The traffic around the schools is one of the worst events for sustainability. The effects are heavy for pollution, for safety deriving from multiplied walk-car cross, for autonomy reduced for student. This paper discusses on Green and Safety School program that realizes Limited Traffic Zones (LTZ) around the schools. Calabria Region has made political and technical decisions oriented towards sustainable development, according to international, European and national targets: by Regional Transportation Plan (RTP), the Region has implemented several ways for realization of the planned measures relative to the urban centres defined by Action 2 Urban areas; by School Plan and program the Region has invested to reduce the vulnerability of school building. The aim of Green and Safety School program is offering a new and never developed field for social, economic and environmental sustainability in urban areas and to propose a strategy for traffic control near schools from basic considerations regarding a problem common of all cities around the world. This program derives from the results obtained with two different previously implemented programs: one relative to the rebuild of school who reduce risk (Scuola Sicura) and another one to the City logistics (leaving from RTP). From an advanced synthesis of these 2 programs born the very new use of LTZ. Green and Safety School is oriented to guarantee green areas and to reduce risk outside school. Even if the program leaves before COVID-19, it assumes significant importance to guarantee social distancing.

The urbanization process in Latin America has reached unprecedented levels. The need to mitigate its effects and improve cities sustainability has become a pressing challenge. In this context, the assessment of sustainability acquires an increased recognition as a diagnosis tool to advance towards the ecological, social, economic and political objectives of sustainable development. On the basis of previous studies, this paper is intended to comparatively evaluate the urban and environmental sustainability of Mar del Plata city (Argentina) and its peri-urban area. A Sustainability Index (SI) was built. The most favourable SI values were generally found in the urban area, while the most critical ones were identified in the peri-urban area. The incidence of the topics in the SI, reveals differences between the urban and peri-urban areas. The outcome is expected to strengthen policy integration for present and future generations leading to the Sustainable Development Goals at a local scale.

Abstract The uncontrolled expansion of urban areas is one of the main factors that reduce the liveability of cities. In recent years, to contrast urban sprawl, several nations have promoted policies aimed at developing urban green spaces. The importance of green oases within cities had already been highlighted, in 1977, by the architect Christopher Alexander who had developed a series of patterns including ‘City Country Fingers’ claiming that city development should consider the prolongation of country land in to the urban area. In several cities, especially in Japan, it is possible to recognize the imprint of urban development based on country fingers. This term refers to extensive urban intersections of agricultural land or wooded hills which, from the peripheral areas, penetrate the city. Inside them, there are urban windows, called city fingers, whose development direction is opposite to those of the country fingers. To recognize and analyze, in an automated way, these particular structures, a Python-based application was created. Starting from the original high-resolution image of Google Earth, a complete analysis was performed, labeling and delimiting urban and vegetational areas and extrapolating the main geometric parameters of the country and city fingers. The finalization of the results obtained was carried out through a classification model whose criteria were based on Alexander’s pattern. Thanks to this classification scheme, the distinction between Active Green Areas (country fingers) and Passive Green Areas (gardens and public parks) have been revealed for the analyzed cities. The tests performed showed almost ideal conditions for the city of Kamakura and a limited match for the urban area of Acireale. The proposed method is suitable for fields of application that require a qualitative and quantitative determination of the vegetation cover present within the city, an essential condition for correct territorial planning.

New geolocated records of the invasive ant Linepithema humile (Mayr, 1868) are added to the previous references for the city of Madrid and its surroundings, and the possible causes of the occurrence and permanence of this species in urban areas are discussed. The data collection corresponds to a series of samplings carried out for the last three years in green areas of the city, bibliographic searches, citizen science platforms and personal communications. To date, eleven locations in the urban area of Madrid and four points outside the city have been registered. The city of Madrid is undergoing a colonisation by the Argentine ant, although it is not widespread yet, since observations over time and space are isolated and apparently unrelated. However, this species has a great capacity to disperse and establish new colonies, mainly human-mediated through the transport of goods, plants, gardening tools, etc. Considering the numerous colonizable urban green areas in the city that can provide the necessary conditions for its expansion, the Argentine ant should not be underestimated, and immediate action is strongly recommended.

The paper is focused on the Fourier transform application in urban traffic analysis and the use of said transform in traffic decomposition. The traffic function is defined as traffic flow generated by different categories of traffic participants. A Fourier analysis was elaborated in terms of identifying the main traffic function components, called traffic sub-functions. This paper presents the results of the method being applied in a real case situation, that is, an intersection in the city of Bucharest where the effect of a bus line was analysed. The analysis was done using different time scales, while three different traffic functions were defined to demonstrate the theoretical effect of the proposed method of analysis. An extension of the method is proposed to be applied in urban areas, especially in the areas covered by predictive traffic control.

