The paper deals with analytical reports prepared by the experts of the RAND Corporation on the Secret War in Laos (19601973) between the Royal Laotian Army, tacit living in the United States, and the communist movement Patet Lao, which received assistance from the Democratic Republic of Vietnam. Initially, it was Laos, not Vietnam that was the strategic and important region of Southeast Asia in the concept of domino theory of the US policy. A vivid example is the study of Laos in the RAND Corporation, which began earlier than the study of Vietnam. Analyst reports were created on the basis of geography, demography, geology, economics, etc. The paper addresses reports on the development of the military-political situation in Laos by the experts of the corporation such as Joel Martin Halpern, Paul Langer and Joseph Zastoff. It is shown that a part of the research was carried out with the aim of developing the theory of counterinsurgency at the request of the Agency for Perspective Research under the Ministry of Defense of the USA for the development of a foreign policy strategy in the countries of the Third world. Special attention is paid to the connection of research on the situation in Laos with the analysis of the prospects of the American policy in Vietnam in the 1960s and early 1970s.

The following paper analyzes the characteristics of the US foreign policy decision-making process at the beginning of the Cold War, due to the active appeal of representatives of the political establishment, the military and the countrys expert community to the colonial experience of the European powers in terms of the prospects of applying their experience in ensuring colonial control in Southeast Asia before and after the end of the World War II as part of the US political course in this region. In addition, it is concluded that more attention should be paid to the role and, therefore, to the prosopographic profile of the experts (in the broad sense of the word), who collaborated with the departments responsible for the development of American foreign policy, such as the Department of State and the Pentagon, and formulated many of the conclusions, which, at least rhetorically, formed the basis of Washingtons course in Southeast Asia after 1945. Special attention is paid to interpretations of the role of colonial knowledge in the light of the unfolding Cold War in the third world, proposed by British diplomats and the military to their American colleagues in the logic of the special relations between Great Britain and the United States.

The historiography of the problem of researching the image of China in the USA is considered. A comprehensive analysis of the evolution of the historiography of the image of China in 1931-1949 in the United States is proposed through the study of the specifics of the perception by the political elite, the military, the public and the US media of the most important events of the "Chinese crisis". It is noted that this approach allows us to talk about the formation of a special phenomenon of the socio-political life of the United States, the reconstruction and explanation of which are impossible within the framework of the traditional methodology of historical research and require an interdisciplinary approach based on historical imagology. It is shown that the formation of the image of China in 1931-1949 in the historiography of the United States by the American press is represented with several thematic areas: the first - the studies of American assessments of China in general works on the history of international relations before the Second World War and during its course; the second is a study of the history of the formation of American assistance to fighting China; third, analyzing China’s assessment of the United States in the context of the history of colonialism and decolonization; fourth, examining the image of China in the context of a study of public opinion in the United States. It is pointed out that the analysis of historiography indicates that China in the crisis period of history was in the focus of attention of both journalists and the academic community.

For the majority of Leftists in the 1960s, the Soviet Union ceased to be intellectually and ideologically inspiring. Both Soviet Communism and Western capitalism at that time represented “the System” which offered universal manipulability and universal marketability as its only alternative modes. Thus, the Left searched for authentic socialism, whether in the Marxist-humanist philosophy, in the Third World revolutions, or in the local socialist traditions. However, even though the global Left faced several general problems common to all Cold War worlds, there were also important contextual differences which prevented the common base from further development.     Following this general context, this article will focus on the Left in Czechoslovakia and in the USA, particularly on the question whether the Czechoslovak reform movement of the late 1960s was inspiring for various groups on the US Left. With regard to the U.S. left-wing reactions to the Prague Spring or to the resistance of Czechoslovak people against the Warsaw Pact invasion, the article will pay attention especially to the discursive dichotomy of authentic socialism vs. counter-revolution.

The article is an attempt to analyze the peculiarities of the US Policy towards Cuba under conditions of break off diplomatic relations in the 1960s. The article focuses on factors which influenced on the formation of the US policy towards Cuba and determined the nature of its qualitative changes in the given period. The author analyzed definite political and economic steps made by President John F. Kennedy and Lyndon Johnson against Fidel Castro’s regime. There is also described the work of the Special Group Augmented that prepared for the new phase of the «Cuban project» – Operation «Mongoose». As a result of the research the author comes to the conclusion, that peculiarities of the US Policy towards Cuba under conditions of break off diplomatic relations in the 1960’s had changed. President Kennedy’s policies were characterized by different methods and approaches. It included both covert operations and sabotage against F. Castro’s regime, as well as political and economic pressure on Cuba. However, such US policy had the opposite effect. Cuba had established relations with the Soviet Union. The confrontation between the United States, the Soviet Union and Cuba led to The Cuban missile crisis. After the crisis was resolved the USA was forced to suspend operation «Mongoose». In addition, John F. Kennedy had attempted to establish a secret back channel of communication with F. Castro. After his death, preliminary for negotiations between Washington and Havana were discontinued. The new President Lyndon Johnson did not allow the normalization of relations with Cuba on Castro’s terms and while he was in power. He made an effort to destabilize the Castro’s regime by making an engaging immigration policy for Cubans who lived in the United States or desired come to the country and got a permanent residence. At the end of Johnson’s presidency, the United States took part in the Vietnam war, but the problem of U.S.-Cuban relations remained unresolved.

