The institutional commitment to research that was hitherto left to individual researchers and few research centres came with the University Strategy, ‘Shape Our Future’. The Strategy, with clear mission and vision of research excellence, provided support for the development of a policy framework, subsequent research, output management infrastructure, and associated processes. This paper has reviewed these developments and emerging challenges posed by resource intensive paper based processes that need to be addressed inline with increasing aspirations for digital scholarship. Efforts to address these challenges are largely to reduce intensity of resource use inline with digital scholarship aspirations that embrace information and communication technology (ICT). However, the dynamism of developments and innovations in ICTs are characterized by high frequency of system obsolesce that could be costly to emerging resource poor Universities, particularly proprietary systems. This leads to the need of embracing the use of open source ware by investing in human resource development for capacity building and sustenance of digital scholarship.

Kata-kata kunci: Homo digitalis, kebenaran, digital state of nature, revolusi digital.   Abstract: The fast development of digital communication technology has changed the pattern of human adaptation to their environment. Such shift has prompted philosophy to contemplate on the nature of humans in the time of digital era not as homo sapiens but as homo digitalis. Homo digitalis, being different from the figure of humans in the pre- digital world, has seen changes not only in the way of communication but also in the way of responding to the world and capturing the truth. The writer will discuss the new complexity arising from the digital society through the lens of critical phenomenology. He asserts that the impact of digital revolution is ambivalent in nature, i.e.: giving access to freedom in communication on one hand, but unleashing human natural freedom that has driven brutalities in the digital world on the other hand. A recommendation is offered and conclusion drawn at the end of this paper. Keywords: Homo digitalis, digital communication, truth, new freedom, digital revolution.

Access to finance is an important factor for the sustainability and growth of business. Lack of finance means that, the business will operate under-optimal and cannot enjoy economies of scale. This article explores the difficulties of informal sector access to formal finance. The author offers means by which information and communication technology (ICT) can help bridge that gap. The study carried out asystematic literature review where several articles from Sub-Saharan Africa were reviewed. The findings show that access to finance is constrained by information asymmetry, lack of collateral, business informality, and bureaucratic procedures for accessing finance. ICT has potential to overcome these challenges by streamlining information flow, providing online collateral registration and reducing administrative processes for loan processing, disbursement and repayment. The findings suggest that, despite the big digital revolution in Africa, little has been done to align the digital world with the challenges of the informal sector.

This study aims to examine online learning as a medium and innovation in active learning learning. Through this research it can be seen that online learning is distance learning that uses electronic circuits and is carried out through the internet media to convey learning content, interactions or guidance with teaching materials that suit the needs. The dynamics that occur in the digital era also function as a catalyst for the learning system revolution from what was previously manual and conventional to an effective and efficient system with the support of information and communication technology (ICT). The method used in this research is a case study with a research approach using qualitative methods that are used to obtain information in the form of interview data and documentation about the use of online learning in al-Quran hermeneutics courses on semester VI students of STAI Al-Anwar Sarang Rembang.