A vast majority of traffic crashes in urban areas occur at signalized intersections. Roadway geometry, traffic control, adjacent land uses, and environmental factors at intersections often contribute to the high incidence of traffic crashes and injuries. A public-private partnership project to identify high-crash and high-risk locations in the city of Detroit was initiated in 1996. Eighteen candidate sites were selected, and an extensive engineering study was conducted to develop countermeasures to help alleviate the traffic crash problem at the selected sites. The Automobile Association of America, Michigan, was the private partner in this joint venture and, in partnership with the city of Detroit, was a major contributor to covering the cost of improvements. The selection of countermeasures was based on state-of-the-art methodology and analysis, and implementation of the selected countermeasures at some of the sites was undertaken as the initial phase of the project. A comprehensive before-and-after evaluation study was performed at three of the improved sites. The study revealed that the safety improvements that were implemented lowered both crash and severity experience. The differences between the before and after crash frequencies proved to be statistically significant. Additionally, a benefit-cost analysis at the study locations indicated extraordinary results. This research presents the evaluation study results and discusses the countermeasures and improvements that were the most successful in mitigating traffic crash problems at the selected study locations.

O trabalho em questão analisa, segundo o prisma da Geografia, a importância do patrimônio natural em ambiente urbano. Como objetivo principal, pretende compreender a percepção que os residentes na cidade de Coimbra (Portugal) têm da natureza e do papel que o património natural pode desempenhar na qualidade de vida da cidade. Para alcançar esses objetivos, inicia-se o texto com uma reflexão teórica que percorre conceitos como a topofilia e os olhares sociais sobre o ambiente e a natureza em contexto citadino. Depois, seguem-se dois procedimentos diferentes, mas complementares: (1) Como forma de registro da presença e do estado de conservação da natureza em Coimbra e da interação entre os cidadãos e o patrimônio natural naquele espaço geográfico, fez-se uma análise de campo com a montagem de um banco de dados fotográficos que representam excertos deste território; (2) Inquéritos por meio de entrevistas, em dois bairros da cidade – Vale das Flores e Monte Formoso – privilegiando adultos com idades superiores aos 30 anos. Apesar de a pesquisa ter revelado algumas contradições entre a prática e o discurso na percepção e na relação topofílica para com as áreas verdes urbanas, concluiu-se que a presença do patrimônio natural no ambiente urbano ainda se apresenta como uma questão secundária. Contudo, também se verificou que, para reforço desta relação simbólica e/ou funcional, o patrimônio natural deve estar presente em todo o contínuo urbano e não ficar restrito aos bairros mais elitizados ou aos parques. Abstract THE CITIZENS TOPOPHILIA AND THE NATURAL URBAN PATRIMONY: COIMBRA’S CASE STUDY This paper analyzes the importance of natural patrimony in the urban environment, under the prism of geography. The main objective of this study is to understand how nature is perceived in the city of Coimbra (Portugal) and the role that green areas and natural patrimony has in the quality of urban life. To achieve these objectives, this article discusses the conceptual argument about environmental perception, topophilia and the nature in the city. For this, it was used two different procedures: (1) Field analysis on the city of Coimbra with purpose to setting up a photographic database, to verify the presence, conservation and relationship to the natural patrimony inserted in urban environment; (2) Investigation through interviews in two neighborhoods of the city – Vale das Flores and Monte Formoso. The data revealed that the perception and the topophilic relationship to urban green areas are marked by the contradiction between practice and discourse. It was concluded that the presence of natural patrimony in the urban environment still present itself as a secondary issue. Moreover, it was concluded that to strengthen this relationship symbolically and/or functionally the natural patrimony must be present throughout all the continuous urban areas and should not be restricted to elite neighborhoods or parks.

This scientific research was conducted to find out the description of the implementation of the Regional Regulation on Regional Spatial Planning in realizing environmentally sustainable development in Bengkulu Tengah Regency. The focus of this research is on the implementation of the policy of providing Green Open Space in the development of urban areas, namely the City Parks that have been built. The method used in this study uses descriptive qualitative methods with a case study approach. Data analysis is based on techniques commonly used in communication messages, namely data collection, data classification, data interpretation and meaning of research results. The results of the study were viewed from four aspects, namely the determination of zoning, licensing issues, choice of incentives and disincentives, and community participation. From this aspect, it is known that in the construction of City Parks as a form of implementation of the policy of providing Green Open Space in the development of urban areas in Bengkulu Regency, the principle of environmentally sustainable development has not been maximally realized. First, the determination of City Park zoning is carried out unilaterally by the government without coordinating with the community. Secondly, the issue of licensing where the construction of the City Park permit location is unknown to the public. Third, the choice of incentives and disincentives provided by the government is still too small and does not prioritize the interests of the community. Finally, the participation of the community in the construction of the City Park is still very lacking because the government is not transparent regarding the development planning that will be carried out.