2018 marks the 100th anniversary of the proclamation of Ukrainian independence. OnJanuary 22, 1918, the Ukrainian People’s Republic proclaimed its independence by adopting the IV Universal of the Ukrainian Central Rada, although this significant event was «wiped out» from the public consciousness on the territory of Ukraine during the years of the Soviet totalitarian regime. At the same time, January 22 was a crucial event for the Ukrainian diaspora in the USA. This article examines how American Ukrainians interacted with the USA Government institutions regarding the celebration and recognition of the Ukrainian Independence day on January 22. The attention is focused on the activities of ethnic Ukrainians in the United States, directed at the organization of the special celebration of the Ukrainian Independence anniversaries in the US Congress and cities. Drawing from the diaspora press and Congressional Records, this article argues that many members of Congress participated in the observed celebration and expressed kind feelings to the Ukrainian people, recognised their fight for freedom, during the House of Representatives and Senate sessions. Several Congressmen submitted the resolutions in the US Congress urging the President of United States to designate January 22 as «Ukrainian lndependence Day». January 22 was proclaimed Ukrainian Day by the governors of fifteen States and mayors of many cities. The aim of the Ukrainian Bureau in Washington was propaganda of Ukrainian question among US government and American publicity in general. Functioning of the Bureau is not represented non in Ukrainian neither in foreign historiographies, so that’s why the main goal of presented paper is to investigate its activity. The research is based on personal papers of Ukrainian diaspora representatives (O. Granovskyi, E. Skotzko, E. Onatskyi) and articles from American and Ukrainian newspapers. The second mass immigration of Ukrainians to the US (1914‒1930s) has often been called the «military» immigration and what it lacked in numbers, it made up in quality. Most immigrants were educated, some with college degrees. The founder of the Ukrainian Bureau Eugene Skotzko was born near Western Ukrainian town of Zoloczhiv and immigrated to the United States in late 1920s after graduating from Lviv Polytechnic University. In New York he began to collaborate with OUN member O. Senyk-Hrabivskyi who gave E. Skotzko task to create informational bureau for propaganda of Ukrainian case. On March 23 1939 the Bureau was founded in Washington D. C. E. Skotzko was an editor of its Informational Bulletins. The Bureau biggest problem was lack of financial support. It was the main reason why it stopped functioning in May 1940. During 14 months of functioning Ukrainian Bureau in Washington posted dozens of informational bulletins and send it to hundreds of addressees; E. Skotzko, as a director, personally wrote to American governmental institutions and foreign diplomats informing about Ukrainian problem in Europe. Despite an impressive rise in school enrolment rates over the past few decades, there are concerns about growing inequality of educational opportunity in China. In this article, we examine the level and trend of educational mobility in China, and compare them to the situation in Germany, the Netherlands, the UK and the USA. Educational mobility is defined as the association between parents’ and children’s educational attainment. We show that China’s economic boom has been accompanied by a large decline in relative educational mobility chances, as measured by odds ratios. To elaborate, relative rates of educational mobility in China were, by international standards, quite high for those who grew up under state socialism. For the most recent cohorts, however, educational mobility rates have dropped to levels that are comparable to those of European countries, although they are still higher than the US level.

In the United States, the military is the primary channel through which many are able to obtain supports traditionally provided by the welfare state, such as access to higher education, job training, employment, health care, and so on. However, due to the nature of the military as a highly gendered institution, these social welfare functions are not as accessible for women as they are for men. This amounts to a highly gender-biased state spending pattern that subsidizes substantially more human capital development for men than for women, effectively reinforcing women’s subordinate status in the US economy. AbstractThe United States has traditionally defined national security in the context of military threats and addressed them through military spending. This article considers whether the United States will rethink this mindset following the disruption of the Covid19 pandemic, during which a non-military actor has inflicted widespread harm. The author argues that the US will not redefine national security explicitly due to the importance of the military in the US economy and the bipartisan trend toward growing the military budget since 2001. However, the pandemic has opened the floodgates with respect to federal spending. This shift will enable the next administration to allocate greater resources to non-military threats such as climate change and emerging diseases, even as it continues to increase defense spending to address traditionally defined military threats such as hypersonics and cyberterrorism.

Hydrogen produced from renewable energy has the potential to decarbonize parts of the transport sector and many other industries. For a sustainable replacement of fossil energy carriers, both the environmental and economic performance of its production are important. Here, the solar thermochemical hydrogen pathway is characterized with a techno-economic and life-cycle analysis. Assuming a further increase of conversion efficiency and a reduction of investment costs, it is found that hydrogen can be produced in the United States of America at costs of 2.1–3.2 EUR/kg (2.4–3.6 USD/kg) at specific greenhouse gas emissions of 1.4 kg CO2-eq/kg. A geographical potential analysis shows that a maximum of 8.4 × 1011 kg per year can be produced, which corresponds to about twelve times the current global and about 80 times the current US hydrogen production. The best locations are found in the Southwest of the US, which have a high solar irradiation and short distances to the sea, which is beneficial for access to desalinated water. Unlike for petrochemical products, the transport of hydrogen could potentially present an obstacle in terms of cost and emissions under unfavorable circumstances. Given a large-scale deployment, low-cost transport seems, however, feasible.
