the dispute namely the plaintiff (six person Bantul Village selection participant) and the defendant (village head of Bantul village). This study uses a qualitative method. Researchers collect data by observing, interviewing and documenting to obtain complete and detailed data. Research subjects using purposive techniques or only informants who know the dispute of village officials, namely: (1) Yogyakarta Administrative Court Judge, (2) Substitute Registrar, and (3) and confiscator. Data analysis was performed using descriptive analysis techniques. Checking the validity of the data using triangulation techniques. The results of this study concluded the role of the Yogyakarta administrative court in resolving Bantul Village device with Case number 3/G/2017/Ptun. YK is 1) received a lawsuit in the form of a lawsuit registered on 2 February 2017 from 6 participants of the selection of the village of Bantul, District Bantul, Bantul regency through the arrest of Ptun Yogyakarta. 2) Check the letter and file of the lawsuit by article number: 3/G/2017/PTUN.YK above electionforces Village Bantul, examined by the Chairman and Clerk of the PTUN Yogyakarta. A 6-time preparatory examination from February 13 to March 20, 2017 which was closed to the public and resumed a trial 10 times from March 29 to June 7, 2017. 3) The verdict of Bantul village device dispute with the case number: 3/G/2017/PTUN. YK on 7 June 2017 by the Court of Justice of the PTUN Yogyakarta who gave the ruling by rejecting all claims from the defendant and giving the plaintiff punishment to pay a trial fee of Rp 394,000.00 (three hundred ninety four thousand rupiah). 4) Resolving by ruling the case of a dispute in Bantul village, the Pengguggat was on 15 June 2017. The background of this research is the phenomenon of village development planning in Sukamaju village which has not been implemented well due to the low human resources in knowledge about RKPDes. The planning of the development in Sukamaju Village using the theory of Syaodih consists of achieving better goals in the future, utilizing resources optimally, paying attention to limitations and striving for efficiency and effectiveness. The purpose of this study is to know the Village Government Working Plan in Sukamaju Village Cilawu District Garut Regency in 2018. This research uses descriptive analysis method. The author took the research location in Sukamaju Village Cilawu District Garut Regency, involving Sukamaju Village government and community Sukamaju Village District Cilawu Garut regency with the number of informants 5 people. From the interviews and observations, it is found that RKPDes in Sukamaju village is still lacking in human resources aspect because the team in RKPDes is still new and not yet understand its duty and its function to run RKPDes. But the effort from Sukamaju Village is to conduct guidance and counseling for Sukamaju Village employees.

Development Planning Deliberation (Musrenbang) is the participatory development process, involvingstakeholders to perform the development communication functions in determining and realizingcommon welfare. This research used descriptive of qualitative method, data collection through literaturereview, direct observation, documentation analysis, and interviews. Research locations were conductedin Banjar, West Java Province by using purposive sampling. Research informants consisted of villagehead, facilitator, bureaucratic regional organization and stakeholders as participants of Musrenbang.The results showed that the implementation of Musrenbang was still less to utilize information mediawhich should be given by government to the public or the community, either conventional media,such as announcement media in the village or by used the media of Information and CommunicationTechnology (ICT), such as access of internet network to provide and maintain website at the villagelevel in order to realize the development program which are informative, participatory, collaborative,transparent and accountable.

Abstract This study aims to determine: (1) Leadership of Village Heads in Betao Village, Pitu Riawa Sub-District, Sidenreng Rappang Regency (2) Community Participation in the Development Planning Conference in Betao Village, Pitu Riawa District, Sidenreng Rappang District. (3) Government Leadership towards Increased Community Participation in Delivering Development Planning in Betao Village, Pitu Riawa District, Sidenreng Rappang Regency. This research is a quantitative research using descriptive analysis. The population in this study were 72 people, namely BPD (Village Consultative Body), PKK Members, Hamlet Heads, Farmer Groups, Religious Leaders, Youth Figures, and Community Leaders. Sampling uses saturated samples for sampling techniques if all members of the population are used as samples. Data collection techniques in this study used (1) observation, (2) interviews, (3) questionnaires. The data analysis technique uses a Likert scale with the help of the frequency table and the SPSS program (Statistical Product and Service Solution) version 16.0.The results showed that the leadership of the Head of the Village in Betao Village, Pitu Subdistrict, the District of Sidenreng Rappang with a percentage value of 49.46% with a category of "Fairly Good".While the indicator of community participation with a percentage value of 62,6 % with the category “ well implemented” Then government leadership on increasing community participation in Betao Village Pitu Riawa District, Sidenreng Rappang with value t count> t table, or 9.850> 1.99 with a significant level of 0.00 or smaller than 0.05 or categorized as significant.   Keywords: Community Participation and Leadership.

The tendency of the existing infrastructure is not in accordance with the needs of the community because it is top down. Therefore, this study aims to assess community participation in managing community-based sanitation. Studies conducted focusing on participatory processes and the level of community participation in the provision of sanitation in the village program Mangunharjo precisely in RT 03 and 04 RW I. The method used in this research is quantitative and qualitative. The level of community participation in the management of the sanitation program has high participation category that has meaning on the degree of power-sharing community which has occurred rights, responsibilities and authority between the community and government to participate. Meanwhile, at the stage of organizing the participation category includes medium category (tokensm) in which the wishes of the people has been discussed, but the decision rests with the government. It is influenced by the role of the Village and Chairman of RT / RW is too dominant so that the public is not very enthusiastic in participating at the stage of organizing and resigned to the decision of the facilitator. Implementation of the program when viewed from the principle pelaksaaan almost matches that is about 80%, planning, implementation, and evaluation is fully in accordance with the principle only at the stage of organizing has obstacles described earlier which resulted in incompatibility in principle with the implementation of the program. That there is a relationship between the facilitator and community involvement, if the facilitator can perform their duties well as explaining the program well and excessive interference, then the public will enthusiastically participate. The Government needs to show its commitment in the implementation of the provision of community-based sanitation program (PSBM) in terms of giving people an opportunity to participate fully in sanitation management stages.

National development has a multidimensional goal, one of which is to realize a democraticIndonesian society, because with a more democratic condition, it allows the public to be more open toparticipate in development in all fields. The development of faster and more complex developmentdemands all components involved in the development process and democracy able to realize what isthe goal of national development.Community participation in the development process in Indonesia in general is currently very low. Thecommunity is still reluctant to engage in a continuous manner in the entire process of developmentplanning, implementation and evaluation carried out by the government. This low participation is aresult of government policies that are still lacking in providing space for every citizen to participate indevelopment. The implementation of the Development Planning Conference (Musrenbang) starting atthe village level up to the national level is considered by some as merely a serimonial process. Nationaldevelopment based on community empowerment will be realized if the government has a strong desireto implement it. The government encourages and provides opportunities for the public to be involved inthis participatory pattern. This pattern makes the community more empowered and participates inenjoying the cake of economic growth resulting from the development process that is carried out.Quality economic growth makes development carried out by the government together with allcomponents of the nation able to improve the welfare of society at large in accordance with what is thegoal of national development itself. National development balanced with active community participation or empowered communities will produce a force capable of realizing national goalsaccording to their goals. Encouraging community participation in developing Indonesia from theregions will be realized if the government has a good desire to implement it. The government mustencourage and provide opportunities for the public to be involved in this participatory pattern. Thispattern makes the community more empowered and participates in enjoying the cake of economicgrowth resulting from the development process that is carried out