The purpose of this research is to map the conceptual and theoretical foundations of sustainability and sustainable development, specifically how these concepts have been defined, conceptualized, and operationalized in the past, in effect to elucidate knowledge gaps and limitations of current research. This research uses an exploratory approach to textual discourse analysis to uncover the ways in which sustainability and sustainable development has been defined, conceptualized, and operationalized by the City of Toronto over the past thirty years. The findings of this research indicate that despite poorly defined conceptions of sustainability and sustainable development, operationalization has continued. However, many challenges to conceptualization and operationalization remain, such as those related to cross-scale coordination, understanding of social, economic, and environmental interdependencies, inadequate understanding of environmental conditions, and issues related to information sharing and reporting across institutions. The sustainable development of the city involves the solving of economic, environmental and social problems through the modernization of various spheres of the urban economy. The modernization of related and interrelated spheres of the city’s economy should be based on an integrated approach. The hospitality and public infrastructure are such spheres. Their relationship is due to both technical and technological features and the possibilities of achieving the goals of sustainable development of the city (the hospitality sector contributes to the growth of openness of the city and the life support and environmental sustainability of the city directly depends on the state and development of public infrastructure). The priorities of the modernization of public infrastructure and hospitality for sustainable development of the city have been determined. The condition of the public infrastructure and hospitality in cities of Ukraine was analyzed from the point of view of modernization for sustainable development. The experience of modernization of public infrastructure and hospitality in sustainable European cities (including improving energy efficiency, strengthening environmental safety, creating a barrier-free environment) has been studied. The technical, technological, financial and institutional features that determine the feasibility of modernizing the public infrastructure and hospitality based on the principles of an integrated approach have been determined. The recommendations of the mechanism of public-private partnership using in the implementation of projects for the modernization of public utilities infrastructure and hospitality of the city have been developed. The decision-making tools for managing resources have been proposed for the justification and implementation of a project to modernize public infrastructure and hospitality based on a comprehensive approach.  Key Words: city, sustainable development, public infrastructure, hospitality, modernization, integrated approach.

Problemas e catástrofes geradas por ações da natureza são cíclicos na história de nosso planeta.Um desses problemas, se não o principal e mais recorrente, são as inundações que vêm ocasionando diversos prejuízos tanto para a população quanto para os municípios em geral. Com o município de Itajubá-MG não é diferente. Principalmente por ter se desenvolvido às margens do rio Sapucaí, tem passado por problemas com inundações desde a sua fundação em 1819. No ano 2000, foi registrada uma das suas maiores inundações, que afetou 80% da sua população urbana. Atualmente, devido aos avanços da tecnologia, problemas referentes às inundações podem ser diagnosticados e evitados, utilizando-se programas computacionais, como Autocad e Global Mapper, com os quais, dentro deste trabalho, pôde-se se ter a real noção das áreas dentro do município em estudo susceptíveis a enchentes e inundações. Como principal resultado, observou-se uma mancha de inundação ocupando 65% da área urbana total do município, o que pode servir como base para realizar obras de prevenção e permitir um avanço municipal controlado. A partir desse levantamento pode-se ter a representação da fragilidade da cidade quanto a problemas ambientais decorrentes das chuvas torrenciais. Percebe-se a necessidade de um maior e melhor planejamento do crescimento urbano, por parte dos órgãos regulamentadores, adotando-se estratégias para o desenvolvimento eficiente e sustentável da região. Palavras-chave: Inundações. Planejamento. Problemas.   Flood spots in municipality of Itajubá-mg Abstract Problems and disasters generated by nature actions are cyclical in the history of our planet. One of these problems , maybe the major and most frequent, are the flooding which has been causing many losses for both the population and the municipalities in general. In the city of Itajubá -MG it is not different. Mainly because the city is located in the banks of the Sapucai river, it has experienced problems with flooding since its foundation in 1819. In 2000, the city faced one of its biggest floods, which affected 80% of its urban population. Currently, due to advances in technology, problems related to flooding can be diagnosed and prevented by using computer programs such as Autocad and Global Mapper, which ones, in this work, allow us to have a good idea about areas in the studied city, that could be potentially affected by floods. As the best result,  one flood spot occupying 65% of the urban area of the city was observed. The information can be used for preventing actions and as a base for a mediated growing. From this results, it is possible to measure how fragile is the city regarding to environmental problems related to storms, which requires that regulatory organizations make a bigger and better growing planning for the urban areas, applying strategies for the efficient and sustainable development in the region.
